The Study on Naud$\acute{e}$'s Librarianship (Naud$\acute{e}$의 사서직에 관한 연구)

  • This study investigated what motivated Gabriel Naud$\acute{e}$(1600-1653) to become associated with the library and how he performed his librarianship. He formulated his ideas into a theory, and put the ideas into practice through three libraries. Particularly, he established the goals of the library, and provided services in keeping with the goals. Such activities are closely related to the post of a modern librarian. In addition, it was found that his ideas bear similarities to Ranganathan's Five Laws of Library Science. Therefore, this article carried out the study from a universal perspective from which Naud$\acute{e}$ had opened the library and provided user-centered services.

A Comparative Research of Library Law in Korea and Japan: Focusing on the Enactment and Revision Processes

  • Korea and Japan have been influenced by one another through various points in their respective histories. During ancient times and throughout the Middle Ages, many aspects of culture and modern civilisation were conveyed from China to Japan via Korea. This trend changed in the second half of the $19^{th}$ century, as Japan opened its ports to foreign trade, completely reforming its own society before Korea followed suit. The aspects of modern civilisation and culture were thus subsequently conveyed to Korea from Japan. Not unlike Western cultures of the time, Japan also engaged in a pursuit of imperialism that resulted in its subjugation of Korea during the Japanese occupation. After Korea regained its independence following the Second World War, Koreans rebuilt their country largely on the basis of the social system Japan had left behind. 70 years later, differences from the Japanese model may nevertheless be observed in various areas. Library legislation is no exception. This paper provides a comparison of Korean and Japanese library laws. The comparison and consideration of the enactment and revision processes of library legislation of both countries reveals how differences in legislation developed and provides an analysis of the implementation of these differences.

Policy Implications for the Improvement of Librarianship Employment (사서직 취업률 향상을 위한 정책방향에 대한 고찰)

  • The employment prospects of graduates in the Library and Information academic has largely concentrated in the field of librarianship as well as the curriculum of the academic itself. Since there are limitations in increasing the number of libraries and the available posts in the librarianship, the full-time jobs in the field are also limited. Even for the available posts in the field of librarianship, the majority is in contract based posts which does not guarantee a good working environment. The purpose of this research is to make policy implications to improve the employment rates of librarians. The main research methods include literature review of the previous studies and available statistical data, and a questionnaire targeting students and librarians. The targeting policy implications can be categorized into 4 factors, including, as supply side, improvements in the qualification of librarian certificate, in training for librarians, and as demand side, laws on library employment, and improvement of library services for co-operatives. There are 15 detailed strategies to support the 4 factors. For the improvement of strategies in library related laws, the following elements will be considered; supporting system for temporary jobs, the title of librarian post and the library itself, and librarian placement criteria in terms of its realization and mandatory, and obligations in library evaluation. The Council discussions propose the expansion of librarian award system, provision of information systems for librarian jobs, and developments in promotional materials and their deployment for librarians.

Librarian Certification in Korea: History and Future Directions (사서자격제도의 변화 추이 및 개선 방향에 관한 고찰)

  • Librarian certification and creditable library education in Korea are defined by law(s). The law(s) has continuously been amended or reformed to meet the changes in society as well as library surroundings to date. This research investigates and analyses the evolving traces of librarian certification and creditable library education law(s), and summaries them as following: first, the trend in the changes is reviewed, second, whether the conditions to grant librarian certificates reflected on the laws have influenced the quality or professional capability of the librarians is probed, finally, problems of current librarian certification and creditable library education are elicited, and desirable future directions are suggested.

A Study on the Development of the Statistical Indicators of Hospital Library (병원도서관 통계지표 개발에 관한 연구)

  • This study was intended to develop statistics indicators for the hospital library so that data related to the hospital library can be collected objectively and systematically. In order to derive items that can be used as statistics indicators for hospital libraries, 1) relevant laws, statutes and standards, 2) Statistical indicators related to hospital libraries presented in previous studies, and 3) Guidelines related to foreign hospital libraries were investigated and analyzed. The results were derived from 7 areas, 44 items and 57 sub-categories as a primary result. Statistical indicators derived in the first round were surveyed by experts and field staff to investigate their suitability. Based on this, statistics indicators for hospital libraries were developed in 7 areas, 39 items, and 54 sub-categories.

A Study on the Unified Policy of the Public Library Administrative System in Korea (공공도서관 행정체계 일원화에 대한 고찰)

  • The 21st century is the era of knowledge and information, and also the age of education and culture. The importance of a public library, which stands in the center of the stream of the times, cannot be overemphasized. A public library is a reservoir of learning and culture as a base camp for achieving a creative economy and the flourishing of our culture. Many problems are caused with the promotion of unification of a public library administrative system coming to the fore as a large issue of library communities in poor surroundings where the public libraries don't observe the library laws and rules bottom of such a reservoir is splintered by drought, and its embankment is not solid. Accordingly, this study is aimed at suggesting the improvement plan by analyzing all arguments and problems in relation to the promotion of the administrative system unification of a public library. For this purpose, first, the study considered the developmental process of the discussion about public library unification; secondly, the points at issue and problems in public library unification are reviewed; finally, this study arranged and suggested the improvement plan related to public library unification.

A Study on the Analysis of the Provisions of the Library Steering Committee Included in the Ordinance of Public Libraries in Chungcheong Province (충청지역 공공도서관 조례에 포함된 도서관운영위원회 조항 분석에 관한 연구)

  • This study attempted to analyze the contents of the public library steering committee-related ordinances, derive problems and implications, and based on this, suggest the contents and supplementations necessary for the construction of the library steering committee ordinance. To this end, first, we looked at the theoretical background such as the significance and role of the public library steering committee, and the nature of the ordinance. Second, it was analyzed by dividing it into five areas: the status of enactment of ordinances related to library steering committee, whether provisions related to library steering committee are included, composition content, composition method, function, conference and regulation enactment, and allowance payment. Based on this analysis, it was mentioned that it is necessary to establish a department in charge of ordinances, a library steering committee, guarantee the participation of library directors and library experts, hold regular meetings, disclose minutes, and reflect the results of committee deliberation. In addition, when enacting a standard ordinance items containing the name, nature and role, composition, meeting, sub-organization, rule of the library steering committee.

A Study on the Development of the Founding Collection in Public Libraries (공공도서관 개관장서 구축 방안 연구)

  • This study illustrates the process of the development of founding collection in public libraries. Specifically, this study surveys such cases of ten public libraries recently opened. It also analyzes current laws and standards about library collection and compares the criteria with the ones in various manuals and reports. For the study, supplementary data were also collected through qualitative interviews and brain-storming discussions with public librarians and other regional government officials who were in charge of the library construction project. For the suggestion to improve the quality of such founding collection, the researcher put the emphasis on the construction of collection development policy for the library, on the official collection plan, on the adequate volume of founding collection, and on the strategies for collection programs about regional studies.

Feasibility Analysis of Establishment of the Collaborative Repository for Public Libraries in Korea (공공도서관 공동보존서고 건립의 타당성 분석)

  • The goal of this study is to analyze the feasibility of establishment of the collaborative repository for public libraries in Korea. To that end, its feasibilities were analyzed from the sides of the relevant laws, national policy, library's recognition, and actual collection space. As a result, the feasibility of establishment of the collaborative repository was revealed by enough. Accordingly, based on the this basic research, there is a need to develop immediately the construction and operation model of the collaborative repository. And the Ministry of Culture, Sports and Tourism, and metropolitan city and province must grant priority of cultural policy in the establishment of the collaborative repository.

A Study on Developing and Proposing the Library Privacy Policy (도서관의 개인정보보호정책 개발 및 제안에 관한 연구)

  • A library privacy policy describes the library's willingness to protect the library users' personal information, and also serves as a code of conduct for library staff. In recent years, cases of privacy invasion have been growing exponentially in society as a whole, including at the library, and therefore the establishment and application of a privacy policy is becoming more important. In this study, we try to develop and propose the optimal library privacy policy. For this purpose, we derived implications by analyzing the domestic and international privacy laws and guidelines, investigating invasion of privacy cases at home and abroad, and studying different library privacy policies from libraries around the world. The library privacy policy that we propose in this study was created to be a guideline for librarians when dealing with privacy issues and is library specific, diverging in many ways from privacy guidelines used in other fields.
