The Outsourcing of the Public library Management and the Crisis of Librarianship in Japan (일본 공공도서관의 민간위탁과 사서직의 위기)

  • The purpose of this study is to investigate the reason, background, history, and present status of outsourcing of the Public library management and the change of librarianship in Japan. Under the name of the difficulty of finance and the effective management in local government, from the beginning of 1970's, the outsourcing of public library is going to the present. And especially with the progress of outsourcing, there were decreasing of the number of librarian, increasing of part time librarian, and abolition of librarianship. So this study try to find good resolutions about these problems in end.

A Study on the Improvements through the Analysis of Information Disclosure System and the Disclosure of Academic Libraries (대학도서관의 정보공개 및 공시 실태분석을 통한 개선방안에 관한 연구)

  • In this study, the actual condition in operating Information Disclosure System and University Information Disclosure was investigated and analyzed for 413 universities which had their own homepages out of the total 414 universities, which were the targets of university information disclosure in 2008. To activate Information Disclosure System of the academic library, how to use Korea Library Statistics Items and National Libraries Operation Assessment Index as the standard of information disclosure, and how to use a national library statistics system effectively were suggested. In addition, to make University Information Disclosure efficient, the amendments about the status of books holdings and library budget were respectively suggested so that the items and contents of disclosure about the status of library support might be disclosed by focusing on the security of finance and the improvement of the academic library. In order to enhance the interest of universities and in society and policy, it is necessary for the academic library to make use of Information Disclosure System and University Information Disclosure as a major means.

  • The purpose of this study for coming up with vitalization methods of small libraries by attracting corporate donations, in order to overcome inferior financial circumstances of small libraries in daily life that play a role community centers in regional communities. For this, a frequency analysis was conducted in order to examine various circumstances and cognitions regarding library donations from 100 corporations that made donations during the past year. Also, a cross-tabulation analysis was studied to identify factors that influence donations.

  • The study aims at providing enhanced policies of school library opening services. It analyzed various issues on primary school libraries in Gangnam-gu, Seoul which have provided opening services for the last 10years, from 2001 to 2011, in cooperation with the Gang-Nam Gu Council. In theoretical aspect, this study discussed legal grounds, types, strengths and weaknesses of school library opening policies. Furthermore, it conducted a survey and interviewed the primary school librarians and users to explore their understanding about school library opening. As a result, it presented alternative strategies of three aspects; human resource, administrative system and finance for improving school library opening services.

  • This study attempts to developing an organizational model for industrial information service a n.0, pplicable to industrial su n.0, pporting organization in every industrial sectors. A n.0, ppropriate institutions which provide industrial information would be industrial associations, industrial research and development institutes. The proposed industrial information services could be Kumi Information Center for Industrial Technology (KICIT) and information Center of Machinery and Materials (ICOMM). KICIT has established in cooperation with the Kumi city and Kumoh National University of Technology (KNUT) su n.0, pporting the finance and technology management respectively. ICOMM has established within the framework of the Korea Institute of Machinery and Materials. Major activities of ICOMM is to provide local companies with better extension services on technology information.

  • Led by KIEP, this project to establish an Online Union Catalog System on Northeast Asia is the first such attempt to create a collaboration between social science libraries in Korea. This Online Union Catalog System is seen as a problem solving mechanism, as it helps to maximize efficiency in utilizing labor, finance, and data, by sharing library resources. This study focuses on the process of converting databases in a non-MARC format to a MARC format.

Most to Least Preferred Parameters Affecting the Quality of Education: Faculty Perspectives in India

  • The objective of the study is to find out the faculty members' perspective of most and least preferred parameters affecting the quality of education in an affiliated undergraduate engineering institution in Haryana, India. It is a descriptive research. The data has been collected with the help of Questionnaire Based Survey. The sample size for the study is 110. The respondents are the faculty members teaching B. Tech who were selected randomly from the above said geographical area. For data analysis and conclusion of the results of the survey, statistical tool like factor analysis was performed in SPSS. The most preferred aspects of the institution by the faculty members are: a secured Wi-Fi facility is well channelized to provide easy access, library is well equipped, faculty can visit the library with ease whenever they find time, toilets for the faculty are hygienic and in adequate number, parking facility for the faculty vehicle is spacious, adequate Industry Institute Interaction for the faculty development etc. The least preferred aspects of the institution by the faculty members are: faculty / staff rooms are spacious, well furnished and adequate in number, and working relationships between the Head of Departments and their faculty members are synchronized.

An Assessment of Records Management Practice in Selected Local Government Councils in Ogun State, Nigeria

  • What government does/fails to do is conveyed to the public largely by records and information of various types in the public service, without which there will be no government. When records are poorly managed, much time is involved in sorting and locating needed information from large volumes of records. The rate of records misplaced or lost from which useful information for decision making is usually obtained makes it difficult to provide concise and up-to-date records of both past and present operations, raising the challenge of effective record-keeping. Thus this study examined records management practices in selected local government councils in Ogun State, Nigeria, adopting the descriptive survey research method using questionnaires for data collection. Its population comprised 415 records of personnel in the selected councils, of which 208 were sampled using simple random technique. From the 208 copies of the questionnaire administered on the registry personnel, 150 copies were useable, with a 72.12% response rate. Descriptive statistics were used for the analysis. The results indicated a prevalence of paper as the dominant medium for recording/conveying information in the councils with most of these being either in active state, semi-active, and vital and were kept and maintained in the registry, while in-active records were kept in the records store. Storage facilities for record-keeping were insufficient. Security measures against unauthorized access to records were by restrictions and subject users to managerial clearance. The study concluded that council records were in chaos and recommended the formulation of coherent records management policy, adequate budgetary provision, and adequate finance.

A Study on the Evaluation of Librarian's Competency Value (도서관 사서의 역량가치 평가 연구)

  • This study was performed in order to provide suggestions on how to strengthen librarian competency by evaluating and analyzing the competency value of librarians as information professions. First, the study divided the common competency value of librarians as human capital of libraries into skills, knowledge, behavior and attitude, and analyzed each area of competency value for librarians of the A-library. As a result, the average of the 'librarian's behavior and attitude' area was the highest, followed by the 'librarian's skill' area and the 'librarian's knowledge' area. Second, in terms of 'librarian's skill', A-library librarians' competence values were high in the order of 'communication', 'leadership', 'technology' and in the terms of 'librarian's knowledge' ones were high in the order of 'law and policy', 'marketing', 'learning and growth' and 'finance and accounting'. In addition, in areas of 'librarian's behavior and attitude', the factors were high in the order of 'ethics and values', 'interpersonal relationships' and 'customer service'. Third, the analysis of whether the average difference exists depending on the characteristics of A-library librarians on their evaluation of the competency value shows that only the 'working period' factor in the total competency value and the two factors 'age' and 'working period' were statistically significant in the 'librarian's knowledge' area. Forth, as a result of a regression analysis to identify the characteristics of A-library librarians and their impact on competency value, only the 'final education' factor was statistically significant for the competency value of the 'librarian's skill' area. Fifth, in the survey on problems and desirable improvement measures in increasing the competency value of librarians, the proportion of presenting problems and improvement plan in systemic aspects such as the 'librarian qualification system' and 'librarian training system' was high.

Non face-to-face News Articles Keyword Using Topic Modeling (토픽모델링을 이용한 비대면 신문 기사 키워드 분석)

  • The news articles collected with keyword "non face-to-face" were analyzed through topic modeling applied with LDA algorithm. In this study, collected articles were divided into two periods, period 1(the beginning of COVID-19 spread) and period 2(the end of COVID-19 spread), according to issued date of the articles. The articles of period 1 showed support for non-face-to-face treatment, smart library, the beginning of the online financial era, non-face-to-face entrance exam and employment, stock investment for main topic words. And the articles of period 2 showed conversion to non face-to-face classes, increasing unmanned stores, online finance, education industry, home treatment for main topic words. Also, further issues were discussed through visualization of topic words. These results provide evidence that education and unmanned business in non-face-to-face industries are growing.
