이 연구는 지난 5년 동안 수행된 학교도서관 활성화사업의 결과로 거의 모든 학교에 도서관이 설치된 상황에서 미흡한 분야를 점검하고 앞으로 수행할 분야를 개발하여 학교도서관의 지속적 발전을 위한 방안을 모색하고자 학교도서관 평가지표를 개발하고자 하였다. 이를 위해 이 연구에서는 문화체육관광부의 2009년 평가지표, 교육과학기술부 정책연구 평가지표, 선행연구인 학교도서관의 BSC 성과지표, 한국도서관협회 학교도서관 평가기준을 분석하고 교육과학기술부의 2단계 학교도서관 진흥 기본 계획과 "학교도서관진흥법", 교육과학기술부의 시 도교육청 평가지표를 분석함으로써 8개 영역 54개의 평가지표를 개발하였으며 최종적으로 8개 영역 48개의 평가지표를 제시하였다. 한편 이 연구에서 제시한 평가기준에 대한 신뢰성을 높이기 위해 분석결과에 대한 검증은 1차적으로 학교도서관 관련전문가를 통해 검토가 이루어졌다. 이 결과를 바탕으로, 2차 평가는 학교도서관 담당 교사를 통해 이루어져 전체적으로 연구한 평가지표에 대해서는 2단계 검증을 수행하였다.

The purpose of this study is to develop an evaluation index for evaluating the economic value of libraries. To this end, a preliminary evaluation index was derived from analyzing a total of approximately 60 domestic and foreign papers that examined the value of libraries. Based on the derived preliminary evaluation index, 11 experts were selected and the final evaluation index was developed by conducting the Delphi survey for 3 times. The final evaluation index consists of four evaluation areas, such as the economic value of the public library, economic revitalization, manpower development and job creation, and the improved investment value, seven evaluation items, and 22 evaluation indices. In the future, it will be necessary to conduct research to measure the economic value of public libraries.

이 연구는 학교도서관 운영평가 지표의 우선순위를 도출하여 현장성이 반영된 평가지표의 개선방안을 제시하는데 목적이 있다. 이를 위해 학교도서관의 대표적인 전담인력인 사서교사를 대상으로 Analytic Hierarchy Progress(AHP) 분석방법을 적용하여 평가지표의 우선순위를 분석하였다. 연구결과, 상위 계층 평가영역의 우선순위는 인적자원, 도서관서비스, 정보자원, 도서관경영, 시설 환경 순으로 나타났고, 하위 계층 평가항목의 우선순위는 인력자원배치, 인력자원 전문성, 독서교육, 정보활용교육, 교육활성화 노력, 장서 구성 적설성, 장서 최신성, 예산, 시설 접근성, 장서 현황, 시설 설비 적절성, 경영계획, 이용 접근성, 홍보 및 마케팅, 학교도서관운영위원회, 협력, 자료이용현황 순으로 나타났다. 본 연구를 통해 도출한 결론은 현장성이 가미된 학교도서관 평가지표를 적용함에 있어서 기초자료로 활용할 수 있을 것이다.

This study has the aim of developing an evaluation index that can help evaluate the reliability of the information resources of institutions retaining humanities assets for the purposes of laying out the foundation for providing one-stop portal service for humanities assets. To this end, the evaluation index was derived through the analysis of previous research, case studies, and interviews with experts, the derived evaluation index was then applied to the humanities assets retaining institutions to verify the utility. The institutional information resources' reliability evaluation index consisted of the two dimensions of the institutions' own reliability evaluation index. The institution provided a service and system evaluation index. The institutions' own reliability evaluation index consisted of 25 points for institutional authority, 25 points for data collection and construction, 30 points for data provision, and 20 points for appropriateness of data, for a total of 100 points, respectively. The institution provided service and system evaluation indexes consisting of 25 points for information quality, 15 points for appropriateness (decency), 15 points for accessibility, 20 points for tangibility, 15 points for form, and 10 points for cooperation, for the total of 100 points, respectively. The derived evaluation index was used to evaluate the utility of 6 institutions representing humanities assets through application. Consequently, the reliability of the information resources retained by the Research Information Service System (RISS) of the Korea Education & Research Information Service (KERIS) turned out to be the highest.

기존에 개발되어 활용되고 있는 평가지표는 비효율적 배점 구성과 실제 작은도서관 환경과 괴리된 평가항목 및 세부지표 그리고 작은도서관 정책 마련에 필요한 기초자료로서 가치 미비 등의 측면에서 개선할 필요가 있다. 따라서 피평가자인 작은도서관의 요구를 반영하여 정량평가에 의한 계량적 평가뿐만 아니라 작은도서관의 기본적 목적과 가치를 평가할 수 있는 정성적 평가를 포함하는 작은도서관 운영평가 지표(안)을 제안하였다. 제안한 작은도서관 운영평가 지표(안)은 평가방법 및 세부지표의 평가척도 다변화를 통해 작은도서관 자체 운영점검과 수준을 가늠할 수 있는 자기점검을 위한 평가가 되도록 하였다.

서비스 기관인 공공도서관의 존립근거는 고객들의 도서관에 대한 요구와 기대라 할 수 있다. 최근에는 도서관과 유사한 프로그램을 운영하는 단체와 인터넷의 발달로 공공도서관의 존립에 대한 불안감이 가중되고 있는 실정이다 따라서 공공도서관이 지속적으로 지역사회와 고객들로부터 필요성을 얻기 위해서는 많은 노력이 요구되고 있다. 본 소고에서는 고객지향적인 행정서비스를 공급하기 위한 방안으로 제정된 행정서비스헌장제를 공공도서관과 연계하여 살펴보고, 문화관광부에서 시행하고 있는 문화기반시설 관리운영평가와 경기도의 경기도 공공도서관 평가의 분석, 서울시의 시민만족도 조사 등 최근에 공공도서관 평가에서 제시된 지표를 분석하여 향후 공공도서관 평가에 필요한 기초 자료를 제공한다.

이 연구는 공공도서관의 지속적 발전과 공공성이라는 가치달성을 위해 공공도서관의 수단효율성과 관련하여 경영평가기준의 개선방향을 제시하고자 한다. 이를 위해 민간기업의 경영분석에 대한 이론검토와 그로부터 도출한 분석틀을 이용하여 수단효율성 평가기준을 분석하였다. 그 결과 개선방향은 첫째, 성과의 개념에 충실한 효율성측정의 지표가 다양하고 충분히 개발되어야 한다. 둘째, 일정기간의 투입 대비 성과를 나타내는 동태자료가 부족하여 동태자료로 구성된 평가지표를 보다 많이 개발하여야 한다. 셋째, 장기정태자료는 고정자산 등의 장기적으로 사용 수익되어지는 비용으로서 일정기간의 비용에는 포함 되지 않지만 투입자료로서 유용하다. 이는 완전한 회계를 통해서 반영될 수 있다.

사회적·환경적 이슈에 대한 인식이 증가함에 따라 ESG 경영에 대한 관심이 높아지고, ESG 경영평가의 영향력은 점점 더 강해지고 있으며, 도서관도 ESG 경영평가에 참여할 필요가 있다. ESG 경영을 도서관에 적용하기 위해서는 도서관에 적용 가능한 ESG 경영을 정의하고 범주를 확인한 후, 먼저 적용과 지속적인 환류를 전제로 평가지표 개발이 필요하다. 이에 본 연구에서는 기업을 포함하여 공공기관 ESG 경영평가지표를 포괄적으로 살펴보고 이로부터 도서관에 적용가능한 ESG 경영평가지표를 제안하고자 하였다. 이를 위해 ESG 관련 선행연구 조사·분석, 선행연구 기반 도서관 ESG 예비경영평가지표 도출, 예비경영평가지표에 대한 전문가 FGI 의견 수렴, 전문가 FGI 의견 수렴 기반 1차 도서관 ESG 경영평가지표 개발, 1차 도서관 ESG 경영평가지표의 적합도 조사과정을 거쳤다. 최종적으로 환경 영역은 총 25개 항목, 사회 영역은 총 56개 항목, 지배구조 영역은 총 32개 항목을 선정하였다. 향후 연구에서는 이 지표를 기반으로 도서관을 대상으로 ESG 경영평가를 수행할 필요가 있다고 본다.

In this study, the library ESG evaluation indicators specialized for libraries were developed, and based on which, a survey was conducted targeting the actual libraries to evaluate the ESG level of libraries. As a result of the study, first, among the ESG evaluation indicators, the indicators of the social field and the governance field are demonstrating high in which field of the library's ESG evaluation indicators will appear the highest. The social area's high score of 3.70 seems to be because the protection of users' rights, occupational safety, and contribution to society and the local community are very closely related to the original role of the library. Second, it may be seen that there is a difference between the questions in the corporate governance part, while the averages are the same. In the case of library's cooperation, it turned out that it was 3.94 in the necessity evaluation of the evaluation indicators, but it was lowered to 3.61 in the actual library situation evaluation. Meanwhile, in connection with the activities of the director of library and the board of directors, it may be seen that the index evaluation increased from 3.32 to 3.58 in the actual evaluation.

이 연구는 학교도서관컨설팅 장학 모형을 구안하고 학교도서관 문제진단을 위한 평가지표를 개발하는 데 목적이 있다. 학교도서관은 공교육 시설로서 단위학교의 교육목표로부터 국가수준의 교육목표 달성에 이바지해야 한다. 학교도서관이 학교도서관교육의 질을 향상시키고 학교교육을 개선해야 하는 책무성을 가지고 있다고 할 때, 학교도서관교육을 위한 컨설팅 장학과 평가가 필요하다. 이에 7개의 구성요소로 학교도서관컨설팅 장학 모형을 구안하였고, 시 도교육청 평가, 학교평가, 학교도서관평가 영역과 지표를 분석하고 종합하여 6개의 평가영역과 72개의 평가지표를 제시하였다. 평가기관은 자관 교육목표에 따라 제시된 평가지표를 취사선택하여 사용할 수 있으며, 평가결과를 컨설팅 장학에 활용할 수 있을 것이다.
