This study comprehensively draws a conclusion using factors of economic, social, and educational value and performed a survey on librarians and users to compare and analyze the difference in perception between the two groups. The result are as follows: First, Libraries had the social value not only on research and personal learning but also on establishment and vitalization of communities, provision of opportunities to share ideas between local residents and create something new, and provision of recreation to improve the residents' capability. Second, both groups evaluated the libraries' educational role and function relatively highly. In particular, the librarians scored very high for the items that the libraries' educational role was expanding, the libraries were a part of the educational system, and the libraries' value on reading and literacy was great, and the users thought that libraries had an value because they were a part of education and the educational system. Third, economic value part also obtained relatively lower scores than other values; the mean of the librarian group was 3.46 and the user group was 3.43. Among the economic values, the librarian group scored the highest for the area of economic value for local communities, and the greatest scores were given to manpower development by the users.

The purpose of this paper is to analyze the administrative system and legislation of Canada's libraries with priority given to public library. Canada is a constitutional monarchy, a federal state and parliamentary democracy with 10 provinces and 3 territories and two systems of law(civil law and common law). There are about 1,045 public libraries in total and its governance and legislation is a provincial responsibility. For that reason. federal government did not legislate on public libraries and library act is the provincial public library statute authorizing the establishment and operation of public libraries and their management by boards. In Canada. each provincial library act provides for four types of public libraries : municipal libraries, regional libraries, districts libraries, and integrated public library systems.

Facebook is very popular among young people and especially university students. Therefore, Facebook is the most logical platform to be used by academic libraries for promotional purposes and reaching out to user communities. This study aims to measure the effectiveness of using Facebook in connecting with students in academic libraries. A questionnaire survey was conducted to collect research data from students at four Vietnamese universities. A total of 1,670 valid questionnaires were returned, and more than half of the respondents were females between the ages of 18 and 22 years. The survey results found that libraries' Facebook pages did not receive adequate attention and interaction from students. Besides that, the information needs of students and social media content in general affected student acceptance of libraries' Facebook pages. These factors are demonstrated by the great majority of students who used Facebook often for various purposes, but fewer accessed library pages and they were not actively engaged in library posts. Students were interested in the information they already tended to get from libraries and were optimistic about the quality of library posts. However, they still expected more diverse and attractive content from the libraries. The findings of this study can help libraries create a close connection with students by satisfying their needs and expectations on Facebook.

This study aimed to identify the problems of toy libraries by investigating and analyzing the identity and administration of toy library and so to propose the approaches to improve the legal and administrative status of toy library. In accordance with the analysis, only 9.8%(5) of 51 toy libraries in Korea was established on the basis of the Libraries Act. Most toy libraries were established and operated without any basis on legal institutions or toy library ordinances of local authorities(45%). The purposes of establishment were different from the identity of toy library specified in the provisions of Clause 1, 2 and 3, Article 2, Libraries Act, as 82.4% of toy libraries was established for rental of toys, providing game data and cultural activity service and distributing game programs. For the legal registration standards based on the Libraries Act, it was found that 96.1% exceeded the floorage requirements, 92.3% exceeded the seating requirement and 45.1% exceeded the collection requirement on the basis of the small libraries. Only 13.7% employed the librarians. Next, most toy libraries secured just 70% of the required budget. In conclusion, this study proposed the local authorities to establish the ordinances related to toy library on the basis of the Libraries Act. Next, it was also proposed for the toy libraries to register themselves in accordance with the Libraries Act for securing the legal status. Finally, the local authorities need to rationalize and support the budgets for rationalizing the administration of toy libraries.

Public libraries face various changes and challenges in the knowledge society of the 21st century. The necessity of introducing 'marketing' concept into the management of public libraries is increasing. This study focuses on 'Family Place Library' program among the children services of public libraries in the United States. 'Family Place Library' is the library program for the youngest children and families, which has been spread over 300 public libraries of USA until February, 2011. The researcher did participation observation and in-depth interview at the libraries which are the main cases for 'Family Place Libraries' in New York, USA. And the researcher analysed the content of the program and did in-depth interviews with related professionals in and out of libraries over many states of USA. Based on the results of this study, the researcher suggested marketing strategies for the management of public libraries.

Information technology will inevitably and profoundly alter every aspect of university life. New information technologies are creating new patterns in the research and teaching, with networks enhancing information sharing and data transmission. The revolution in information technology requires that universities integrate information technology with their traditional missions of teaching, research, and public service. Enhanced mode of information access and changing information-seeking behaviors suggest the need for new library services. New technologies have opened up many new services options for libraries. The nature of and potential for new information services suggest that libraries should become better connected with other campus units. Some of these issues will no doubt be addressed by the a n.0, pplication of new technologies and by building campus information infrastructure. An important element of the needed change for enhancing the library information services is the integration of the libraries and computing centers. Libraries and computing centers deal with the same commodity-information and delivering information. For the sake of scholarship and research, the two must devise an integrated a n.0, pproach to delivering the common commodity. Computing centers have special skills in system development and telecommunications. Libraries have good human interface skills and skills for organizing knowledge. Together they could be a particularly productive team. Noting this, some universities have created new information service units which unify the present-day computing, library and telecommunication functions. Existing models range from true merging to situations where some cooperative activities are being conducted. The purpose of this study is to suggest the direction in developing of information services in academic libraries by examining the changing information environment and trends of integrating libraries and computing centers. This paper inquires into the changing information environment, the impact of imformation technology on universities and libraries, some casses of integration of academic libraries and computing centers, and effects of integration of two and suggests the developing direction of information services in academic libraries.

The purpose of this study is to activate the videorecordings in public libraries. The method of activation is to analysis of data which collected through questionnaire from respondent libraries. The results of the study are as follows : 1. The budget of videorecordings is absolutely short. 2 The acquisition policy of videorecordings is not planned because of short budget and little standard selection tool. 3. Most of public libraries wanted to exchange and use of videorecordings through interlibrary loan. 4. The subject of collected videorecordings was almost oriented to the education and motion pictures. 5. Specialized collection policy of public libraries in Pusan is not considered in videorecordings selection. 6. 87 percent of public libraries are not circulate videorecordings to the end-user. 7. Group watching planning of videorecordings in public libraries was done by monthly. 8. 70 percent of public libraries was not perform user reaction survey after watching. 9. 13 percent of public libraries has done the video tape recording of TV programming. 10. Most of public libraries had not a video to introduce themselves and user also had not a plan to create a video. 11. Most of public libraries recognized the copyright law but they wanted to reproduct the videorecordings for user with permission of authors.

This is a survey of the circulation system for students in college & university libraries in Korea. The survey used a questionnaire with 14 questions on 6 items concerning the various aspects of the circulation system in 82 libraries responded among 85 college & university libraries as of 1981. The survey results discovered many problems needing improvement. The following list describes the measures needed to better the problems found in the survey results of 82 libraries. 1. 67.1% of the libraries shows the restricted volumes loaning less than 2 volumes, and 81.7% of the libraries shows the loan periods less than a week, but it is desirable to extend them, when comparing with the size of holdings and the higher educational system at present. 2. It is desirable that the number of a staff in charge of circulation works places one person per average 75-85 books borrowed a day, when calculating an adequate number of the staff on the basis of the correlation between books borrowed a day and number of the staff. 3. 59.8% of the libraries does not have reserved book system, but it is desirable to take it for increasing reliability about the circulation services. 4. More than half of the libraries takes a method of a public announcement on a notice-board for claims of overdue books, but it is desirable to send a claim notice to the individual in viewpoint of keeping their privacies. 5. More than half of the libraries to take the open access system uses a call slip, but it is desirable not to use it in viewpoint of simplicity and economical efficiency of the charging system, because of demanding the unnecessary records. 6. Most of libraries shows many problems of the charging system, especially in factors of the records and filing system, but it is desirable to improve it on the basis of 4 basic factors of the charging system, that is, simplicity, economical efficiency, promptitude and accuracy.

The purpose of this research is to develop the model for public libraries in Kyeonggi provincial office of education. The study discusses identities and development strategies for public libraries. The study investigates the current status of public libraries as well as cooperative systems between public and school libraries. The study suggests education - centric paradigm, differentiation between school library support and lifelong education, establishment of council by provincial office of education, and space changes for public libraries within the creative and intellectual framework. The study shares thoughts on identities of public libraries in provincial office of education, and will be utilized as the model for future development for public libraries in other provincial office of education.

This study investigated librarians' perception and preference of cultural programs in the field of cooperation between school and public libraries. The findings are as follows: 1) Librarians and teacher librarians at school and public libraries perceive the importance of cultural programs in library service. 2) Online space was mostly preferred as a means of PR activities by librarians and teacher librarians at school and public libraries. 3) The preferred methods to cooperate projects between school libraries and public libraries were to implement programs through public librarians' field visiting, and to participate linkage program customized to individual school libraries. 4) Preferred types of cooperation were to sign MOU and to make a cooperative system between school libraries and public libraries.
