The purpose of paper is to investigate the characteristics of regulations on landscape management of historic city of Kyongju in Korea, compared with those of Nara in japan to answer the research question that what is the regulative characteristics of landscape management of historic city in Korea. We have analyzed the three laws of the two country - Urban Planning Law, Cultural Assets Protection law, and Building Law. This research has been done in terms of regulative systems of the two country and articles, ordinances, and bylaws on landscape managements of historic city Major components of urban historic landscape management are goals and devices of preservation, preserving actor, authorized actor permitting major planning change, regulatory power on landscape development, and backgrounds of enacting regulations. From this research, we have fond the fact that 1) Kyongju City has general and implicit objectives of landscape management based on conservation of natural environment while Nara City has concrete objectives of lansdscape management, 2) Kyongju City has no regulations on landscape planning while Nara City has systematic planning measures such as designation of landscape management district, planning for preservation of historic landscape, and planning for establishing urban landscape, 3) In an application of landscape management district, Kyongju City designate the district based on the general principle of urban planning district while nara City designate it in a more detailed manner such as district of preservation of historic landscape, district of landscape establishment, and district of building agreement. 4) Kyongju has no legal actor in implementation and management of historic landscape plan while Nara City has administrative organization and procedures, including citizen participation, public hearing, and voluntary participation, and 5) Kyongju City does not operate the consultation committee on landscape management just like Nara City operating. This research results will provide us the remedial insights for landscape preservation of such Korean historic city as Kongju, Puyo, and Chunju. Since our research is focused on the limited area of preserving landscape in historic cities in korea and Japan we need to study sociocultural issues on preserving urban historic landscape more in depth in the future.
Artificial intelligence(AI) and blockchain are developing as the core technology leading the Fourth Industrial Revolution. However, AI is still showing limitations in securing and verifying data and explaining the evidence for the results, and blockchain also has some drawbacks such as excessive energy consumption and lack of flexibility in data management. This study analyzed technological limitations of AI and blockchain and convergence trends to overcome them, and finally suggested ways to improve Korea's related policies. Specifically, in terms of R&D reinforcement, we proposed 1) mid- and long-term AI /blockchain convergence research at the national level and 2) blockchain-based AI data platform development. In terms of creating an innovative ecosystem, we also suggested 3) development of AI/blockchain convergence applications by industry, and 4) Start-up support for developing AI/blockchain convergence business models. Lastly, in terms of improving the legal system, we insisted that 5) widening the application of regulatory sandboxes and 6) improving regulations related to privacy protection is necessary.
To survey the present status of the gerontological nursing course at three year diploma programs, baccalaureate degree programs(BSN), and graduate programs in Korea, and to analyze the contents of the syllabus and gerontological nursing textbooks to provide the basic data in developing a standard model for gerontological nursing curriculum. Method: Data was collected from all the nursing programs in Korea from Nov. 2000 to Feb. 2001 by mail and fax. Result: The gerontological nursing courses has been offered 36 diploma program, 40 BSN, and 17 graduate programs. And the credits of the gerontological nursing course offered by the program were as follows : one credit (10 diploma and 8 BSN), two credits (22 diploma and 29 BSN), and three credits (1 BSN). The contents of curri- culum were analyzed by comparing the core curriculum of NGNA. The majority of the schools included Gerontological Nursing in General, Theory of Aging, Aging Processes, Care Plan Options, and Common Health Problems. The subjects which very few school cover are Legal/ Ethical Issues, Evaluation, Regulatory & Reimbursement Issues, Education Issues, Nursing Research in Gerontology, and Environmental Issues of Older Adults. There were some differences in these results among diploma courses, BSNs, and graduate schools. The gerontological nursing textbooks contained similar contents to those of the diploma and the baccalaureate programs.
Objectives: Promotion of food safety/eradicating adulterated food has been listed as one of the four major issues recently identified for action by the Korean government. Due to the related seriousness, the food industry has been encouraged to take steps to restore consumer confidence. In order to set guidelines for the creation of manuals for the response to a food safety crisis by the food industry, this study provided a suggested organization for a crisis response team and operating procedures for crisis response activities. Methods: The prototypes of an organizational structure and a set of standard procedures for a crisis response system were provided. Results: The results of the study suggested that a crisis response team should be comprised of four divisions of responsibility: information analysis, site response, communication and operational support. The organization chart and the role and functions for each division of the crisis response team should be indicated. Response activities will be more effective when the team features multi-disciplined staffing, such as public relations, food safety/technology/quality, sales/marketing, purchasing, production, distribution/logistics, regulatory affairs/legal, and consumer service specialists. This study created a flow chart for the total crisis response system, which included crisis and normal situations. A crisis response team should be continuously operated for both crisis and normal conditions. This study also suggested a scenario to explain the procedures for crisis response activities. Conclusion: In order to cope more effectively with a food safety crisis, the organizational structure and its functions should be defined clearly, and a detailed set of standard procedures for response activities should be offered.
Purpose: This study aimed to provide information on the developmental process and current status of Advanced Practice Nurses (APN) and to suggest ways for activating APN roles in Korea. Methods: We reviewed literatures to explore domestic and international trends related to the roles, practice settings, scope of practice, regulatory policies, and political environment of APN. Results: Interest in the APN role has been gaining ground worldwide. While the roles of APN in the USA, Taiwan and Japan have been changed in terms of legislation and institutional regulations, the role of APN in 12 fields except for APN in home care has not been legislated since qualification was specified in Korean Medical Law. Many problems were found in vitalizing APN roles: absence of legal regulations on the scope of practice or health insurance coverage for APN, increase the number of medical support staffs who are not qualified, and a disagreement regarding the qualification field and practical field. Conclusion: This study presents snapshots and vitalizing strategies of practice, and regulation for APN to develop their unique roles in Korea. The tasks and duties of APN should be identified specifically to fulfill their roles. In terms of national health insurance policy APN's Nursing care should be reimbursed just as nursing care of APN in home care.
Since the announcement of the Financial Services Commission's 'Token Securities Issuance and Distribution System Improvement Plan' in February 2023, financial institutions, securities firms, and blockchain companies have been actively considering implementing IT platforms, but they are facing difficulties in selecting IT platforms for token securities because related legal regulations have not yet been clearly established. As a result, the need for rational and systematic criteria for the selection of blockchain-based token securities IT platforms has emerged, and this study explores and evaluates the key factors of token securities IT platform selection. Four factors were identified as the top-level factors, including 'maturity of the platform', 'operation and management of the platform', 'cost of introducing and maintaining the platform', and 'regulatory compliance for token securities', and 17 factors were identified as sub-level factors, including 'diversity', 'user authentication management', 'Adoption Costs', and 'financial regulations'. Among the 17 sub-factors, 'government financial regulation' and 'personal information protection' are selected as important factors, and the results of this study can help related organizations and financial companies make strategic decisions by providing systematic decision-making criteria for selecting token securities IT platforms.
While the medical supplies have positive functions such as extending lifespan, recovering health, and preventing diseases, they also cause unexpected tragic consequences due to their side effects, and the magnitude of such damage inevitably increases due to the mechanism of mass production, mass distribution, and mass consumption of those medical supplies. Therefore, needless to say, the optimal way to prevent or reduce such damage is rather through medical supply manufacturers' producing non-defective products, or through the government's controlling production and sales of medical supplies with more aggressive exercise of regulatory authority on medical supply manufacturers, than through a remedy by a legal relief after using medical supplies. In this case, although the victim died due to the defect of the cold medicine, 'CONTAC 600', the drug company's responsibility to cover damages was not recognized because a defect could not be found in the then-manufacturing process. Thus, while pharmaceutical companies are gaining economic profits by producing and selling a medical supplies, if they do not take any remedy measures for the victims of their products' side effects, the victims have to use medical supplies under their own responsibility of taking a risk, and they have to accept the full damage of the potential consequence. Therefore, to remove such absurdity and contradiction, and to practically remedy the victim of medical supplies' side effects, the pharmaceutical side effects remedy project pending in the the Drugs, Cosmetics and Medical Instruments Lawneeds to be actively implemented.

The decommissioning project of a nuclear facility is a large-scale process that is expected to take about 15 years or longer. The range of risks to be considered is large and complex, then, it is expected that various risks will arise in decision-making by area during the project. Therefore, in this study, the risk family derived from the Decommissioning Risk Management (DRiMa) project was reconstructed into a decommissioning project risk profile suitable for the Kori Unit 1. Two criteria of uncertainty and importance are considered in order to prioritize the selected 26 risks of decommissioning project. The uncertainty is scored according to the relevant laws and decommissioning plan preparation guidelines, and the project importance is scored according to the degree to which it primarily affects the triple constraints of the project. The results of risks are divided into high, medium, and low. Among them, 10 risks are identified as medium level and 16 risks are identified as low level. 10 risks, which are medium levels, are classified in five categories: End state of decommissioning project, Management of waste and materials, Decommissioning strategy and technology, Legal and regulatory framework, and Safety. This study is a preliminary assessment of the risk of the decommissioning project that could be considered in the preparation stage. Therefore, we expect that the project risks considered in this study can be used as an initial data for reevaluation by reflecting the detail project progress in future studies.
Purpose: This study aimed to investigate healthcare consumers' interest in patient safety on social media using structural topic modeling (STM) and to identify changes in interest over time. Methods: Analyzing 105,727 posts from Naver news comments, blogs, internet cafés, and Twitter between 2010 and 2022, this study deployed a Python script for data collection and preprocessing. STM analysis was conducted using R, with the documents' publication years serving as metadata to trace the evolution of discussions on patient safety. Results: The analysis identified a total of 13 distinct topics, organized into three primary communities: (1) "Demand for systemic improvement of medical accidents," underscoring the need for legal and regulatory reform to enhance accountability; (2) "Efforts of the government and organizations for safety management," highlighting proactive risk mitigation strategies; and (3) "Medical accidents exposed in the media," reflecting widespread concerns over medical negligence and its repercussions. These findings indicate pervasive concerns regarding medical accountability and transparency among healthcare consumers. Conclusion: The findings emphasize the importance of transparent healthcare policies and practices that openly address patient safety incidents. There is clear advocacy for policy reforms aimed at increasing the accountability and transparency of healthcare providers. Moreover, this study highlights the significance of educational and engagement initiatives involving healthcare consumers in fostering a culture of patient safety. Integrating consumer perspectives into patient safety strategies is crucial for developing a robust safety culture in healthcare.
Background: No study has examined the regulatory factors associated with fatal health problems due to the use of humidified disinfectants (HD) in South Korea. Objectives: This study aimed to identify and discuss the deficiencies and limitations found in the Toxic Chemical Control Acts (TCCA) that failed to prevent the health risk of chemicals in HD products. Methods: The South Korean TCCA was reviewed focusing on acts in operation from 1994 through the end of 2011, the period when HD was allowed in manufacturing and marketing. Results: The TCCA was the act intended to regulate the toxicity of chemicals in HD products. We found the TCCA to lack three key legal clauses which would have been essential to controlling the health risk of HD. First, there was the exemption of toxic and hazard testing for existing chemicals, including chloromethylisothiazolinone (CMIT), methylisothiazolinone (MIT), and benzalkonium chloride (BKC). Secondly, there were no articles requiring industry to provide animal inhalation test result for polymers such as polyhexamethylene guanidine (PHMG) and Oligo(2-)ethoxyethoxyethyl guanidine chloride (PGH). Finally, there was a lack of articles on examining the risk of products as well as on addressing changes in the usage of products. These articles were found to be generally provided in the US Toxic Substance Chemical Act (TSCA) and the EU Registration, Evaluation and Authorization of Chemicals (REACH). Conclusions: In conclusion, the Ministry of Environment of South Korea had not updated key articles for regulating hazardous chemicals, causing large-scale health problems due to HD which had been fundamentally addressed in chemical-related acts in other countries.
