이 논문은 지방문화원진흥법에 지방문화원의 수익사업과 관련된 규정을 마련하여 지방문화원의 재정적 자립을 구축하기 위한 법적 방안을 검토하였다. 지난 70여년간 지방문화원은 지역문화의 중심지였으나, 재정적으로 자립하지 못하고 보조금에 의해 존속해왔다. 외부에 의존하는 재정구조는 지방문화원 목적사업의 수행을 어렵게 하고, 지속 가능성까지 위협한다. 법적으로 지방문화원은 지방문화원진흥법에 따라 설립되는 특수법인으로서, 설립근거법령에 따라 법적 지위와 기능이 규정된다. 현행 지방문화원진흥법은 지방문화원의 목적사업 외에 수익사업을 영위할 수 있음을 규정하지 않고 있다. 그러나 다른 특별법으로 설립된 특수법인들의 입법례를 검토할 때, 지방문화원진흥법도 지방문화원의 수익사업과 관련된 규정을 마련할 수 있을 것으로 파악된다. 이 글은 구체적인 법안을 제시하는 한편, 그 외 재정자립에 필요한 논의들을 함께 제시하였다.

이 논문은 법을 소재로 한 TV 프로그램이 구성하는 현실과 법이미지에 대한 분석 연구이다. 법체계를 구성하는 법문화나 법규범은 배타적이고 폐쇄적인 특성 때문에 일반인들이 접근하기에 쉽지 않다. 그러나 이러한 법적인 내용이 미디어를 통해 방송 언어로 재현될 때는, 정보 제공 기능과 오락 기능은 물론 현실을 구성하고 교육하는 역할까지 수행하는 경우가 많다. 실제 일어났던 사건을 재연의 형식으로 되돌아보는 <실화극장－죄와 벌>도 그러한 사례 중의 하나이다. 이 리얼리티 프로그램은 현실의 사건을 재현하여 수용자들에게 오락과 정보를 제공하고, 드라마와 다큐멘터리의 기법을 혼합하여 법체계 및 법적 쟁점들에 대한 의미를 구성한다. 이때 미디어를 통해 재현되는 법은 현실적인 사회구조에 대한 인식과 연관되어 의미를 구성한다. <실화극장－죄와 벌>의 경우, 법의 권위를 강화한다는 소위 'CSI 효과'보다는 대립 구조로 사회를 파악하고 개인과 법의 관계를 고민하게 만드는 의미가 더 큰 것으로 분석되었다. 결국 TV 법정 프로그램은 법체계를 교육하는 상징체계의 역할뿐 아니라 현실의 법과 사회구조와 가치에 대한 의미를 구성하는 기구 역할을 한다고 볼 수 있다.

This study is a phenomenological qualitative study that confirms the structure of college students' thoughts on artificial abortion. The data collection period was from 5 March to 10 April 2022. To this end, a total of three interviews were conducted on seven college students aged 20 to 25. Interview data were conducted through analysis and interpretation using the phenomenological research method, the Giorgi method, and as a result, 40 semantic units were derived, grouped into six sub-components, and divided into three categories. As a result of the analysis, college students' thoughts on artificial abortion consisted of fetal rights, respect for women's rights, and choices for a healthy life. Based on the above meaning, college students' thoughts on artificial abortion were, in conclusion, that considering the happiness of the baby and the quality of life of the woman, consideration for non-marriage mothers was more urgent than legal sanctions, and that abortion was not irresponsible. Accordingly, this study suggests that understanding and consideration for pregnant women should be prioritized over legal sanctions.

The implementation of the legal mechanism to protect the rights and interests of entrepreneurs in Russia has its unique features. When the rights and interests of a businessman are threatened with infringement, specific legal remedies may be applied, by means of which the violated rights and interests are restored and, thereby, the opportunity to resume entrepreneurial activity is created. The paper explores extrajudicial ways to protect the rights and interests of entrepreneurs in Russia. The study analyzes the forms of self-help, arbitral tribunal, resolution of applications and complaints by executive authorities, the notariate, and work with the business ombudsman and civil society institutions.

Objective: The objective of this research is to inquire about safety information from the standpoint of its usefulness to suggest the significance of the Reactive Safety Action Program, which serves to promote aviation safety culture. Background: Safety information plays an important role in operating safety programs. Each organization learns lessons from safety information collected from aviation accidents and incidents. When an accident occurs, it is only through safety investigation and a close inquiry on the cause that we can come up with an appropriate countermeasure which would contribute to preventing the recurrence of the same or similar accident. However, the usefulness of safety information produced from unsatisfactory safety investigation is insufficient. Method: This research analyzed the characteristics of aviation accidents, the differences between safety investigations and legal accident investigations in systematic and operative perspectives, and safety culture as a measure to activate reporting systems (compulsory/voluntary). Results: This research defined the investigation scope and processes of safety investigations and legal accident investigations. It also suggested factors such as just culture based on trust, non-punitiveness, confidentiality, the participation of the entire staff through the use of inclusive reporting base, ensuring the independence of the operating organization as a way to promote safety through reporting systems. Conclusion: The organization's effort is the important aspect in obtaining exact and accurate safety information from accidents/incidents. The separate running of SIB (Safety Investigation Board) and AIB (Accident Investigation Board), the systematization of safety information reporting system, and prescribing (legislating) the composition of related organizations are some representative programs. Application: This research inquired experiences that contributed in promoting aviation safety culture in a reactive perspective, and will serve a role in spreading safety culture by enabling the use of application experiences of the aviation field in other domains.

For civil servants in the legal sector, the best performance that must be shown is not how they carry out activities following standard operational procedures but what is more important is how they show Organizational Citizenship Behavior (OCB) in daily activities. This study aims to examine what factors influence the formation of OCB civil servants in the legal sector in Indonesia. The study was conducted on 145 civil servant respondents who were involved in secretarial activities, each from the Judicial Commission Secretariat, the Attorney General's Office, the Ministry of Justice, the Supreme Court, the Police Headquarters, and the Constitutional Court. The research methodology used Partial Least Square (PLS) Version 3.0. The empirical findings of the research show that organizational culture has a significant influence in shaping transformational leadership that can build OCB among civil servants in Indonesia. This effect is much larger and more significant than the compensation system, which is widely believed to be the main factor in forming OCB, such as the results of previous studies. The results of this study imply that the formation of an organizational culture with values that can create high work productivity which has an impact on transformational leadership styles in building OCB.

이 연구는 1999년도 전국 공공도서관 평가 자료를 분석하여 봉사대상인구 기준적용 상의 문제점을 찾아 내고 개선책을 마련하고자 하였다. 265개 공공도서관의 조사분석 결과, 법령의 규정에 근거한 봉사대상인구의 기준적용 지침은 우리 나라의 현행 지방자치 행정구조와 모순될 뿐만 아니라, 일선 도서관 현장의 행정관례와도 차이를 보이고 있음을 발견하였다. 따라서 공공도서관 평가의 적실성을 높이기 위해, 봉사대상인구 기준적용 지침의 근거가 되는 관련 법령의 개정 방안을 제시하였다.

만화 탄생 100주년을 맞이하여, 다양한 의미 있는 작업들이 진행되고 있다. 그러나, '과거'가 아니라 '현재' 급박하게 필요한 부분들에 대해서는 놓치고 지나가고 있다는 우려가 든다. 특히, 급변하는 미디어 환경에서 만화문화를 유지, 확대하고 만화산업의 건강한 생태계를 형성하기 위해서, 법 제도적인 측면에 집중하는 것은 상당히 시급하다. 이러한 전제하에서 본 논문은 현행 법제들, 특히 문화산업진흥기본법, 출판문화산업진흥법, 납본제 관련법들을 아우르면서 이 법제들이 만화산업의 실질적인 진흥을 이루기에는 많은 한계점이 있다는 점을 제시할 것이다. 그리고 그 가장 적절한 대안으로서, '만화진흥법' 제정을 주장할 것이다.

The article discusses creation and development of venture investment mechanism in Russia. We analyze some tendencies of venture capital funds functioning which should be focused on the financing of development and production of high-tech products, for the period from the creation of the first funds of venture capital investment in 1994 to 2015. The study results may be of interest for business angels and venture capital funds, as well as for public authorities regulating the legal mechanisms to facilitate such investors.

A major purpose of management or occupational safety is a significant decrease in safety accidents. With this view, the establishment of occupational safety culture and the building of occupational communication network stand out as being more important than the past. This study has analysed the positive effects of occupational safety communication on safety consciousness and action of the employees in workplace. And it is confirmed that the occupational safety communication in workplace is the essential mechanism, through which the workers internalize safety consciousness and act safely. The safety consciousness and action of the employees are formed in safety culture, which is not only legal regulations, but a daily communication network in workplace. In these sense, the building of the occupational safety communication network is decisive for the establishment of safety culture. For these reasons, this study makes the proposition that a firm promotion of occupational communication network is necessary, which connects the safety culture and a effective safety management in workplace.
