An Study on Measures of Regulation Reform for Disaster Reduction in Steep Slopes (급경사지 재해 경감을 위한 제도개선 방안 연구)

  • In this paper, reviews and analyses of literatures related to characteristics and status of disaster occurrence in steep slopes in Korea, its maintenance and regulations and laws about maintenance of slopes in abroad were carried out to propose the measures of regulation reform for disaster reduction in steep slopes. The regulation on disaster prevention in steep slopes (National Emergency Management Agency, 2007), the most effective and systematically arranged regulation out of the currently practicing regulations, was introduced to understand the overall and contents of this regulation. Therefore, problems related to disaster reduction in steep slopes from institutional, technical and financial points of view respectively were raised and their improving measures were proposed to treat the problems effectively and actively.

  • Korea's HEMS are mainly operated during the week, but they are pushing for 24-hour operations. This study has made an overall comparison and review of helicopter safety management that should be accompanied to this end. For research purposes, helicopter regulations and helicopter accident statistics were analyzed, with a high accident rate associated with pilot error and night flight. It was proposed that future preparations would require reinforcement of laws and regulations, reinforcement of pilots' night training, and introduction of training and preflight risk assessments. This study will provide a direction for future helicopter safety. This study will provide for future direction of helicopter safety research.

Variation of Position Accuracy due to Observation Time and Baseline Distance in GPS Survey (GPS 측량에서의 관측시간과 기선거리에 따른 좌표정확도 비교)

  • GPS survey came into wide use, but there are inefficient parts in related laws and regulations. Especially, to get GPS surveying results under 1.5cm permissible error the observation time must be longer than 8 hours in triangulation points surveying regulations. However, GPS surveying technology is developing now, so results could be acceptable under 4 hours observation time. Therefore, this study made a stable standard of observation time in GPS survey by comparing the errors due to observation time, and used PAJU, DOND and YANP's GPS data and 6 cadastral points' survey data. Also, to analyze the variations of results due to baseline distance, applied each GPS site as a fixed point and compared the positions. As a result, the stable satisfactory results were calculated under 4 hour survey, when the baseline distances were under 30km.

  • Unlike a general building high-rise buildings itself has a kind of risk. In this study, the risk of a number of high-rise buildings have fire safety management of the particular risks associated with looking for ways to minimize focused. Theoretical Study of the United States since the collapse of the WTC buildings, and be the center of the authentic country was. outside of the high-rise building fire safety and related issues, and measures were based on the theory of reference. Issues include voluntary arson. disaster management, building codes and fire regulations of the discrepancies, such as fire safety aspects are explained in terms of three kinds, and for it to take steps in the direction suggested an alternative for high-rise buildings. Although differences of opinion between departments will not be easy to fire and building regulations regarding conflicts of laws among other things, require immediate resolution, and high-rise buildings to create a standard for effective crisis management manual countermeasures will also be ensured.

  • The construction market condition is getting worse because of global constructions slow down, low profit, market contraction and so on. For these reason, most construction companies depend on public construction projects which possible to protect construction fee, known as progress payment, by laws. Despite this law, problems of progress payment are constantly occurring and it has been main factors that hinder the construction cost's cash-flow in construction project. To solve this problem, many researchers suggested various solutions but most of solutions were focused on specific target as owner, general contractor, and subcontractor. So, most of solutions were insufficient consider about interaction between contractors. Because of these reasons, it was hard to reflected policy. This research aimed to use system dynamics to develop the model for the application and payment based on the regulations and papers. Also, performed a developed model's verification based on progress payment regulation's basic objectives.

  • The importance of information media in personal lives has increased rapidly, indicating the average ages of users are becoming younger. School-age children, despite the inconsequential differences, are reported to have used the internet for their free time, information search, communications, and education. Recent researches are focused on various variables affecting internet-addictions since these problems have become a major issue in education due to prolonged use of the internet or mobile. The regulations as a preventative measure and the setting of standard are also considered as major issues of research. In terms of policy, there should be revisions on laws and regulations about the internet and mobile in order to protect school-age children from vicious environments. For the education's part, there should be appropriate amount of education, for children and their parents, on how to use computers and the internet properly and how to prevent internet-addiction.

  • Outdoor lighting have been controlled by laws and regulations instituted in accordance with each country's situations because lights are also considered as one of pollutions at the view of environmental pollutions and energy saving. Thus, in this paper, we suggest the calculation method and regulations of light pollution suitable for domestic by comparing and analyzing various types of road lighting luminaires based on the calculation method of light pollution accepted internationally.

  • Some local government, community rehabilitation center, special school operate buses which can be used by wheel chair user in order to commute. However, there are no regulations or laws for safety management of buses and its wheel chair lifts. To prevent discrimination among the physically challenged people, government of Korea plan to supply buses which wheel chair users are able to on board. Safety management system should be prepared to ensure safe and convenient use of express and intercity buses for wheel chair users. In this study, domestic and international standards and regulations of wheel chair lift are thoroughly reviewed and based on this research, national safety standards for wheelchair lift are suggested for the future.

  • The purpose of this research is to provide the fundamental information for the effective workplace design, so that employees are not suffered from physical barriers. This research based on literature review; and then gain actual data by auditing buildings and data have been analyzed by percentage. The results and conclusions of research are the follow : In order to evaluate the law-abiding levels of office buildings, classifying the sources as the three levels. Just 44.2 percentage of building were marked on 'compliance' level. And also the 24% was 'not compliance' 31.8% was 'not accommodation'. The actual office building was out of the allowance of regulations, so the regulations should be added both about new building and ready built buildings.

  • According to building law, there are only regulations on the fire prevention compartments that can perform the function of partial smoke compartment, but the building law management of the smoke compartment for effective smoke diffusion prevention and control is not possible. The lack of control on the smoke compartment such as leakage rate on the penetrating part, and the lack of leakage rate in the design of smoke control of fire safety law resulted in the absence of fundamental safety technology. Therefore, this study seeks to find solutions to domestic problems after reviewing relevant domestic laws and regulations.
