A Study on the Role of Local Governments in the Era of Generative Artificial Intelligence: Based on Case Studies in Gyeonggi-do Province, Seoul City, and New York City (생성형 인공지능 시대 지방정부의 역할에 대한 연구: 경기도, 서울시, 뉴욕시 사례연구를 바탕으로)

  • This paper proposes an action plan for local governments to safely utilize artificial intelligence technology in various local government policies. The proposed method analyzes cases of application of artificial intelligence-related laws and policies in Gyeonggi Province, Seoul City, and New York City, and then presents matters that local governments should consider when utilizing AI technology in their policies. This paper applies the AILocalism-Korea analysis methodology, which is a modified version of the AILocalsm analysis methodology[1] presented by TheGovLab at New York University. AILocalism-Korea is an analysis methodology created to analyze the current activities of each local government in the fields of legal system, public procurement, mutual cooperation, and citizen participation, and to suggest practical alternatives in each area. In this paper, we use this analysis methodology to present 9 action plans that local governments should take based on safe and reliable use of artificial intelligence. By utilizing various AI technologies through the proposed plan in local government policies, it will be possible to realize reliable public services.

Housing Policy for Low-income Households (Ger Areas) in Mongolia: Based on Generic Characteristic of Developing Countries

  • As that experienced in other developing countries, Mongolia has already faced multilateral side issues for two decades due to economic growth that created Ger areas or internationally 'Slum', public housing and living conditions for low-income citizens, on the basis of rapid migration from rural areas to urban. Ger areas appear to be the main cause of environmental pollution problems and impending comfortable living conditions of the city's residents by covering more than half area of Ulaanbaatar city. Also, the spread of the Ger areas has many side issues such as prevention of urban development and unaesthetic. Most inhabitants of the areas are on low-incomes, and living in the detached houses or felt yurts (Ger) usually build within a low budget, by themselves or unprofessional people, and by using materials of poor quality. Therefore, Ger areas are an inevitable issue that requires effective, proper and immediate housing policy coordination under the government and even the housing market. Unfortunately housing policies, laws, and projects adopted by Mongolian government have shown inefficient results. The government housing policies, unlike other developing countries did not target low-income households' housing which is the priority issue for two decades. But only in 2014, the Long-term housing policy with the strategy for affordable housing initiated the housing policy for low-income households. This policy has five main broad directions such as redevelopment of Ger area, the land readjustment, public rental housing, new settlements and new city and reconstruction for old apartments, which are rather general and would require tremendous financial resources if each of the directions is implemented simultaneously without prioritization. Therefore this research aims to suggest the efficient and adequate housing policy direction for the low-income households in Ger area based on achievement of other developing countries' strategies, performances and generic characteristic with explanatory models. Also, this research adopts a literature analysis method that uses various research reports, related papers in domestic and international journals, and theses by experts, researchers, public institutions, and agencies.

A Study on the Management System and Participatory Self-Management of the Recreational Fishing in Korea (유어낚시의 관리유형과 자율적 관리진흥에 관한 연구)

  • As one of the most popular outdoor leisure activities in the world, recreational fishing has a lof of significant meaning in terms of social, economic, and cultural views. However, both not considering an indiscreet fishing activity and environment and not thinking our next generation, fishing circumstance has been deteriorating more and more. Unlike Korea, most advanced countries enact various recreational fishing management and support policies in order to keep sustainable recreational fishing and develop eco-tourism through cooperation with government, fishing industries and civil organizations. This paper consist of the following contents. First, the study attempted to investigate how to operate management system of the recreational fishing dividing into in - land fishing and sea fishing respectively. And it exhibits issues and troubles of the realities of recreational fishing management and related fishing laws and ordinances in Korea. And then, it examines various fishing management schemes in representative advanced nations; U.S., Germany, and Japan. Also, it analyzes the advantages and disadvantages of respective recreational fishing management systems; market - based license system, qualification - based management system, and self- regulatory based management system. In addition, after these three systems are adopted to Korea's recreational fishing condition, we analyzes whether respective management systems fit or not. As a result of this, the optimal management for recreational fishing is the participatory self - management scheme in Korea. Finally, in order to support recreational fishing promotion and encouragement, issues and complementary policies with respect to recreational fishing are introduced.

A Study on the Distribution of Authorities and Responsibilities to Appraise Records of Central or Federal Governments in Britain, the USA, Canada, and Australia (국가기록평가의 권한과 책임 분석: 영국, 미국, 캐나다, 호주 중앙 및 연방정부 기록의 평가를 중심으로)

  • This study aims to analyze the distribution of authorities and responsibilities (ARs) to appraise public records, especially between national archives and central or federal government institutions. For this study, archives acts and policies of Britain, the USA, Canada, and Australia were selected for analysis. After attempts in reviewing the laws and policies governing ARs of appraisal and disposition, their level of concentration were investigated and compared. The analysis shows that the ARs to determine and approve which records have archival value and what are to be transferred to archives are mainly located in the national archives. In comparison, it is common that the national archives and government institutions share ARs in identifying the public records and in preparing and approving the disposal authorities. Furthermore, it identifies that the ARs can be distinguished by individual appraisal activities and expects to be used to discuss the ARs to appraise public records in Korea.

An Analysis of the Value and Characteristics of Research Records from an Archives and Records Management Perspective (기록관리 관점에서 본 연구기록물의 가치와 특성 분석)

  • This study, as the basic research for making research records management policies, aims to define research records and analyze the value and characteristics of research records from an archives and records management perspective. For these purposes, this study defines research records and their types by reviewing related studies. In addition, this study analyzed the following research records values: (1) evidence of research integrity and accountability with regard to research misconduct; (2) information for a succeeding study and an honorable failure; and (3) an asset for intellectual property rights and technology transfer. Finally, this study extracted the following characteristics of the research records: (1) each type of documents, data, and materials; (2) the archival bond between program and records; and (3) the continuity of production and use of the records. The findings from this analysis could be considered in revising related laws and policies.

  • Purpose - This study intended to identify the effects of varied institutional systems and policies that regulate or define operations of enterprises upon the profitability of private enterprises through case analysis. Design/methodology/approach - The systems and differences in the institution and commodity distribution in Korea and Japan, which define the operation of the "Garak Wholesale Market" and "Ota Wholesale Market". We were examined in the presentthis study, and the statistical data pertinent to the trade volume and profitability of wholesale market corporations that substantially run both markets, were analyzed. Findings - The competition among the corporations that run the "Garak Wholesale Market" substantially is limited due to regulations over the mode of transaction and monopoly of trust thereby significantly higher level of profitability and safety are guaranteed. However, the institutional autonomy that enabled each distributor in the "Ota Wholesale Market" to compete with each other freely caused the distributors therein face difficulties in securing stable profits due to the relatively poor level of profitability resulted from the autonomy. Research implications or Originality - It seems the autonomy in commercial transaction in the "Garak Wholesale Market" in Korea needs to be secured to promote the competition of distributors therein through an amelioration of institutional systems and amendment of relevant laws that prescribe current management of various distributors/operators in the market.

  • Our government has concentrated its policy capabilities on Software industry in order to realize software-centric society. Through such efforts, software industry has developed continuously. As well, it has been a high-valued industry by the association with other various industries, so its importance has been great and its market has grown explosively. However, owing to the hasty support policies focused on software industry, various problems and adverse effects, such as the decline of construction quality due to the confusion of business operator selection and the business area conflict, has occurred. Therefore, in this thesis, I will find the problem and its cause about software support policies and relevant laws according to rapid market change, and will suggest the improvement plan about them. So, I intend to minimize the problems associated with the confusion of business operator selection, through the business area clarification(software industry and information communication construction industry) about complex ICT industry.

The Korean Government's Migration Policy on HIV/AIDS - Comparing with Migrant-Receiving and Migrant-Sending Countries in East Asia - (HIV/AIDS에 대한 한국정부의 이주정책 -동아시아의 이주민 도입국과 이주민 송출국과의 비교-)

  • The purpose of this study is to identify the Korean government's policies and responses to migrants with HIV/AIDS and their legal grounds, and to examine the effectiveness of the HIV/AIDS laws and regulations in preventing the spread of HIV/AIDS. For the purpose, this study have conducted an extensive literature review and in-depth interviews with relevant government officials, experts and NGO leaders in East Asian countries including Japan, Taiwan, Hong Kong, China and Mongolia. The results show that Korea maintains the strictest policies and implements strong rules and regulations against migrants with HIV, keeping them from entering and staying in the country by any means. Regarding the results, this study discusses issues and problems raised by the Korean government's HIV/AIDS policy for migrants in terms of public health and human rights.

  • The statistics of disaster and safety control which have been produced by NEMA(National Emergency Management Agency) and other related agencies have some problems which show redundancies and the lack of connections. These problems can result in disbelief of disaster-management related policies and cause uncertainties on standardization. One of the main problems is caused by the lack of an integrated system that can coordinate available statistical resources. The objectives of this paper are to propose possible ways for the rearrangement of statistics categories, the improvement of statistics indicators and the integration of statistics of disaster and safety management based on the improvement of related laws and regulations. Through the integrated system for an efficient production of disaster and safety-related statistics, it will be possible to establish more accredited disaster-management policies based on the scientific statistics and international standard.

A Study on the Policy and Legal issues of Urban Regeneration (도심재생의 정책 및 제도에 관한 연구)

  • The CBDs of major cities in Korea have been deteriorating because of the hollowing-out phenomenon caused by decades-long urban sprawl. The weakening of CBD triggered various efforts to revitalize the area; and several cities have launched regeneration policies in recent years. The purpose of this study is to investigate key factors to revitalize CBD area with reference to various experiences of foreign and domestic countries. This study consists of follows. At first, it analyzes theoretic backgrounds of urban regeneration such as new urbanism; and implements case studies of England, USA, and Japan with respect to their relevant laws and policies. Second, it investigates domestic cases of so-called Newtown projects being implemented in Seoul and Dajeon. We focused on the analysis of strategies and characteristics of housing redevelopment as well as regional center revitalization projects happening in these cites. Lastly, we proposed future directions of urban regeneration in Korea based upon the comparative studies of various cases discussed in this study. The study concludes that diverse efforts in terms of project implementation, planning, and money raise are required for successful urban regeneration in Korea.
