  • The revision of domestic laws is in progress according to the UN Convention on the Law of the Coastal Zone Management . Along with it, the governmental policies related to maritime environmental preservation, especially around coastal zones and public works have been promoted based on enviornment, swiftly changed from the old function-based style. Therefore, this report will point out the important aspects which should be considered whenever there is any project on the coastal zones, suggest and classify projects of reviving the nationwide coastal zones, and show how to planning , check and evaluate the necessary technologies for reviving the coastal zones. This research will track down the coastal zone management method based on the natural enviornment as one of the necessary process to check the coastal zone enviornment for effective operating of the coastal zone management equipment method, starting on August 9, 1999, and report the technologies related with it.

The Disputes of FTA Preferential Duty Treatment : The Implications of the U.S Customs Case Laws (한·미FTA 특혜관세분쟁을 대비한 미국판례의 동향과 함의)

  • Papers in FTA research have mostly focused on the legal interpretation of the FTA treaties. In this research, more focus was put on the customs laws and related cases delivered in the U.S. federal courts, by which we can analyze the Korea-U.S. FTA in more practical manner to derive the enterprises' solutions to cope with the disputes of FTA preferential duty. The Tariff Act of 1930 is the U.S. customs law to govern FTA preferential duties. The administrative practices with customs duties are coordinated with the FTA rules. The most controversial issue in the U.S. customs law lies in the classification of imported goods for imposition of the customs duties, based on Harmonized Tariff Schedule of the United States. It was found that the U.S. federal courts had been quite favorable to the CBP(U.S. Customs and Border Protections) in litigation with the private importers and exporters. The reason seems to be that the CBP has been dealing with the customs cases so many times, accumulating much experience in execution of the U.S. customs laws, which is likely to make their decisions on customs duties almost free of errors. Therefore, the Korean exporters need to collect the CBP's past cases on the denial of preferential treatment on imported goods and be fully informed of the CBP's policies on the FTA preferential duty treatment.

Review on the Current Status and Policy on PM2.5 in China (중국 초미세먼지 현황 및 정책 동향)

  • The emission of air pollutants in China has increased rapidly as its economy expanded over the last decades. The Chinese government has recently acknowledged the seriousness of the resulting air pollution and is trying to improve air quality in many ways. Here, we review the air quality control and management policies in China, one of our closest neighbors, because these policies may also influence the air quality in Korea. This study examined the recent policies on $PM_{2.5}$ reduction and analyzed the variation in air quality and air pollutant emissions in China. The ambient air quality and emission standards in China have been strengthened, based on China's Air Pollution Prevention and Control Action Plan of 2013. As a result, the annual mean concentration of $PM_{2.5}$ in 2015 in 74 large Chinese cities declined by 23.6% compared with 2013 values. Coal consumption in China also has been reduced by more than 10% per year since 2013. Furthermore, the laws controlling atmospheric emissions were revised again in 2016, and an air pollution forecasting and warning system was implemented to help manage air pollution problems. At present, the Chinese government is trying to evaluate its policies on $PM_{2.5}$ and find a new paradigm to mitigate ongoing $PM_{2.5}$ pollution. In this context, a joint study between Korea and China has been initiated to investigate the characteristics and sources of ambient $PM_{2.5}$ and to identify factors contributing to the high $PM_{2.5}$ concentrations in northeast China. We expect that this academic collaboration will benefit both countries in their search for new policies for $PM_{2.5}$ reduction.

  • For the last few years, the wholesale market system in Japan has been experiencing a lot of changes in the related sectors. The greatest changes in the environments surrounding the wholesale market were enlargement of the producers' cooperatives, increase of fisheries products marketed in the outside of the wholesale market system, and management aggravation of the related businessmen, These changes resulted in the revision of the wholesale Market Law in 1999 to cope with the social needs successfully. Recently, fisheries wholesale markets in Japan have a few problems like declining of earning power, weakening of management constitution, etc. Consequently, Japanese government presents policy for enforcing the competition power through reform laws related with fisheries wholesale markets. Also the fisheries wholesale markets have been trying variety and active countermeasures like undertaking, merger, coalition, etc. to overcome the crisis.

  • Studies of Internet algorithms or policies require experiments on the real large-scalenetworks. But practical problems with large real networks make them difficult Instead many researchers use simulations on the Internet topology models. Some tried to find out abstract topological properties of Internet. And several models are proposed to reflect Internet's topological characteristics better. But few studies have been performed on how to model the evolution of Internet. We propose algorithms for modeling addition and removal of nodes and accompanied change of topologies. We analyze the topologies generated by our algorithms to observe that they obey power-laws better than those generated by existing ones. These algorithms are also expected to be helpful in predicting future topologies of Internet.

A Comparative Study on the Social Welfare Policy in Korea and Japan during the American Military Occupation- Centered on the Anti-poverty Policy (한국과 일본의 미군정기 사회복지정책 비교연구 - 빈곤정책을 중심으로 -)

  • The American military occupations of Korea(1945-1948) and Japan(1945-1952) after the second world war had great influences on the history of the two countries, the contents and results were, however, quite different. This study attempts to analyze the similarities and differences, the determinants of the social welfare policy, and their long-term effects on the later social welfare policies in the two countries. For the purpose of this study, it uses a comparative case study on the public assistant policies of the two countries during the American military occupation. The conclusions of this study are summarized as follows. Firstly, although the American military occupations of the two countries faced the similar social problems during the same period, their countermeasures were quite different from each other. In Korea, the American military occupation hardly tried to establish a substantial social welfare system by making laws, but, mainly relying on temporary emergency relief, they just aimed for social control. On the other hand, in Japan, the American military occupation tried to improve the existing social welfare system in terms of the principles of demilitarization and democratization. Secondly, the political determinants of the social welfare policy in the two countries were much more important than the socioeconomic determinants. Especially the differences in the basic military occupation principles, the administration structure, and the roles of the indigenous ruling classes acted upon the different social welfare policies of Korea and Japan. Thirdly, the long-term effects on the later social welfare policies in the two countries was different. In Korea, the American military occupation hardly contributed to modernize the social welfare policy. Therefore, the unsystematic premodern relief system continued to exist for a long time. On the other hand, in Japan, the American military occupation contributed to modernizing the social welfare policy in terms of ideology and system and formed the groundwork for developing the later social welfare policies.

Study on the current research trends and future agenda in animal products: an Asian perspective

  • This study aimed to analyze the leading research materials and research trends related to livestock food in Asia in recent years and propose future research agendas to ultimately contribute to the development of related livestock species. On analyzing more than 200 relevant articles, a high frequency of studies on livestock species and products with large breeding scales and vast markets was observed. Asia possesses the largest pig population and most extensive pork market, followed by that of beef, chicken, and milk; moreover, blood and egg markets have also been studied. Regarding research keywords, "meat quality" and "probiotics" were the most common, followed by "antioxidants", which have been extensively studied in the past, and "cultured meat", which has recently gained traction. The future research agenda for meat products is expected to be dominated by alternative livestock products, such as cultured and plant-derived meats; improved meat product functionality and safety; the environmental impacts of livestock farming; and animal welfare research. The future research agenda for dairy products is anticipated to include animal welfare, dairy production, probiotic-based development of high-quality functional dairy products, the development of alternative dairy products, and the advancement of lactose-free or personalized dairy products. However, determining the extent to which the various research articles' findings have been applied in real-world industry proved challenging, and research related to animal food laws and policies and consumer surveys was lacking. In addition, studies on alternatives for sustainable livestock development could not be identified. Therefore, future research may augment industrial application, and multidisciplinary research related to animal food laws and policies as well as eco-friendly livestock production should be strengthened.

  • To achieve carbon neutrality and restore the national environment, there is growing interest in policies to transform national land areas into green space, such as expanding nature-based solutions, increasing biodiversity, and improving ecosystem service functions. In addition to complying with international agreements such as the United Nations Framework Convention on Climate Change and the Convention on Biological Diversity, it is necessary to expand green spaces to achieve the 2050 Carbon Neutrality goal, which can be achieved by restoring the damaged land in an ecological way. However, it is challenging to implement green restoration in a systematic and active way due to conflicts of interest among landowners and lack of institutional support and advanced technology. Therefore, this study aims to develop a strategy to expand green restoration and implement it smoothly and systematically. This study examined the current status of green restoration in South Korea by investigating green restoration laws and systems and overseas trends, and by surveying the perceptions of 1,000 people selected from a pool of the public. The results of this study show that it is difficult to implement the green restoration efficiently because the laws related to restoration are scattered. According to the relevant legal plans, the perception and direction of restoration is to pursue a sustainable national land environment, allow people to benefit from nature, improve the quality of life, and nurture related industries and human resources. In the international community, it is mentioned that green restoration contributes to achieving the 2050 Carbon Neutrality goal, revitalizing green industries, developing and applying advanced technologies, maintaining consistency in restoration-related policies, expanding citizens' access to green spaces, and adopting nature-based solutions. Both experts and the public are aware of the seriousness of the damage to the natural environment and prefer restoration with human use rather than focusing on natural recovery. It is expected that this study will contribute to the future direction of green restoration and the implementation of tasks for the sustainable restoration of the national land environment and the zero-carbon era.

  • The development of IT technology that has come to symbolize the fourth industrial revolution, the introduction of online government, and the change in environment has caused radical changes in record management. Most public institutions under the government make use of information systems that are objects of information protection such as electronic document system, document management system, and Onnara system. Further, protection and access control of record information through physical environment and electronic system in a user-centered record management environment is an essential component. Hence, this study studies how professional records management professionals in public institutions recognize safe protection and access management of record information, deriving areas that require improvement and providing a discussion and suggestions to bring about such improvement. This study starts by examining laws and policies on information protection in Korea, analyzing items on access control to compare them with laws and policies, as well as the current situation on records management and derive implications. This study is meaningful in that it aims to substantialize records management by suggesting areas of improvement necessary for the protection and management of record information in public institutions and providing professionals with tangible authority and control.

  • As issues of Fintech(Financial technology) emerge, research on electronic banking is growing and garnering much attention in the market. This study analyzed 184 studies on e-banking over 15 years, from 2000 to 2014. Using meta-analysis, the paper draws attentions to the trends in domestic electronic banking studies. Interest peaked in 2008, when 28 papers were published and 35 theses in Information Security and Cryptology were announced. This research focus emphasizes the impact of e-banking services, technology and infrastructure, and laws and regulations on society. Electronic payment systems are a focal point of research on technology and infrastructure. Research on the e-finance market have influenced studies on the financial progress and other social issues. Benefits of this research include a better understanding of the trends in electronic banking studies and its influence on related fields, as well as help electronic banking-related policies and technology research.
