The present annexed parking lot standards for buildings in Parking Act are categorized in 9 groups with 13 parking standards in terms of recreation, culture and assembly, housing, factory, warehouse, and so on, in which same grouped facilities have same parking standards. These days diversity in building types and functions need more fractionated parking standards; however, most local governments focusing merely on applying strengthened parking standards in general without systematic rules of consistency. The current problem of parking standards being used is lack of regarding facility characteristics; expecially, a large sized high-tech manufacturing facility located in industrial site is still applied by same parking standards as normal manufacturing facility, even though most part of manufacturing process is automated and hence less manpower is employed. This paper presents a parking generation forecasting model for factory facilities in industrial site in terms of facility use and scale characteristics.

This study aims to examine changes in the location and spatial structure of the Korean manufacturing industry and to consider the factors that influenced them. From the 1960s to the 1980s, under Korea's export-oriented industrial policy and location policy of large-scale industrial complexes, a manufacturing spatial structure was centered on the Seoul Metropolitan Region and the Southeastern Region. Since the mid-1990s, with the emergence of economic globalization and strengthening corporate competitiveness, technology- and knowledge-intensive manufacturing and R&D activities have been concentrated in the Seoul Metropolitan Region. On the other hand, as the overseas relocation of assembly plants accelerated, the decline of industrial cities in the non-Metropolitan Region progressed. Since the 2010s, manufacturing and start-up activities have become more concentrated in the Seoul Metropolitan Region, showing signs of expanding to the adjacent northern Chungcheong Region. This results from changes in the global value chains followed by overseas relocation of production functions at the global level, and concentration of knowledge-intensive manufacturing and R&D activities in the Seoul Metropolitan Region at the national level, which are reflected in the spatial structure of the manufacturing industry.

MTO (Make to Order) is a manufacturing process in which manufacturing starts only after a customer's order is received. Manufacturing after receiving customer's orders means to start a pull-type supply chain operation because manufacturing is performed when demand is confirmed, i.e. being pulled by demand (The opposite business model is to manufacture products for stock MTS (Make to Stock), which is push-type production). There are also BTO (Build to Order) and ATO (Assemble To Order) in which assembly starts according to demand. Lean manufacturing by MTO is very efficient system. Nevertheless, the process industry, generally, which has a high fixed cost burden due to large-scale investment is suitable for mass production of small pieces or 'mass customization' defined recently. The process industry produces large quantities at one time because of the lack of manufacturing flexibility due to long time for model change or job change, and high loss during line-down (shutdown). As a result, it has a lot of inventory and costs are increased. In order to reduce the cost due to the characteristics of the process industry, which has a high fixed cost per hour, it operates a stock production system in which it is made and sold regardless of the order of the customer. Therefore, in a business environment where the external environment changes greatly, the inventory is not sold and it becomes obsolete. As a result, the company's costs increase, profits fall, and it make more difficult to survive in the competition. Based on the customer's order, we have built a new method for order system to meet the characteristics of the process industry by producing it as a high-profitable model. The design elements are designed by deriving the functions to satisfy the Y by collecting the internal and external VOC (voice of customer), and the design elements are verified through the conversion function. And the Y is satisfied through the pilot test verified and supplemented. By operating this make to order system, we have reduced bad inventories, lowered costs, and improved lead time in terms of delivery competitiveness. Make to order system in the process industry is effective for the display glass industry, for example, B and C groups which are non-flagship models, have confirmed that the line is down when there is no order, and A group which is flagship model, have confirmed stock production when there is no order.

Rapid accumulation of carbon dioxide in the atmosphere for the past century leads to acidify the surface ocean and contributes to the global warming as it forms acid in the ocean and it is a green house gas. In order to curb the green house gas emissions, in particular carbon dioxide, various multilateral agreements and programs have been established including UN Convention of Climate Change and its Kyoto Protocol for the last decades. Also a number of geo-engineering projects to manipulate the radiation balance of the earth have been proposed both from the science and industrial community worldwide. One of them is ocean fertilization to sequester carbon dioxide from the atmosphere through the photosynthesis of phytoplankton in the sea. Deliberate fertilization of the ocean with iron or nitrogen to large areas of the ocean has been proposed by commercial sector recently. Unfortunately the environmental consequences of the large scale ocean iron fertilization are not known and the current scientific information is still not sufcient to predict. In 2007, the joint meeting of parties of the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, 1972 and 1996 Protocol (London Convention/Protocol) has started considering the purposes and circumstances of proposed large-scale ocean iron fertilization operations and examined whether these activities are compatible with the aims of the Convention and Protocol and explore the need, and the potential mechanisms for regulation of such operations. The aim of this paper is to review the current development on the commercial ocean fertilization activities and management regimes in the potential ocean fertilization activities in the territorial sea, exclusive economic zone, and high seas, respectively, and further to have a view on the emerging international management regime to be London Convention/Protocol in conjunction with a support from the United Nations General Assembly through The United Nations Open-ended Informal Consultative Process on Oceans and the Law of the Sea.

The European civil aviation industry, which had lower technical skills, capital strength and market scale than the U.S., adopted the production system of joint development and division labor between the nations of Europe. Each plant locations strengthened their specialization of the production branch in the past 40 years with a geographical accumulation of the specialized manufacturing facilities, suppliers, universities and laboratories by the logic of geographical proximity and learning effect. The cargo plane transportation system in the production of short- and medium-haul aircraft facilitated the geographical dispersion of manufacturing process and the logistical linkage among the various plant locations. But the production of long-haul large aircraft(A380) chosen the transportation system by the cargo ship because of the size and weight. Considering the transportation system by the cargo ship, the choice of Toulouse as a final assembly plant location was the irrational locational decision from a locational point of view. This locational choice is explained by the merging process of the European civil aviation industry, the logic of learning effect and geographical proximity, and the active attraction support policy.

We developed various plasmid cloning vectors that are useful in the construction of genomic and shotgun libraries. Two medium copy vectors, pCUGlblu21 (pCb21) and pAGlblu21 (pAb21), which are resistant to kanamycin ($Km^R$) and chloramphenicol ($Cam^R$), respectively, are useful for cloning DNA inserts ranging from 5kb to 15kb. Two high copy vectors, pCUGlblu31 (pCb31) and pAGlblu31 (pAb31), containing $Km^R$ and $Cam^R$, respectively, are useful for DNA inserts less than 5kb. These vectors are well adapted for large-scale genome sequencing projects by providing choice of copy number and selectable marker. The small vector size is another advantage of these vectors. All vectors contain lacZa including multicloning sites that originated from pBluscriptllsk- for easy cloning and sequencing. Two medium copy vectors contain unique and rare cutting Swal (ATTTAAAT) restriction enzyme sites for easy determination of insert size. We developed two combined vectors, pC21A31 and pC31A21, which are combinations of (pCb21 + pAb31) and (pCb31 + pAb21), respectively. These two vectors provide four choices of vectors such as $Km^R$ and medium, $Cam^R$ and high, $Cam^R$ and medium, and $Km^R$ and high copy vectors by restriction enzyme cutting, dephosphorylation, and gel purification. These vectors were successfully applied to high throughput shotgun sequencing of rice, tomato, and brassica BAC clones. With an example of extremely biased hydro sheared 3 kb shotgun library of a tomato BAC clone, which is originated from cytogenetically defined peri-centromeric region, we suggest the utility of an additional 10 kb library for sequence assembly of the difficult-to-assemble BAC clone.
This study examined changes in the ecological characteristics and design characteristics of Ban's exhibition space in three representative temporary exhibition halls and three permanent exhibition halls designed by Ban Shigeru since 2000. Through the investigation of the concepts and characteristics of ecological architecture, the design characteristics of exhibition space, the analysis framework of the design characteristics of exhibition space and the design elements of ecological architecture is obtained. The analysis results show that there are big changes between the temporary exhibition space and the permanent exhibition space in terms of building scale, space composition, function, materials and technology. On the one hand, the temporary exhibition space used recyclable materials, such as paper tubes, containers to be assembled on site into a single-layer space focused on display. The assembly method was simple and the construction period was short. After the exhibition, the exhibition space were dismantled. The materials were either transported to the next display site or recycled and reused. On the other hand, the permanent exhibition space used reinforced concrete as the main structure, and used a large amount of wood and glass materials to construct a multi-layered composite cultural space that separated the exhibition space and the leisure space. In terms of ecological characteristics, the building materials of the temporary exhibition space were recycled and no industrial wastes were generated after the demolition. The permanent exhibition hall uses eco-friendly wood for the roof and walls, so it is easy to replace and repair. Both types of exhibition halls are changing ecological architecture in a more sustainable direction by saving resources and energy through natural light and ventilation.
Jeju Special Self-Government Province adopted an autonomous police system for the first time since 60 years in Korean police. The purpose of autonomous police system is to offer a police service to be suitable in regional conditions. But Jeju autonomous police system for nearly one year after adoption is criticized to be established on the ground of political reason but not local decentralization. Actually Jeju autonomous police has not a clear cut jurisdiction and operation scope because of the jurisdiction duplication between national and autonomous police. The original task is confined on environment and sightseeing so on given to administration police for local self-government. So criminal investigation authority on general crimes is not to Jeuju autonomous police on account of special judicial police. First, it is the structural rationalization of Jeju autonomous police system. It speaks that Jeju provincial police bureau and police station have to be as national police institution, on the other hand, patrol district station and police box have to be as autonomous police institution. Of course, functional division has to be followed. National police performs managing all the assembly and demonstration by the management law on assembly and demonstration including the suppression against any large scale demonstration and disturbance, also the investigation on serious crimes just as international crimes and broaden area crimes including all the felony. Together national police performs the duty concerned to all the foreign affairs and national securities in along with the investigation on traffic accidents. On the other hand, autonomous police performs the function for citizen's life safety as crime prevention and the enforcement on the violation against police operation law, together the traffic management and the regulation on traffic violations. and the investigation on minor crime as simple violence or petty larceny including the management on local big events. Second, the budgetary of autonomous police is rationalized by the share of budgeting between Korean government and Jeju special self-government province. Third, urgent arrest authority on general crime and the rights of claims for the summary trial on minor crimes are given to autonomous police. Of course, this problem is resolved naturally in case of giving the investigation rights to autonomous police on minor crimes.
Our country successfully hosted the G20 summit in Seoul in November, 2010. Afterwards, however, the Yeonpyungdo shelling incident took place by the North, and the North Korean nuclear issue have strained interKorean relations. Our country is going to host the nuclear security summit, which is of great significance at this point of time. The nuclear security summit is to be attended by 47 countries. The participant countries of this summit is larger in number than those of the ASEM, APEC and the G20 summit that our country has ever hosted. That is a large-scale international conference that invites the UN, the IAEA and the EU, which are three major nuclear-related international organizations. A successful hosting of the nuclear security summit will serve as an opportunity to boost our country's national prestige, and is likely be beneficial to the settlement of the North Korean nuclear issue. Like other international submits in foreign countries, however, violent anti-globalization demonstrations are expected to occur when the nuclear security summit is held in April next year. The purpose of this study was to make a case analysis of demonstrations during multilateral international conferences hosted by foreign countries over ten years between 1999 and 2009, to examine the controversial points over the demonstrations, and ultimately to seek ways of ensuring safety against possible assemblies and demonstrations during the forthcoming nuclear security summit, which is scheduled to be held in April next year. The findings of the study on feasible security measures are as follows: First, information and intelligence gathering should be reinforced, and the inspection should be stepped up. Second, pacification among domestic NGOs and the supplementation of the existing legal devices are required. Third, publicity should be strengthened. Fourth, riot police officers should be selected as early as possible to bolster their education and training, and more reinforced emergency measures should be taken. It's needed to seek assistance from the military as one of emergency measures, and national defense readiness should be bolstered across the nation in collaboration with the Ministry of National Defense when the summit is near at hand. Finally, CBR countermeasures should be taken in preparation for CBR terrorism.
