An Exploration of Korean Discourses on Public Diplomacy

  • There is great confusion over what constitutes public diplomacy (PD), who its actors are, and the relevance of non-state actors. In the Korean context, in addition to the general fuzziness of the concept, linguistic peculiarities of the terms gonggong and gongjung both of which refer to public, waegyo, which is interchangeably used for international affairs, foreign policy and diplomacy, and juche which is simultaneously used for actor and agent, add more layers of confusion. While the term PD in Korea is based almost entirely on Western conceptualization, these linguistic peculiarities prevent fruitful conversations among scholars and practitioners on PD. Against this background, this research note explores and addresses conceptual ambiguities that pertains to PD and the policy discourse on the topic, particularly on non-state PD in Korea. The paper draws on Korean government's PD-related policy documents and Diplomatic White Papers and all relevant academic articles found in Korean-language journals registered in the Korean Citation Index (KCI), which are analysed to gain an understanding of the PD-related policy discourse in Korea.

Understanding Language Learning Strategies, Language Learning Beliefs, and English Listening Achievement of Korean Undergraduate Students (대학생들의 언어학습전략, 언어학습믿음과 영어듣기성취 이해)

  • The purpose of this study was to understand language learning strategies use, language learning beliefs, and listening achievement of Korean EFL learners. The participants was sixty-nine university students who enrolled in blended learning classes for English listening. Data was collected and analyzed to see if there were any differences in strategies and beliefs between students who improved their listening test score and those who did not. The results showed that students showing improvement at the post-test used more language learning strategies and had a high level of motivation. Statistically significant correlation was found between motivation and strategies such as cognitive and meta-cognitive strategies.

  • In this paper, the modeling of phenomena that occurs in the brain related language was designed and developed the second language proficiency method. This method based on cognitive ability test in cognitive psychology that is the lexical decision task, the priming task and the verbal span task. The lexical decision task involves measuring how quickly decide stimuli as words or nonwords. This task is divided reading and listening according to stimulus type to the details. The priming task finds the output of the language. This task is divided the translation-priming and the semantic-priming according to stimulus type. The verbal span task finds the short term memory. In this paper, we propose the second language proficiency measurement method using the linguistics cognitive ability of the learner about the second language.

A study of rural-mini libraries under the Japanese occupation (일제시대 농촌문고에 관한 연구)

  • The colony education policy of Japanese Empire was, as a su n.0, ppression on national salvation education of Korean, on the one hand it was liquidation of Korean national spirit and other hand, it has the object to Japanizing Koreans through cramming Japanese language and its culture. During the Japanse occupation of Korea, the libraries had two roles, one was to press Korean and its culture and the other was to civilize Koreans for Japanizing. The purpose of this study is to examine the role of rural-mini libraries whether the former or the latter. From 1932 to The Chosun Governor- General Department (Chosun Chongdokboo) actively spread 'The Movement of Rural Development in Korea. At the same time there were many rural -mini libraries in Korean rural and fishing community. Under the colony of Japanese Empire, colony policy was itself very tough that Japanese Empire did their utmost ideas to win Korean culture over and Japanzing Korean with every possible pressures. Since rural-mini libraries were planned by the chosun Governor-General Department, however, were established by Korean themselves with the property of local education center( Hyanggyo). Therefore, rural-mini libraries were as facilities to promote rural economic development for providing Japanese with some materials which need to conduct a war, and to introduce local people to participate in civilizing activity themselves and farmers and fishermen were forced to group to be educated in Japanese language and its reading. Rural-mini libraries were, as it were, not as facilities for enlightening Korean peoples but as facilities for civilizing Koreans.

Conflict Resolution for Data Synchronization in Multiple Devices (다중 디바이스에서 데이터 동기화를 위한 충돌 해결)

  • As the mobile environment has been generalized, data synchronization with mobile devices or mobile device and PC/server is required. To deal with the problem, the consortium was established by the companies, such as Motorola, Ericsson, and Nokia, and released SyncML(Synchronization Markup Language) as a standard of industrial area for interoperating with data synchronization and various transmission protocol. But, in synchronization process, when more than two clients requested data synchronization, data conflict can be happened. This paper studies the various conflict reasons that can happen in data synchronization processes and groups them systematically Through the analyzed information, we compose the Change Log Information(CLI) that can keep track of the chased information about synchronization. And we suggest an operation policy using CLI. Finally, we design an algorithm and adapt the policy as a method for the safety and consistency of data.

  • In order to verify that a lot of legal requirements and regulations are correctly translated into software, this paper provides a solution for formal and computable representations of rules and requirements in data protection legislations with a DSML (Domain Specific Modeling Language). All policies are formally specified through Prolog and then integrated with DSML, According to the time of policy verification, this solution has two kinds of policies: static policies, dynamic policies.

  • Objectives : This study was performed to investigate the knowledge on contacting experiences to foreign patients, the equipments and requirements to make the vitalization method for the oriental medical tourism for foreign patients. Methods : We adopted the focusing group interviews on the oriental medical doctors, nurses and personnels who had the experiences to deal with the oriental medical tourism. Results : For 3 parts, translation into each country's language in program, hospital information, treatment information and homepage should be done and consideration into each country's culture is very important part to know medical tourism patients and prepare the adequate products, and lastly the translater or medical coordinator plays a very important role to connect the hospital personnels with medical tourism patients. Conclusions : Translation in to each country's language concerning medical tourism material and understanding on one's country's culture and a medical coordinator are very important constituents for a successful medical tourism.

  • This paper focuses on analyzing Korean language learning effect through the STEAM class using a robot which is targeted on multicultural elementary school students. For the purpose of it, the degree of difficulty and interest of how students feel has been measured. By using the programing tool of Korean language entering base, they learn the programming commands like as variable, data type, branching statement, loop statement, etc in Korean, the effect of Korean learning has been measured. It has been examined two interviews at the beginning and the end of the second semester to measure the effect of Korean language learning. As a result of this research, It can be realized that multicultural children who have similar linguistic characteristics and cultural sphere understood Korean language easily when they take the Korean language class by utilizing a robot, and the class had an effect on the acquisition of Korean language for multicultural children.

  • This paper is a study on the methodology of making customized contents according to user 's tendency through the development of learning contents utilizing IT. A variety of learners around the world use mobile devices and mobile learning contents to conduct their learning activities in various fields, and foreign language learning is one of the typical mobile learning areas. Foreign language learning contents suggested in this study is constructed based on the learner's verbal and text information in accordance with the user's vocal tendency. It is necessary to find out a suitable method to translate the user's native language text into the target language and make it into user friendly content.
