건축허가기준으로서 조경법규에 대한 고찰 (A Study on Landscape Ordinance of the Korean Building Code)

  • Landscaping on building sites has been regulated by Building Code in Korea. By Article 42 of the Code, landscaping is mandated in the process of building construction and people should comply with the code to get the building permit. On the other hand, sustainability tends to be a prime value these days. Because of the intrinsic nature of Korea Building Code, the landscaping was not adequately implemented in reality. After studies on the landscape ordinance, the major problems on the mandated landscaping has been speculated as follows: 1. As far as landscaping has been regulated by single building code, there seems to be a limitation. Urban Planning Code etc. would be another mean to adequate landscaping. 2. Speculations on landscape details associated with landscape plans are needed for building permit process. 3. By any level of law, the landscape should be reinforced for public buildings and developments because of its own publicity. 4. Locally sound landscape would be implemented through Special Architectural District etc.

LID 시설의 지속가능성 관리인자 도출 및 시민참여 관리방안 (Derivation of Sustainability Factors of LID Facility and Strategy of Citizen Participation for Management)

  • 사회인프라 시설로 분류되는 LID(Low Impact Development) 시설은 지속적 유지 및 관리를 통하여 경관지속성과 기능지속성을 유지할 수 있다. LID 기법은 자연기반해법이기에 잡초, 폐기물 및 식생관리를 통하여 지속가능성을 확보할 수 있다. LID 시설은 도시에 분산적으로 설치되며 유지관리가 단순하기에 시민들의 참여를 통한 관리가 가능하다. 따라서 본 연구는 LID 시설의 현장조사를 통하여 LID 시설의 지속가능성에 영향을 주는 유지관리 인자를 도출하고 시민들의 참여도를 조사함으로써 유지관리에 대한 방안을 제시하고자 수행되었다. LID 시설의 경관지속성은 폐기물, 잡초관리가 중요한 인자로 도출되었으며, 기능지속성은 고사체 원인규명 및 관리와 적용토양과 식물종 선정이 중요한 인자로 도출되었다. 시민들은 LID 시설의 확대 및 관리, 조례제정 및 범국민 운동 참여 등에 대한 설문조사에서 모두 80% 이상의 높은 동의를 보였다. 일자리와 연계된 LID 관리 참여의향은 약 64%로 나타나 LID가 취약계층의 일자리가 될 수 있는 가능성을 보였다. LID의 유지관리는 비전문가도 쉽게 수행할 수 있기에 시설별 적은 비용으로 시민들의 참여를 유도할 수 있다. 시민들이 참여하는 유지관리 비용은 지자체의 LID 적용을 통해 저감된 사회인프라 관리비용과 정부의 사회복지 예산을 적용할 수 있을 것이다.

환경적응력을 위한 공공녹지공간의 가변성 사례 분석 (A Case Study of Variability in Public Green Spaces for Environmental Adaptability)

  • 본 연구의 목적은 환경설계에서 핵심 역할을 할 가변성 설계를 이해하고 발전시켜 미래의 변화 속에서 공공의 녹지공간이 더욱 긴 생명력을 갖게 해야 하는 데 있다. 연구 내용은 가변적 환경 공간에 대한 문헌자료를 기반으로 가변성을 공간, 생태, 사회로 분류하고, 2010년대 이후 국내외의 11개 작품을 선정한 후 사례별 분류에 따른 경관 특성 및 설계 방법과 적용을 분석하였다. 결과를 살펴보면, 가변성 경관은 공간 변화에 대한 다양한 가능성을 제공할 수 있고, 공간 사용에 대한 사람들의 기능적 요구를 충족시킬 수 있었다. 또한 사용의 유연성과 환경에 대한 적응력을 상승시켜 고정 경관이 갖는 모순을 해결하고 결함을 크게 보완하였다. 본 연구는 첫째, 공공녹지공간, 환경적응력과 가변성에 대한 이론적 고찰을 통한 유형화를 시도하고 둘째, 건축, 환경과 조경 분야의 사례분석을 통해 가변적 설계가 장소적으로는 공공녹지 및 공간에 적용가능하며, 지속가능성과 생태환경의 회복력을 증진시키는 데 기여함을 입증하였다.

생태하천 복원 방안 (Suggestions for Ecological Stream Restoration)

  • Urban streams have been severely degraded with wastewater and concrete structure over a prolonged period. The Chonggyecheon Restoration Project recovered a stream in the downtown Seoul with landscaping, plantings and bridges after the cover concrete and elevated asphalt road were removed. The project has been criticized partly because it is not an ecological restoration but rather the development of an urban park with an unnaturally straight flowing stream, artificial building structures, and artificial water pumping from the Han River. Nevertheless, the public have praised the project and almost 100,000 visitors per day come to see the reeds, catfish, and ducks. The stream restoration project is attractive to central and regional government decision makers because it increases the public concern of landscape amenity. Several projects such as Sanjichon and Kaeumjungchon are on going and proposed. These projects have a common and different respect in scope and procedure. The Chonggyecheon project in the process of environmental impact assessment (EIA) and prior environmental review system (PERS) reviewed the environmental impacts before development. Kaeumjungchon in the PERS and Sanjichon without EIA and PERS are reviewed. EIA and PERS systems contribute to checking the ecological sustainability of the restoration projects. A stream restoration project is a very complex task, so an integrated approach from plan to project is needed for ecologically sound restoration. Ecological stream restoration requires 1) an assessment of the entire stream ecosystem 2) establishing an ecologically sound management system of the stream reflecting not only benefits for people but also flora and fauna; 3) developing the site-specific design criteria and construction techniques including habitat restoration, flood plains conservation, and fluvial management; 4) considering the stream watershed in land use plan, EIA, PERS, and strategic environmental assessment (SEA). Additionally the process needs to develop the methodologies to enhance stakeholder's participation during planning, construction, and monitoring.

A Survey on the Perception of Companion Plants for Eco-Friendly Urban Agriculture among Urban Residents

  • Background and objective: This study was conducted as part of research to promote garden diversity and seek sustainable garden management plans, as well as to determine the trends in understanding and use of companion plants as an eco-friendly farming method and provide the results as the basic data for sustainable urban agriculture. Methods: To determine the trends in garden activities, eco-friendly pest control, and use of companion plants, a survey was conducted on 230 urban residents participating in the Urban Agriculture Expert course. 223 copies of the questionnaire were collected excluding missing values, and IBM SPSS statistics Ver. 25 Program was used for frequency analysis, descriptive statistics, and regression analysis. Results: Most of the respondents were female (71.3%), homemakers (26.5%), were in their 50s (29.1%), and had 2 members in the family (27.8%). 164 respondents (73.5%) had experience in gardening, most of them once a week (31.7%) and for self-consumption (55.5%). Both men and women raised crops for safe food production (32.3%), and they most preferred the city garden type (39.9%). For the preparation of nourishment for eco-friendly garden management, most respondents (60.1%) purchased fertilizers from the market. For the reason why eco-friendly pest control is necessary, all respondents except 4 of them (98.2%) responded that it is necessary 'because it affects my health as I eat it (73.5%)', indicating that they still had a high level of interest in health. Only 43.9% of the respondents said that they had heard of companion plants, 89.2% responded that companion plants were effective in eco-friendly management, and 87.4% showed the will to participate in gardening using companion plants in the future. Finally, the regression analysis confirmed that the awareness of companion plants and satisfaction with gardening activities are key variables that increase the intention to participate in gardening activities in the future. Conclusion: Since plants require special care depending on the period and various diseases and insect pests occur, there must be continuous research on companion plants as an eco-friendly farming method. Moreover, by actively using companion plants in urban gardens with the utility value in not only eco-friendly pest control but also in helping plant growth, urban agriculture is expected to be continuously activated and promoted by increasing satisfaction in gardening activities with aesthetic landscaping and pest control.
