한국의 습지보호지역 관리계획 모델: 대암산 용늪 개방에 따른 보전 및 관리계획을 중심으로 (The Management Planning Model for Wetland Conservation Area in South Korea: Focused on Conservation and Management Planning According to Making Mt. Daeam's Yong-neup Opening to the Public)

  • The Yong-neup of Mt. Daeam, which was designated as Korea's National Monument No.246 in 1973, is a high moor, and it has been managed with the designation as an ecosystem conservation area, Ramsar wetlands, and wetland conservation area. With the closing of the officially announced 5-year period for 'No-Trespassing' on the ecosystem conservation area starting August, 2010, it becomes necessary to arrange a systematic management and conservation scheme in consideration of the access & use of the visitors and Yong-neup's potential change into land consequent on making it open to the public. This study thinks that in order to preserve the Yong-neup, it's necessary to prepare the conservation plan for the program operation for exterminating exotic species, development of replacement wetlands and nurseries, access limit through zone categorization, establishment of environment-monitoring system, institutional management support, and establishment of managing facilities, etc., and to make scientific approaches, such as survey on wetland ecosystem, establishment of inventories, wetland monitoring, and drawing up of wetland ecology maps, etc. In addition, it is required that there should be adequate considerations of restoration of slope faces, drains, artificial embankment, water-collecting wells, roads for military operations, and wild-boar-stricken areas, etc., and should be continuous and systematic management of Yong-neup through the wise use of residents' participation-style maintenance, organization of a consultative body, introduction of CEPA programs, and introduction of visiting facilities and alternative transportation system, etc.

자연공원의 환경분석 및 용도지역설정을 위한 전산환경정보체계의 수립과 적용 (Establishment and Application of Computer-Assisted Environmental Information System for Land Use Zoning and Environmental Analysis of Natural Park)

  • The importance of urban and regional natural park increases because of the needs for preserving the natural resources and providing with natural recreation space in nature. This planning of natural park management should be established based on the research of the various natural resources in the park. But for the lack of effective data synthesizing methods and concepts, only some restricted factors for zoning plan are considered even though GIS computer system for large complex simulation is used. Therefore, in this study three ecological zoning models such as Basic Factor Model (BFM), Visual Landscape Model (VLM) and Comprehensive Ecological Model (CEM) are proposed and applied to Byounsan Peninsula Nature Park(BPNP) for comparison with the current natural park zoning. The BFM has three components -elevation, slope and vegetation. The VLM has applied with six components -elevation, slope, vegetation, road type, and the visual distance. Finally the CEM's modelling factors have included all of BFM, VLM components are added with the land use type, nature and historic resource factors. The zoning concept of BPNP was based on "Minimization" focused on the specific factors. But introduced modelling concept is "Optimization" based on the total ecological environment. So the result of the modelling has larger area for preservation and development zoning compared with the current zoning whose characteristics are ambiguous which allows the environmental destruction. The future study issues will be the determination of the weighting factor, component reconsideration based on the ground truth data and the agriculture residential area zoning.

녹지총량제의 국외사례 및 국내 적용가능성 (Feasibility Study on the Introduction of No Net Loss of Green)

  • Due to the increasing needs of land supply, green space has been continuously encroached and resulted considerable naturality deterioration in Korea. In order to overcome the problem, it is necessary to introduce a integrated system for managing the quantitative and qualitative aspects of green space. With this regard, this study is to derive the feasibility for the adoption of the 'no net loss of green' policy to Korea from German and Japanese experiences. In Germany, natural resources are protected and inevitable damages were compensated through the adoption of 'interference regulation'. In Japanese case, future green space and artificial green foundation should be specified on the green basic plan which pursuit the improvement of naturality. In order to introduce the 'no net loss of green' policy to Korea, not only awareness raising on integrated green management system but also amendment of related regulations are needed. In detail, restoration and recovery on the damaged nature should be clearly elucidated and indicators to evaluate the current naturality and calculation methods for the restoration should be developed. Should this integrated green management system introduced, deterioration of naturality by development activities could be minimized thorough the adoption of land development permission criteria and green space management methodologies.

농촌 마을과 주택의 통합적 접근에 의한 농촌주택 조사체계 정립방안 연구 (A study on the Survey System of a Rural Housing through the Integrated Approaching on Rural Village and Housing)

  • This study intends to establish a system to investigate and analyze various impacting factors to Rural Housings such as the relationship of characteristics of Rural Housings located in a Rural Village to the Village and a Unit Housing, to the External and Internal Spaces inside the Unit Housing and the Village, and to Living Characteristics of the Residents and Space from an integrated point of view. The results of this study are largely summarized as following four kinds. Rural Housing Survey System can be largely classified into three stages, and they are a Preliminary Survey, Basic Survey and In-depth Survey. Along with these, the scope of the survey contents can be divided into a survey result by a unit of village, of land, of housing, and of resident's opinion survey. Secondly, the surveys by village unit are on location properties, Village Identity, Street Network, Land Use, Landscape Features and Public Facilities, and consist of Literature, Discussion and Field Survey. Thirdly, the land Unit Surveys are on a Driveway, Gate Location, Housing Placement, Outer Space Design in a Yard and Outer Space Use Characteristics, and consist of Questionnaire and Field Surveys. For the fourth, the Housing Unit Surveys are on an Internal Space Design and Placement, and consist of Questionnaire and Field Surveys. Finally, the Resident Questionnaire Survey consisted of Entire Discussion Survey and a Household one, and then the Entire Survey was on the Village's History, Village's Characteristics, Cultivation Characteristics and Community Activities while an individual one was on Main Living Characteristics, Satisfaction and Utilization Characteristics.

국토계획체계내 기초정보 통합 및 연계화 방안 (A study on the integration and linkage of basic information within National Territorial planning system)

  • 본 연구는 최근에 개정된 국토공간계획체계에서 요구되는 각종 제도 시행에 필요한 기초정보의 통합 및 연계화 방안에 대해 논의하고 있다. 국토의 효율적인 이용과 관리를 위해서는 다양한 국토공간관련 기초정보가 필요하다. 이를 위해 현재 많은 국토 정보화사업이 공공부문에서 추진되고 있다. 그러나 그동안의 국토정보화사업은 주로 단위사업별로 추진되어 각 사업간에 데이터테이스 공유나 정보시스템간의 연계가 이루어지지 않아, 유사한 정보가 중복해서 조사되거나 막대한 예산과 인력을 투입한 정보가 제대로 활용되지 못하고 사장되는 경우가 많았다. 따라서 본 연구는 국토공간계획체계내에 기초정보를 통합하고 연계하는 방안을 제시하여 이를 바탕으로 계획적 국토이용과 친환경적 국토관리로 나아가는 초석이 되고자 한다.

도시지역에서의 녹지상실의 환경적 경제적 효과 (The Environmental and Economic Effects of Green Area Loss on Urban Areas)

  • 토지이용의 전환에 따른 기후의 변화와 토지가격의 변화를 파악하는 것은 도시민의 후생수준과 지속가능한 개발을 위해 매우 중요한 과제이다. 그러나 도시특성에 관한 정보가 부족하여 활발하게 연구되지 못하였다. 이제 원격탐사를 통한 위성영상의 구득이 쉬워졌고 또 통계청이 기초단위구 자료를 구축함에 따라 이 분야의 연구가 가능하게 되었다. 본 연구는 도시지역의 비도시용 토지가 도시적 용도로 전환됨에 따라 표면온도와 토지가격의 측면에서 어떠한 변화를 유발하는가를 분석하였다. 분석결과 녹지 및 농경지로 사용되던 토지가 공업용토지로 전환된 경우 가장 큰 표면온도의 상승을 초래하였고 상업용지와 단독주택지가 그 뒤를 이었다. 식생지수의 변화도 표면온도의 변화와 비슷한 변화를 보였다. 토지가격의 전환측면에서는 상업용토지로 전환될 경우 가장 큰 가격상승을 초래하였고 그 뒤를 이어 주거지 공업용지의 순으로 나타났다. 이처럼 도시지역의 토지이용의 전환은 표면온도를 상승시킬 뿐 아니라 토지가격도 상승시켜 사회적 부담을 주지만 그 혜택은 사회구성원 중 극히 일부에 한정되는 문제가 있다. 도시정책과 관련된 정책결정권자 및 계획가는 이 문제의 해결을 위해 도시성장관리 정책의 확립 등 보다 효과적인 정책수단을 강구하여야 할 것이다.

GIS의 補間(Interpolation)을 이용한 토지이용변동예측에 관한 연구 - 일본 箱根국립공원을 중심으로 (A Study on the Prediction Land Use Change by Using the Interpolation of GIS -Focusing on the Scene of HAKONE National Park in Japan-)

  • The methods of landuse change detection have been used with the algorithm of GIS (Geographic Information System). It is used for the Environmental Planning. Ultimately, it is useful to establish environment management system in landscape architecture. As one of environmental elements, the landuse is repeatedly being changed by the interaction of natural and social environments. In addition, the landuse change shows a tendency to certain characteristic. However, the data of analysis environment system are too broad to access the practical use. Therefore, the possibility of using the method of GIS has been increasing. This study is to make the prediction model by using the interpolation of GRASS version 4.1.5 and to consider about a tendency for each element in landuse change of HAKONE national park. The results of study explain as below : 1. The natural forest and the meadow have a larger tendency of decrease. 2. The area of golf club and facility land has not been changed and the some other areas have been changed to the commercial forest. 3. However, because of the natural forest preservation plan since 1970, the destruction shows comprehensively a tendency of decrease.

Strategy forest planning based on forest management information system(FMIS)

  • This study purposes to present strategic forest planning that can support the identification of forest resources and the maximum uses of forest functions through FMIS combining GIS, RS and LP. Forest information such as compartment structure and forest road was entered into GIS to construct FMIS. Remotely sensed data were used to land cover classification, and then geographical attributes were identified. New grouping unit, so called 'arvest unit' was introduced as the forest management unit. Strategic forest planning based on the 'arvest unit' was proposed that considered together the economic, environmental aspect of forest.

장기 미집행 도시계획시설 중 도시공원을 위한 보전/개발 공간의사결정 시스템 - 개미군집알고리즘(ACO)를 이용하여- (Spatial Decision Support System for Development and Conservation of Unexecuted Urban Park using ACO - Ant Colony Optimization -)

  • Long-term unexecuted urban parks will be released from urban planning facilities after 2020, this may result in development of those parks. However, little research have been focused on how to develop those parks considering conservation, development, spatial pattern, and so on. Therefore, in this study, we suggested an optimization planning model that minimizes the fragmentation while maximizing the conservation and development profit using ACO (Ant Colony Optimization). Our study area is Suwon Yeongheung Park, which is long-term unexecuted urban parks and have actual plan for private development in 2019. Using our optimization planning model, we obtained four alternatives(A, B, C, D), all of which showed continuous land use patterns and satisfied the objectives related to conservation and development. Each alternative are optimized based on different weight combinations of conservation, development, and fragmentation, and we can also generated other alternatives immediately by adjusting the weights. This is possible because the planning process in our model is very fast and quantitative. Therefore, we expected our optimization planning model can support "spatial decision making" of various issue and sites.

A Satellite View of Urban Heat Island: Causative Factors and Scenario Analysis

  • Although many researches for heat island study have been developed, there is little attempt to link the findings to actual and hypothetical scenarios of urban developments which would help to mitigate the Urban Heat Island (UHI) in cities. The aim of this paper is to analyze the UHI at urban area with different geometries, land use, and environmental factors, and emphasis on the influence of different geometric and environmental parameters on ambient air temperature. In order to evaluate these effects, the parameters of (i) Air pollution (i.e. Aerosol Optical Thickness (AOT)), (ii) Green space Normalized Difference Vegetation Index (NDVI), (iii) Anthropogenic heat (AH) (iv) Building density (BD), (v) Building height (BH), and (vi) Air temperature (Ta) were mapped. The optimum operational scales between Heat Island Intensity (HII) and above parameters were evaluated by testing the strength of the correlations for every resolution. The best compromised scale for all parameters is 275m resolution. Thus, the measurements of these parameters contributing to heat island formation over the study areas of Hong Kong were established from mathematical relationships between them and in combination at 275m resolution. The mathematical models were then tabulated to show the impact of different percentages of parameters on HII. These tables are useful to predict the probable climatic implications of future planning decisions.
