In 1996, Thailand's participation in the Pacific Rim as a part of NASA's Mission to Planet Earth (MTPE) Program, was titled 'AIRSAR Thailand Project'. In this project the Department of Land Development utilized Topographic SAR (TOPSAR) which had multi-frequencies: C band, L band, and P band with multi-polarization: HH, VV, and HV as well as C band VV DEM. Satellite data such as LANDSAT TM was also utilized for optimal use. Results of AIRSAR image processing including data fusion among difference wavelength bands and polarization revealed the quality of AIRSAR that best suit for detection of agricultural land uses. The HH-L band AIRSAR was proven to be useful to distinguish among crop types when combined with appropriate data. The HH, VV, and HV-P band enhanced surface characteristics of swamp forest and wetland. In addition, TOPSAR has its great advantage for identification of salt farms and shrimp ponds.

This study aims to provide the system to help decision making by finding key indicators used in land supply and demand surveys, and by developing storage priority areas and projects. As problems arose such as the rising cost of public projects or disruptions to business progress due to the rapid rise in land prices and the cost of compensation for public projects in the past, a new land policy was adopted and the land reserve system was established in 2009. At that time, The bank's goal was to conserve 2 trillion won of land per year, but the result was sluggish as it accumulated a total of 1.6 trillion won from 2009 to 2015. The reason for this sluggish result is that the type and quantity of indicators are still extensive and the survey of land supply and demand has a problem of poor utilization. In order to make up for the sluggishness, we made key indicators used in land supply and demand surveys using the question investigation, and analyzed the priority of the project areas. This study provide the system to help decision making by finding key indicators used in land supply and demand surveys, and the priorities of project areas.
The purposes of this study were to reveal the backgrounds, process, and evaluation of the "Forest Survey Project(1910)" and to determine the influence of the "Comments on the Classification of Forest Land Ownership in Korea(1910)", which was based upon the results of the project, on forest policy in the early period of the General-Government of Korea. The forest survey project was conducted by two Japanese, Kiuchi and Saito, to understand the forest distribution in the Korean Peninsula by ownership and stand. However, the accuracy of the project was very low due to the lack of budget and time. Especially, village forests and special easement forests in the northern peninsula were classified into the Nation Forest without Administration caused by the informality and arbitrariness of the survey. Nevertheless, the General-Government of Korea used the results of the survey for establishing the forest policy on the classification of the forest land ownership in Korea at that time. The "Comments on the Classification of Forest Land Ownership in Korea(1910)" was based upon the results of the survey as mentioned above. The comments was realized as colonial forest policy through the Forest Ordinance in 1911 and a series of policies consolidating the modern forest ownership. To conclude, the "Forest Survey Project" was used to establish colonial forest policy in the early of the General-Government of Korea while its accuracy was truly low. Moreover, the "Comments on the Classification of Forest Land Ownership in Korea" had a great influence on the formulating the directions and details of colonial forest policy in Korea under the rule of Japanese Imperialism.

This study is aimed at identifying the decision making criteria as B/C ratio, IRR and NPV based on the expected benefits and costs of the land utilization and promotion projects which have implemented to improve agricultural structure under WTO system. To carry out the objectives of the study, Sinseok project area located at Dangjin district, Chungnam province was selected. Sinseok project area has 306.2 ha of paddy area with 172 farm households. The project area will be operated by the 33 specialized farm households after completion of the project which will have 20 years of economic life. After completion of the project, farm size will be increased from 1.8ha to 9.3ha. Land intensity of the project area will be increased by 10%. Increase of land productivity and cost saving due to the labor saving technology as farm mechanization will be expected. According to the survey results, the annual amount of production cost savings per farm was estimated 3.884million won and increased total farm income was expected about 43.8million won per year. The total expexted project benefits was expected 174million won per year. The project costs to promote land utilization and structural change consisted of handling charges, and direct payment for land movility. The decision making criteria representing economic feasibility of the project such as B/C ratio, NPV and IRR were estimated 2.49, 483million won and 30% respectively when the cut-off rate was taken into account 10%. In conclusion, the land utilization and promotion project proppeled by the Korean Government under the agricultural land law is considered economically feasible from the view points of expected project benefits and costs. Accordingly the project have to be implemented more strongly under the G't financial support considering WTO and UR negociation which were aimed at achieving the free trade and improvement of international competitiveness of farm products.

"Master Plan of Cadastral Resurvey Project" aims to put the governmental budget of 1.3 trillion Won into the cadastral resurvey project until 2030 that reflects the preliminary feasibility study, conducted by government at 2012. The cadastral Resurvey, which takes 78.8% of the expenses in the project, has to take an critical role for earning the most effective results from the project. The cadastral confirmation surveying take up almost 13% of the project and is controlled under the areal SOC(Social Overhead Capital) projects in current "Master Plan of Cadastral Resurvey Project". Also, the affiliations of cadastral resurvey and linear SOC projects are expected to bring advanced results, although those are excluded from cadastral confirmation surveying. For linear SOC projects, the land division survey is conducted by using boundary stakes in boundary survey, while the cadastral resurvey is conducted within the SOC project area, after the completion of the project. In this study, we could conclude that cadastral resurvey results with the world geodetic system from boundary survey at the point of land division could be produced without the duplication of land division and cadastral resurvey. As a result, the expected benefits are 73,877 parcels and 4,078 million won, annually.

Many problems were found out the remarkable unbalance between paddy fields and up-land areas, or between plain and mountainous areas, unreasonable establishing of land consolidaton boundaries without consideration of rural development, lower leverl of construction technology of the roads and canals for agricultral use ad operation and maintenance of them by human power far apart from the ages of high technology, high information and free internationalisation, and too slow progress to overcome the weak agricultural circumstances etc. through the survey in the past executed land consolidation projects. The basic ways for solution of these problems for propulsion of land consolidation project through investigation are summarized as follows : 1. Land consolidation project should be executed to the direction of balanced regional development, laying stress on the upland and mountainous areas in order to carry out the agriculture effectively. 2. the acreage of land consolidation project to be conducted anually should be increased to overcome the serious underdeveloped agricultural development. 3. It should be developed to the way in accordance with the order of land use from the view point of rural integral development including the rural readjustment. 4. The level of the structures of road and canal, the size of standard lot and the grouping of land substitution should be to incraese the productivity of land and labour more than ever and reached to a degree in cope with the age of industrialization, information and free internationalisation. 5. The level of the management of agricultural water use and the maintenace of the various facilities should be developed to be automatization, remote control, central control and information processing instead human work. 6. Land substitution should take a measure of grouping method in accordance with the agricultural plan and farming organization, which can overcome high industrialized society in place of the substition by origin land. 7. Land consolidation project should be planned in order to fulfil a conservative function of ecosystem and resources together with improvement of land and labour productivity.

A protected area means a space designated and protected by law from development pressure and environmental pressure. It is mainly designated to protect specific ecosystems, natural landscapes, and cultural resources from irrational development (or damage), and involves policies of the public sector such as central and local governments. The United Nations Educational, Scientific and Cultural Organization (UNESCO) has conducted conservation and restoration projects for preserving natural ecosystems and genetic resources. In order to conserve the ecosystem in the protected area, national and public organizations purchase private land and use it ecologically; in addition, ecological restoration project is carried out for the purpose of creating waterside ecological belt or preserving ecosystem. Land acquisition refers to the land where highly influenced by the water quality and need to restore, and purchased by negotiating with the landlord. Although the nation and public institution carried out ecosystem restoration project for partial purchase land in order to conserve ecosystem, it is below the expected effect due to lack of comprehensive management system and have some problems in restoration project and unification of management institutions. Land acquisition in Donggang River Basin Ecological Conservation area is initiated in 2005 for creating income of local residents and ecological restoration. However, the lack of overall management and awareness resulted in poor vegetation growth and poor response by local residents due to terrain exposure. As such, there is insufficient research on the current situation and systematic integrated management although the number of land acquisition is increasing year after year. Futhermore, overall recognition and follow-up monitoring of eco-restoration are still inadequate. Therefore, the survey on the awareness of the purchase land ecosystem restoration project is necessary for the efficient restoration project and establishment of the management strategy for land acquisition in the future. Therefore, in this study, we provide fundamental materials on further research projects by carrying out research on the awareness of ecological restoration projects in the Donggang River basin ecological preservation area.

Korean cadastral system keeps graphical maps made by the plane table method from 1910's. The fact is that the graphical maps grafted on paper cover about 95% of the whole land (MOGAHA, 1999). The needs are arising to transform the graphical cadastre to a digital one in compliance with modem technologies. Korean government has already digitise the old maps until last year. A nation-wide land information system, Parcel-based Land Information System, was established upon the digitised map database. However, the accuracy of the digitised coordinates hardly meet the citizens' needs because it cannot exceed that of the paper maps. The definite solution will be surveying all the parcels again and making new digital maps. However, commencing a project for resurveying 34 million parcels will require enormous amount of time and manpower. The strategy should be dividing the country into county-wise or grid-wise pieces and surveying one piece by one piece. Municipal governments of counties, cities or urban districts will be the propelling bodies of the project but the costs will hardly be affordable at a time. For the purpose of resolving the financial problem, each municipality can split its own project into smaller pieces by year base. There is accordingly a great possibility to create inconsistency over the divided project areas caused by different techniques applied, different equipments used and/or mismatches between the project borders. It provides some merits at the same time. The people in project completion areas will be satisfied with the enhanced accuracy and feel safe in land transaction and, in turn, soundly improves overall nation-wide economic situation. Therefore, the main issue of the thesis shows how to make the cadastral re-survey project scalable. Guidelines for how to perform the projects will be derived from a experienced case.
The economic feasibility analysis including benefit-cost ratio and internal rate of return of a land consolidation and on-farm development project was mainly depended upon the direct benefits and costs arising during project life. Therefore the projects were neglected in allocating the government's financial funds and loans on account of the low economic rate of return of the project. Accordingly the extended benefit-cost analysis method should be introduced and adapted to cover not only the benefit s such as non-market values of environmental and food security fun ct ions of the project but also market values of the project outputs. The main purposes of this study are (1) to prepare a guide line for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits from productivity increase, labor saving, savings of O&M cost of farm mechanization and project facilities, savings of farmer's burden for their public health, increasing environmental and public functional value of paddy fields, improving food security condition and formation of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible to be included the values of non-market goods such as the food security and the environmental public function of paddy fields. To carry out this study, the existing publications on the guidelines for economic agricultural projects were reviewed and consultation was made with a For the post evaluation study of the land consolidation and on-farm development project, field survey in Jigok and other comparative area were made to get available information. According to the project completion report, Jigok land consolidation and on-farm development project has 55ha of benefit area out of 69ha of gross area. The project was started in November 11th, 2000 and completed october 30th, 2001. The total project costs were amounted to 2,548 million won and the annual project benefits were estimated at 335million won evaluated by domestic market prices. The ERR(Economic Rate of Return) and SRR(Social Rate of Return) of the project based on the shadow pricing system were estimated at 4.4% and 16% respectively. On the other hand, the ERR and SRR based on the domestic market value system were amounted to 6.37% and 14.62%. In conclusion, Korean land consolidation and on-farm development projects have not carried out from the view point of economic rate of return under shadow pricing system but from the view point of domestic pricing system. For the future feasibility studies on land consolidation projects have to be carried out including the non-market values as environmental and food security function of the projects.
