장기미집행 도시공원의 특례법에 따른 민간공원사업 특성연구 - 포항시의 사업추진 어려움과 해결방안 - (A Study of Private Development of Long-Term Unexecuted Urban Parks through a Special Act - Difficulties and Solutions of Pohang -)

  • This is a case study of private sector's development of long-term unexecuted urban parks in Pohang through a special act, which provides a guideline of 30% of land for non-park while 70% of land for park. The strategy has a lot of validity in many respects along with the urban planning sunset system, but even with the special act it would not easy to be implemented in Pohang, where the guideline has been modified to 20% for non-park, mostly multi-family housing projects while 80% for park. Thus, participation of private companies would be discouraged due to low commercial validity. Also, there would exist various risks because the project would be completed through a long-term decision-making and execution process. Thus, this study argues that it would be better for Pohang to follow the original guideline of the government for better implementation of the projects, along with preparation of a law with which the government be able to recoup excess profits when too much profits would be given to private developers. For the project implemented smoothly, it is also important to understand local housing market and fluctuating economic conditions, and to prepare various incentives for private companies. In addition, to secure publicity, guidelines on the level of publicity of the project should be prepared through negotiation by parties to prevent the project being discouraged too much.

  • Profit, the performance of an apartment development project, is directly affected by the sales ratio, unit sale price, financial costs, land costs and construction costs. However, these factors fluctuate in response to changes in the environment, including various stake holders, and the profits fluctuate as a result. In order to ensure that profits are managed within target levels, these factors must be able to be predicted, controlled and monitored and managed up to the start, sale, and end stages of the project. The purpose of this study is to develop a profit risk management model for apartment development projects. The results of this study will contribute to the establishment of academic basis for the dynamic management of project profits that fluctuate with time and environment. And in practice, it will help project developers manage their business revenue to the proper level. In addition, the risks that occur from time to time can be identified quantitatively and visually, and it is expected that it will be easier to derive consensus points for smooth business progress by reducing conflicts of interest among stakeholders.

토지구획정리사업지구의 가구(街區)체계에 관한 연구 -1970년대 청주시 사례를 중심으로- (A Study on the Block Structure of the Land Readjustment Project Districts Focused on the case study of Cheongju City in the 1970's)

  • 본 연구는 청주시의 1970년대에 시행된 4개의 토지구획정리사업지구를 대상으로 하며, 물리적 측면에서 가구체계의 개념을 통해 지구특성을 파악하는 것을 목적으로 한다. 연구 결과 첫째, 가구의 가로 특성을 보면, 4개 지구 동일하게 현재의 도시개발 기준 대비 간선도로망과 가구로의 진입을 위한 국지도로체계는 잘 갖춰져 있는 것으로 파악되었다. 그러나 가구내의 개별필지로의 진입로가 제대로 갖춰지지 않아 개별 필지 별 건축이 어려운 상황으로 나타났다. 둘째, 가구의 형태 특성을 보면, 세장비는 평균 1:2의 비율이며, 동서방향의 장방형 가구가 높은 빈도를 나타났다. 1지구부터 3지구까지는 가구면적이 증가하는 추세이었으나 4지구는 다시 감소하여 현대적인 가구구획의 형태로 변화하는 양상을 띠었으며, 가구면적이 클수록 접도율이 일관성 있게 낮아지는 것을 알 수 있었다. 셋째 필지배열 특성을 보면, $4{\times}4$이상의 다열구조를 갖는 가구의 빈도가 1~3지구 까지 높았으며 4지구에서는 상당히 개선된 것으로 파악되었다. 특히 정방형에 가까운 가구는 접도율이 열악한 과다열 필지구획이 되어, 주거환경을 개선하는데 어려움이 있을 것으로 판단되었다. 토지구획정리사업에 의한 택지 개발은 가구구획이 상당히 정형화되어 있고, 그러한 주택지의 면적이 상당한 만큼 이러한 특성을 고려하여 좋은 주거지를 위한 개선방법을 찾는다면, 외곽개발 등의 난개발을 제어할 수 있는 대안이 될 수 있을 것으로 판단된다.

비오톱 유형을 고려한 산림지역 생태계 평가기법 개발 (Development of Forest Ecosystem Evaluation Considering Biotope Type)

  • The purpose of this study is to analyze of biotope types and to develop assessment for forest ecosystem evaluation method. Vegetation types divided into 27 types. Considering the vegetation types, vegetation structures, DBH, potentials, and disturbance, it was decided to apply 58 biotope types and survey site's biotopes were divided into 24 biotope types. Assessment indicators were naturaliness, diversity, rarity, stability, potential, and disturbance. The areas given the first grade in ecological value included 9.2% of the site's total land. Areas with the second grade accounted for 43.0% of the total land. Areas with the third grade made up 47.8% of the site and mostly they were areas with dominance of fired area and artificial forest. To plan to build naturally-development for Site, there should be plans to conserve areas with the first grades. For the areas with the second, and third grades, plans for ecological land use based on conservation and restoration in terms of securing biodiversity are needed.

정부별 국정운영 방향과 농촌지역개발사업 변화 분석 (How Government Policy Directions lead Rural Development Projects?)

  • The paradigm of rural development projects has shifted and expanded from agricultural production based on the way of improving the residential environments in order to achieve the quality of life staying in rural areas. The purpose of this study is to evaluate policy directions of rural development projects by investigating government projects conducted successively starting from the Participatory Government of President Roh in 2003 and to the present Government of President Moon. In consideration of administrative affairs, the projects include the Balanced National Development Project, Quality of Life Improvement and Regional Development for Rural Villages Projects. The study examined changes in visions and key agendas proposed in national affairs as well as those in the visions and strategies exhibited by local development project plans through various governments. The core contents examined are the project characteristics, transformation process through government changes, and the law of status pertaining to rural development projects. The direction of implementation for the rural development projects implemented by each government provide an opportunity of understanding the transformation process in each project that has been still effective currently. This study is expected to provide a basic set of data to be used for a proposal for new rural development projects while still being useful to be referred or integrated to other national and regional projects.

도심재개발사업의 타당성 분석 요인에 관한 연구 (A Study Factor of the Feasibility Analysis in Urban Redevelopment Project)

  • 도심재개발 사업은 도시의 쇠퇴해진 기능을 회복하고 토지이용을 높이기 위하여 시행되는 사업이나 다양한 참여주체와 이 주체들간의 상이한 기대목표, 도심지라는 지리적 위치로 인한 고지가, 고 밀도 개발요구, 장기간의 사업기간, 막대한 자금의 소요 등은 타당성 분석을 어렵고 복잡하게 만든다. 이러한 도심재개발사업의 특수성 때문에 타당성 분석에서 다루어야 한 요인들이 다양해지고 신뢰 있는 분석이 요구되나, 타당성분석의 어려움으로 인하여 도심재개발 사업의 미 착수, 사업중단, 사업지연의 상황을 발생시키고 있다. 따라서 본 연구에서는 도심재개발 사업의 타당성 분석에서 반드시 다루어야 할 경제/재무 관련요인, 법적/제도적 관련요인, 시장관련요인, 기술적 관련요인, 갈등관계 관련요인 등5개 범주로 분류되는 총45개의 요인을 문헌고찰, 사례연구, 실무전문가 면담 등을 동하여 정립한 후 관련전문가의 설문조사 분석을 통하여 주요요인을 제시함으로써 도심재개발 사업의 타당성 분석에 도움을 주고자 한다.

  • For standard size of farmland in Korea is small, we have to consume huge labor for cultivation and efficiency of machine is low. We practice the project, which make size of farmland enlarge. For many factors have to consider in design process in case of large-scale farmland, there are difficulties for comparing alternatives if we design it manually. So we need to techniques for establishing various alternatives and choosing the optimum design by the computer. In this study, fixing the boundary of project using the RGIS (Rural Geographical Information System) which standard electronic map in Korea. In the boundary, we analysis the many characteristics of farm land, optimize the adjustment process of field unit of farmland. In this process, we develop automatic farmland division techniques. The results of adapting the developed system show the usefulness to enlarge the size of farmland about 200%.

An Adjustment for a Regional Incongruity in Global land Cover Map: case of Korea

  • The Global Land Cover 2000 (GLC 200) project, as a most recent issue, is to provide for the year 2000 a harmonized land cover database over the whole globe. The classifications were performed according to continental or regional scales by corresponding organization using the data of VEGETATION sensor onboard the SPOT4 Satellite. Even if the global land cover classification for Asia provided by Chiba University showed a good accuracy in whole Asian area, some problems were detected in Korean region. Therefore, the construction of new land cover database over Korea is strongly required using more recent data set. The present study focuses on the development of a new upgraded land cover map at 1 km resolution over Korea considering the widely used K-means clustering, which is one of unsupervised classification technique using distance function for land surface pattern classification, and the principal components transformation. It is based on data sets from the Earth observing system SPOT4/VEGETATION. Newly classified land cover was compared with GLC 2000 for Korean peninsula to access how well classification performed using confusion matrix.

  • The purpose of this case study is to find out current issue and improvement directions of the application of 3D and 4D to the construction project including building, highway and railway projects. For the study, the main functions of the 3D and 4D simulation of current system are analyzed and proposed improvement directions for 3D CAD utilization in 4D environment. Case studies of CAD application include land development for housing complex, highway project and express railway project.
