Feasibility Survey on the Introduction of Forest Land Bank System focusing on Forest Owners, Non-forest Owners, and People Who Return to the Farm (산주와 비산주 및 귀농·귀촌인을 대상으로 한 산지은행제도 도입 타당성 설문조사)

  • Forestry management problems in South Korea have been caused by small and scattered forest lands, aging forest owners, and the increase of absentee forest owners. To solve these problems, it is a time to consider the introduction of forest land bank system for the expansion of forestry management scale, the effective management of neglected forest lands, and the stable livelihood support for aged forest owners. Therefore, this research implemented the questionnaire survey of necessity, expectation, willingness to use, and introduction plans for the forest land bank system in order to examine the feasibility and demand of the system focused on forest owners, non-forest owners, and people who return to the farm. The questionnaire survey was conducted for 262 of resident forest owners, 152 of absentee forest owners, 427 of non-forest owners, and 101 of people who return to the farm. 77.5% of forest owners and 63.8% of non-forest owners agreed with the necessity of the introduction for the forest land bank system. Both forest owners and non-forest owners would prefer to use forest land reverse mortgage and leasing among projects of the forest land bank. In addition, 75% of people who return to the farm also expected that forest land bank would be helpful to their rural and mountain life, and they would have higher preference to participate in leasing and buying forest lands than other projects. Based on the outputs of the feasibility and demand survey in this research, this study can play a key role in determining basic direction, major functions, types and range of projects as well as providing information for establishing policies of the forest land bank system.

The Land Use Characteristics and Renewal of Urban Central District in Daegu (대구시 도심 토지이용 특성과 재개발)

  • This study on land use and regeneration of urban central district in Daegu investigates the current trend of those changes, and examines the change of urban core on land use, Since the 1980s, large cities in Korea have experienced the decline of spatial economic activities as well as population. Such urban decline has a relation with land use which can be classified with urban land use district and actual land use. This study tried to capture urban land use in three aspects; downtown business, residence, and the change of land use conversion. Based on land use characteristics, the size of residence land use has played a major role in hindering of the efficiency of land use. Also, this study has reviewed urban renewal projects in Daegu, especially urban core renewal projects, and discussed the problems of the projects.

  • Recently, parking problems have repeatedly occurred not only in the residential areas of the old town, but in detached residential areas, neighborhood living facilities, and commercial areas of the planned New Town. This study suggests a strategy to minimize parking problems before constructing a New Town by reviewing these parking problems at the new city district planning stage. Parking problems can be divided into supply-demand and non-supply-based, and the solution strategy is reviewed in terms of supply and operation. The procedure for applying the solution strategy is proposed according to the effectiveness and ease of application.First, this paper suggests the PAZ (Parking Analysis Zone) as the basic analysis unit. Second, the supply-based parking problem in the concerned area based on the land use plan of Hanam Gyosan is reviewed. Last, solutions to a parking problem for each PAZ are presented.

The Economic Effects of III-defined Property Rights: The Case of Korean Green Belt (재산권 불명(不明)현상이 자원이용에 미치는 영향에 관한 연구: 그린벨트의 경우)

  • This study examines the economic effects of ill-defined property rights on the resource usage with special reference to the Korean Green Belt. Property rights are considered ill-defined, when their whereabouts are not clearly delineated, they are not assigned to those who utilize them most efficiently, and they are not exercised precisely. If properly, and they are not exercised precisely. If properly rights are ill-defined, it is more likely that economic agents pursue opportunistic and illegal behaviors and even their rational behaviors tend to bring about undesirable outcomes, and social conflicts occur around the assignment of the rights. Upon the completion of a case study, we found that the ill-defined property right system of the Korean Green Belt has, in fact, resulted in several problems in resource usatge. Inefficient land use, compromising reassignment of property rights, the prevalence of illegal activities, huge management costs, and the spread of social conflicts are the problems in question. These problems can be resolved by the realignment of property rights, since they are caused by the ill-defined property right system. To resolve such problems, we need to reassign properly rights so that their delineation may be complete and those who value them highest may exercise the rights, and social justice in terms of wealth distribution may be achieved.

  • The recent paradigm shift in the construction industry has led to a growing demand for industrial construction. In particular, interest in modular housing, one of the areas of industrialization architecture, is soaring. Modular housing is a construction method for completing a building by transporting factory-built modules to the site and assembling them. However, modular housing in Korea has various problems such as errors in design books, lack of factory drawings, and lack of on-site construction plans. BIM is a tool for accumulating, producing and managing various information through 3D models and is a solution to solve various problems of modular housing. In this study, problems of modular housing and BIM utilization of modular housing were presented as ways to ensure the quality of modular housing. Therefore, this study analyzed the problems that are occurring in the construction process of modular housing. And, to address the problem of modular housing, BIM utilization measures were proposed for each modular process step. However, the application of BIM in domestic modular project is currently being carried out in pilot research project. Because of this, the BIM utilize method for modular housing is limited based on the BIM use for general projects and the examples for some modular pilot projects.

Shifting Cultivation and Environmental Problems of Nam Khane Watershed, Laos (라오스 남칸(Nam Khane)유역분지(流域盆地)의 이동식화전농업(移動式火田農業)과 환경문제(環境問題))

  • Nam Khane watershed, in the Northern Laos, consists of limestone plateau surrounded with steep slope(above 1000m), wide piedmont hill land(300-700m) and narrow alluvial plain. Opium on the plateau and up-land rice on the hill-side are cultivated for each, but its shifting agricultural activity, which degrades the forest and soil, has caused the serious environmental problems. MOS-1 satellite image and 40 points of soil samples are analyzed to identify the distribution of the shifting cultivation and to evaluate the environmental problems for Nam Khane watershed. The land use classification map is presented on the photo 2, and the value of each land use area by elevation level and soil property are showed on the table 2 and 3, respectively. Excessive agricultural activity of shifting cultivation in the Nam Khane watershed not only decreased the forest area, but also changed the primary forest of tree into secondary woodland of shrub. On the phase of soil property, it accelerated the soil and gully erosion, and acidification. To solve these environmental problems, the most important step is to settle the agriculture from shifting cultivation to permanent cropping.

Strategy and Implementation of Land Management Information Systems (토지관리정보체계 개발전략과 구현사례)

  • The master plan for the land management information system development was established in 1997 and demonstration projects were carried out in Nam-gu, Daegu Metropolis in 1998. As of the end of 2001, 12 project areas have completed installing the land management information system and are now utilizing it in operations or in trial operation and 88 areas are still under construction. Sixteen metropolises and provinces and 232 cities, counties and districts plan to complete the development of land management information system by 2004 and additionally Install a land information center to manage and maintain the land management information system. The land management information system was introduced as one of information technologies to solve the problems arising in the operations of land management and administration. It inevitably accompanies a radical change of working environment, from analogue to digital. It is obviously not a simple job and largely depends on how to entice the officials working in analogue settings into a digitalized world. Therefore, it is not too much to say that the success of the land management information system development project depends on how to rationally adapt the analogue land administrations to a digital environment.

Studies on the Rural Environmental Preservations (농촌의 환경보존에 관한 조사분석)

  • This study is to be surveyed the rural environmental conditions such as housing, water works, sewerage, road and farm road, land utilization, natural conservation and sightseeing, public damage and disaster, and rural water requirement through the 50 villages (10995 home unit) The brief results summarized in this study are as follows. 1.Modernization of rural housing, toilet room and arrangement of dust materials are getting better than before l0yrs. 2.Water works are highly improved but sewerage problem is still in the serious problems. 3.Rood achievement is quite good but farm road is in still insufficiency 4.Utilization of land resources should be maximaized but land conservation is still insufficient condition and farm land is getting polluted. 5.Natural environmental conservation is much more improved but landscape is still insufficient. 6.Public damages such as water pollution, air pollution, and others are getting greater and greater but meteorological damage should be decreased. 7.Watershed condition is getting better and better but because of the large requiriment of the water use for the crops, agricultural water use should be needed much more than before l0yrs.

Measuring Landscape Value of Jeju Island's Stonewall Fencing Farming Land for the Introduction of Direct Payment System of the Landscape Preservation (경관보전직불제 도입을 위한 제주밭담의 경관가치 평가)

  • The dichotomous-choice contingent valuation method is applied to estimate the landscape value of Jeju Island's stonewall fencing farming land. A distribution-free approach, Turnbull empirical distribution model, is employed to solve negative willingness to pay and truncation problems. The data used are collected from the interviews with tourist about willingness-to-pay at the various donation amount levels of Jeju stonewall's landscape value. The evaluation result is shown that the average amount of willingness to pay for the Jeju stonewall fencing farming land is 3,001 won per meter with standard deviation of 511.0 won/m.

  • Agricultural land act was promulgated 1994, 12, 22. Now this is the time to evaluate present agricultural land related laws and its implications. Land problem is a conflict between private characteristics of ownership and public characteristics of utilization. Agricultural development aeras are the key areas where the conflict is intersected. Agricultural development aeras have many regulations to their use, so the price is relatively low. However to keep the food sufficiencies and public purposes, government have to keep agricultural development aeras. To compensate the owners of agricultural development aeras, I suggested some measures. One is direct payment to the owners of agricultural development aeras, the others are environmental subsidies.
