How Government Policy Directions lead Rural Development Projects? (정부별 국정운영 방향과 농촌지역개발사업 변화 분석)

  • The paradigm of rural development projects has shifted and expanded from agricultural production based on the way of improving the residential environments in order to achieve the quality of life staying in rural areas. The purpose of this study is to evaluate policy directions of rural development projects by investigating government projects conducted successively starting from the Participatory Government of President Roh in 2003 and to the present Government of President Moon. In consideration of administrative affairs, the projects include the Balanced National Development Project, Quality of Life Improvement and Regional Development for Rural Villages Projects. The study examined changes in visions and key agendas proposed in national affairs as well as those in the visions and strategies exhibited by local development project plans through various governments. The core contents examined are the project characteristics, transformation process through government changes, and the law of status pertaining to rural development projects. The direction of implementation for the rural development projects implemented by each government provide an opportunity of understanding the transformation process in each project that has been still effective currently. This study is expected to provide a basic set of data to be used for a proposal for new rural development projects while still being useful to be referred or integrated to other national and regional projects.

An Analysis of the Specialist's Preference for the Model of Park-Based Mixed-Use Districts in Securing Urban Parks and Green Spaces Via Private Development (민간개발 주도형 도시공원.녹지 확보를 위한 공원복합용도지구 모형에 대한 전문가 선호도 분석)

  • The research was aimed to verify the feasibility of the model of Park-Based Mixed-Use Districts(PBMUD) around urban large park to secure private-based urban parks through the revision of the urban zoning system. The PBMUD is a type of urban zoning district in which park-oriented land use is mixed with the urban land uses of residents, advertising, business, culture, education and research. The PBMUD, delineated from and based on a new paradigm of landscape urbanism, is a new urban strategy to secure urban parks and to cultivate urban regeneration around parks and green spaces to enhance the quality of the urban landscape and to ameliorate urban environmental disasters like climate change. This study performed a questionnaire survey and analysis after a review of literature related to PBMUD. The study looked for specialists in the fields of urban planning and landscape architecture such as officials, researchers and engineers to respond to the questionnaire, which asked about degree of preference. The conclusions of this study were as follows. Firstly, specialists prefer the PBMUD at 79.3% for to 20.7% against ratio, indicating the feasibility of the model of PBMUD. The second, the most preferable reasons for the model, were the possibility of securing park space around urban parks and green spaces that assures access to park and communication with each area. The third, the main reason for non-preference for the model, was a lack of understanding of PBMUD added to the problems of unprofitable laws and regulations related to urban planning and development. These proposed a revision of the related laws and regulations such as the laws for planning and use of national land, laws for architecture etc. The fourth, the most preferred type of PBMUD, was cultural use mixed with park use in every kind of mix of land use. The degree of preference was lower in the order of use of commercial, residential, business, and education(research) when mixed with park use. The number of mixed-use amenities with in the park was found to be an indicator determining preference. The greater the number, the lower was preference frequencies, especially when related to research and business use. The fifth, the preference frequencies of the more than 70% among the respondents to the mixed-use ratio between park use and the others, was in a ratio of 60% park use and 40% other urban use. These research results will help to launch new future research subjects on the revision of zoning regulations in the laws for the planning and uses of national land and architectural law as well as criteria and indicators of subdivision planning as related to a PBMUD model.

A Study on the Present Status and Future Directions of Maritime Safety Audit (해상교통안전진단제도의 운영현황과 향후 정책방향에 관한 연구)

  • Recently, the navigation risk is increasing significantly with growth of marine traffic volume and construction of marine facilities, water bridges, port development and marine wind farm etc. To reduce this kinds of risk, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety assessment in the existing or future ship's fairway by an independent audit team. It examines the potential hazards of maritime traffic safety, if necessary, and is to ensure the implementation of appropriate safety measures. The object of this paper is to comprehensively evaluate the achievements and implementation problems of MSA about the 2 years, to define the fundamental problems of MSA by conceptualizing and analyzing MSA limits. MSA requires further examination about the introduction of screening and scoping in order to increase the efficiency and objectivity. It will be required the measures concerning policies directions as a tool for planning process for project owner. It will lead to right understanding concerning audit scheme and used in various ways such as amendments to related law.

Ecological Management Plan Based on Environmental and Ecological Characteristics for the Tancheon Ecosystem Conservation Area in Seoul (서울시 탄천 생태계 보전지역의 환경생태특성을 고려한 생태적 관리계획)

  • This study presents an ecological management plan for wildbird habitat conservation, an nature-friendly enhancement of bio-diversity using the riverside of the Tancheon Ecosystem Conservation Area in Seoul by analyzing environmental and ecological characteristics. As a result of analyzing actual vegetation, vegetation type was classified into 34 types. Humulus japonicus association covers an area of 441,568.6㎡(31.44%), and Artemisia princeps var. orientalis association covers an area of 89,690.1㎡(6.39%). Sandy plain as valuable wildbird habitat covers an area of 89,965.9㎡(6.4%). 125 taxa including 34 families, 93 genera, 107 species, and 18 varieties were recorded and the number of naturalized plants were 41 taxa at the survey site. Total naturalized index(NI) and urbanized index(UI) were recorded as 32.8%, and 15.5%. As a result of analyzing the herb plants association structure by surveying 8 belt-transects, the humid native plants was dominant in the partially adjacent revetment edge and damp riverside. On the other hand, naturalized plants was so extensively dominant that it was necessary to establish an ecological management plan. The observed wildbirds belonged to 50 species, 6,118 individuals, and 7 restricted species by law, which were Accipiter gentilis, Falco tinnunculus, Buteo hemilasius, and Buteo buteo. Oriolus chinensis,Hirundo rustica, and Alcedo atthis. The ecological administration plan for Tancheon Ecosystem Conservation Area as follows: in ecological land-use planning, the conservation area(695,518.5㎡) has native woody and herb vegetation and sandy plain with water as an wildbird habitat. The restoration area(653,702.7㎡) has a naturalized plants distribution are with artificial revetment. The nature-friendly Riverside Area(55,414.9㎡) was an easily approached area with damaged riverside vegetation, and a safe area to wildbird habitat. In riverside restoration planning, the artificial riverside should be restored to its natural riverside vegetation, and the artificial embankment should be restored with edge shrubs for wildbird habitat or revegetated for natural riverside landscape. For naturalized plants management planning, we selected naturalized plant species to be weeded out, and suggested an application method for ecological management.

Environmental Friendly Space Planning for Reservoirs in Siheung City (시흥시 주요 저수지의 환경친화적 공간 계획)

  • This report designs a landscape plan of six reservoirs in Sihung city which has possibilities both in development and in destruction. The report suggests how to create a leisure space in harmony with the surroundings in Sihung city. Building a leisure town will create the local residents' demand in recreational activities and improve the amenities. Therefore this study analyzes eco-friendliness of the land, conditions of fauna and flora, the quality of water and the usage figures of the six reservoirs so as to develop those six reservoirs more eco-friendly. Based on environmentalism, the leisure spot development plan attribute the ultimate importance to local residents' pleasant leisure time and recreations. With this master plan, the report suggests expanding the city's green space, since the city has under 50% out of the optimal percentage of green space per person. In addition, the report intends to plan each six reservoirs developed separately but organically connected at the same time that those six can put together and become a Sihung Green Way which makes the city's leisure space a belt. Apportioning the six reservoirs development levels in order to balance the development, accumulating and arranging buildings and facilities in available spaces according to the governing law, and creating resting area, promenade and parking lot to make an eco-city. Also the report suggests conserving environment and regulating contamination such as ban on fishing to move forward sustainable development. Since the adventives predominate the site, introducing indigenous plants should be necessary soon.

A Study on the Revitalization of Children's Parks by the Transition of the Surrounding Environment in Seogu, Daejeon (주변환경 변화에 따른 어린이공원 이용 활성화방안 - 대전시 서구 어린이공원을 중심으로 -)

  • This study is targeted on children's parks in Seogu, Daejeon with the goal of maximizing the usage and versatility of existing parks in the area by the survey and analysis of the general status of children's parks, land use near the parks, population, users, and traits of usage. For the purposes of this thesis this study has selected 65 of the children's parks in the Seogu District to monitor. It also focused on a number of these parks located in areas which underwent a lot of changes and needed an increase in usage and versatility. Based on the selection criteria, the four target parks, Wojeong, Meongwhack, Dosan and Wicdunjimi children's park were selected. The Survey shows that 55.9% of park visitors visited a park to 'rest and take a walk' and used 'main facilities' meaning resting facilities like pergola and benches. In the nighttime, the number of park visitors is so few because of safety problems. 50% of users were satisfied with parks. It shows that there are many respondents who want to recompose these parks as places for light exercise, resting, meeting, and as community symbols. Generally, these target parks don't reach their full potential and they also do not play their proper roles because they are hampered by the constriction of the law. These stick to an outdated idea of what a park should be like without considering the actual and practical needs of city dwellers. When it comes to the remodeling and refurbishing of these parks we have to rethink the planning process so that these parks may be more versatile and practical in order to accommodate the radical changes of users and patterns of usage.

A Research on the Japanese Three-Dimensional Road System for Three-Dimensional Development of Road Space (도로 공간의 입체적 개발을 위한 일본 입체도로제도에 관한 분석)

  • This study analyzed Japan's three-dimensional road system as part of a study on urban regeneration plans through the three-dimensional use of road space. The three-dimensional road system integrates the Road Act, Urban Planning Act, and the Building Standard Act. The advantage of the three-dimensional road system is that landowners can freely use the space above and below the road so that they can live and operate sustainably, and road managers have the advantage of reducing the land acquisition costs because they only acquire rights to the road. In terms of type, it is applied to a variety of integrated and separated structures in elevated roads, underpasses, free passages, parking lots, and monorails. In addition, in the case of development methods, the degree of freedom of development plans is improved by enabling integrated maintenance of roads and buildings. Management stability is improved by applying management and law-based authority according to the Road Act. In this way, the three-dimensional road system provides support to maximize the use of limited available land through the three-dimensional use of road space, and to develop sustainable and good urban areas in development areas.

A Study on the Improvement of Item for Discrimination Increasing in Post Evaluation of Public Building Construction Project (공공건축공사 사후평가 변별력 향상을 위한 항목개선 연구)

  • The Ministry of Land, Transport & Maritime Affairs(former-The Ministry of Construction and Transportation)establish & promulgated the guide line of The Law of Post Evaluation on May 10, 2001(Article 58824-318) to public construction project under the Operation Law of Construction Engineering Management the 18 clause of Article 38 in order to induce & collect useful data about construction project when plan new similar project in the future about the initial planning phase, former and past accomplished businesses to construction works, results, efficiency, effectiveness. Ever since The Ministry revised 5 times, the former contents are composed for SOC, big volume civil project, and revised contents Article 2010-14(Jan 15, 2010) included some architectural project, but that was not definite the evaluation contents, direction & objective standard. So evaluation index implements are ambiguous about accomplished project. This research arranged the correctness evaluation indicators, criterions for decide the grades in order to helpful informations for similar architectural project in the future.

Improvement Plan for Construction Management and Legislation of Donation Collection Facilities (기부채납 시설의 건설관리 및 법제에 관한 개선방안)

  • The donation collection system to secure infrastructure and land necessary for public development projects has been actively applied as an effective means of realizing public interest and the concept of recovering development profits, and has contributed greatly to society in public difficult financial conditions. However, due to the ambiguous legal standards and lack of legal grounds for the operation of the donation collection system, it has been arbitrarily used for administrative convenience in the form of granting a donation collection assistant to install infrastructure. In addition, infrastructure is a facility that is constructed and donated within development profits to obtain licenses, and is promoted to minimize construction costs to improve profitability, posing a risk of poor infrastructure planning, design, and construction, resulting in increased safety and maintenance costs for citizens. Continuous system and legal improvement are needed to improve the excellence, convenience, and safety of facilities that citizens will use for half a century through the improvement of the donation system.

Institutionalization of the Value of Ecosystem services (생태계 서비스 가치의 제도화)

  • This study is going to contribute the activation of ecosystem services written in the 3rd National Basic Plan for Nature Conservation(2016~2025) in Korea. Meanwhile we considered the benefits that the nature has given to the humankind as free goods or services which we may consume traditionally without due payment therefore. But on account of the expansion of cities and expedition of development, as the carrying capacity of the nature has been breached, people have come to try to restore and enhance artificially such vulnerable capacity. It is necessary to compensate the opportunity cost which the land owners or occupiers have to pay for conservation and maintenance of natural capitals which yield the ecosystem services. Therefore the institutionalization of ecosystem services should be established that the consumers who enjoy such services should share the interest from enjoying services with the land owners or occupiers who produce the ecosystem services, under the legal system which will make it possible to connect the benefit sharing with the conservation of environment. However it is the first task that the present legal system could not realize the fair and equitable benefit sharing between the producers and consumers of ecosystem services. And the second task in such legal system is that the value of ecosystem services could not be fully considered in the process of development planning. According to the analysis of this study, the institutionalization of ecosystem services in the government side and the civilian side could be realized to somewhat extent, although not sufficient. Especially the transactions of ecosystem services through the private contract among stakeholder are possible in the course of development planning or without any relevancy to a development project. The final task in the institutionalization of ecosystem services is how to assess the ecosystem services and to value the economic benefits therefrom on the basis of what kinds of procedures relating to some development processes. To overcome such difficulties, it is necessary that the state, trend and change of ecosystem services confronting with a developing project should be assessed concretely at the threshold of development. It is possible to integrate the ecosystem services into the environmental impact assessment(IEA), not by way of the Act of IEA, but by way of the Decree thereof.
