Development of Ship Route Track System Based on Digital Sea Chart with the Capability of Precise Coordinate Analysis of GPS

  • For GIS to land and sea in Korea, GIS on land was almost completed with big cities by NGIS(National Geographic Information System) business. However, MGIS(Marine Geographic Information System) being constructed by the National Oceanographic Research Institute is still constructing geography information and definition of attribute information and real condition. We are being studied on research to get maximized the ripple effect linking GPS and Navigation techniques on GIS. GPS in accuracy is divided into navigation and precise surveying equipment. Now, GPS technology has been developed very much and low price GPS equipments are introducing. But expense on GPS equipment is high yet. Therefore, GPS equipment for navigation is used on cheap GPS equipment in a car or ship. In this paper, the author used algorithm to convert ellipsoid coordinate between WGS84 and Bessel ellipsoid and to analyze map projection between BESSEL ellipsoid and UTM plane coordinate system. And the author developed ship navigation system with cheap GPS equipment using algorithm of ellipsoid conversion and map projection. The author proposed the necessity on constructing MGIS to manage many ships.

  • GIS Tools is able to not only store the integrated information between attribute data and spatial data, but also analyze them. Most of GIS Tools support current information of land. However, lawsuit of right of possession as well as statistic of past data for land policy may need historical information. Therefore, in the paper, we designed the spatiotemporal operators what can handle the historical information. and implemented them. The spatiotemporal operators are used in the history management system of Cadastre and Cadastral map based on GIS. The historical information is generated in spatial operation of spatiotemporal operators and then the implemented operators provide a function to store the historical information, and handle them.

A Study on the Improvement of Cadastral Surveying Fee System Applied to Individual Public Land Price (지적측량수수료의 개별공시지가 적용 개선방안)

  • This study presents the two major problems and those improvements of Cadastral Surveying Fee System. The system has been attempted to apply for Individual Public Land Price since 2011. To tackle those problems, this study examines a variety of literatures such as specialty publications, academic thesis, and reports from government. This study applies questionnaire survey method. And the data were collected by the personnel in charge of receiving cadastral surveying application in Gwangju and Jellanamdo branch, LX Korea Cadastral Survey Corp. In order to apply Individual Public Land Price to Cadastral Surveying Fee System, this study suggests subdivision of land at price and application of sample lot and land price standard index table. A number of curriculums provided by training institute in LX Korea Cadastral Survey Corp., education materials and cyber education method are necessary to promote awareness of personnel in charge. Publicity activities are also required to fulfill governmental basis.

Service Coverage Analysis on Land-based DGPS Station due to Output Power Enhancement (송신출력 증강에 따른 내륙 DGPS 기준국의 서비스 영역 분석)

  • Korean NDGPS, which consists of the ocean-based reference station of 11 site and the land-based reference station of 6 sites, are operating. The land-based reference stations provide the output power of 500W, the service shadow regions are occurred due to mountains and nation topography. In this paper, the service coverages of land-based reference stations are analyzed in the viewpoint of output power enhancements of land-based reference stations within 1KW. Also, we suggest virtual land DGPS reference stations 2 sites to resolve the service shadow regions.

Improving the Grading Indices for Land Suitability Assessment (토지적성평가 지표의 개선방안 연구 - 평가체계II를 중심으로 -)

  • As GIS analysis method began to be introduced in late 1980's, studies of land development applying the GIS also started to be proceeded in various fields. Since 2003, Land Suitability Assesment has been adopted in order to prevent national land from development thoughtless for the environment and to plan appropriate national land management in terms of green development. Land Suitability Assessment System II based on diverse GIS analysis method such as Contour Analysis, Overlay Analysis, Network Analysis was particularly adopted to draft plans of specifying and altering of exclusionary zoning as well as installing and maintaining of urban planning facilities. But there has been a lot of problem, like an inaccurate basic data and assessment indicators, unmatched threshold, and contradicted evaluation result between each evaluating systems. Even though it is suited to an evaluation criteria, grade distribution is applied to start at 20, and development-centered evaluation result is offered. Now, we observed how suitability values and grading were changed, ordering to change grade distribution system from $20{\sim}100$ to $0{\sim}100$. In result, it showed changes of grades in some parcels. And in case of suitability values, 87% of parcels decreased to minimum 1 point, maximum 70 points. It means that changing grade distribution system of assessment system II doesn't have only influence on suitability values and grading but it is also an empirical analysis because of considering both development and maintenance.

Problems and Improvement Measures for the transformation of World Geodetic System (지적공부의 세계측지계 변환에 따른 문제점 및 개선방안)

  • The introduction of the world geodetic reference system in cadastral sector can apply the international standardization of cadastral survey and can be the basis for the creation of new industries by merging with other industries based on spatial information. With the introduction of the world geodetic reference system, non-coincidence land may cause problems which are whether the cadastral record and the real estate register are not consistent, etc. This problem infringes on the protection of ownership of citizens suggested in the main purpose of 「Act On The Establishment, Management, Etc. Of Spatial Data」. We have analyzed at overlapping cases between private land and overlapping cases between national and public land and suggested institutional improvement measures to solve problems arising on the site. As a result, it will be necessary to introduce a transformation verification measure by the world geodetic reference system in order to assign a function as a cadastral records to mapping converted to the world geodetic reference system. It is also expected that the legal and institutional basis should be established for alert adjustment and positioning through verification measures. Finally, it is difficult to determine the transformation factor as the co-ordinates of common points also differ because survey results vary by work area. Therefore, it is deemed necessary to consider the requirement to use the cadastral measurement basis by the world geodetic reference system in 2021.

  • Unused land is a new load of building and a linear improvement, expanding the loss of function of the road abandoned road construction sites, as well as existing roads is possible additional advantage. However, some space is overcharge checkpoints, materials yard, make this vehicle utilization and maintenance of the unfavorable situation, as vehicle rest area but unused land most of the space required for the use of the system management plan. We are analyzed the location, topographical features, cultural property and in the space which is geospatail open platform set up to classify the type of unused land. Depending on the type of unused land using the geospatial open platform performs a 3D model and a proposed model development and application taking into account the environment and landscape. To derive the Gangwon development Plan and design of future route unused land was becoming helps you make better use of unused land.

  • In order to increase system capacity and reduce the transmitting power of the user's equipment, we propose an advanced power control scheme consisting of a modified open-loop power control (OLPC) and closed-loop power control (CLPC) for land mobile satellite communication systems. The improved CLPC scheme, combining delay compensation algorithms and pilot diversity, is mainly applied to the ancillary terrestrial component (ATC). ATC link in urban areas, because it is more suitable to the short round-trip delay (RTD).

  • A computer system for crop information was developed using Visual Basic and ArcGIS VBA. The system is operated on ArcGIS 8.3 with Microsoft Access MDB. Landsat +ETM, KOMPSAT-1 EOC, ASTER VNIR and IKONOS panchromatic (Pan) and multi-spectral (MIS) images were included in the system to extract agricultural land use items identifiable at various spatial resolutions of images. Agriculture related data inventories using crop cover information such as texture and average pixel value of each band based on crop cultivation calendar were designed and implemented. Three IKONOS images were loaded in the system to show crop cover characteristics such as rice, pear, grape, red pepper, garlic, and surface water cover of reservoir with field surveys. GIS layers such as DEM (Digital Elevation Model), stream, road, soil, land use and administration boundary were prepared to understand the related characteristics and identify the location easily.

A Case Study on the Emission Impact of Land Use Changes using Activity-BAsed Traveler Analyzer (ABATA) System (활동기반 통행자분석시스템(ABATA)을 이용한 토지이용변화에 따른 차량 배기가스 배출영향 사례 분석)

  • Activity-based modeling systems have increasingly been developed to address the limitations of widely used traditional four-step transportation demand forecasting models. Accordingly, this paper introduces the Activity-BAsed Traveler Analyzer (ABATA) system. This system consists of multiple components, including an hourly total population estimator, activity profile constructor, hourly activity population estimator, spatial activity population estimator, and origin/destination estimator. To demonstrate the proposed system, the emission impact of land use changes in the 5-1 block Sejong smart city is evaluated as a case study. The results indicate that the land use with the scenario of work facility dispersed plan produced more emissions than the scenario of work facility centralized plan due to the longer travel distance. The proposed ABATA system is expected to provide a valuable tool for simulating the impacts of future changes in population, activity schedules, and land use on activity populations and travel demands.
