A Comparison between the Second KoreanWorking Conditions Survey (KWCS) and the First KWCS

  • Background: The study was designed to assess the changes in working conditions through a comparative analysis of the characteristics of working conditions in 2006 and 2010. Methods: We performed a comparative analysis of the data related to the first Korean Working Conditions Survey (KWCS) and the second KWCS in the categories of demographic characteristics, quality of labor, exposure to hazards, and health problems. Results: From our analysis of the demographic characteristics, we saw an increase in labor force participation rate of women and elderly people. As a result of the investigation with regards to working hours, the ratio of employees who worked for ${\geq}49$ hours per week was decreased and the ratio of employees who worked for ${\geq}40h/wk$ increased. As for exposure to hazards, exposure to tobacco smoke notably decreased in 2010 compared with 2006. With regards to health problems, there was a sharp increase in the number of people who complained of muscle pain in their arms and legs. Conclusion: KWCS data included many aspects of working conditions as a nationwide sample. In addition, because this is a periodic nationwide survey, the labor force, working hours, harmful factor exposure, and the change in health problems characteristics according to the flow of time could be investigated. The information comparing the main results of the first survey conducted in 2006 and the second survey conducted in 2010 obtained through this study can be used as an important base material for the establishment of the national policy.

  • Purpose: In this study, I am going to figure out Korean workers' actual exposure to risk factors and percentage of the workers who complain of health problems by performing a comparative analysis of the characteristics of the workers and working conditions in Korea and EU. Methods: The data used in this study includes the $1^{st}$ working conditions survey conducted in 2006 in Korea, the $2^{nd}$ working conditions survey in 2010, the $4^{th}$ EU working conditions survey, and the $5^{th}$ EU working conditions survey. I have compared the changes to Korean working conditions and those to EU working conditions in the categories of demographic characteristics, quality of labor, exposure to risk factors, and health problems included in the data. Results: The analysis of the characteristics of the demographic characters of Korean workers shows that aged and female workers register increased labor force participation. The analysis of labor quality shows that Korea has a long working time but with a lower work intensity compared to the countries included in EU working conditions survey. As for risk factors, Korea registers a low level of exposure as compared to countries included in EU working conditions survey and characteristically shows a decreasing exposure to tobacco smoke. The survey shows sharply increasing complaints of muscle pain in the upper and lower limbs. Conclusion: In this study, I have identified vulnerable social groups by using quantified values in a comparison of the working conditions of Korea and those of EU.

첫 자녀 출산 여부와 가족친화제도에 따른 유배우 기혼 여성의 취업 중단에 관한 연구 (Young Married Women's Labor Market Exit: Focused on the Effects of the Child Birth and Available Family-Friendly Policies)

  • 이 연구의 목적은 기혼 여성의 결혼 후 첫 취업 중단 발생 경향을 자녀 출산 및 가족친화제도에 따른 영향에 주목하여 분석함으로써, 출산과 가족친화제도가 일 가족 양립에 미치는 영향을 파악하는 것이다. 이를 알아보기 위하여 한국노동패널에서 최근 5년 이내(2002~2006) 결혼한 20~30대 취업 여성 194명을 추출하였으며, 가족친화제도 문항이 포함되기 시작한 제4차(2001)부터 제 9차(2006)까지의 데이터를 활용하여 생존분석하였다. 분석 결과 기혼 취업 여성이 첫 경력 단절을 경험하기까지 걸리는 시간은 평균 29.60개월로, 결혼 후 2년 반 이내에 절반 가까이 직장 생활을 그만두었다. 취업 여성의 결혼 후 취업 중단 요인에는 자녀 출산이 가장 유의한 변수로 나타났으며, 근로소득이 증가할수록, 근로시간이 감소할수록, 직장 내 가족친화제도를 더 많이 이용할수록 취업상태를 지속하는 경향을 보였다. 기혼 취업 여성의 취업 중단은 특히 첫 자녀 출산을 2~3개월 앞둔 시기에 주로 나타났는데, 출산휴가 및 육아휴직과 같은 가족친화제도를 이용할 수 있는 경우 이러한 취업 중단이 발생할 가능성은 유의하게 낮아지는 것으로 나타났다.

실업률 측정의 문제점과 보완적 실업지표 연구 (Measurement of Unemployment and Extended Unemployment Indicators in Korea)

  • 이 글에서는 우리나라 실업률이 현실 고용사정을 적절히 대변하고 있지 못한 문제의 원인과 해법을 탐구한다. 실업률은 18시간 미만 무급가족종사자의 취급, 취업예정자의 판단, 구직활동 요건 등에서 ILO 국제기준과 차이를 보인다. 또한 경활 본조사와 부가조사의 취업상태 판별을 위한 응답을 비교한 결과 약 90%가 불일치하고 있어 경제활동상태 판별 과정에서의 오분류 가능성을 시사하는데, 설문의 잘못된 설계가 원인으로 추론된다. 현 실업률지표의 결함을 보완할 대안지표로서 잠재실업 및 불완전취업을 포괄하는 확장실업지표를 제안한다. 이를 통해 상당한 규모의 준실업 인구의 존재와 공식실업률에서 확인되지 않는 고용변동의 다양한 측면을 포착할 수 있음을 검증한다.

여성의 경제활동참가율이 출산율에 미치는 영향 : OECD 국가를 대상으로 (The Effects of Female Labor Force Participation, Family Policies, and Gender Equality on Fertility Rate : Focused on OECD Countries)

  • 본 연구의 목적은 여성의 경제활동참가율과 가족정책변수, 양성평등가치변수가 출산율에 미치는 영향을 규명하는 것이다. 이를 위해 1990년부터 2019년까지 30년 간 OECD회원국의 출산율 자료와 UNDP 자료, World Value Survey 자료를 시계열로 결합한 패널데이터를 분석하였다. 종속변수인 출산율에 영향을 미치는 독립변수는 1단계에서 여성의 경제활동참가율과 통제변수를 투입하였고, 가족정책변수, 양성 평등가치변수 순으로 변수를 추가하면서 각 변수들의 변화를 비교하였다. 주요 분석 결과 첫째, 여성의 경제활동참가율은 각 모형에서 출산율에 양의 영향을 보였다. 즉, 여성의 경제활동참가로 인해 출산율이 감소되는 현상이 나타나지 않았다. 둘째, 가족정책변수인 부성 출산휴가기간이 출산율에 정적 영향을, 모성 출산휴가기간이 부적 영향을 미치는 상반된 효과를 보였다. 셋째, 양성평등가치변수인 성불평등지수가 높은 국가에서 출산율이 높았다. 또한 성평등 가치 수준이 높은 국가일수록 출산율이 낮았으며, 성평등 가치관을 3개 하위지표로 분리하여 분석했을 때 대학교육의 중요성에 양성 평등한 가치를 보일수록 출산율이 낮았다. 여성의 경제활동참가율이 출산율에 정적 영향을 미친 결과는 경제활동이 저출산의 원인이 아니며, 경제활동참여와 출산율이 동시에 상승할 수 있음을 보여준다. 또한 남녀의 출산휴가와 같은 정책적 지원, 그리고 남녀의 성평등 가치가 출산율을 조절할 수 있는 요인임이 확인되었다. 따라서 출산율은 가족의 시간, 소득 등 자원에 대한 배분과 관리, 자녀양육분담의 차원에서 이루어지는 의사결정이나 이를 지원하는 가족정책과 성평등 가치가 통용되는 사회적 기반 위에서 제고될 수 있을 것이다.

What Causes Children to Work in Indonesia?

  • This study contributes to the existing literature by empirically exploring the causes of child labor in the Indonesian labor market. Factors identified include rate of poverty, average wages, education participation, and quality of education. This study utilized an aggregate data of 301 districts and cities across 34 provinces sourced from the National Labor Force Survey and the National School/Madrasah Accreditation Board of the Republic of Indonesia. Using a multiple regression analysis, the study found strong evidence of the positive effect of poverty on child labor. Conversely, the study documented the adverse impact of average wages on child labor in Indonesia. Similarly, the participation in the education system also contributed negatively to the child labor. Finally, the quality of education services is found to have a negative effect on child labor in Indonesia. The findings of this study suggest that, in efforts to reduce the involvement of children in the workforce, the poverty eradication program should be enhanced. The wages should be continuously improved, at least, in par with the changes in prices. Finally, the quality of education and its services ought to be further enhanced to attract more child student participation rates across junior high schools nationwide.

명목임금의 경직성과 고용변동성 (Nominal Wage Rigidity and Employment Volatility)

  • Using Korean Labor and Income Panel Study data, this paper estimates nominal wage rigidity in Korea by industry from 2005 to 2017 and evaluates the level of inefficiency of Korean labor market. And, after estimating employment volatility by industry using the Labor Force Survey at Establishments data for Korea, we combine the nominal wage rigidity and the employment volatility estimates and analyze the effect of nominal wage rigidity on employment volatility in Korea from 2011 to 2017. If the level of wage rigidity is high, it may be hard for the labor market to be in the equilibrium, and therefore, the market may have inefficiency. We find that the inefficiency of the labor market in Korea have increased from 2005 to 2017 and the industry of accommodation and food service activities has the highest level of inefficiency over the period. We also find that one-percent-point increase in wage rigidity increases employment volatility by 2.3-2.9 percent and the positive effect is bigger for workers with part-time and temporary jobs. The result implies that firms may adjust their labor costs by changing the number of casual workers, rather than permanent workers, when the labor market suffers from a high level of wage rigidity.

  • An empirical Bayesian approach is discussed for estimation of characteristics from the two-way balanced rotation sampling design which includes U.S. Current Population Survey and Canadian Labor Force Survey as special cases. An empirical Bayesian estimator is derived for monthly effect under presence of two types of biases and correlations It is shown that the marginal distribution of observation provides more general correlation structure than that frequentist has assumed. Consistent estimators are derived for hyper-parameters in Normal priors.

Gender Wage Gap in Rural Labour Markets: An Empirical Study of North East India

  • Even after three decades of economic reforms, India's labor market is characterized by stark inter-gender differences in terms of both participation rate and working time. Identification of the causes is necessary to remove the disparity and unequal sharing of economic opportunities to make way for women's empowerment. This research attempts in that direction, examining the prevalence of these inequities in rural areas of North-East Indian states using unit-level data from the 2017-18 Periodic Labour Force Survey (PLFS). The methodology for the estimation here is based on Blinder- Oaxaca decomposition method after correcting for sample bias forwarded by Heckman. The analysis shows that in both labor force participation and the wage gap, the females in the region lag behind their male counterparts by a huge margin. Further, the analysis shows that one of the main factors leading to the difference is the disparities in human capital assets. On top of female educational enrollment being low, there is also a huge lack of higher educational attainment, while males have accomplished much better in both the parameters. Moreover, the presence of social stigma against women working and discrimination put the female labor outcomes in a gloomy state.

  • Current trends in the Korean construction industry, including the aging of the workforce, a lack of new Korean construction workers, and an inflow of unskilled foreign labor, have caused a range of problems, including quality deterioration, reduced productivity, insufficient understanding of the function and difficulties in communication, to name a few. Yet while countermeasures to these problems should be based on accurate and diverse fundamental data, including the current status of demand and supply of domestic and foreign construction workers, the perception of construction workers, studies on these questions have, thus far, been scarce. For these reasons, this study was conducted using a questionnaire for managers and workers on construction sites, to secure fundamental data relating to construction workers. The findings of the survey showed that it is urgent to prepare measures to educate, train and foster human resources, considering the aging of the construction workforce and the lack of an inflow of new construction workers.
