A Review on the LTE Service Regulatory Issues (LTE 이동통신서비스의 규제이슈 검토)

  • LTE 이동통신서비스는 네트워크의 속도와 용량을 증가시킨 4세대 이동통신기술을 향항 3G 이동통신기술의 진화형 서비스로, 유럽주도로 개발된 GSM-WCDMA 기반기술로 발전된 서비스이다. 다만, 현재 국내에서 제공되고 있는 LTE는 3GPP에서 정하고 있는 4G 이동통신기술의 기술규격을 충족시키지 못하기 때문에 본격적인 4세대 이동통신(LTE-Advanced)과의 구별을 위해 3.9G 서비스라고 불리기도 한다. LTE는 VoIP, 비디오 스트리밍, 음악 다운로드, mobile TV 등 다양한 응용서비스의 제공이 가능하다. 국내에서 제공되는 LTE는 음성서비스는 3G 이동통신망을 통해 음성채널을 구성하고, 데이터 서비스만 LTE 이동통신망을 통해 제공하는 방식으로 제공되고 있지만, 향후에는 VoLTE 기술을 통해 음성서비스 제공하면서 LTE가 이동통신서비스의 주요 트랜드가 될 것으로 기대하고 있다. 하지만, 이러한 only LTE 서비스가 제공되는 경우, 현재의 법체계 하에서 몇몇 이슈가 발생할 것으로 예상된다. 첫째, VoLTE 서비스의 역무 및 해당 통신사업자 지위문제이다. 현행 전기통신사업법에서는 VoIP인 인터넷전화에 대해서 PC를 이용하지 않고 서비스가 제공되는 경우에는 기간통신역무로, PC를 통한 소프트폰 형식의 서비스에 대해서는 부가통신역무로 규정하고 있기 때문이다. 둘째, 기존 3G 이동통신 단말기의 가입자인증 모듈(USIM)의 이동성 보장 여부로서, 현재의 법체계는 USIM 잠금장치 해제(USIM unlock)를 3G 이동통신에 대해서 적용하도록 하고 있기 때문에, 이를 LTE서비스에도 적용할 수 있는지에 대한 논란이 일고 있다. 이에 본고에서는 LTE 서비스의 기술적 특징과 다양한 법제도적 이슈에 대해서 살펴보았다.

Performance Analysis of Rotation-lock Differential Precoding Scheme (회전로크 구조의 차분 선부호화 기법의 성능 분석)

  • Long term evolution (LTE) and LTE-Advanced (LTE-A) systems adopt closed-loop multiple-input multiple-output antenna techniques. Equal gain transmission which has equal gain property is the key factor in their codebook design. In this paper, a novel differential codebook structure which maintains the codebook design requirements of LTE or LTE-A systems. Especially, eight-phase shift keying (8-PSK) constellations are used as elements of codewords, which not only maintain equal gain property but also reduce the computation complexity of precoding and decoding function blocks. The equal gain property is very important to uplink because the performance of uplink is very sensitive to the peak-to-average power ratio (PAPR). Moreover, the operation of the proposed differential codebook is explained as a rotation-lock structure. As the results of computer simulations, the steady-state throughput performance of the proposed codebook shows at least 0.9dB of SNR better than those of the conventional LTE codebook with the same amount of feedback information.

  • A conventional TV relay broadcast is a method of transmitting a program by means of a microwave, a leased wire, or a satellite. With the latest advances in LTE network, a relay approach using LTE mobile communications network has become increasingly competing with the traditional TV relay broadcast method. Since 2012, TV Chosun has been using the LTE network for marathon production, and channel A has also broadcast a marathon production broadcast using the LTE network. Therefore in this paper, we investigated the marathon relay method using LTE mobile communications network and compared with the traditional TV marathon relay method, and then suggested the optimum method for the marathon relay.

A Cost-Efficient LTE Network Design and Deployment Methodology for Developing Countries (개도국 LTE 망의 비용-효율적인 구축을 위한 요구사항 도출과 기술 분석)

  • This paper focused on finding a cost-effective LTE mobile network design methodology, suitable for socio-economic circumstances of developing countries. Developing countries have different requirements and circumstances compared with those of developed countries that had deployed LTE networks in advance, thus a differentiated way of design and deployment methods are necessary. This paper analyzed LTE design-related attributes of developing countries, identified relevant technological requirements and appropriate technologies, and suggested design methodologies. These suggestions were verified through the case studies of several developing countries that a Korean telecommunication company (Korean telecom company A) had participated in the LTE design and deployment for future reference by other developing countries.

Design of a Multiband Antenna for LTE System (LTE 시스템을 위한 다중 대역 안테나 설계)

  • In this paper, a multiband LTE antenna satisfying LTE octa-band is proposed. The proposed antenna consists of a modified PIFA structure and a folded monopole which has the height of 4 mm. Each parts operates at lower and upper LTE band. Measured bandwidth(6 dB return loss) was 118 MHz(870~988 MHz) at the lower band and 1,107 MHz(1,650~2,757 MHz) at the upper band. The proposed antenna has a omni-directional radiation pattern and measured peak gains were 3.21 dBi at the lower band and 4.19 dBi at the upper band, respectively. The proposed antenna is expected to be utilized for future LTE-advanced system.

  • The LTE system decided to build an integrated disaster safety communication network in order to cope with disasters quickly after the April 16, 2014 disaster, and 333 agencies in 8 areas will build a unified disaster safety communication network. It plans to integrate LTE-R, a railway integrated wireless network, and LTE-M, a land-based communication network, in the 700MHz band. LTE-R, a wireless integrated network, and the Ministry of Land, Transport and Maritime Affairs, are currently using VHF and TRS, which are voice communication-oriented communication systems, in order to cope with demand for high-speed railway service, With this possible LTE-R, it is possible to provide advanced services such as radio-based train control and improve railway safety. The company plans to invest KRW 1.1 trillion in new routes to be launched in 2018 and the existing route to be improved in the future, and to build up all routes of general and high-speed railways to LTE-R by 2027.

A Comparative Study of Vessel Trajectory Prediction Error based on AIS and LTE-Maritime Data (AIS 및 LTE-Maritime 데이터를 활용한 항적 예측 오차 비교연구)

  • AIS is widely utilized in vessel traffic services for marine traffic safety. In 2021, Korea deployed the high-speed maritime wireless communication system (LTE-Maritime) on the sea following IMO's proposal for the introduction of e-Navigation. In this paper, vessel trajectory data from AIS and LTE-Maritime were used for vessel trajectory prediction to compare and analyze the two systems. The results show that the trajectory prediction error of LTE-Maritime was smaller than that of AIS due to the granular and uniform data provided by LTE-Maritime. Additionally, it was revealed that time interval is the most important factor influencing the errors in trajectory prediction, with the prediction error of LTE-Maritime growing at a slower rate of 17% than AIS. This research contributes to the literature by quantitatively comparing AIS and LTE-Maritime systems for the first time.

  • As a representative system of the 4th generation mobile communication system, LTE provides much higher transmission rate than the former ones. Considering the varying property that a wireless environment shows, the transmission rate is influenced very deeply by the wireless channel conditions. The transmission rate is one of the most important attributes that has a primary effect on user's satisfaction of the service provided through the LTE system. After we have selected a few metrics that indicate the wireless channel quality, therefore, we have conducted a measurement for the metrics over the real commercial LTE system. By analyzing the measured results, we have found that the channel quality affect more on the transmission rate as the channel quality becomes poorer.

Low Latency Uplink Transmission Scheme in Mobile Communication Networks (이동통신망에서 저지연 상향링크 전송 기법)

  • Even though current LTE/LTE-A mobile networks provide enough high data rate and low latency to support conventional wireless services, to support ultra-low delay services, such as virtual reality and remote control, in the next generation mobile communication network, it is required to provide very low delay about several ms. However, in the uplink transmission of the LTE/LTE-A system, the process of scheduling grant is required to obtain uplink resources for uplink transmission from the eNB. The process of granting uplink resources from eNB brings additional fixed latency, which is one of the critical obstacles to achieve low delay in uplink transmissions. Thus, in this paper, we propose a novel uplink transmission scheme called Cut-in uplink transmission, to reduce uplink latency. We provide the performance of the proposed uplink transmission scheme through simulations and show the proposed uplink transmission scheme provides lower uplink transmission delay than conventional uplink transmission scheme in LTE/LTE-A mobile networks.

Study on coexistence through interference evaluation between LTE and DTV in the UHF band (UHF대역에서 LTE와 DTV간 간섭 평가를 통한 공유 방안 연구)

  • According to the shut-down of Analog TV service on 30th. December, 2012, UHF Digital Dividend Band (698~806MHz) could be used for Mobile service such as LTE(Long Term Evolution). In the condition that this band is allocated for LTE service, Interference evaluation between LTE and adjacent DTV service was carried out, using LTE-A system-level simulator which was developed for simulation of IMT-Advanced technology. If LTE service be commercialized in this band, this study proposes the coexistence condition through the interference evaluation such as the effects not only to DTV receiver from LTE terminal but also to LTE base station from DTV transmitter. It is expected that the coexistence condition by these studies will be applied to network algorism for IMT-Advanced system in this band.
