The portal will bulid a B2B & B2C E-business and. ASP portal to provide service of e-business and enterprise management informatization according with the different languages and situation to China and GMS countries. The paper starts with analysis of the policy in China of promoting GMS cooperation and exchanges, importance of Yunnan and cultural universality in GMS countries. It expounds the necessity of establishing such a regional e-commerce platform. The project explores how to develop the model of e-business and enterprise management informationization for SMEs under the condition of weak economic strength and scarcity of Information Technology talents. To promote the SMEs in GMS countries participate in the integration with the global economy through the international SMEs'E-business Platform, make a fairly rapid progress by full play to its advantages.
The sudden decrease of galactic cosmic ray (GCR) intensity observed by ground neutron monitor (NM) is called a Forbush decrease (FD) event. The intensity time profile of FD event looks like the geomagnetic storm visualized by geomagnetic storm index Dst. Oh et al. [2008] and Oh and Yi [2009] classified the FD events into two kinds by criteria of the overlapping simultaneity of main phase in universal time (UT). The FD event is defined simultaneous if the main phase parts observed by the stations distributed evenly around the Earth are overlapped in UT and non-simultaneous if ones are overlapped in each station's local time (LT). They suggested the occurrence mechanisms of two kind FD events related to the interplanetary magnetic structures such as the interplanetary shock (IP shock) and magnetic cloud. According to their model, the simultaneity of FD depends on the strength and propagation direction of interactive magnetic structures overtaking the Earth. Now the STEREO mission can visualize the emergence and propagation direction of the coronal mass ejection (CME) in 3-dimension in the heliosphere. Thus, it is possible to test the suggested mechanisms causing two different types of FD events. One simultaneous FD observed on February 17, 2011 may be caused by a CME heading directly toward the Earth observed on February 15, 2011 by the STEREO mission. The simultaneity of FD event is proved to be a useful analysis tool in figuring out the geo-effectiveness of solar events such as interplanetary CMEs and IP shocks.

This paper presents the experimental and numerical investigation results of the response of low-temperature steel (LT-FH32 grade steel) beams under repeated impacts at room temperature and a single impact at a sub-zero temperature. After conducting tensile tests at room and sub-zero, repeated impact tests were conducted on two clamped single-beam models at room temperature, and single-impact tests of two other clamped single-beam models were conducted at $-50^{\circ}C$. The single and repeated impact tests were conducted by releasing a knife-edge striker using a drop testing machine. The permanent deflection of the model measured after each impact gradually increased with increasing number of impacts. Under the reduced temperature, the permanent deflection of the models slightly decreased. The numerical analyses were also performed to predict the damage response of the tested single-beam models. A comparison of the numerical prediction with those of experiments showed quite reasonable agreement.

It is very critical to promptly maintain airway of cardiac arrest cases or serious traumatic cases. The purpose of this study is to compare intubation rate, successful rate and pre-/post-education self-confidence between laryngeal tube (LTS) and proseal laryngeal mask (PLMA), so that it may contribute to improving the ability of 119 emergency team - a pivotal role in pre-hospitalization process - to carry out advanced airway management. In order to achieve the purpose, total 60 paramedics (Class I) who worked for incumbent 119 emergency team were asked to join a practical experiment and were also divided into two groups (LTS group: 30 people, PLMA group: 30 people). In details, they were all asked to take 3 sessions of practice (5 minutes per session) using dummy model to quantitatively measure the time and success/failure of intubation and the change of their self-confidence. As a result, it was found that there were statistically significant differences in the time of intubation between LTS and PLMA group (p=.000), but there was no significant difference in the rate of successful intubation between these two groups, and self-confidence of two groups tended to significantly increase after experiment (p=.000). Conclusively, if it is necessary to promptly apply intubation to traumatic cases with immobilized cervical vertebral and lingual edema, LTS can be useful as an effective means of intubation. And it is expected that continuing intubation training using LTS will improve the ability of emergency team to perform advanced airway management for traumatic cases.

This paper presents an adaptive data compression algorithm for video data. The coling complexity due to the high correlation in the given data sequence is alleviated by coding the difference data, sequence rather than the data sequence itself. The adaptation to the nonstationary statistics of the data is confined within a code set, which consists of two constant length cades and six modified Shannon.Fano codes. lt is assumed that the probability distributions of tile difference data sequence and of the data entropy are Laplacian and Gaussion, respectively. The adaptive coding performance is compared for two code selection criteria: entropy and $P_r$[difference value=0]=$P_0$. It is shown that data compression ratio 2 : 1 is achievable with the adaptive coding. The gain by the adaptive coding over the fixed coding is shown to be about 10% in compression ratio and 15% in code efficiency. In addition, $P_0$ is found to he not only a convenient criterion for code selection, but also such efficient a parameter as to perform almost like entropy.
This paper presents a technique for estimating discharge rating curve parameters. In typical practical applications, the original non-linear rating curve is transformed into a simple linear regression model by log-transforming the measurement without examining the effect of log transformation. The model of pseudo-likelihood estimation is developed in this study to deal with heteroscedasticity of residuals in the original non-linear model. The parameters of rating curves and variance functions of errors are simultaneously estimated by the pseudo-likelihood estimation(P-LE) method. Simulated annealing, a global optimization technique, is adapted to minimize the log likelihood of the weighted residuals. The P-LE model was then applied to a hypothetical site where stage-discharge data were generated by incorporating various errors. Results of the P-LE model show reduced error values and narrower confidence intervals than those of the common log-transform linear least squares(LT-LR) model. Also, the limit of water levels for segmentation of discharge rating curve is estimated in the process of P-LE using the Heaviside function. Finally, model performance of the conventional log-transformed linear regression and the developed model, P-LE are computed and compared. After statistical simulation, the developed method is then applied to the real data sets from 5 gauge stations in the Geum River basin. It can be suggested that this developed strategy is applied to real sites to successfully determine weights taking into account error distributions from the observed discharge data.

This paper deals with verification of the theoretical model for dynamic behavior of Pipeline Inspection Gauge (PIG) traveling through high pressure natural gas pipeline. The dynamic behavior of the PIG depends on the differential pressure across its body. This differential pressure is generated by injected gas flow behind the tail of the PIG and expelled gas flow in front of its nose. To analyze the dynamic behavior characteristics such as gas flow in pipeline, and the PIG position and velocity, not only the mathematical models are derived, but also the theoretical models must be certified by actual pigging experiment. But there is not any found results of research on the experimental certification for dynamic behavior of the PIG. The reason is why the fabrication of the PIG as well as, a field application are very difficult. In this research, the effectiveness of the introduced solution using the method of characteristics (MOC) was certified through field application. In-line inspection tool, 30" geometry PIG, was fabricated and actual pigging was carried out at the pipeline segment in Korea Gas Corporation (KOGAS) high pressure system, Incheon LT (LNG Terminal) -Namdong GS (Governor Station) line. Pigging is fulfilled successfully. Comparison of simulation results with experimental results show that the derived mathematical models and the proposed computational schemes are effective for predicting the position and velocity of the PIG with a given operational conditions of pipeline.

A bidirectional transient voltage suppression (TVS) diode consisting of specially designed $p^--n^{{+}+}-p^-$ multi-junctions was developed using low temperature (LT) epitaxy and fabrication processes. Its electrostatic discharge (ESD) performance was investigated using I-V, C-V, and various ESD tests including the human body model (HBM), machine model (MM) and IEC 61000-4-2 (IEC) analysis. The symmetrical structure with very sharp and uniform bidirectional multi-junctions yields good symmetrical I-V behavior over a wide range of operating temperature of 300 K-450 K and low capacitance as 6.9 pF at 1 MHz. In addition, a very thin and heavily doped $n^{{+}+}$ layer enabled I-V curves steep rise after breakdown without snapback phenomenon, then resulted in small dynamic resistance as $0.2{\Omega}$, and leakage current completely suppressed down to pA. Manufactured bidirectional TVS diodes were capable of withstanding ${\pm}4.0$ kV of MM and ${\pm}14$ kV of IEC, and exceeding ${\pm}8$ kV of HBM, while maintaining reliable I-V characteristics. Such an excellent ESD performance of low capacitance and dynamic resistance is attributed to the abruptness and very unique profiles designed very precisely in $p^--n^{{+}+}-p^-$ multi-junctions.

This paper present a fuzzy mxlel of describing reacton features for ozon contactor in advanced water treatn-ent systems. Input and output variables are chosen by considenng the object of ozon processing and several parameters related to management of water quahty. Dissolved organic carbon concentration, $UV_{254}$ absorptIon and $KM_NO_4$ consumption are proposed as common variables in input and outp.lt variables. Furthermore own concentration, raw water's temperature and contact time are suggested as input variables, Membership hmctions for input variables have triangular type share and the grades in each lrembership function are determined by investigating process data gathered at pilot planl The decision parts of fuzzy model have linear combination form of input variables and coefficients included in such linear equations are computedd with process clata in the sense of least square error Also fuzzy trodel suggested in this paper is partitioned by 3 independent fuzzy rnxlels using the characteristics of having no interactions armng output variables. As a result, such fuzzy mxlel has rrerits in computation and comprehension. According to simulatIon results, fuzzy moIel's outputs give almost similar data to process output under same input conditions.

Inkjet printing technology is used to mass-produce displays and electrochemical sensors by dropping tens of pico-liters or less of specific-purpose ink through nozzles, just as ink is sprayed and printed on paper. Unlike the deposition method for vaporizing material in a vacuum, inkjet printing technology can be used for processing even under general atmospheric pressure and has a cost advantage because the material is dissolved in a solvent and used in the form of ink. In addition, because it can only be printed on the desired part, masks are not required. However, a technical shortcoming is the difficulty for commercialization, such as uniformity for forming the thickness and coffee ring effect. As sizes of devices decrease, the need to print electrodes with precision, thinness, and uniformity increases. In this study, we improved the printing and processing conditions to form a homogeneous electrode using Ag ink (DGP-45LT-15C) and applied this for patterning to fabricate a heat sensor. Upon the application of voltage to the heat sensor, the model with an extended width exhibited superior heat performance. However, in terms of sheet resistance, the model yielded an equivalent value of 21.6 Ω/□ compared to the ITO.
