Research for Improvement of EPTA(English Proficiency Test for Aviation) (항공영어구술능력증명시험 개선방안 연구)

  • ICAO(International Civil Aviation Organization) established ICAO LPRs(Language Proficiency Requirements) which is an international standard of English for aviation to promote the aviation safety. The Republic of Korea government amended the aviation law on the 8th of November, 2005 and made EPTA(English Proficiency Test for Aviation) as a follow up action. Purpose of this research is analysing the problem of EPTA and improving it. This investigation takes a look at the current ICAO LPRs and compares the difference between EPTA and other global English proficiency requirements for aviation. The result indicated that there is a discordance between the standards of ICAO and EPTA. Also, the global English proficiency reqirements for aviation and EPTA had differences which required improvements. The study suggests to replace more job relevant questions in the EPTA and reform the level system of EPTA.

License Plate Recognition System Using Artificial Neural Networks

  • A high performance license plate recognition system (LPRS) is proposed in this work. The proposed LPRS is composed of the following three main stages: (i) plate region determination, (ii) character segmentation, and (iii) character recognition. During the plate region determination stage, the image is enhanced by image processing algorithms to increase system performance. The rectangular license plate region is obtained using edge-based image processing methods on the binarized image. With the help of skew correction, the plate region is prepared for the character segmentation stage. Characters are separated from each other using vertical projections on the plate region. Segmented characters are prepared for the character recognition stage by a thinning process. At the character recognition stage, a three-layer feedforward artificial neural network using a backpropagation learning algorithm is constructed and the characters are determined.

  • 국제민간항공기구는 항공안전을 도모하는 차원에서 ICAO 항공영어제도(ICAO LPRs)의 국제 표준을 제정하였다. 이에 따라 우리나라는 2005년 11월 8일 항공법을 개정하여 항공영어능력증명시험(EPTA)을 만들었다. 본 연구는 항공영어제도의 문제점을 분석하고 개선하는데 목적이 있다. 조사는 우리 항공영어제도와 해외사례를 비교하고 문제점을 분석하였다. 연구결과, 우리 항공영어제도와 ICAO 항공영어제도, 다른 나라 항공영어제도 사이에 차이점들이 나타나고 개선이 필요한 것으로 조사되었다. 개선은 직무연관성을 보강하는 방향으로 문항개선과 등급제도 개선 방안 등을 제시하였다.

  • 본 연구는 최근에 대두되는 첨단 교통체계(Intelligent Transportation Systems : ITS)중 첨단교통 관리체계(Advanced Traffic Management Systems : ATMS)에서 자동단속체계(Automatic Traffic Enforcement Systems : ATES)에 사용되는 자동차량번호판인식시스템의 핵심기술인 자동차량 번호판 추출에 관한 연구이다. 일반적으로 번호판익식시스템(License Plate Recogition System : LPRS)가 번호판을 인식하는데 있어서 번호판 추출과 문자인식, 크게 2개의 Process로 구분되어 수행된다. 본 연구에서는 도로상에 설치된 영상 카메라에서 얻은 차량의 영상을 바탕으로 차량의 번호판을 추출하는 새로운 영상처리기법을 제시하고 있다. 본 연구에서 제시한 영상처리기법은 메쉬와핑으로 차량번호판영역의 특징을 이용하여 추출해내는 방법이다. 메쉬란 직교하는 선들로 이루어진 그물 모양의 제어선을 말하는데 이 제어선은 가로와 세로로 한번씩 이미지를 왜곡하여 최종 이미지를 만들어낸다. 이 메쉬와핑기법은 정교하면서도 빠른 속도로 이미지를 처리할 수 있기 때문에 실시간 처리하는데 사용할 수 있다.

Effects of 0.1% Tacrolimus on Canine Skin Mast Cells and Eosinophils (개에서 0.1% FK-506 연고의 피부 비만세포와 호산구에 미치는 영향)

  • Five dogs were used to determine whether 0.1% tacrolimus ointment application for one day would inhibit IgE-mediated late-phase reactions (LPRs). It was consisted of three periods: one period without therapeutic administration (control) and two periods of treatment with either the tacrolimus ointment or vehicle. Induction of IgE-mediated LPRs was induced by intradermal injections of 0.05 ml (0.14 mg/ml) of solution of goat anti-canine IgE polyclonal antibodies. Each section for mast cells (MCs) and eosinophils (EPs) was stained with acidified toluidine blue, and Luna's stain, respectively. Assessment of anti-inflammatory effect of tacrolimus ointment composed of cell counts of MC and EP from lesions of induced LPR. In normal canine biopsies, the number of dermal MCs and EPs were $12.3{\pm}1.4cells/mm^2$ and $3.1{\pm}1.3cells/mm^2$, respectively. MC counts dramatically decreased at time dependent manner after anti-IgE administration. However, the number of MCs on 6 hours after challenge was significantly less decreased in the groups treated with the tacrolimus, as compared with control and vehicle group. The number of EPs on 24 hours after challenge was significantly lower in the group treated with the tacrolimus than in the control and vehicle groups. In conclusion, this study revealed that 0.1% tacrolimus ointment in dogs may exert a potent anti-inflammatory effect on inhibition of MC degranulation and also secondary prevention of EP infiltration during LPR.
