Current methods for evaluating unsignalized intersections, and estimating level-of-service (LOS) is determined from efficiency-based criteria such as little or no delay to very long delays. At present, similar procedures to evaluate intersections using safety-based criteria do not exist. The improvement of sight distances at intersections is the most effective way of improving intersection safety. However, a set of procedures is necessary to account for the limitations in current methodology. Such an approach would build upon such methods, but also account for: deficiencies in the current deterministic solution for the determination of intersection sight distances; opportunity for an accident and severity of an accident; and cost-effectiveness of attaining various levels of sight distances. In this research, a model that estimates the degree of safety at two-way stop-controlled intersections is described. Only crossing maneuvers are considered in this study because accidents caused by the crossing maneuvers are the dominate type among intersection accidents. Monte Carlo methods are used to estimate the hazard at an intersection as a function of roadway features and traffic conditions. Driver`s minimum gap acceptance in the crossing vehicles and headway distribution on the major road are used in the crossing vehicles and headway distribution on the major road are used in the model to simulate the real intersectional maneuvers. Other random variables addressed in the model are: traffic speeds; preception-reaction times of both drivers in the crossing vehicles and drivers in oncoming vehicles on the major road; and vehicles on the major roads. The developed model produces the total number of conflicts per year per vehicle and total potential kinetic energy per year per vehicle dissipated during conflicts as measurements of safety at intersections. Based on the results from the developed simulation model, desirable sight distances for various speeds were determined as 350 feet, 450 feet and 550 feet for 40 mph, 50 mph and 60 mph prevailing speed on the major road, respectively. These values are seven to eight percent less than those values recommended by AASHTO. A safety based level-of-service (LOS) is also developed using the results of the simulation model. When the total number of conflicts per vehicle is less than 0.05 at an intersection, the LOS of the intersection is `A' and when the total number of conflicts per vehicle is larger than 0.25 at an intersection, the LOS is `F'. Similarly, when the total hazard per vehicle is less than 350, 000 1b-ft2/sec2, the LOS is `F'. Once evaluation of the current safety at the intersection is complete, a sensitivity analysis can be done by changing one or more input parameters. This will estimate the benefit in terms of time and budget of hazard reduction based upon improving geometric and traffic characteristics at the intersection. This method will also enable traffic engineers in local governments to generate a priority list of intersection improvement projects.

One of the traffic problems has been caused by the illegal parking because of the lack of parking space. Especially, the illegal occupancy of the road near an intersection makes an serious reduction of road capacity. The current illegal parking and stop-prohibited areas have been designated for less than 5 meters from the edge or the corner of the 4-leg intersection. However, in reality, the cars parked at the place over 5 meters have had a significant impact on the intersection traffic. In addition, many variables such as intersection type, size, and service levels should be considered as factors which influence on the traffic condition at the intersection. It was assumed that through and right-turn traffic rate have a significant impact on the 4-leg intersection with the illegal parking or stop near it. This study tried to verify the impact through the simulation implementation with MOE and LOS. It shows a guideline to designate the parking or stop-prohibited area near the 4-leg intersection under various traffic conditions.
The level of service (LOS) evaluation method of the Highway Capacity Manual (HCM) is limited to intersections with pre-timed signal operation, while advanced real-time traffic control systems have been expending in the field. This paper proposes a preliminary framework for LOS analysis at isolated intersections controlled by COSMOS, the real-time traffic control systems robustly utilizing the degree of saturation as basic inputs. The proposed LOS evaluation framework was devised with a pilot model developed to estimate the average cycle length and green times of COSMOS. The validation test showed that the proposed framework was able to accurately project the LOS, which was separately evaluated based upon field data.
The objective of this study is to develop the design criteria of traffic island considering pedestrian level of service (LOS). In pursuing the above, this study gives particular emphasis to suggesting the minimum design space of traffic island in order to maintain pedestrian LOS C and D, and the critical pedestrian traffic volume that reflects the intersection geometry (2 lanes per direction) through the simulation analysis. The main results are as follows. First, the spaces of 160 traffic islands, which meet the pedestrian LOS C and D and reflects the pedestrian traffic volume by signal cycle, are drawn by using a commercial simulator VISSIM. The relevant spaces of traffic island in terms of both the pedestrian LOS and the pedestrian traffic volume are evaluated to range from $3.0m^2$ to $41m^2$. Second, the critical pedestrian traffic volume for the operation of traffic island is evaluated to be 1,000-1,300 person/hour at LOS C and 1,600-1,800 person/hour at LOS D, respectively, when a cycle of 120-150 seconds were applied to a intersection with two lanes per direction.
Level of Service (LOS) is one of ways to evaluate operational conditions. It is very important factor in evaluation especially for the facility of highways. However, some studies proved that ${\upsilon}/c$ ratio and accident rate is appeared like a second function which has a U-form. It means there is a gap between LOS and safety of highway facilities. Therefore, this study presents a method for evaluation of a signalized intersection which is considered both smooth traffic operation (delay) and traffic safety (accident). Firstly, as a result of our research, accident rates and EPDO are decreased when it has a big delay. In that reason, it is necessary to make a new Level of Service included traffic safety. Secondly, this study has developed a negative binominal regression model which is based on the relation between accident patterns and stream. Thirdly, standards of LOS are presented which is originated from calculation between annual delay costs and annual accident cost at each intersection. Lastly, worksheet form is presented as an expression to an estimation step of a signalized intersection with traffic accident prediction model and new LOS.

The level of service (LOS) of the Highway Capacity Manual (KHCM) has been used as a basic criterion at decision making processes for signalized intersections in Korea. The KHCM provides five steps for the signalized intersection analysis. Among them, lane grouping, which is the third step, significantly influence the final LOS. The current method presented in the KHCM, however, classifies a shared lane as a de facto turning lane group, even though the turning traffic of the shared lane is few. Thus, this research was initiated to provide an alternative. To this end, three alternatives were suggested, including the method based on the lane grouping presented in the U.S. Highway Capacity Manual, the method using turning ratio of shared turning lane, and the method using a threshold traffic volume in lane grouping. The feasibilities of the three methods were evaluated using a calibrated CORSIM model. Conclusively, the method using a threshold traffic volume in lane grouping outperformed.
Korea Highway Capacity Manual (2001) proposes only LOS(Level of Service) analysis method on non-control and two-way-stop intersections, not dealing with the analysis method on LOS for roundabouts, nor even including the term 'roundabout'. This study selects proper MOEs for roundabouts and criteria the LOS through simulation analysis. To attain this goal, the authors reviewed the methods to select proper MOEs in the first step, criteria the Los. For this study, the MOEs were chosen from existing literature, and used for the criteria. The MOEs to be applied to roundabouts in this research were entry traffic volume, v/c (volume/capacity) ratio, and average vehicle delays. The results showed that the maximum entry traffic volume(LOS F) at local one-lane roundabout was analyzed to be 1,700pcph and average vehicle delay 18 seconds LOS A was analyzed as 700pcph and average vehicle delay 3 seconds and v/c 0.41 in this case Maximum entry traffic volume(LOS F) at local area 2 lane roundabouts was analyzed as 2,900pcph and their average vehicle delay as 31 seconds LOS A was analyzed to be 1.500pcph and average vehicle delay 8 seconds, v/c 0.52.
This study deals with the roundabout by flare of entry and exit. The goal is to analyze the relative effectiveness of roundabout by flare of entry and exit. In pursuing the above, this study gives the particular attentions to comparing the performances using VISSIM software. The main results analyzed are as follows. First, the single and double roundabouts are analyzed to have LOS F in the case of total entering vehicles of 2,400pcph and 4,400pcph Second, the roundabouts by entry flare analyzed to have LOS F in the case of total entering vehicles of 2,800~3,200pcph and the roundabouts by entry and exit flare analyzed to have LOS F in the case of total entering vehicles of 3,200~3,600pcph. Finally, result of comparative analysis of roundabout and roundabout by flare of entry and exit, capacity of roundabout by flare of entry and exit are located between 1-lane roundabout and 2-lane roundabout. therefore it analyzed that roundabout by flare of entry and exit can be added to new type roundabout.

The Pasadena Freeway follows the Arroyo Seco through foothills and scenic passes to link Downtown Los Angeles with Pasadena. The approximately 10 mile road was the first freeway built in the West during the 1930's and is today designated as a Historic Parkway. As it approaches Pasadena, it terminates at a traffic light intersection at Glenarm Street, and then becomes a commercial road the Arroyo Parkway. This one and a quarter mile long, north south road moves significant volumes of traffic both into and out of Pasadena. The Arroyo Parkway is thus a major 'gateway' and an important axis of orientation and movement, terminating in the City's core civic, commercial and retail district. Planting, lighting, signage, paving, furnishing and fixtures ought to all be properly designed and coordinated to create a distinctive 'gateway' experience arriving to Pasadena and driving along the Arroyo Parkway. Alternate design studies, developed in discussion with City officials and others involved in the redevelopment of the area, would need to be done to properly decide on the best direction. Issues of heritage and traditional streetscape will likely have to be reconciled with both the reality of the vehicular character of the road and more contemporary themes. Obviously with such large parcels of property available in the Arroyo Fair Oaks corridor, there is a huge potential for redevelopment and building. This potential would only be strengthened by the Light Rail Line and its stations, the improvements to the Arroyo Parkway, and the redevelopment of the Arts Center College of Design. Guides and controls to the development process, including programming and physical design studies, would need to be developed in order to ensure that the maximum potential for the corridor be realized. This concept proposal suggests that the whole strip might be developed as a Arts and Technology corridor, with special emphases on education, public culture, media and lifestyle. The full programming possibilities need to be further developed. Additionally, appropriate urban design guidelines to ensure high quality development also need to be incorporated into an overall development plan.

In this paper, we studied the location estimation algorithm of a spatial 3 dimension which extend the location estimation algorithm of a plane 2 dimension in 2.45GHz band RTLS(Real time location system). We used TDOA scheme which need not a time of transmission information of the tag and estimated 3 dimension coordinates. Also, estimated intersection of hyperbolic curve to X, Y coordinate of the tag at 2D coordinates searching area, $300m\times300m$ and LOS propagation environments. And, we estimated Z coordinate ultimately using X, Y coordinate. The location estimation algorithm of a spatial 3 dimension satisfies the RTLS specification requirement, 3m radius accuracy. From the result, we confirm that the location of tag which similar to actual coordinate in the case to an ideal received offset. However, we verified that the location of tag which escapes from a radius 3m within error range when received offset increased. Therefore, as the future work we are consider enhanced location accuracy of a spatial 3 dimension in RTLS system which using the decrease scheme of reader offset or the discriminate scheme of the estimation location.
