  • Water masses and circulation in the yellow Sea (Hwanghae) were briefly reviewed and synthesized. Water masses were classified into four types: Hwanghae Cold Water, Hwanghae Warm Current Water, Coastal Waters and Changjiang River Diluted Water. The Hwanghae Cold Water can be defined to have a salinity of 32.0∼33.0% and a temperature below 10$^{\circ}C$, based on long-term hydrographic data and recent CTD casts (KORI, 1984). Concerning circulation, there exists a cyclonic gyre throughout the year in the southern part. In winter, the coastal current along the Chinese coast is very strong due to northerly or northwesterly winds and the Hwanghae Warm Current becomes weak as can be expected from a surface to bottom thermohaline front west of Cheju-do. Meanwhile in summer, the Changjiang River Diluted Water flows northeastward toward Cheju-do and the coastal current in the western part is greatly reduced. The northward current during summer in the southeastern Hwanghae has been accepted to be the Hwanghae Warm Current until now, coastal waters and the Hwanghae Cold Water in the central deep area, not a continuation of the Hwanghae Warm Current.

  • A FISSLIB, 51 group nuclear data set for 22 product nuclides, which are present in spent fuel and significantly affect the criticality of spent fuel, was generated from ENDF/B-IV using XLACS-II. The FISSLIB is ready to be used together with a data set generated from DLC-43/CSRL using AMPX system. The reliability of FISSLIB was verified by comparison with the data reported in BNL-325. Using FISSLIB, the criticality of KORI-1 spent fuel rod arranged infinitely was analyzed, and it was found that $K_{eff}$ of the spent fuel including fission products was lower by 9-14% than that calculated without fission products.

  • An analytic method for quantitative comparisions between the alternatives for radiation protection optimization is required to aid the decision making process. This paper introduces the dynamic Markov model to evaluate the effect of inservice inspection, testing, and repair activities of the plant on radiation protection. In the example to put the Markov model into practice, the steam generator inspection intervals which minimize expected cost and total exposure dose were determined using the data for Kori-2 unit and foreign plants. The results show that the effect of the radiation exposure on the steam generator inspection interval is determined by the cost rather than the radiation exposure. The Markov model used in the example can be applied easily to the domestic NPPs by replenishing the data and also can be used in evaluating the comparative priority between various alternatives for radiation protection optimization.

  • Background: Kori unit #1 is permanently shut down after a 40-year lifetime. The Nuclear Safety and Security Commission recommends establishing initial decommissioning plans for all nuclear and radwaste treatment facilities. Therefore, the Korea Atomic Energy Research Institute (KAERI) must establish an initial and final decommissioning plan for radwaste-treatment facilities. Radiation safety assessment, which constitutes one chapter of the decommissioning plan, is important for establishing a decommissioning schedule, a strategy, and cost. It is also a critical issue for the government and public to understand. Materials and Methods: This study provides a method for assessing external radiation dose to workers during decommissioning. An external dose is calculated following each exposure scenario, decommissioning strategy, and working schedule. In this study, exposure dose is evaluated using the deterministic method. Physical characterization of the facility is obtained by both direct measurement and analysis of the drawings, and radiological characterization is analyzed using the annual report of KAERI, which measures the ambient dose every month. Results and Discussion: External doses are calculated at each stage of a decommissioning strategy and found to increase with each successive stage. The maximum external dose was evaluated to be 397.06 man-mSv when working in liquid-waste storage. To satisfy the regulations, working period and manpower must be managed. In this study, average and cumulative exposure doses were calculated for three cases, and the average exposure dose was found to be about 17 mSv/yr in all the cases. Conclusion: For the three cases presented, the average exposure dose is well below the annual maximum effective dose restriction imposed by the international and domestic regulations. Working period and manpower greatly affect the cost and entire decommissioning plan; hence, the chosen option must take account of these factors with due consideration of worker safety.

  • This study is intended to clarify the structure and seasonal dynamics of warm tolerant benthic marine algal community in Korea. The species composition and biomass of marine algae at the discharge canal of Wolseong nuclear power plant on the East Coast of Korea were investigated seasonally from February 2001 to October 2005. As a result, 43 species (6 blue-green, 8 green, 9 brown and 20 red algae) of marine algae were found at the discharge canal during the past five years. In general, the number of species observed was abundant during winter to summer and less in autumn. Lyngbya confervoides and Enteromorpha compressa always occurred at the discharge canal during the past five years, and Oscillatoria brevis, Padina arborescens and Caulacanthus ustulatus were common species found more than 80% frequency during the study period. Seasonal fluctuations of mean biomass were 2-659 g dry wt m–2 and dominant species in biomass were Caulacanthus ustulatus (contribution to a total biomass proportion 37%), Enteromorpha compressa (26%) and Padina arborescens (24%). Results showed that, in the floristic composition, the green algae occurred as common algal group at the discharge canal of Wolseong nuclear power plant. In the quantitative aspect, however, the red algae such as Caulacanthus ustulatus and Ahnfeltiopsis flabelliformis appeared as predominant group at the discharge canal, in contrast to Kori nuclear power plant where there was a definite green algal dominance. Differences in algal communities developed at the discharge canals of three nuclear power plants on the East Coast of Korea can probably be related to local environmental factors.

  • In this study, in order to analyze the general awareness of the nuclear power according to the controversy of thyroid cancer around nuclear plant, we investigated risks, preference and economics regarding type of power, and awareness of pre-post nucl ear power targeting the Busan Metropolitan residents. As a result, there has been a change in people's awareness of nuclear power as a result of the controversy thyroid cancer around nuclear plant. Especially, there was the greatest increase in the risk factors compared to before the event(p<0.05). Negative awareness of nuclear risk was shown to be expressed differently accor ding to the difference between groups. It is thought that this is due to the different prior experience of each individuals or obtained information through the interaction with others rather than on scientific and objective grounds. In order to establish a nuclear power policy considering the level of the people in the future, it seems that the efforts to understand the attitudes and opinions of people about nuclear power and above all, a scientific trust in nuclear power should be guaranteed.

  • The U.S. NRC establishes a radiological criteria with regard to restricted or unrestricted use of nuclear plant site after decommissioning in NUREG-1757. According to this, a nuclear plant site can be released in a restricted way or unrestricted way only if a licensee demonstrates that the dose criteria is fulfilled after the site decontamination and remediation. In order to prove compliance with the radiological criteria of site release, LTP(License Termination Plan) must include the site release criteria, site characterization, final survey plan with major radionuclides and DCGL(Derived Concentration Guideline Levels), etc. Based on the decommissioning case of Rancho Seco nuclear power plant in the United States, this paper analyzed a method of setting the DCGL that can be applied to Kori NPP Unit 1 which will be permanently disabled in 2017.

  • The cost-effective reduction of occupational radiation dose (ORD) at a nuclear power plant could not be achieved without going through an extensive analysis of accumulated ORD data of existing plants. Through the data analysis, it is required to identify what are the jobs of repetitive high ORD at the nuclear power plant. In this study, Percentile Rank Sum Method (PRSM) is proposed to identify repetitive high ORD jobs, which is based on non-parametric statistical theory. As a case study, the method is applied to ORD data of maintenance and repair jobs at Kori units 3 and 4 that are pressurized water reactors with 950 MWe capacity and have been operated since 1986 and 1987, respectively in Korea. The results was verified and validated, and PRSM has been demonstrated to be an efficient method of analyzing the data.

  • The importance of the concept of safety culture has increased in the security of high-risk facility after Chernobyl accident in 1986. This paper elaborated the concept of safety culture and its main factors by Causal Loop Diagram. Due to the decline of safety culture, the occurrence of incidents and accidents require more and more corrective actions to the members of high-risk facilities and thereby increasing their workloads. Employees who must complete the task within the given time have to have time pressures and don't comply with the rules and procedures. Also, a schedule pressure is a big stress for employees, causing mistakes in precision work. In order to improve these problems, CLD of the safety culture in this paper suggests hiring more workers, re-allocation of given workloads and strengthen the learning, communication capabilities and safety leadership. In addition, the two real accident cases were analyzed to test the feasibility of the System Dynamic simulation model through the process of structuring the fault trees on the stationary black out accident in Kori unit 1 in South Korea and Kleen Energy power station explosion in US. The simulation results show that the various safety factors cause the serious accident combined with mechanical failure and safety culture will reduce the possibility of the accidents in these high-risk organizations. This simulation model can contribute to analyzing the impact of the organizational and human factors of safety culture and can provide the alternatives in high-risk facilities.

  • This study investigated and compared sediment properties and macrobenthic community structures within heated effluent plumes at the discharge areas of Kori Nuclear Power Plant (KNPP) and Sinkori Nuclear Power Plant (SNPP) in Korea, which have different thermal effluent discharge systems. There were significant differences in sand, clay and organic carbon contents between sediments at the two discharge areas. Species richness and abundance of macrobenthos were higher at the SNPP discharge area than at that of the KNPP, although the values at both areas were comparable to previous studies in coastal areas of eastern Korea.
