The purpose of this study is to examine the mediating effects of social withdrawal and self-esteem in the relationship between the experiences of group bullying victimization damage and life satisfaction of multicultural adolescents and to find ways to improve the level of life satisfaction of multicultural adolescents. To this end, a structural equation model analysis was conducted using panel data for the 6th year of multicultural youth (2016) to verify the mediating effects. Looking at the results of the analysis, it was confirmed that self-esteem had a statistically significant complete mediating effects. Based on these analysis results, implications for improving the level of life satisfaction of multicultural adolescents were presented.
Objectives: The purpose of this study was to identify the needs of the senior welfare center users of the health service program, and to establish a plan to adjust the health service functions of the senior center. Methods: A survey of 2,130 users of the Gyeonggi-do Senior Welfare Center was conducted from May 28 to June 30, 2018. Results: The major results of the study are as follows. First, 66.8 percent of senior welfare center users were willing to participate in health care. The requirement for health service programs was 3.87 points out of 5 points followed by cognitive ability improvement programs, senior movement programs, and chronic disease programs in lower areas. Second, the factors affecting the needs of health care service programs of senior welfare center users had a significant impact on women; the younger the age, the better the subjective health condition; the higher the number of medical conditions, the lower the out-of-patient experience; the longer the welfare center isused, the more people are willing to participate in healthcare. Conclusions: We believe that there is a need for social service policies and management to better understand the situation of senior citizens who are demanding various services due to illness and to integrate health and welfare services.
After critically assessing the effectiveness of basic income as an alternative to the existing social security system, this article argues that basic income is fundamentally incapable of providing an adequate protection for those in social risks or welfare needs. The proponents of basic income often claims that technological innovations will lead to the end of work and thus that basic income will be required for all citizens in the future. Moreover, they emphasize that labor market flexibility is making a large segment of work forces unstable working poor, what is often called the precariat who are not effectively protected by the existing social insurance programs. For them, basic income is the best source of social protection for the precariat of today and the citizens in the future, freeing them from the necessity of having a paid work. This article, however, points out the ineffectiveness of basic income as social protection due to its unustainably high cost that comes from unconditional benefit provisions regardless of levels of income, social risks, and welfare needs. Also it challenges the simplified 'Luddites' image of workless society in the future, arguning that techological unemployment can be overcome by new job creation as seen in Silicon Valley and job sharing following working time reduction. It maintains that it is more cost-effective and reliable to strengthen the welfare state based on the principle of reciprocity that aims at 'universal sufficient protection for those in social risks and welfare needs.'

This study analyzed the employment efficiency of Korean colleges and universities using DEA(2015 GOMS), which was surveyed by the Ministry of Employment and Labor and the Korea Employment Information Service. The input variables were employment program participants, language educators, family economic applicants, and employment targets. As a result, the college was more efficient than the college and the college was relatively ineffective. The contribution of input and output contributed the highest efficiency with 99.9% of the participants in the employment program, and the possibility of improving the efficiency of the language educator was the highest at 70.04. Based on the results of the above research, it suggests the necessity of activation of employment programs and activation of language training in each university. Future studies will need to study the efficiency of universities nationwide.

This study explores the health behaviors and related situations of Korean low-income breast cancer survivors using in-depth interview. The study derives 95 concepts, 23 sub-categories and 12 categories in open coding. Illness experiences were categorized by behavioral, psychological, and social domains, cognitive were categorized by causal and destiny thought, emotions were categorized by negative, positive emotion, reserve capacity were categorized by internal and external domains and health behaviors were categorized by behavioral, psychological, and social domains. Understanding illness experience, cognitive, emotion, reserve capacity and health behaviors for Korean low-income breast cancer survivors will be useful in developing social welfare interventions and for enhancing health promotion.

The purpose of this study was to analyse the effects of public service motivation on organizational performance and suggest the theoretical and policy implications. For this purpose, this study measured the public service motivation and organizational performance of social welfare center workers, set up the study model to analyze the relationships between the public service motivation and organizational performance, and tested hypothesis through questionnaire analysis. The analytical results show that the public service motivation and organizational performance of social welfare center workers are relatively high on the whole. And attraction to policy making, commitment to public interest, compassion, and self-sacrifice as the elements of public service motivation appear to have significant effects on organizational performance. In this study, some theoretical and policy implications are introduced basing on the analytical results.
The purpose of this article is to examine the dynamics of pension insurance policy-making and policy outputs under the developmental state of Korea, by analysing the first attempt to establish the national pension scheme in the early 1970s. To the aim, this article formulated the comprehensive analytical framework from the viewpoint of process-oriented perspective, linking policy-making dynamics with the policy context as an external constraint and policy output as a result of policy-making. Policy context was explored in terms of three variables of politics, civil society and economy, whilst policy-making and policy network dynamics were examined by employing the following variables: i) initiators, motivation and triggering devices, ii) number of participants and key players, iii) participants' interests, iv) major conflicting parties and key differences of allegation, and v) interactions between participants. Policy outputs were analysed by looking into the mainly reflected interests and the change of intended policies.
This study examines the changing paradigm of family welfare policy and tries to find an appropriate model for the delivery system of family welfare service. First, the study reviews the contexts of family policy in new paradigm, and traces the changing process of family welfare-related administration from the ministry of human and health to the ministry of family and gender equality. Second, the study examines the principles of the delivery system for family welfare service to pursue the advancement of family policy. In conclusion, it proposes an alternative model for the successful settlement into community of family welfare delivery system, and a desirable position and role of family support center. The principles of the delivery system of family welfare service is fundamentally to make family policy come realistic, such as strengthening family stability through the harmonic reconciliation of work and family, preventing any forms of families from social safety net, and securing happy lives. Comprehensiveness, continuity, effectiveness, and accessibility of the system are also needed. In particular, family support center, recently very controversial, could be better as a representative council of networking various kinds of community organizations in the fields of family welfare enhancement, rather than organization of direct service provision, such as family counselling, education and therapy. Finally, an alternative model of delivery system for family welfare service is presented.
Purpose: First, this paper suggests an alternative approach to find optimal portfolio (stocks, bonds and ESG stocks) under the maximizing utility of investors. Second, we include ESG stocks in our optimal portfolio, and compare improvement of welfares in the case with and without ESG stocks in portfolio. Methods: Our main method of analysis follows Brennan et al(2002), designed under the continuous time framework. We assume that the dynamics of stock price follow the Geometric Brownian Motion (GBM) while the short rate have the Vasicek model. For the utility function of investors, we use the Power Utility Function, which commonly used in financial studies. The optimal portfolio and welfares are derived in the partial equilibrium. The parameters are estimated by using Kalman filter and ordinary least square method. Results: During the overall analysis period, the portfolio including ESG, did not show clear welfare improvement. In 2017, it has slightly exceeded this benchmark 1, showing the possibility of improvement, but the ESG stocks we selected have not strongly shown statistically significant welfare improvement results. This paper showed that the factors affecting optimal asset allocation and welfare improvement were different each other. We also found that the proportion of optimal asset allocation was affected by factors such as asset return, volatility, and inverse correlation between stocks and bonds, similar to traditional financial theory. Conclusion: The portfolio with ESG investment did not show significant results in welfare improvement is due to that 1) the KRX ESG Leaders 150 selected in our study is an index based on ESG integrated scores, which are designed to affect stability rather than profitability. And 2) Korea has a short history of ESG investment. During the limited analysis period, the performance of stock-related assets was inferior to bond assets at the time of the interest rate drop.
The purpose of this study was to offer a comprehensive analysis of the changing trends of the Korean income packaging, poverty rate, and level of income inequality from 1996 to 2002. In order to do that, this study used the micro-data of "Income and Expenditure Survey of Urban Households" by the National Statistical Office(NSO). Major results were as follows: (1) A ratio of public transfer in family income packaging increased at the DJ administration. (2) Poverty rate and Gini coefficient, which were 7.8% and 0.29 in 1996, rose to $8.8{\sim}10.4%$ and $0.30{\sim}0.34$ respectively during the year of 1998-2002. (3) However, poverty reduction effect and income inequality reduction effect of public income transfer increased preferably at the DJ administration. Those effects increased more since the enactment of National Basic Livelihood Security in 2000. Therefore, government should provide more national welfare programs to reduce the poverty rate and to improve better structure of income distribution.
