  • The Philippine government enacted the National Water Crisis Act in 1995, as a response to the burgeoning situation of water supply systems in the country. This act led to the privatization of Metropolitan Waterworks and Sewerage System (MWSS), sector having jurisdiction and control over all waterworks and sewerage systems in a service area including Metro Manila. Nowadays, the region's supply of water is still facing a lot of difficulties, both in quality and quantity. The unabated migration of people to the metro which increases its population, tapping from the aged pipelines, lack of water facilities and infrastructure, excessive groundwater withdrawal, environmental degradation, and surface and groundwater pollution are some of the issues that Metro Manila have to deal with. These situations lead to two primary water supply issues suffered by Metro Manila: water shortage and flooding. The purpose of this paper was to present water supply in Metro Manila with respect to the problems in its distribution, environmental implications and quality. In this paper, several technical reports, published literature, and news articles were consulted and became the major basis for identifying gaps and suggesting remedial measures.

  • This research investigates the media consumers' behavior with behavioral economics perspective, especially regarding TV content viewers' behavior; how do online communications influence TV viewers' decision when choosing a new TV content among options. We focus on quantity and attribute of comments or reactions on the online news articles. We analyze that online communications data, which were generated before the first broadcast, affect the TV content consumers' choice for a new TV series. Here we identify a predicted utility, experienced utility and distinction bias in TV media consumption to find the effectiveness of the first viewing choice on whole TV series' episodes. To avoid the crucial influence by exogenous factors, such as season and social issue, the test was done with specific conditions. This research found that the total number of reactions to the comments by itself positively affects the audiences' decision-making behavior for a new TV content choice. This influence was regardless of favor/ non-flavor reactions. This study contributes to the literature on media economics and management by exploring the media content users' consuming behavior and making a first step for finding an important influencer on the media content consumption.

  • The purpose of this study is to examine the evolution of precious metal and gem stores, and to derive the characteristics of this period from the government, industry, and consumers. Correspondingly, the contents of daily newspaper articles during this period were analyzed using Naver's news library search engine. The historical development process is as follows. Before the Korean War, precious metal jewelers operated in Jongno, Namdaemun, and Chungmuro, dealing with gold, silver, and platinum. Large stores not only sold jewelry and watches, but also functioned as craftsmen and watch repairers. After the war, a shopping district for precious metals and jewelry was formed around Midopa Department Store. By 1963, the number of jewelry stores in Seoul increased to about 130 and to about 280 by 1966. The characteristics of the government, industry, and consumers are as follows. The government continued to implement a policy to regulate the precious metal and jewelry industry. Despite challenges, the industry exhibited the potential for foreign currency acquisition and growth through domestic amethyst. Consumers could access information regarding precious metal jewelry in daily newspapers. In the late 1960s, various types of jewelry were distributed in line with an increase in income levels.

  • The purpose of this study is to identify the social issues discussed in Korea regarding Maritime Autonomous Surface Ships (MASS), the most advanced ICT field in the shipbuilding industry, and to suggest policy implications. In recent years, it has become important to reflect social issues of public interest in the policymaking process. For this reason, an increasing number of studies use media data and social media to identify public opinion. In this study, we collected 2,843 domestic media articles related to MASS from 2017 to 2022, when MASS was officially discussed at the International Maritime Organization, and analyzed them using text mining techniques. Through term frequency-inverse document frequency (TF-IDF) analysis, major keywords such as 'shipbuilding,' 'shipping,' 'US,' and 'HD Hyundai' were derived. For LDA topic modeling, we selected eight topics with the highest coherence score (-2.2) and analyzed the main news for each topic. According to the combined analysis of five years, the topics '1. Technology integration of the shipbuilding industry' and '3. Shipping industry in the post-COVID-19 era' received the most media attention, each accounting for 16%. Conversely, the topic '5. MASS pilotage areas' received the least media attention, accounting for 8 percent. Based on the results of the study, the implications for policy, society, and international security are as follows. First, from a policy perspective, the government should consider the current situation of each industry sector and introduce MASS in stages and carefully, as they will affect the shipbuilding, port, and shipping industries, and a radical introduction may cause various adverse effects. Second, from a social perspective, while the positive aspects of MASS are often reported, there are also negative issues such as cybersecurity issues and the loss of seafarer jobs, which require institutional development and strategic commercialization timing. Third, from a security perspective, MASS are expected to change the paradigm of future maritime warfare, and South Korea is promoting the construction of a maritime unmanned system-based power, but it emphasizes the need for a clear plan and military leadership to secure and develop the technology. This study has academic and policy implications by shedding light on the multidimensional political and social issues of MASS through news data analysis, and suggesting implications from national, regional, strategic, and security perspectives beyond legal and institutional discussions.

  • This study attempts to analyze how and why Chosun Ilbo and Hankyoreh Shinmun produce particular social discourses about the media reform in different ways. In doing so, this paper attempts to disclose the ideological nature of media reform discourses in social contexts. For the purpose, a content analysis method was applied to the analysis of straight news, while an interpretive discourse analysis was appled to analyze both editorials and columns in newspapers. As a theoretical framework, an articulation theory was applied to explain the relationships among social forces, ideological elements, discourse practices and subjects to produce the media reform discourses. In doing so, I attempted to understand the overall conjuncture of the media reform aspects in social contexts. The period for the analysis was limited from January 10th to August 10th this year. Newspaper articles related to the media reform were obtained from the database of newspaper articles, "KINDS," produced by Korean Press Foundation, in searching the key word, "media reform". Total articles to be analyzed were 765, 429 from Hankyoreh Sinmun and 236 from Chosun Ilbo. The research results, first of all, empirically show that both Chosun Ilbo and Hankure Synmun used straight news for their firms' interests and value judgement, in selecting and excluding events related to media reform or in exaggerating and reducing the meanings of the events, although there are differences in a greater or less degree between two newspaper companies. Accordingly, this paper argues that the monopoly of newspaper subscriber by three major newspapers in Korean society could result in the forming of one-sided social consensus about various social issues through the distorting and unequal reporting by them. Second, this paper's discourse analysis related to the media reform indicates that the discourse of ideology confrontation between the right and the left produced by Chosen Ilbo functioned as a mechanism to realize law enforcement of the right in articulating the request of media reform and the anti-communist ideology. It resulted in the discursive effect of suppressing the request of media reform by civic groups and scholars and made many people to consider the media reform as a ideological matter in Korean society.

  • Modern society has become a "digital risk society" with the rapid advancement of digital technologies. The growing use of digital tools in education has led to discussions on managing digital risks that arise in teaching and learning contexts. Among all subjects, science education has experienced significant digital transformation, emphasizing the need for strategies to address digital risks within the subject. This study explores digital literacy education as a possible approach to addressing digital risks in science education. To achieve this, the study analyzes the types of digital risks prevalent in modern society and examines the trends of research on digital risks within the context of digital literacy education. This was done by collecting 415 SSCI articles published over the past decade (2014-2023) with the keyword "Digital Risk" and conducting topic modeling and hierarchical clustering to identify types of digital risks. Additionally, 110 KCI articles published with the keyword "Digital Literacy Education" were collected and classified according to the identified digital risk types. These articles were then compared and analyzed based on publication year, school level, and subject to understand the characteristics of digital risks within science education. The findings are as follows: First, the identified digital risk types include intellectual property infringement, spreading fake news, privacy infringement, cyber financial crimes, gaps in digital literacy, digital technology overdependence, and social structural risks. Second, an analysis of publication trends over the years revealed that discussions on digital risks increased significantly during the COVID-19 pandemic, with research on the digital literacy gap being the most prominent. Third, in terms of school level, digital literacy education addressing digital risks was more actively researched in primary education than in secondary education. Finally, subject-area analysis indicated that science education had the lowest proportion of research on digital risks relative to overall digital literacy studies. In science education, discussions primarily focused on intellectual property infringement, spreading fake news, and gaps in digital literacy. This study emphasizes the importance of addressing digital risks in science education and provides foundational data for further discussions on this topic.
