Evaluation of Road Asset Value using Alternative Depreciation methods : Focusing on National Highway No.1 (대체적 감가상각기법을 활용한 도로자산의 가치 평가 : 국도 1호선을 중심으로)

  • PURPOSES : This study proposes the road asset valuation approach using alternative depreciation methods. It has become necessary to have asset management system according to the adoption of accrual basis accounting for governmental financial reporting and the amendment of the road act. Therefore, it is very important to analyze the effect of depreciation methods on road asset value as a basic research for road asset management system. METHODS : The Ministry of Strategy and Finance (MOSF) has mainly performed road asset valuation based on Write down Replacement Cost and Straight Line depreciation method. This study suggests some appropriate asset valuation methods for road assets through case analysis using three depreciation methods: Consumption-based depreciation method, Condition-based depreciation method, and Straight Line depreciation method. A road asset valuation data of national highway route 1 (year 2014) is used to analyze the effect of three depreciation methods on the road asset value. Road assets include land and structures (pavement, bridge, and tunnel). This study mainly focuses on structures such as bridges and tunnels, because according to governmental accounting standards, land and road pavement assets do not depreciate. RESULTS : The main results of this study are as follows. Firstly, overall asset value of national highway route 1 was estimated at 6.97 trillion KRW when MOSF's method (straight-line depreciation method) is applied. Secondly, asset value was estimated at 4.85 trillion KRW on application of consumption-based depreciation method. Thirdly, asset value was estimated at 4.37 trillion KRW when condition-based depreciation method is applied. Therefore, either consumption-based or condition-based depreciation methods would be more appropriate than straight-line depreciation method if we can use the condition data of road assets including land that are available in real time. CONCLUSIONS : Since road assets such as pavements, bridges, and tunnels have various patterns of deterioration and condition monitoring period, it is necessary to consider a specific valuation method according to the condition of each road asset. Firstly, even though road pavements do not depreciate, asset valuation through condition-based depreciation method would be more appropriate when requirements for application of non-depreciation approach are not satisfied. Since bridge and tunnel facilities show various patterns of deterioration and condition monitoring period by type and condition level, consumption-based depreciation method based on deterioration model would be appropriate. Therefore, it is necessary to have a reasonable asset management system to apply condition-based depreciation method and a periodic condition investigation to manage road assets well.

  • This study investigates the environmental factors of endemic species in Korea in order to understand their ecological characteristics, and to investigate the target species of their natural habitats to find similar sites. The purpose is to restore and follow suitable growth methods for the appropriate highway facility of target species to establish a management system via monitoring. This study endeavors to restore the target species near highway facilities on the basis of monitoring data and restore sites have similar natural characteristics of the target species. After restoring the target species, a restoration strategy and management plan will be established for breeding and continuation. The restoration strategy and management plan of the target species is divided into breeding, restoring, maintaining and monitoring plans. Specially management plans include several divisions such as soil, water, non-point pollution source reduction and naturalized plants. The results of this study can be used as reference materials for the restoration of endemic Korean plants in the future of highway routes, and for systematic management measures in habitats.

Traffic Analysis and Simulation System for Korea Highway (대한민국 고속도로를 위한 교통 분석 및 시뮬레이션 시스템)

  • Developed countries have already applied variable Intelligent Transportation System (ITS) technologies and have solved many transportation problems. Researchers also expect that ITS solutions can solve the transportation problems of Korean roads, when they are applied to Korean roads. However, since the existing ITS solutions applied in other countries are used for Korean roads without calibration, they will incur unexpected problems and high cost maintenance costs. In this paper, to solve the above problem, we propose the Korean Highway Traffic Analysis tool (KHTA). It not only analyzes all highway information in Korea, but also simulates the ITS algorithm implemented by traffic developers for the Korean highway environment. To test the stability, applicability and efficiency of the KHTA, we developed and analyzed the result of the ramp metering algorithm. The results show that the total travel time was reduced by 5 minutes compared to that without ramp metering, and traffic congestion was decreased. Thus, we confirmed that the KHTA can simulate ITS systems and can analyze the traffic environment in Korean highway. We expect that this tool would be very helpful to develop and analyze ITS systems in Korea.

  • AEB (Autonomous Emergency Braking system), a system in which vehicles automatically recognize forward objects or pedestrians and actively brake when forward collisions are expected, has been mandated by NHTSA (National Highway Traffic Safety Administration) and IIHS (Insurance Institute for Highway Safety) for all vehicles sell in the United States since 2022, and AEB research is also actively underway in korea. In this study, it can be confirmed that the passenger injury is reduced according to the AEB detection distance when it is assumed that the AEB is mounted in the actual event generated from KIDAS (Korea New Car Assessment Program) data through various analysis programs.

Approach to the Location of Wildlife Corridors on Highways - Between Yang-jae and Pan-gyo ICs of Seoul-Busan Highway, Korea - (고속도로 생태통로 위치 선정 방법에 관한 연구 - 경부 고속도로 양재-판교 구간을 중심으로 -)

  • Ecosystem fragmentation by human intervention breaks down the biosphere habitat. Wildlife corridors connect biosphere habitats to maintain ecosystem continuity and provide animals with connecting routes. In Korea, there are 17 existing wildlife corridors on highways (as of December, 2006. Korea Freeway Corporation). There are 24 highway routes, 2,923km of highway(as of December, 2004. Korea Freeway Corporation). However, wildlife corridors are not enough and roadkill increases every year, so we need to construct additional wildlife corridors on highways. This study proposes a new approach to the location of wildlife corridors on highways, using a comprehensive analysis method for main location elements, and applies it to a study area. First, it examines traditional approaches to location of wildlife corridors through literature review and field study to analyze the present conditions of existing wildlife corridors. Then, it developes a comprehensive analysis method for the location of wildlife corridors. (1) Field investigation : investigate planting, water bodies and so on. (2) Roadkill analysis : roadkill counts, locations, time, and so on. (3) Monitoring : animal traces were surveyed and sensor cameras were installed to determine target species. (4) Simulation for animal movement : most probable wildlife dispersal was simulated by a computer software. (5) A new comprehensive approach overlays all analysis on a map and determines the location of proposed new wildlife corridors. In conclusion, it proposes an over-bridge type wildlife corridor in Dalnaenae Hill (413-414km from Busan) and an underpass type near the entrance to Gwanhyun temple way (415-416km from Busan). This new approach based on roadkill data, computer simulation of wildlife dispersal, monitoring of animals, and site analysis, may contribute to better location of wildlife corridors on highways.

  • In order to find methods to encourage active private participation for efficient road maintenance, this study examined the status of the road improvement project and the development of the private capital utilization improvement project. Based on this, the study conducted a case study and a financial feasibility study that applied the new business method and selected the applicable business method. As a result, it is analyzed that the method of using Crowd Funding is more advantageous than the private scheme of the private capital utilization improvement project. This is because it will be highly effective in raising funds from users of highway users, especially users of improvement projects. In addition, it can also mean that the road users who suffer from inconvenience due to the construction can return the toll profit of road construction to the user.

Review of Steel ratio Specifications in Korean Highway Bridge Design Code (Limit States Design) for the Design of RC Flexural Members (철근콘크리트 휨부재 설계를 위한 도로교설계기준(한계상태설계법)의 철근비 규정 검토)

  • This paper describes the specifications on balanced steel ratio and maximum reinforcement for the design of RC flexural members by the Korean Highway Bridge Design Code based on limit states design. The Korean Highway Bridge Design Code (Limit States Design) is not provide for the balanced steel ratio specification for the calculation of required steel area of RC flexural members design. The maximum steel area limited the depth of the neutral axis at the ultimate limit states after redistribution of the moment, and also recommended the maximum steel area should not exceed 4 percent of the cross sectional area. However, from the maximum neutral axis depth provisions should increase the cross section is calculated to be less the maximum reinforcement area, and according to the 4% of the cross sectional area of the concrete, the tensile strain of the reinforcement is calculated to be greater than double the yielding strain, so can not guarantee a ductile behavior. This study developed a balanced reinforcement ratio that is basis for the required reinforcement calculation for tension-controlled RC flexural members design in the ultimate limit states verification provisons and material properties and applied the ultimate strain of the concrete compressive strength with a simple formular to be applied to design practice induced. And assumed the minimum allowable tensile strain of reinforcement double the yielding strain, and applying correction coefficient up to the ratio of maximum neutral axis depth, proposed maximum steel ratio that can be applied irrespective of the reinforcement yield strength and concrete compressive strength.

Characteristics of Roadside Cut-Slopes Failures along the 46th National Highway (남양주-춘천(국도 46 호선)간 도로절개면 붕괴 특성 고찰)

  • 136 cut slopes which extends from Namyangju to Chunchon city along the 46th national highway were investigated to analyze the influence factors affecting slope instability. Geologic and geotechnical conditions were examined and the detailed investigation were carried out for fifty five failed slopes. failure mode (wedge failure, planar failure, circular failure, sheet eroison and rock falls) are examined with respect to slope inclination, rock type, weathering grade and discontinuity patterns. It is suggested that the failure modes and their dimensions have relations to the morphology and geologic conditions of the slopes. Wedge failure has highest is the most frequent failure mode and falls, sheet erosions, planar failures and circular in descending order of failure percentage. Wedge failure is most dominant failure type over all lithology except quartzite formation. In slopes of well foliated and banded gneiss, failure ratio of wedge is up to 50% ca. Failure ratio(number of rock fall/number of total failure) of rock fall increases with increase fo slope inclinations and decrease of weathering grade. Dimension analyses of failed slopes shows wedge and circular failure has higher value of D/L and D/H than planar failure and sheet erosion.
