A Study on the Architectural Design Requirements of the Korean e-Navigation System (한국형 e-Navigation 시스템의 아키텍쳐 설계 요건에 관한 연구)

  • IMO established an e-Navigation Strategy Implementation Plan(SIP) in 2014 and they aim to enforce in 2019. Accordingly, korean government also prepared e-Navigation SIP as the Next Maritime Safety Comprehensive Management System in 2015. The main content is to promote R&D by putting 131 billion won over the next five years from 2016 to 2020. On the other hand still in a situation that staying at the conception level of Korean e-Navigation System, by study the architectural design requirements of the Korean e-Navigation system, so we will be able to establish future research directions.

  • The International Maritime Organization is developing a maritime safety system called eNavigation in order to effectively respond to accidents occurring on board vessels. Korea is actively participating in the development of eNavigation and is developing Korean eNavigation by adding its own concept to eNavigation of the IMO. eNavigation is designed to provide various functions for marine safety. The data required for each function is various such as spatial data, relational data, file, weather grid. Therefore, there is a need for a system that can appropriately provide heterogeneous data suitable for eNavigation to each eNavigation's service system. In this paper, we analyzed the kinds of data needed for e-Navigation and designed the architecture of heterogeneous data service system that could provide these data properly.

  • As the era of e-navigation begins, the significance of harmonized collection, exchange, and integration of marine information conventional "ship-to-ship" and "ship-to-shore"/"shore-to-ship" has become more significant in ensuring safety and security at sea. This research aims to provide an internationally applicable list of Standard e-Navigation Phrases (SENP ) for communication in the e-Navigation environment, along with practical approaches to this. For this purpose, the importance of standardized communication phrases specific to e-Navigation will first be illustrated. In order to approach the e-Navigation phrases in a practical and pragmatic manner, means of compiling and processing authentic VHF linguistic data accumulated from one of the Korean ports, Ulsan, will be detailed. In addition, major outcomes to be considered in designing SENP will be suggested. Finally, future actions and a joint effort for the standardization of e-Navigation phrases among stakeholders will be sought.

Existing System Improvement and Expected Configuration based on Risk Control Options for Implementation of e-Navigation

  • Common Maritime Data Structure (CMDS) is commonly used by shore and ship users in e-Navigation data domain. In the overarching of e-Navigation architecture, IHO uses S-1XX, a digital exchange standard for next-generation marine information, as data exchange standard. The current CMDS has the advantage of intuitively recognizing the overall structure of e-Navigation. However, it has disadvantage in that it does not allow stakeholders to easily understand benefits that e-Navigation can provide when implementing e-Navigation. In this study, the direction of improving existing system for effective e-Navigation implementation was proposed considering RCOs (Risk Control Options) with expected composition of ship/ shore/ communication system by sector.

  • 해사분야의 4차 산업혁명의 촉진제가 될 것으로 기대하고 있는 IMO e-Navigation 전략은 각 국의 필요와 수요자 요구사항에 맞는 다양한 서비스로 개발되고 있다. 우리나라는 2016년부터 5년 동안 6개의 한국형 e-Navigation 서비스를 개발하여 전 연안의 선박을 대상으로 제공할 계획을 갖고 있다. 본 논문에서는 현재 개발되고 있는 한국형 e-Navigation 서비스와 IMO의 e-Navigation 전략 및 서비스와의 관계를 분석하여 공공적 서비스의 의미를 도출하고 민간 부문 사용자로의 확산 측면에서 한국형 e-Navigation 서비스의 발전 방안을 고찰하였다.

  • 현재 국제해사기구(IMO)를 중심으로 선박의 안전, 보안 및 해양환경 보호를 위해 선박 및 육상을 통합하는 전자항법 체계인 e-Navigation이 추진되고 있다. 특히 유럽의 여러 국가들이 IMO의 추진 진행 과정을 따라 실제로 e-Navigation을 해상에 구현하기 위한 여러 프로젝트들을 진행하고 있으며 그 결과들이 일부 보고되고 있다. 본 논문에서는 IMO에서 진행 중인 e-Navigation의 현황을 살펴보고 VTS 관점에서 향후 e-Navigation으로 인해 변화할 기능 또는 서비스들에 대해 검토하였다.

Development a Collision Accident Evaluation Indicator for an e-Navigation Service (e-Navigation 서비스를 위한 충돌사고 평가지표 개발)

  • The International Maritime Organization (IMO) is promoting the introduction of e-Navigation that prevents maritime accidents by fusion of Information & Communication Technology (ICT) with ship operation technology. In Korea, Korean e-Navigation is also being developed for fishing vessels and small vessels sailing offshore, which are vulnerable to maritime accidents. However, for the successful development of Korean e-Navigation, it is necessary to develop an indicator that can evaluate the development performance so that the development performance that has been progressed so far can be evaluated and the development direction can be re-established. Therefore, this study attempted to develop an evaluation index tailored to the development goal of e-Navigation service centering on the collision accident, which is a major maritime accident. In this study, a collision accident evaluation index for e-Navigation service was developed by deriving and quantifying the root cause of maritime collision accidents using Root cause analysis(RCA) and fault tree analysis (FTA) techniques. This indicator is considered to be helpful in reducing maritime accidents as it is used as a development indicator for e-Navigation and an indicator for maritime collision accident analysis.

A Design of Communication Network Architecture for E-Navigation Services (E-Navigation 서비스 제공을 위한 통신망 아키텍처의 설계)

  • The research on an E-Navigation(E-Nav) strategy development has recently carried out by the IMO sub-committee on safety of navigation(NAV). The design of communication system architecture is a key factor in the E-Nav strategy development and it may drive the direction of a national R&D project on future navigational and marine communication systems. This study aims at designing a standard model of E-Nav communication network architecture, which enhances navigational safety and provides additional benefits in marine transportation. To achieve this purpose, authors have suggested E-Nav services, which are divided into five categories, i.e., safety and security, maritime meteorology, distress, business, and infotainment, by analyzing the related user requirements. As results, this paper proposes the E-Nav communication network architecture that consists of the navigation and communication equipments.

  • Numerous maritime safety technologies and systems are being developed to support safe navigation at Sea. e-Navigation is a representative system for maritime safety. It is being developed to maximize the ships safety by applying most maritime safety technologies. The e-Navigation system is being developed by the International Maritime Organization (IMO) with the aim of introducing it by 2019. South Korea has already recognized the importance of maritime safety support technology and is actively introducing e-Navigation. Korean e-Navigation is being designed to provide diverse functions for maritime safety, such as providing an optimal safe route, risk analysis, and weather information. Service modules that provide e-Navigation's each function use different types of data that are difficult to configure as a single database. In this paper, we analyze the data needed for Korean e-Navigation, the data service system structure and types that can effectively support it.
