A fast foot of information communication technology is appearing as expansion of prompt administrative service desire and national participation desire regarding administration. This is following again by government innovation and demand of customer-oriented governmental implementation with information technology. The Ministries of Education and Human Resources Development proceeded with National Education Information System(NEIS) for the aim of educational informatization at a highest global level. NEIS that was operated from 2003 established a system in Educational Offices in 16 cities/province and the Ministry of Education and Human Resources Development, and connected all educational administration organizations and primary and middle schools with Internet. Thus, NEIS processes electronically the general administration affairs in educational administration organizations each unit school. The NEIS school affairs business system that is newly enforced is producing an important documentation (of semi-permanent level) such as personal information and grade of students including School Human Document with electronic methods. However, we need to guarantee authenticity, integrity, reliability and usability of documentation because school affairs business system is producing important documentation under poor circumstances. According to this necessity, school affairs business system analyzed how many a record management function includes by the ISO 15489 that was an international record managerial standard. On the basis of these analyses, I will present a plan for management of a school documentation in this study. These researches are meaningful in electronically analyzing a record management function of the National Education Information System(NEIS) and in documentarily approaching management plan. I expect theses researches to be able to used as useful data for documental management plan preparations regarding a productive documentation of all kinds of business systems using in public institutions as well as National Education Information System(NEIS).
Due to the trend toward computerization of business services in public sector and the push for e-government, the volume of records that are produced in electronic system and the types of records vary as well. Of those types, dataset is attracting everyone's attention because it is rapidly being supplied. Even though the administrative information system stipulated as an electronic record production system is increasing in number, as it is in blind spot for records management, the system can be superannuated or the records can be lost in case new system is developed. In addition, the system was designed not considering records management, it is managed in an unsatisfactory state because of not meeting the features and quality requirements as records management system. In the advanced countries, they recognized the importance of dataset and then managed the archives for dataset and carried out the project on management systems and a preservation formats for keeping data. Korea also is carrying out the researches on an dataset and individual administrative information systems, but the official scheme has not been established yet. In this study the items for managing archives which should be reflected when the administrative information system is designed was offered in two respects - an identification method and a quality requirement. The major directions for this system are as follows. First, as the dataset is a kind of an electronic record, it is necessary to reflect this factor from the design step prior to production. Second, the system should be established integrating the strategy for records management to the information strategy for the whole organization. In this study, based on such two directions the strategies to establish the identification for dataset in a frame to push e-government were suggested. The problem on the archiving steps including preservation format and the management procedures in dataset archive does not included in the research contents. In line with this, more researches on those contents as well as a variety of researches on dataset are expected to be more actively conducted.
The U. S. government has a long history to classify and manage governmental records which are created, collected, and preserved for itself. During the colonial period before the independence, the U. S. mostly practiced the maintenances of secret records and restrictions of access to the records following a long convention without any specific legal authority. Since establishment of the U. S. Constitution, the government had kept secret records on the basis of constitutional authority. However, the U. S. government began to take shape the secret records management system when it participated in the World War I, which required the system to reflect the needs in reality to manage drastic increases in important military and foreign relation documents. The World War II made the U. S. government strengthen its secret records management system, and its conception of secret records management system at that time has sustained until now. It can be said that the current secret records management system of the U. S. government continues to be managed by constitutional authorities and the executive orders which are opt to change. This article intends to review the secret records management system of the U. S. from the initial history of the U. S. to the Cold War. To understand its system of secret management, the paper investigates the U. S. secret records management history by dividing into three periods: the period of establishment of its tradition(the Colonial era~just before the WWI); the period of taking shape of its system (the WWI~the WWII); and the period of current conception of its system. The criteria of these divisions are created based on the differences of the laws relevant to the secret records and the application methods of secret management system in reality.
This study aims to analyze the details of the executive order of the president of the United States, which have been developed in the country's administrative system to institutionalize the guarantee of the people's right to know the classified records, as well as to protecting national secrets. This study also aims to present any implications for the development of the classified record management system of Korea. To this end, the previously issued EO concerning the classified records management were reviewed in terms of its classification, safeguard, and declassification. The analysis results showed that the EO by the president established and prescribed the special access program for national secrets, the system to exempt and suspend the automatic declassification, and the sanctions for protecting national secrets. The EO also established and prescribed the appointment system for the person with the authority to classify record, automatic declassification program, and Mandatory declassification review system, as well as the procedures for historical researcher and certain former government personal to access the classified records with the purpose of guaranteeing people's right to know. As a result, this study identified implications for the development of Korea's classified record management system, as follows : First, it is necessary to restructure the current classified record management system, by changing the operations that is dependent on the director of the National Intelligence Service to the one that is dependent on the President. Second, it is necessary to legislate a separate special law for the classified record management system. Third, a standing supervisory body should be established for the integrated management and for the consistent and routine supervision of the classified record management. Fourth, it is necessary to establish procedures to further review the classification of classified record to correct the defects of the current classification system, which has been abused and mismanaged by the national agencies and organizations that produce classified record.
The records management evaluation system is a system operated by the National Archives of Korea since 2007 based on the 「Public Records Management Act」. As the environment of public records management changes dramatically, there is a growing perception that fundamental improvement is necessary in the operation of this evaluation system. In particular, it is required that the most emphasized area is the customized methods based on the type and characteristics of the institutions. This study focused on the self-evaluation method, which aims to strengthen the autonomous evaluation capability of institutions as a new records management evaluation system in public institutions. In particular, the needs to change toward the self-evaluation method is described in relation to the diversity of the institutions to be evaluated, the specificity of the organizational structure of the archives, and the hierarchy and individuality of the institutions. A self-evaluation system (draft) was designed by which an institution diagnoses the records management work by itself, which aims to improve the level of performance. It also covered the development of evaluation items and indicators, the step-by-step application, and the legal and operational aspects to run the records management evaluation system in phases in public records management practices.
Records management refers to a series of activities to achieve the goal of securing transparency in administration and safely preserving and utilizing records. Each process of record management is largely divided into production, preservation and management stage. The reporting system of record production has an important fuction that serves as a bridge between production stage and preservation and management stage. It was established after the enactment of the Act on Records Management of Public Agencies in 1999, to grasp the state of production and management of records of various organizations. Since then the National Archives of Korea(NAK) has been able to rather actively understand the situation of records and acquire them than simply collect them. The Act, which was revised in 2006, regulates electronically automated reporting methods in which the production reporting datas are generated in the record creation system and transferred to the record management system. Despite improvements in the system, electronic reporting methods are being used in part. The 713 public institutions have submitted reports of record production to the NAK in 2017, and this study analyses them of only 47 central administrative agencies, including departments, offices, agencies, and committees. Their reports have 15 forms which consist of production statistics and inventories of 7 types of records including general records, survey, research, review, minutes, shorthand, audiovisual records, secret records, government publications. This suggests implications for improving the reporting system of record production.
Documentation strategy has been experimented in various subject areas and local regions since late 1980's when it was proposed as archival appraisal and selection methods by archival communities in the United States. Though it was criticized to be too ideal, it needs to shed new light on the potentialities of the strategy for documenting local regions in digital environment. The purpose of this study is to analyse the implementation issues of documentation strategy and to suggest the directions for documenting local regions of Korea through the application of the strategy. The documentation strategy which was developed more than twenty years ago in mostly western countries gives us some implications for documenting local regions even in current digital environments. They are as follows; Firstly, documentation strategy can enhance the value of archivists as well as archives in local regions because archivist should be active shaper of history rather than passive receiver of archives according to the strategy. It can also be a solution for overcoming poor conditions of local archives management in Korea. Secondly, the strategy can encourage cooperation between collecting institutions including museums, libraries, archives, cultural centers, history institutions, etc. in each local region. In the networked environment the cooperation can be achieved more effectively than in traditional environment where the heavy workload of cooperative institutions is needed. Thirdly, the strategy can facilitate solidarity of various groups in local region. According to the analysis of the strategy projects, it is essential to collect their knowledge, passion, and enthusiasm of related groups to effectively implement the strategy. It can also provide a methodology for minor groups of society to document their memories. This study suggests the directions of documenting local regions in consideration of current archival infrastructure of Korean as follows; Firstly, very selective and intensive documentation should be pursued rather than comprehensive one for documenting local regions. Though it is a very political problem to decide what subject has priority for documentation, interests of local community members as well as professional groups should be considered in the decision-making process seriously. Secondly, it is effective to plan integrated representation of local history in the distributed custody of local archives. It would be desirable to implement archival gateway for integrated search and representation of local archives regardless of the location of archives. Thirdly, it is necessary to try digital documentation using Web 2.0 technologies. Documentation strategy as the methodology of selecting and acquiring archives can not avoid subjectivity and prejudices of appraiser completely. To mitigate the problems, open documentation system should be prepared for reflecting different interests of different groups. Fourth, it is desirable to apply a conspectus model used in cooperative collection management of libraries to document local regions digitally. Conspectus can show existing documentation strength and future documentation intensity for each participating institution. Using this, documentation level of each subject area can be set up cooperatively and effectively in the local regions.
Government publications at public institutions are data that are intended to convey the purpose of an institution or the performance of its business to the public or inside the institution. The management of government publications has become increasingly important under the framework of laws and systems, but matters concerning the nature and value of government publications have not been carried out at records management sites. The Act focused on the archives of the six metropolitan government, and presented issues and improvement measures for efficient management of government publications. To that end, the government should maintain a consistent payment system for publications. As payment method and payment book data in government publications are presented differently by law, a system for integrated management should be established to provide brief information and original information. Second, it is necessary to establish an administrative system that meets the storage environment. The publication registration and payment book system presented by the government's publication guidelines is the central system of the National Archives and Records Service, so it is not an efficient system in the agency archives. Third, support should be provided to recognize the value of government publications and to preserve and manage them in the long term. To dispose of the government publications, a realistic classification method, integrated and controlled program should be presented, and criteria for users using the service should be provided. Fourth, it is the establishment of an integrated management system for government publications. The National Archives Service, the National Central Library, and the National Assembly Library should simultaneously build an abstract of information and original information so that they can be managed systematically and efficiently.
This article explores the influence of the king in the Joseon dynasty's document transmission system, focusing on some exceptional cases. According to the Joseon's law, the form of official documents depended on rank differences between receiver and sender. However, there were cases of not following the general principles such as Byungjo(兵曹), Seungjeongwon(承政院) and Kyujanggak(奎章閣). Byungjo was a ministry in charge of military administration. Seungjeongwon was a royal secretary institution which assisted the king and delivered king's orders that existed from the early Joseon. Kyujanggak was a royal library and an assistant institution of the king that was established in the JeongJo(正祖) era. Byungjo was regarded as a relatively high-ranking institution when it sent and received military-related documents. Seungjeongwon and Kyujanggak could use Kwanmoon(關文) to upper rank institution. Kwanmoon was the document form used for institutions of the same or lower rank than itself. Conversely, higher rank institutions used Cheobjeong(牒呈) which was stipulated as a document form to using upper rank institution in law to send them. The reason that they could have privileges in transmission document system was that Joseon had an administrative system centered on the king. Byungjo was an institution entrusted with military power from King. Seungjeonwon and Kyujanggak took charge of the assistance and the delivery of King's order. so they could have a different system of receiving and sending document than the others. In conclusion, the Joseon Dynasty operated exceptions in document administration based on the existence of the king, it means Joseon's transmission document system was basically operated under the Confucian bureaucracy with the king as its peak.
The advent of e-government following the information revolution has affected public records systems. Records management should now be changed into an environment for establishing a national records management system based on the Internet of things (IoT), cloud, big data, and mobile (ICBM), and it is time to make a fresh start toward a next-generation records management system that responds to changes in the environment. Ultimately, it is time for a records management system that ensures a proper way of dealing with new environmental changes. It has been nearly 20 years since the Public Records Management Act was enacted in 1999, and its complete amendment was made in 2006 so that electronic records could be efficiently managed. When recompliance management needs to be rechecked, a full redesign is required to enable the current legal system to respond to the new circumstances in the present day. Therefore, this study is intended to suggest ways to improve the new records management legal system as the environment changes over the next generation and lay the legal groundwork for innovation in the national records management system.
