A Case Study on the Local-based Welfare Facilities of Urban Renaissance Agency in Japan by Business Entry System for Stable Living (일본 UR도시기구의 안심주공간사업자참여제도를 통한 지역복지거점시설 정비사례 연구)

  • The purpose of this study is to analyze local-based social welfare facilities to respond to secular change of the UR rental housing estates in Japan. The selected case studies for the analysis are Hibarigaoka, Hamakousien, Turumai UR rental housing estates constructed around 1960's. The analysis was done through UR website, MLIT (Ministry of Land, Infrastructure, Transport and Tourism) and MHLW (Ministry of Health, Labour and Welfare) policy report, and related literature. These case studies are connected with housing policy as well as welfare policy and performed to Stable Living Creation Project by Business Entry System for Stable Living. The types of local-based social welfare facilities are classified by welfare corporation and medical corporation. The results are as follows: 1) The implementation of cooperative and participative system not only the private sector (welfare and medical Corporation, etc.) but also the public (MLIT, MHLW, UR Renaissance Agency, Local government, etc.). 2) Repurposed of land through rent and transfer of land for local-based social welfare facilities in the process of housing stock renewal utilization. 3) The pursue of regional revitalization through attached to multi-generation facility or local community space for elderly in local-based social welfare facilities.

The relationship between organizational climate and resource linkage skills of social workers in community welfare centers: The mediating effect of reflective thinking (지역사회복지관 조직풍토와 사회복지사의 자원연계기술과의 관계: 성찰적 사고의 매개효과)

  • The purpose of this study is to examine the impact of organizational climate on the resource linking skills of social workers working in community welfare centers as well as the mediating effects of reflective thinking in these relationships. To test the mediating effects, we set up a research model based on previous studies on the organizational climate, resource linkage skills, and reflective thinking of social workers. The subjects of this study were social workers in community welfare centers in the Busan metropolitan city. Data were collected using mail surveys, and data from 526 respondents were used for the final analysis. The main results are as follows. First, the organizational climate of community welfare centers has a statistically significant impact on social workers' resource linkage skills. In other words, the more the social workers recognize positively about the organizational climate, the more the utilization of resource linkage skills increases. Second, reflective thinking has a mediating effect in the relationship between the organizational climate and resource linkage skills of social workers in community welfare centers. Based on the study results, practical suggestions for improved resource linkage skills and reflective thinking of social workers in community welfare centers were suggested, and practical implications and future research were discussed.

Analysis of Social Welfare Effects of Onion Observation Using Big Data (빅데이터를 활용한 양파 관측의 사회적 후생효과 분석)

  • This study estimated the predictive onion yield through Stepwise regression of big data and weather variables by onion growing season. The economic feasibility of onion observations using big data was analyzed using estimated predictive data. The social welfare effect was estimated through the model of Harberger's triangle using onion yield prediction with big data and it without big data. Predicted yield using big data showed a deviation of -9.0% to 4.2%. As a result of estimating the social welfare effect, the average annual value was 23.3 billion won. The average annual value of social welfare effects if big data was not used was measured at 22.4 billion won. Therefore, it was estimated that the difference between the social welfare effect when the prediction using big data was used and when it was not was about 950 million won. When these results are applied to items other than onion items, the effect will be greater. It is judged that it can be used as basic data to prove the justification of the agricultural observation project. However, since the simple Harberger's triangle theory has the limitation of oversimplifying reality, it is necessary to evaluate the economic value through various methods such as measuring the effect of agricultural observation under a more realistic rational expectation hypothesis in future studies.

  • This study is a descriptive correlational study to investigate the impact of ethical climate type on career commitment of 155 social worker working at 9 social welfare facility. A self-reported questionnaire used to collect data and collected data was analyzed on SPSS WIN 16.0. The higher mean sore of ethical climate was Low & professional code and Social responsibility. The predictors of career commitment of social worker were low-professional code, efficiency and self-interest of ethical climate type. The strategies to promote and enhance the low - professional code and efficiency ethical climate of social welfare facility were needed to design and be integrated into the management of human career development of social worker

Contextual and Individual Determinants of Mental Health: A Cross-sectional Multilevel Study in Tehran, Iran

  • Objectives: Our aim was to answer the following questions: (1) Can mental health variance be partitioned to individual and higher levels (e.g., neighborhood and district); (2) How much (as a percentage) do individual-level determinants explain the variability of mental health at the individual-level; and (3) How much do determinants at the neighborhood- or district-level explain the variability of mental health at the neighborhood- or district-level? Methods: We used raw data from the second round of the Urban Health Equity Assessment and Response Tool in Tehran (in 2012-2013, n=34 700 samples nested in 368 neighborhoods nested in 22 districts) and the results of the official report of Tehran's Center of Studies and Planning (in 2012-2013, n=22 districts). Multilevel linear regression models were used to answer the study questions. Results: Approximately 40% of Tehran residents provided responses suggestive of having mental health disorders (30-52%). According to estimates of residual variance, 7% of mental health variance was determined to be at the neighborhood-level and 93% at the individual-level. Approximately 21% of mental health variance at the individual-level and 49% of the remaining mental health variance at the neighborhood-level were determined by determinants at the individual-level and neighborhood-level, respectively. Conclusions: If we want to make the most effective decisions about the determinants of mental health, in addition to considering the therapeutic perspective, we should have a systemic or contextual view of the determinants of mental health.

  • The OECD High Level Forum-4 that was held in Busan in 2011 was a very important international conference in which more than 2,000 high level representatives from OECD countries, UN, private businesses, charity foundations, NGOs, etc participated, and which dealt with the aid effectiveness issues of ODA (Official Development Assistance), one of the important funds for social welfare of developing countries. However, despite its significance, none of social work organizations, either international or domestic, were in appearance during the conference. What made such a thing happen? This study started from that question and tried to explore the history of international social work: when and how social work gained an international leadership in caring for social welfare of developing countries and how and why it began to lose it. This study also tried to explore, based on the international experience, the tasks that Korean social work community, both academia and field, which just began to be concerned with international social work for developing countries, should address at this beginning stage.

Development of Scale for College Students' Social Network (대학생 연줄망 측정을 위한 척도 개발)

  • The purpose of this study is to develop a scale for the social network of college students in Korea. The social network scale for college students in this paper was developed through 1) literature review and item development 2) focus-group meeting 3) depth-interview with college students 4) pilot-studies and 5) study. The scale of 23 items has been constructed with three features : The first is 'relational feature' with 2 items; the second 'structural feature' with 7 items; and the third 'functional feature' with 14 items. The functional feature in this social network scale has consisted of emotional, economic, spiritual, and socio-relational aspects and has been revealed to the validity and the reliability of Cronbach's ${\alpha}$ 0.716. This study would contribute for college students to solve the many problems in their own lives through the social networks.

A Critical Perspective on the Central Governmental Reorganization of the Social Service Delivery System for People with Disabilities (장애인서비스 전달체계 개편방안에 대한 비판적 고찰)

  • The current social service delivery system for people with disabilities has four critical problems: absence of needs assessment, absence of case management, shortage of professional workers, and absence of local social welfare agencies. The Ministry of Health, Welfare, and Family of Korea has pushed forward with a project to reform the welfare infra-structure for people with disabilities since 2007. It's main purpose is to reorganize the social service delivery system for people with disabilities. A report from the project makes two suggestions: introduction of new standards for disability and set-up of disability service determination centers. The new standards for disability are suggested to include a work ability test and a welfare needs assessment tool as well as a medical standard. Three models for disability service determination centers are suggested: independent model, local governmental model, and public corporational model. Tentative operations using the three models are on the way in the second half of 2008. In order to reform the social service delivery system for people with disabilities, this study makes a fundamental suggestion: set-up of about 120 local welfare agencies over which the Ministry of Health, Welfare, and Family can have direct control, and which are equipped with professional workers who are able to perform needs assessment and case management. In actuality, welfare centers for disabled people are the best options for local welfare agencies for disabled people.

Analysis of Local Government Social Welfare Finance - A case study of GuRoGu budget(2000~2007) - (기초지방자치단체 사회복지 재정 분석 - 서울시 구로구 예산서(2000년~2007년) 사례 -)

  • The main purpose of this study is to explore the structure of local government social welfare finance and tendency of changing structure and what affects the change. We select GuRoGu budget from 2000 to 2007 as one of local governments in Korea to perform the study goal. After we analyzed the contents of the budget, we have developed the framework of analysis for reclassifying local government welfare budget. First of all, we find utility of the framework of analysis which classify local government social welfare budget as target groups, properties, and the source of the finance. Secondly, the structure of local government welfare finance has changed for 8 years. The rate of finance for direct service has risen more than that for indirect service, and the rate of finance providing material(or service) type has risen more than that of providing monetary type. The rate of the finance from central government has grown up rapidly, whereas that from local government has fallen off. The hypotheses that the rate of financial self-reliance and the increase rate of social welfare expenditure to the previous year play a significant role to the rate of social welfare expenditure are not clear in our study. But we find the central government's effects to the local government welfare budget has grown up. So, we propose if we analyze the hypothesis of incrementalism, we must divide the effects of the previous year expenditure from the effects of central government's policy.

A Study on the Effectiveness of Therapy Dog Assisted Program(TDAP) for the Autistic Children (치료견 매개프로그램이 자폐아동의 사회성 향상에 미치는 영향)

  • This Study concerns therapeutic effects of the Therapy Dog Assisted Program (TDAP) on autistic children. Subjects participating in the study are two groups of Korean elementary schoolboys of the same age (twelve years old) : an experimental group and a control1ed group of equal number of children (sex children in total). Thirteen different sessions of TDAP interventions were performed over a three-month period. Evidence from the present study indicates that the children participating in the TDAP program achieved a greater degree of improvement in their social interactions as well as in their individual activities in comparison with the preTDAP counterparts. The present study also demonstrates significant changes in the TDAP group in comparison with those in the non-participating control group. The results from this study supports that the proposition that the Therapy Dog Assisted Program can be applied effectively in treating people experiencing severely damaged social functioning. Such a program may serve as an effective treatment modality in a variety of clinical social work settings. The questions of long-term effects of the TDAP intervention and possible interference with other behavioral side-effects on the part of the intervened subjects need to be addressed in future studies.
