Measures to use the Land Price Information System in Connection with the PDA Technology for Investigation of Land Characteristics (토지특성 조사를 위한 지가정보시스템과 PDA의 연계 활용 기법)

  • As a result of establishing the regional self-government system, regional residents came to take more interest in their land ownership rights and relevant areas. The administrative bodies in South Korea are trying their best to meet the complicated and diversified demands of the residents regarding land and construction administration. However, governmental agencies are having difficulties identifying land characteristics on the field as part of standard lands change every year. Also, the vague boundaries of agricultural and mountainous land areas are causing surveyors problems in spotting the right areas. Thus, this study intends to provide information and guidance on an accurate land price calculation system in connection between the land information system and PDA technology for distribution of accurate information regarding lands and their management.

The Development of Extended Urban Land Information System for Sustainable Urban Management

  • This study aims to develop the Extended Urban Land Information System (EULIS) which can support the sustainable urban management. Although the existing Urban Land Use Information system (ULUIS) that aids the micro-level land use information is a good means for the understanding of urban spatial structure and district-level planning and management (such as urban design, redevelopment planning and district-level transportation planning, etc.), it has some limitations in supplying the information for sustainable urban management, such as environmental and traffic analysis, urban infrastructure's carrying capacity analysis, etc. The EULIS is designed to efficiently supply the information for sustainable urban management. For the successful construction of EULIS, the followings have to be considered. 1) the integration of topographic maps which contain the building's footprints and cadastral maps which contain the parcel's boundary, 2) the integration of EULIS and FM (Facility Management) system for the full utilization of information about capacity analysis of infrastructure, 3) the construction of standardized georeferencing system and spatial unit for the combined use of environment and traffic census data. This study shows 1) why EULIS is needed for the sustainable urban management and which elements are needed for the system,2) the E-R data model for the EULIS, 3) the strategies for the construction of EULIS and 4) the conclusion.

  • Planning Support System (PSS), an alternative framework of computer-aided planning system combining geographic information system (GIS), urban models, and visualization tools, has been actively researched and applied in many developed countries. This paper introduces a PSS-based land use change model, What if\ulcorner PSS, by applying it to Chongju City, Korea. This model application study used the spatial database, Restricted Development Zone (RDZ), and other hypothetical land supply- and demand-related policies of Chongju City. The collaborative PSS model supported land use planning process by helping users to speedily and easily create and test policy-oriented scenarios. The study found that the fully operational PSS model was readily applicable and useful to Korean local land use planning. The paper discusses the conceptual model framework, data requirement, application process, model output, and practical usage. This study would be considered as a prototypical approach of PSS-based land use plan making for Korean cities.

  • By the rapid development of computer technology and the more efficient use of land-related information, Land-related Information System has been developed by the central and local government respectively. The problems of the storage, maintenance and exchange of land-related data will be anticipated. The purpose of this study is to meet the demands of governments and prevent the duplicate investment for the information system. The data sharing and standardization should be achieved for the more efficient land management. The theme of UN's sustainable land management and the future vision of cadastre according to Cadastre 2014 are thoroughly reviewed. The advanced foreign cases of LIS development are studied, too. Linkage among land-related data, the improvement of organizational institution and the training for GIS specialists are suggested as the strategies for the more efficient land-related information system development.

  • The information about land use presents future development and vision being the basis of nation development; therefore, it is necessary to more active research that can detect wide land use and changes for the information and efficient management about land use. In this study, we wished to analyze effectively land use changes to Ansan city that is fast changing land use by the latest national land development and urbanization. this study executed land-cover classification using 4 year's Landsat TM images including Ansan city, and efficiently could manage the result of land-cover changes through Arc/Info GRID analysis. Especially, by using change detection system that is developed in this research, we could variously detect land-cover changes, and query and search easily past land-cover changes of pixels that correspond to specific region.

  • The aim of this study is the process of developing the information system of individual announced land price that can efficiently manage the land price work, improve public reliability in services and establish systematization of the national land information. The system is adapted to the test area, as a result, it is concluded that can improve the efficiency of management and the accuracy and objectivity of land price. Thus users can easily use it without professional knowledge since it offer convenient user' environment. Furthermore, it can rapidly search character and classification of land, use-zoning, the present condition of land price and so on. And it can find out change of land price and user according to search of history.

  • The purpose of this study is to understand the appropriateness of land aptitude assessment system and to draw up the improvement of this method. The land aptitude assessment system is used to evaluate the effective demand of land development and land conservation. But, this assessment system has the technical problem of selection standards because the land development and the land conservation are against each other. In terms of the relation between development and conservation of land aptitude assessment system, development was increased rapidly as the economic pressure of local government. The application of the land aptitude assessment system using GIS methods was very useful for local plan. However, this system need to improve the selection standards of GIS parameters and statistical methods for the desirable land assessment system.

  • The direction of land use for the subject district (Zuksan-myun, Anseong-gun, Kyeonggi-do) were analyzed as the basic model of new rural land management system connected to production and living. General land use planning was presented by land suitability classification which was applied to geographical information system(software ARC/INFO). The course of analysis of land suitability using the geographical information system were generalized and the results of analysis for paddy and upland fields and settlement were presented as 5 criteria of the suitability rank. It was found out that the analysis of land suitability is able to use as primary data of rural land use planning.

  • Ulaanbaatar city, the capital of Mongolia and the center of Mongolian economy, increasingly needs to have a long-term urban planning and a system to impose a tax on land effectively as insufficient development of land and the moving of nomad into urban areas increases during its rapid growth. Therefore, Mongolian government has to prepare a land management system which provides the infrastructure to improve work efficiency and service quality by integrating digitalized data about land and main facilities and sharing data between related departments. This research analyzed the environment to operate the existing land management system and working environment and redesigned database. Furthermore, it integrated all the existing systems, configured service network, and made working environment for land registration, land permission, land payment management to be processed online. With this, it provides the foundation to improve quality of people's life through the preparation of long term urban planning, clean tax administration of real estate, and reconsideration of efficiency about urban infrastructure investment.

Development of Modeling Technique for Land Rearrangement Using GIS (GIS를 이용한 경지정리 모형화 기술 개발)

  • A modeling technique of land rearrangement was proposed using Geographical Information System(GIS) based on PC ARC/INFO. Three regions with different slopes were chosen. At first, slope angle and direction were calculated, and lands were rearranged using various parameters. The required parameters are obtained from PC ARC/INFO and the design factors for land rearrangement. The shape of land before rearrangement could be compared with the shape of land after rearrangement. Besides the shape comparison, drain site could be determined and the information for cost of land rearrangement could be obtained. The system was integrated on a menu driven style with SML files and subprograms. GIS was proved to be useful for land rearrangement design.
