Problems and current situation of public health globally and domestically were analyzed in this study and based on these findings, ways to improve from western medicine and Oriental medicine can be deduced as follows: 1. Current problems of public health in Korea and the world 1) Increase of diseases resulted from daily habits and infectious diseases, many are at the brink of being ill. Quality of life from extended life span and unbalanced health care must be solved. 2) Natural and societal factors including host factors, public health service, and other external and internal factors play an important role in deciding healthy and being ill. 3) Some of the limits and problems of modem medicine include insufficient academic knowledge and incomplete theory, as well as misled approach to the treatment. Human itself isn't perfect organism and other realistic problems hinder one's well-being. 4) Regardless of western medicine or Oriental medicine, patients were approached as someone with diseases and disorders, and wholistic approach was disregarded. Lack of clinical training, absence of clear educational philosophy and goal are some of the reasons why the education isn't under concrete system 2. Important factors for the medical education and proper direction for the education of Oriental medicine 1) Important factors for medical education - Education should not be limited on the human health and illness, but also cover qualities such as well-being, social welfare, service, and happiness. Every aspects of human life must be considered and attended for more productive outcome. - Basic understanding of humanity must be included in the educational curriculum - Foundation of human diseases and pain are associated with inner life and surrounding causes including family, society, nature, race, culture, religion, politics, and etc., thus the education must be approached to recognize aforementioned criteria. 2) Proper direction for the education of Oriental medicine - Values of Oriental medicine for medical principles and importance of lifehood must be educated. - Educational goal, limits, and levels must be established for the school of Oriental medicine - Respect for life must be the top priorities of educational direction which should lead to solution based education for the human health. Latest medical theory and technology should be accommodated as well as prevention, treatment, and balancing of basic courses and clinical training for optimal education.

The hypoglycemic and hypolipidemic effects of Allium victorialis (AV) leaf methanol extract were evaluated in a high fat diet (HFD) supplied mice. Changes on the serum glucose, total cholesterol, triglyceride, low density lipoprotein and high density lipoprotein were examined. The effects were compared with those of a group given 250 mg/kg of metformin. After 91 days of a continuous HFD supply, the mice were showed marked hyperglycemia and hyperlipemia. However, these hyperglycemia and hyperlipemia induced by the HFD were inhibited by the AV extract treatment at the three different doses (62.5, 125 and 250 mg/kg). The results suggest that the AV methanol extract is beneficial for improving the diet-induced hyperlipidemia and hyperglycemia in humans.

Life nurturing medicine mentioned in this paper refers to medical practice based on health preservation. This practice embraces alimentotherapy, respiration practice, qi gong, lacking food method as well as preventive medicine and geriatrics based on this theory. This life nurturing practice are noticeable through korean history. There were Korea own's xianjia(仙家) yangseng practice which after the transmission of Taoistic yangseng, it has been developed to take a field in medicine. The first publication that proofs this unification of life nurturing practice and medicine is Donguibogam ("東醫寶鑑"). Life nurturing method took more proportion in medical practice as medical books emphasized on preventive medicine like Yiyangpyun("二養編"), Boyangji were published distinguishing from other field of medicine.

The purpose of this paper is to survey the current status of service utilization in oriental medicine, to identify the determinants of consumers' decision in the service utilization, and then suggest policy implications for promoting the consumers' utilization. A multiple regression model was adopted to analyze the factors that influence consumer's decision in purchasing the oriental medical services. Data used in this research relied on National Survey Data conducted by Korea Institute of Health and Social Affairs, and sampling survey. The results could be summarized as follows.: 1. the number of visits to oriental medical institutions has shown an overall increase during the last decade since the inception of health insurance for oriental medical services. It still, however, revealed a relatively iow figure to western medical services. 2. the main factors, after controlling demographic variables, that determine consumers' selection between oriental medical services and western medical services are considered to be price, belief in effectiveness of services, waiting time for service. Implications for policy recommendation include 1. to reduce a barrier to service utilization by discounting dramatically the price of herb medicine, which is believed to be crucial in expanding market share, 2. to encourage consumer's belief in clinical effectiveness through a specialization in competitive services compared with wertern medicine, 3. to keep the affirmative image among consumers alive through an active participation of oriental medical doctors in community activities, 4 to change the health care system in favor of oriental medicine in the long run.

To strengthen the R&D capability and the competitiveness of the Korean oriental medicine industry, an adequate supply of qualified R&D personnel including medical doctors of Korean oriental medicine is an important precondition. This study analyze current and future R&D manpower requirements including medical doctors in the Korean oriental medicine research area. Our analyses can be utilized for developing the government R&D manpower planning including the adequate supply of medical doctors for the Korean oriental medicine research. For the study, we conducted and analyzed a delphi survey of the experts, the principal investigators, with expertise in Korean oriental medicine research areas. The results of this study can be summarized as follows; First, in 2007 the Korean oriental medicine R&D personnel is currently under-supplied as many as 302 people including 111 medical doctors of Korean oriental medicine. The rate of under-supplied is 28.2%. Second, in 2017 the forecast shows that the R&D personnel in this area will be more severely under-supplied as many as 539 people including 185 medical doctor of Korean oriental medicine. The rate of under-supplied will be 32.6%. As a result, the confrontation of demand and supply forecasts shows that, in general, severe shortages of R&D manpower in the areas of Korean oriental medicine will result if there are not adequate manpower policy adjustment.

Oriental Medical Service established foundation that Oriental medical clinic can take part in industrial health service by being specified industrial calamity medical treatment organ, but research which develope program that Oriental Medical Service approach on the occupational disease and industrial health only dealt in the Western Medical System was insufficient. So we studied on theoretical foundation and basic bearing about .program of oriental medical health examination in the workplace, it is based on explanation and assessment reformed by western medicine. We reached the conclusion as follows, 1. We must reconsider the concept that mind of Oriental medicine is preventive medicine, and assess positively result of social medicine. 2. Importance of industrial health is being enlarged in the category of health care. 3. Western medical health in including industrial health have faced much problems at this time, we can search by alternative proposal grafting on Oriental Medicine. 4. Oriental medical participation in the industrial health have various benefits at side satisfaction of workers, effect of prevention, efficiency of cost, and increasing rate of medical treatment and return to workplace of workers with industrial calamity. 5. We must consider Oriental Medical Health Examination as one way of health management program of workers, not as formality. 6. The advantage of Oriental Medical Health Examination can increase ability of individual health management in preventive medicine and the production in workers' health management.

BACKGROUND : Changiga is a hetnal medicine which has been used of the traditional therapeutic agent of asthma. So I examine the effect of Changija on immune Cell&serum OA-specific IgE in BALF in rat asthma model. MATERIAL and METHODS : Rats were sensitized with OA; at day 1 sensitized group and Changiga(CIG) groups were systemically immunized by subcutaneous ingection of 1mg OA and 300mg of Al(OH)3 in a total volume of 2ml. At the same time, 1ml of 0.9% saline containing $6{\times}109$ B. pertussis bacilli was injected by i.p. 14 days, after the systemic immunization, rats received local immunization by inhaling 0.9% saline aerocol containing 2%(wt/vol) OA, A day after local immunization, BAL fluid was collected from the rats. A day after local immunization, rats were orally administered with Changiga extract 14 days, Lymphocyte, CD4+ T-cell CD8+ T-cell counts, CD4+/CD8+ ratio in BALF, change of serum OA-specific IgE level in the peripheral blood were measured and evaluated. RESULT : Changiga showed a suppressive effect on a rat asthme model. Changiga decreased lymphocyte, CD4+ T-cell, CD4+/CD8+ ratio in BALF, serum OA-specific IgE level as compared with the control group, whereas Changiga decreased CD8+ T-cell in BALF with statistical nonsignificance as compared with the control group. CONCLUSION: This study shows that Changiga have a suppressive effect on rat allergic athma model. Changiga would be useful allergic asthma treatment agent.

Contemporary topic of the culture is turning to the Nature. In this situation, The Paradigms of realization about Human body and medical science are changing. The new interpretation of the value of Health is another method of recovering the Nature. Oriental medicine has mainly dealt with health preserving idealogy in origin, and pursued it. Get out of the curing medicine, the health preserving idealogy which aims to live up to one's lifespan has been becoming the main idea of Oriental medicine. In this respect, we can extract insperation from the concept of Meebyung and preventive treatments which came from the ideas of preventive medicine in Oriental medicine. Among the researches of Meebyung in Oriental medical classics and in Oriental tri-countries, we grasped and analyzed the trends of them. In connection with the most fundamental project in Meebyung study which is to set up the concept of Meebyung, we inspected the standards which can categorize and diagnose Meebyung. In contrast with 'Ibyeong', Meebyung in Oriental medical classics can be attained from living in harmony with the Nature, four seasons, Eum-and-Yang and the Five Phases. However the classification of Meebyung, Yogbyeong, Ibyeong in medical classics made foundation of post preventive medicine. From the various studies we can find as follws. Promting national project in Meebyung, China is trying to reestablish classifications of Meebyung, as Japanese Meebyung scholars are focusing on quantitative methods. Although there are not enough research products, Korea must absorb the products of such other countries, as to categorize Meebyung through the pattern identification system of Oriental medicine, and achieve our goal of promotion of health.

In oriental medicine, it is well known that Angelica gigantis tonifies and harmonizes the blood, regulates the menses, and moistens the intestines. This herb has been used for deficient blood pattern, menstural problem, abdominal pain, and traumatic injuries in oriental medicine. A major component of Angelica gigantic consist of a various coumarines, decursin, schooltime, umbelliferone, safrole, 3-butylphalide sistesterol. In this study, we aimed to measure the contents of decursin, one of major coumarine derivative, to determine the standardization of Angelica gigantis.
