Strategies for developing the Appropriation Method of the Construction Quality Cost (건설공사 품질관리비용의 구성요소 및 현실화를 위한 계상방법에 대한 고찰)

  • Clients ought to Appropriate the cost of quality management for contractors based on Construction Technology Management Act. The costs of safety management and environment reservation are separately estimated. and the quality management cost is added up to secure the construction quality required on sites. However, the sufficient cost for quality management was not allowed to the contractors, due to the viewpoints of the clients that the quality management should be one of the duties of contractors. In addition, an Account-related legislation enacted a provision of the labor cost of quality management as the one that should be included in the indirect labor cost. From the continuous survey the quality management cost is currently estimated by 0.2% of the total project cost and the contractors protest the portion of the quality management cost is insufficient. Thus, this paper aimed to provide the bases of estimation of the actualized quality management cost considering the viewpoint of contractors.

  • Since Jan. 2004, the Ministry of Construction and Transportation has partly introduced estimation system of historical cost data in order to reflect result cost of construction market to cost estimation for public construction. It is expected that the purpose of the introduction would be evaluated considering the long-term development of domestic construction industry. In article 3, paragraph 4 of the planning criteria of estimated cost of financial regulation related to government contract rule, the profit estimated by historical cost data indicates sales profit and it is calculated by multiplying the sum of direct cost, indirect cost and general overhead by rate of profit. Finally, it is said that rate of profit cannot exceeds 10%. However, there are a lot of constructions for electronic equipment in the electronic construction and the proportion of government furnished material is very high, not like engineering works or constructions. Therefore, as the proportion of material cost over direct cost is relatively lower if current rate of exceeds (10%) is applied, there would be a wide difference of cost in the items of profit under the estimation system of historical cost data. This paper was conducted to examine estimation methods of the items of profit under the estimation system of historical cost data and suggest reasonable applications.

On-Site Manpower Increasing Impact on Labor Productivity

  • During a typical construction project, a contractor nay often find that the time originally available or normally expected to perform its work has been severely reduced. To finish the project by the completion date, the contractor is forced to find a way to speed up the progress of its work to compensate for the reduction in available time. The most frequent initial reaction of contractors to this situation is to increase on-site manpower by working longer time (overtime), adding more workers (overmanning), or implementing shift work (shift work) to increase the rate of progress. The goals of this study were to investigate how these three methods affect labor productivity and to quantify their impact on labor productivity by analyzing real project data collected from sheet metal contractors and mechanical contractors in the US.

  • 본 논문은 변압기의 과부하 상태를 모의하고 내부 절연물의 잔존수명을 평가하기 위한 방법으로 열적 스트레스를 인가한 가속 수명 시험을 수행하여 광유 함침 절연지의 전기적 기계적 열화 특성을 분석하였다. 시험에 사용된 절연 재료는 변압기의 주 절연물로 널리 사용하고 있는 셀룰로스계 크래프트 절연지와 광유계 절연유를 사용하였다. 가속 열열화 시험은 IEEE/ANSI Standard C59.91-1981의 수명 예측 곡선에 의거하여 국내 배전환경에 부합하도록 $55^{\circ}C$ 절연시스템을 기준으로 하였으며, $150^{\circ}C$에서 약 1,000시간 동안 열 스트레스를 인가함으로써 변압기의 수명이 다하도록 모의하였다.

  • The building remodeling is providing a lot of solutions - structural, aesthetic, environmental, and energy performance improvement - in improving buildings performance and environment. The remodelings influences on our society are resource conservation, environmental conservation, expansion of construction market, and creation of new employment. The three principal remodeler groups involved in this building remodeling are general construction contractors, interior architecture contractors, and ESCO (Energy Service Company). Having a representative character, this study classifies remodeling methods into five types: structural remodeling, spatial remodeling, exterior remodeling, environment-friendly remodeling, and ecological remodeling.

  • Construction schedule plays a key role in project management due to its influence on the project success. Thus, it is important to identify factors affecting construction delay. The major objective of this study is to identify and evaluate factors affecting construction delay in apartment projects in Vietnam. The findings confirmed that financial difficulties of owners and contractors, contractors without adequate experience, non-available materials on time, slow site clearance, inappropriate construction methods, defective works and reworks, and lack of capable owners/project managers are the major causes of delay in apartment projects.

An Analysis on Expanding Construction Insurance and Estimating Necessary Budget (건설공사보험 확대 당위성 및 예산소요 분석 연구)

  • This study analyzes necessity of expanding construction insurance and estimates required budget. Construction insurance is obliged by National Contract Law and Local Contract Law to protect projet owners and contractors from any unexpected construction risk such as financial losses in construction process. Currently the contracts of design-build and alternate-bid projects as well as PQ project, which are greater than 20 billion won, require the contractors to provide construction insurances in Korea. Insurance premiums are borne by the public project owner. Those contractors whose contract volume is less than 20 billion won burden all risks of projects at their cost. This causes equity problem. Because small-and-medium contractors are discriminated against large contractors since insurance-obliged projects are performed by large contractors and insurance premiums are borne by the public project owner. On the other hands, in all engineering projects, regardless of volume, insurance premiums are borne by the project owner. Therefore current regulation has to be improved, by expanding to all public projects. The average ratio of unobliged projects is 46%, in recent 3 years, prime cost of insurance companies is estimated 0.2%. Moreover considering risks of each construction type, prime cost of unobliged works is estimated as 0.13%. Hence additional necessary budget is estimated to be 2.09 billion won if total volume of public work is 3.5 trillion won. And 2.39 billion won is derived if total volume of public projects is 4 trillion won.

A Case Study on the Properties and Effects of the Information Sharing System in the Korean Apparel Manufacturers (국내 의류기업의 정보공유 시스템 특성 및 활용효과에 관한 실증연구)

  • As apparel manufacturers have increased their outsourcing garment making to cope with the rapid changing market, the information sharing has been the most important factor for the Korean apparel industry. The purpose of this research was to identify the properties and effects of information sharing system between Korean apparel manufactures and contractors. For this study, two apparel manufactures which actually used the information sharing systems were case-studied for the properties and effects of the information sharing system. The results of this study are shown as follows; 1) The companies ("J" and "S"), studied in this paper used sharing information mostly on order, delivery, and accounts within their contractors based on information sharing system. Company "J" turned out to have strong partnership with their contractors and developed more flexible manufacturing system and QR strategy. They shared not only basic transaction information but also quality inspection information and work-in-process information by using information sharing system. 2) The effects of information sharing system were proved as business transaction time reduced more than 60 percent, compared when staffs had to face to face, or use phone or fax to deliver documents. This study was investigated to provide an example which introduces information sharing system objectively and systematically to the apparel industry.
