This article is about the study on construction contractors in Daegu during the Japanese Colonial Rule. The first construction contractors who involved with Kyong-bu railroad work in 1904 personally. But, after they go through the bidding method, changed by the Japanese Government General of Korea in 1922, and the second bid rigging in 1932, contractors was changed gradually the organization into unlimited partnership, limited partnership or stock corporation. The number of them was increased. Most contractors were Japanese, and organized a limited partnership which has been capitalized at 30,000 won. On the other hand, Korean contractors couldn't work at an important part, except for the personal activities of Youngsil Lee(李永實). They were usually employed as consultants or field deputies by Japanese contractors. After the Liberation, Japanese construction contractors returned to Japan, however Tatuoka-kumi(龍岡組), Yasiro-kumi(屋代組) and Sakano-kumi(坂野組) that was leading the business which were took over by Koreans. They were leading architecture field in Daegu.

Most of specifications are composed by letters and the contents of specifications are very bulky. There exists correlation between the detailed contents. Therefore, to be achieved suitable quality of electricity function; it requires effectively organized and well expressed structured system. Therefore, it should be considered that assuring user's safety and guarantee capability of electricity installation through development of making such systematic specifications and supply of a technology that heighten consummative technology. Because the scope of electricity construction that requires making specification is very wide, in order to save resources and improve the level of technology, it is required that the standard of technology that is composed in the electricity construction that is from unit of electricity construction to whole electricity construction should be united and controlled nationally.

본 논문에서는 전기공사 시공현장에서 일어나는 재해사고에 대한 분석을 하였으며, 전기공사 주요 현장에 대한 안전사고사례를 예를 들어 추후 유사사고 또는 동동의 사고 예방을 하는데 기여 하고자하며, 전기공사 분야별 안전사고를 중심으로 분석하였다.

Since Jan. 2004, the Ministry of Construction and Transportation has partly introduced estimation system of historical cost data in order to reflect result cost of construction market to cost estimation for public construction. And KEPCO started estimation system of historical cost data in the electrical construction works. Electrical construction cost index a matter of great importance. This paper was conducted to examine estimation methods of the items of the price index estimation system of historical cost data and suggest reasonable applications.

본 논문에서는 전력기술의 연구개발을 활성화하고 새로운 기술의 홍보 및 보급을 촉진하기 위하여 전력기술관리법에 의거 정부에서 운영하고 있는 전력신기술제도의 현황을 파악하고 문제점에 대한 분석을 통해 개선방안을 제시함으로써 전기공사업계의 전력신기술제도 정착과 건전한 발전을 도모하고자 한다.

고도 성장기를 지난 한국경제와 힌국기업은 더 큰 도약을 이끌 새로운 패러다임을 고민해야 하는 시점에 서 었다. 최근 일반건설업과 전문건설업의 상생협력이 중요한 화두로 떠오르는 시점에서 상생협력의 특징을 이해하는 것은 중요한 과제이다. 본 논문의 목적은 주요 상생협력요소를 중심으로 일반건설업과 전문건설업의 상생협력에 대한 인식의 주요 특징을 각 주체별 분석과 상호 비교 분석을 통해 도출하는데 있다. 이를 통해 각 주제가 상생협력에 대한 어떠한 공감대 또는 비공감대를 형성하고 있는지 파악할 수 있고 이는 상생협력을 위한 기업의 전략수립이나 정부의 정책 수립을 위해 유용하게 활용될 수 있다.

본 연구는 건설생산체계 개편에 따른 종합·전문건설사업자 간 상호참여 가능한 시장규모를 분석하고, 설문조사를 통하여 실제 시장 참여자의 시장진출 의향 및 방식을 분석하여, 향후 건설시장의 변화를 분석하고 예측하였다. 먼저, 종합·전문건설사업자의 업무 내용 연관성, 등록기준 유사성, 종합·전문 상호참여 가능한 시장을 분석을 통하여 종합공사업종과 전문공사업종 간 연계성 비율을 살펴보았다. 선행연구들의 통계자료에 의존한 추정의 한계를 극복하기 위해, 실제 시장 참여자의 시장진출 행태를 분석하고, 이를 토대로 건설 생산체계 개편이 건설시장에 미치는 영향을 보다 구체적으로 분석하기 위하여, 종합·전문건설사업자를 대상으로 상호시장 참여 의향, 참여방식 등에 관하여 설문조사를 실시하였다. 설문조사 결과, 종합건설사업자의 52%가 전문시장에 참여 의향이 있는 것으로 나타났으며, 전문건설사업자의 55.1%가 종합시장에 참여 의향이 있는 것으로 나타났다. 토공사, 철근콘크리트공사, 시설물유지관리, 상하수도설비공사, 실내건축공사업 시장에 참여 의향이 높은 것으로 분석되었으며, 공사 규모로는 5억~30억 미만 규모의 사업에 대한 경쟁이 예상된다. 본 연구를 통해 건설산업 생산체계 개편으로 인해 건설업체가 당면하게 되는 주요 환경변화를 이해하고, 이러한 변화에 효과적으로 대응할 수 있을 것으로 판단된다.

This study deals with construction contract bid-rigging by Japanese contractors who monopolized the construction market of the Korean Peninsula during the Japanese colonial rule, and investigates the abuses of the contract bid-rigging. First of all, construction contract bid-rigging in Korea was triggered by Japanese construction contractors and contract brokers, who had savored the benefits of bidrigging in Japan and had repeated the bid-rigging in Korea since 1903. Second, the agency played a significant role to mediate construction contractors, and existed throughout the Japanese colonial rule on the Korean Peninsula with changing their names. Most of them were engaged in major contract bid-rigging scandals. Among them was Construction Association of Korea, which existed for over 13 years. The agencies had took part in governmental services since the mid-1930s when Japan exploited Korean people during wartime, and focused on sweating human resources for the constructions. Third, one of the biggest construction bid-rigging scandals during the Japanese colonial rule was "the 1st and 2nd scandal on Daegu construction contract bid-rigging." Indeed, the second scandal paved the way for the serial scandals: "Kyeongseong construction contract bid-rigging scandal", "Busan construction contract bid-rigging scandal", and other cases throughout the nation. Fourth, along with the contract bid-rigging cases related to the Japanese Government-General of Korea and local authorities, bid-riggings firmly took rooted in local governments' farmland reclamation projects in the 1920s and the poor relief services in the 1930s. The "bid-rigging charges" forced contractors to compensate their losses with exploiting material costs and labor costs, generating serious problems. The construction contract bid-rigging enabled Japan to monopolize the construction industry and to sweat farmers on the Korean Peninsula. Against this backdrop, contract bid-rigging by Japanese construction contractors during the its colonization made Korean contractors ruled out, and helped Japanese monopolize the industry. A large amount of bid-rigging charges drove Japanese contractors to do fraudulent work with cheap materials and to exploit Korean labor force.

본 논문에서는 국가 경제성장률과 국내 전기공사실적 증가률에 대한 상관관계를 비교분석하였으며, 연간 전기공사 실적에 대한 항목별 구성비율 중 노무비가 차지하는 비율을 분석하였다. "국가를 당사자로 하는 계약에 관한 법률 시행령 및 시행규칙"과 회계예규인 "예정가격 작성기준"에 근거하여 원가계산에 의한 전기공사 예정가격 산정의 기초자료로 활용되는 전기부문 표준품셈 체계개편이 전기공사업에 미치는 영향을 최근 발주된 대형공사에 체계개편 전과 체계개편 후 공사금액을 비교하여 종합적으로 분석하였다.

본 연구는 건축 전문건설업체의 경영성과지표와 건설경기지표와의 상관성 분석을 통해 건축 전문건설업체의 대응전략을 제시하는 것을 목적으로 수행되었다. 건축 전문건설업체의 경우, 총자본회전율의 충격에 건설수주액이 반응하는 것은 기업이 총자본을 운용함으로써 건설수주액에 영향을 미치고 있기 때문인 것으로 판단되며, 이러한 활동성이 결국 기업의 영업이익률을 증가시킴으로써 안정성을 확보시키는 것으로 판단된다. 이는 건축 전문건설업체들의 특성상 총자본의 운용이 수주활동에 영향을 미치기 때문인 것으로 평가된다. 따라서 건축 전문건설업체는 총자본의 운용계획을 구체적으로 수립함으로써 기업의 안정성을 확보할 수 있을 것으로 판단된다.
