Analysis of presidential records in the 1960s : focused on economic sector (1960년대 대통령기록 분석 경제 분야를 중심으로)

  • The National Archives's presidential records in 1960s are neither complete nor accurate. However these records are worth enough to researchers as a source of the main policy stream and informations of the time. In the past, the catalog of National Archives only contained simple record information without the analysis of content. Therefore this article designed the subject classification scheme based on analysis of presidential records in economic sector. The distribution aspect of the subject record type is the clue to understand the main project of presidential secretary in 1960s during the industrialization process. Also the information of the content of record such as the character, association, location invigorate the collection of record and its use to related organizations.

The study for analysis of acidity and moisture in paper record by mobile small NIR spectrometer (이동 가능한 소형 근적외선 분광 분석기를 사용한 종이 기록물 내 산성도 및 함수율 분석에 대한 연구)

  • As for quality evaluation of paper records, it is very important to measure acidity and moisture in paper. In the case important paper records, it should be measured directly in field. But ISO standard analytical method would be limited to measure directly in field for quality evaluation of paper records until now. Therefore it could be to use mobile small NIR spectrometer for being analyzed by direct and non-invasive method in field. The wavelength range of small spectrometer has from 900 to 1700 nm, and the surface of paper could be measured by diffused reflected optical fiber probe. Thus, the acidity and moisture could be analyzed on the paper record with from 1970 to 2003. As the result, it could be confirmed to have each more than 0.9 as the correlation of acidity and moisture. Thus, it will be possible to develope the evaluation system of paper record with mobile small NIR spectrometer and optical fiber by the result.

First Reliable Record of the Sickle pomfret, Taractichthys steindachneri (Bramidae: Perciformes) from Korea (우리나라 남해에서 출현한 새다래과(농어목) 한국미기록종, 흰꼬리타락치 Taractichthys steindachneri)

  • Taractichthys steindachneri is described based on two specimens (224.7~406.5 mm SL) collected from the south sea including the adjacent water of Jeju Island, representing a reliable first record from Korea. The species is characterized by having well-separated each pelvic fin, semicircular groove on dorsal surface of caudal peduncle, well-elongated dorsal and anal fin rays, nearly uniformly blackish body color with white margined caudal fin.

New record of Codium lucasii (Bryopsidales, Chlorophyta) in Korea

  • A prostrate species of Codium (Bryopsidales, Chlorophyta) was collected from Daejin on the eastern coast of Korea. This alga is morphologically characterized by a prostrate, adherent or pulvinate, dark green thallus that is tightly attached to substratum. The utricles are strongly grouped and cylindrical to slightly clavate. Their apex is rounded to capitated, and it frequently has an alveolate ornament. Hair scars are found in the upper portion of the utricle. The gametangia grow on a short pedicel in the upper part of the utricle. In the phylogenetic tree based on molecular data, this alga is placed in the same clade as C. mozambiquense in UPGMA analysis, and nests in a sister clade of C. lucasii subsp. capense and C. mozambiquense in ML and NJ analyses. However, the genetic distance between the sequences of the Korean alga and the two species is 1.3-1.9%, while that between the Korean alga and C. lucasii from Japan is 1.1% within intraspecific range. The divergence value between the Korean alga and C. lucasii from the type locality (Australia) is 2.7% considered to be interspecific range. As based on this genetic divergence value, the Korean alga together with Japanese C. lucasii can be separated from genuine C. lucasii from the type locality. However, the Korean alga is identified as C. lucasii until those entities are morphologically characterized in species level. This is the first record of C. lucasii in Korea

  • Bian-zheng(辨證) of Korean Medicine(KM) is based on four examinations(四診) of Korean medical doctor. The interrogation or questioning(問診) provides the most information of four examinations. The symptom obtained from the interrogation or questioning is the main basis of the Bian-zheng. KM is understood in the whole state of the body of a specified time without seeing the disease exist. So the observable symptom is disease itself. Symptom in KM is used as an important basis for the diagnosis. But if the interview when memories are not sure of the correct answer does not get much easier to find exactly the symptoms. So when recording original symptom(素證) and daily subjective symptom can be helpful for care. In this paper, we propose daily living symptom record system as a method that can be applied to the health care according to the importance of collecting the symptom in the KM. Daily living symptom record system can record the symptom in the individual to awaken daily. The system stores the symptom in structure and provides an open shared services. So it can be used as a symptom of other systems, such as PHR, EMR, CDSS. In addition, Doctor may be able to help in the treatment determined by reference to shared symptom.

Evaluating Records and Their Descriptive Elements in the Records Management of Korea on the Basis of the Characteristics of a Record and Recordkeeping Metadata Standards (기록의 속성과 메타데이터 표준을 통해 본 한국의 기록·기록기술)

  • ISO 15489:2001 addresses the principles and requirements with which organizations, both public and private, should comply on the management of their records to ensure that adequate records are created, captured and managed. The standard defines the characteristics that a record should have through records management system as follows: authenticity, reliability, integrity, and usability. Authenticity means that records can be proven to be what it purports to be, to have been created or sent by the person purported to have created or sent it, and to have been created or sent at the time purported. Reliability means that the contents of the records can be trusted as a full and accurate representation of the transactions, activities or facts to which they attest and can be depended upon in the course of subsequent transactions or activities. Integrity refers to ensuring that a record is complete and unaltered. Usability means that records can be located, retrieved, presented and interpreted. In order to have these characteristics, a record should be persistently linked to the metadata necessary to document a transaction. Metadata is "data describing context, content and structure of records and their management through time." Metadata ensure the creation and maintenance of authentic, reliable and usable records and the protection of the integrity of those records. It could be implemented by creating and capturing records management metadata in systems that create and manage records. There have been some projects and standard initiatives to identify a core set of records management metadata. Included are the Australian Recordkeeping Metadata Standard and the British Metadata Standard which is part of the Requirements for Electronic Records Management System. Recently ISO/TS 23081-1 is published to implement metadata requirements within the framework of ISO 15489. Public records management system in Korea is ruled by the Act on the Management of Archives by Public Agencies and Administrative Records Management Regulation. This article evaluates records and their descriptive elements captured and maintained by the records management system in Korea on the basis of the international metadata standards.

  • This study is a case study for in-house developed Record Maintenance and Management (RMMS) which is a digital data storage/retrieval system in a GIS-enabled solution. RMMS is designed for reorganizing submitted architectural drawings associated with scanned drawings files & geodatabase, managing metadata/table and geometric features in ArcSDE/Enterprise geodatabase format. The birth of the RMMS was borne out of a necessity for a modernized approach in digital file basis to provide improved customer services for various architectural drawings and associated with geo-spatial and its attribute information. Through a case study for building permit & review practice implemented on an internet-based Electronic Architectural administration Information System (EAIS) at the local governments in Korea, this study is able to derive differences between GIS-enabled RMMS system implemented in the Richmond City and internet-based EAIS system implemented in the local government in Korea. In an effort to be the most effective, it presents meaningful ways of maximizing efficiency in record maintenance & management system derived from the case studies that looked into in ways of a method in RMMS' operation, implementation on GIS platform, mutual interface among various programs with various digital files and finally technical supports and system development /upgrade.

A Study on the Record Management of National Archives of Korea (국가기록물 관리의 현황에 관한 발전적 제언)

  • In this research the issues of record management of national archives in Korea are classified into four categories: 1) improving the status of the Central Archives of Korea, 2) constructing a new national archives, 3) revising the law on the record management, 4) creating qualifications for a professional administrator for Archivist. 1) In order to strengthen the function of the Central Archives of Korea, it is very urgent to create a systematic mechanism in which the Central Archives oversees and administers public archives(documents) collected from all the public institutions not only under the Administration but also the legislature and the judicial authorities. 2) This paper suggests that a new National Archives should be a symbolic building representing Korea as archives. Considering the fact that Presidents archives will be a part of this new National Archives, it also suggests that artistic and decorative pieces which embody Korea's representative archives or people should be included in the building. The budget for these should be supplied by the government. 3) This paper looks at the matter of revising the law on Record Management in two respects: (1)strengthening the function of the Central Archives of Korea, (2)making it obligatory to produce archives not open to the public, or making a protection clause for secret archives. This paper proposes that the Central Archives of Korea will be able to collect all the public archives from all the public institutions, and to oversee and administer them by revising the 5th and 6th clauses of the current law on the record management. It also proposes that some laws which make it obligatory to produce archives for documents not open to the public, and which protect those secrecy. 4) Regarding the qualifications for a professional administrator for the record management, this paper suggests lowering the qualification a little to the bachelor's degree of the record management. Also it suggests taking into consideration the persons in charge of the record management in public institutions and acknowledging their qualifications after a certain period of training at the Central Archives of Korea or something like that. In addition, it classifies the ranks of the professional administrators according to their qualifications.

First Record of the Bothid Flounder Arnoglossus polyspilus (Bothidae, Pleuronectiformes) from Korea (한국산 둥글넙치과 어류 1미기록종, Arnoglossus polyspilus)

  • A specimen of Arnoglossus polyspilus (G$\ddot{u}$nther) (229.0 mm standard length) belonging to the family Bothidae, collect from the coastal waters of Jeju Island, represents the first record of the species from Korea. This species is characterized by having caudal fin with two simple rays on both upper and lower margins, several anterior dorsal fin rays somewhat elongated, upper jaw extending to below anterior 1/3 of lower eye, and one gill raker on the upper limb of the first gill arch. We add this species to the Korean fish fauna and propose its new Korean name, "No-rang-ban-jeom-ga-ja-mi".
