A Study on the Operation and Special Quality of the Records Disposition Schedule (기록물분류기준표 특성 및 운영에 관한 연구)

  • This study focuses on establishing a base for approaching record disposition schedules, which may be felt unfamiliar, through the overview of record disposition schedules. For this purpose, this study examined the meaning of record disposition schedules, the significance and principle of their elements, and their operation. In addition, it presented tasks to perform for record disposition schedules to play a central role of record management in the future. This study showed that record disposition schedules authorize people to control and process records, and are closely related to the development and the stability of record disposition system in Korea. What is more, it proved that record disposition schedules enable the assessment of the historical values of records, so it is possible to maintain records from the perspective of historical records. Besides, record disposition schedules are important in that they contain information on organizations and their functions, based on which we can preserve and manage extrinsic information about records.

Record management system and Registry System in the Gabo Reform (갑오개혁기 기록관리제도와 등기실체제(Registry System))

  • One of the features of record management during the Gabo Reform is that the documents office controled producing and distribution of records. The records completed the operations were sent the record office and classified and arranged. previous researches understood this record management system during Gabo Reform were introduced from Japan. This article clarifies that new record management system settled through Meiji Restoration were introduced from German(Prussian) registry system at the time. However, German registry system managed current records and this system was based on modern record management system which open the records to the public with archives. Japan accepted only registry system, current record management system of German, and didn't established archives at Meiji regime. It is same with Joseon Dynasty during the Gabo Reform regime. Therefore, the record related regulation at the Gabo Reform regime could not be judged to be a modern system. The regulations on records at Gabo Reform regime had no terms about people's right or open the records to the public which decides modern record regulations. The meaning of record system during Gabo Reform regime is that the value of records and name of organizations coincides with record life cycle. The documents office managed current records and record office classified and filed closed records. Concept of "current record=document=documents office, non-current record=record= record office" didn't succeed to today. The term 'record' is used as current record or non-current record without difference.

A Study on the Correlation of Physique Factor and Vital Capacity upon Records of Swimming Discipline At Sea (해양조련 성량과 체곡요인 및 폐활량과의 상관에 관한 연구)

  • This study investigated the correlation of physique factor( standing height, body weight, chest girth, body surface ) and vital capacity upon records of swimming discipline at sea water. The subjects are 194 sophomore students of Korea Maritime University who participated in the swimming discipline. The swimming records were divided into three groups - higher, middle and lower group. The results from this investigation are as follow ; 1. The standing height was above the average on the A, B+ record, body weight was above on the A+, A record, and vital capacity was above on the A+, A, B+, C record respectively. 2. The standing height, body weight, chest girth, body surface, vital capacity was significantly correlated between record P < 0.05 and P < 0.01. Therefore the higher record group has better physique factor and vital capacity than the middle or lower record group. 3. The standing higher of the higher record group was significantly correlated with body weight(0.514), body surface(0.768) and vital capacity(0.427), and body weight was significantly correlated with chest girth(0.525), body surface(0.940) and vital capacity. This standing heiht of the middle record group was sigificantly correlated with body weight(0.509) and body surface(0.779), and body weight was significantly orrelated with chest grith(0.618) and body surface(0.927). The standing height of the lower record group was significantly correlated with body weight(0.595), chest grith(0.363), body surface(0.802) and vital capacity(0.250), and body weight was significantly correlated with chest grith(0.678) and body surface(0.952).

A Study on the Characteristics of 17th Presidential Record (17대 대통령기록의 성격에 관한 연구)

  • This study investigated and analyzed the 17th presidential record by further expanding the awareness of the problem, focusing on media suspicions related to the 17th presidential record. And Based on the results, the purpose is to suggest ways to improve the presidential records management system. To this end, the 17th presidential record transferred to the Presidential Archives was first outlined from an overall perspective, and the records produced in the "record management", "ancillary room", and "Public Safety" functions were quantitatively analyzed. Next, we analyzed the physical records qualitatively along with quantitative analysis of the cases of 'production status notification', 'record production and nonregistration of records via e-mail', and 'core records and electronic/non-electronic records' to determine the records of the 17th President. Personality was diagnosed. Finally, based on the analysis results, a plan to improve the presidential record management system was proposed.

Construction and Operation Plan of Record Center in Central Administrative Agency : Focused on Cases of Record Center in Ministry of Justice (중앙행정기관의 기록관 건립 및 운영 방안 법무부 기록관 사례를 중심으로)

  • As the function and role of the Record Center that manage the processing department, which is the producer of records, are very passive and limited, there are growing demands for expansion of work and organization along with change in this. In order to strengthen the function and role of the Record Center, it is necessary to enrich the substance through identification of the value of preservation and utilization of records under the Record Center, development of various tasks, and the construction of independent Record Center, etc. in addition to complementing institutional devices. In this paper, we examine the construction background and process, the remaining tasks of Record Center in Ministry of Justice, and intend to find out what matters and procedures the central administrative agency should consider when establishing the Record Center based on relevant case study.

Disclosure of Digitalized Information by Public Agencies (정보공개의 새로운 지향 - 전자정보공개제도(電子情報公開制度)를 중심으로 -)

  • Digitalization of public administration information shall be accelerated more. When information exists both in the form of electronic and paper record, even the disclosure of paper record make it possible the access to public administration information itself, but there may some needs for the disclosure of electronic record in applicant's situation. Similarly, when only electronic record exists, there may be some problem about whether to disclose the record as print-out or as being electronic format itself. Thus, the method and format of disclose are very sensitive issues, and it is very important to clarify who has the competence to decide the method and format of disclosure, applicant or the public agency. In making any record available to an applicant under the EFOIA in America, the public agency shall provide the record in any form or format requested by the applicant, if the record is readily reproducible by the agency in that form or format. And for the convenience of the applicant with sensory disability, the AIA in Canada also permits the right to access to information in an alternative format. It is desirable also in our country that disclosure of information is done by public agencies in the format that applicant wants, as possible. In the meantime, we should consider the costs and technological restrictions corresponding to the change of format of information to the format that applicant specifies. In the case of electronic record, efforts required for searching cause some hard problems. Information disclosure system requires disclosure of record that exists at the demand point, and creation of new record that does not exist at that them is not required on the public agency. For the search of electronic information, we need some code or program. So, if we evaluate that act of coding or programming as creation of new record, demand on disclosure of electronic record becomes impossible, in fact. Therefore, when we include electronic record as the object of information disclosure system, we need to clarify the degree of reasonable efforts for searching the information included in that record, as long as possible, although it is very difficult problem. Also, we should consider the way to make it permitted to demand the disclosure of electronic record by FAX or E-mail. Disclosure of electronic record itself by E-mail is not generalized yet, even in America or Canada. There are many technological and legal problems to solve, before permitting or enforcing the disclosure of electronic record by E-mail. But, it is desirable to expand the method of disclosure to including disclosure by E-mail in possible spheres. Also, as well as disclosure on demands, we need to expand electronic access to information, so far as possible, in the process of information offer.

The Enactment of Record Management Act and the Reform of the National Assembly Record Management System(1999~2008) (기록물관리법의 제정과 국회기록관리체제의 개편(1999~2008))

  • The record management system of the National Assembly was remarkably reformed as 'Record Management Act' was enacted in 1999. At first, the records of the National Assembly had been managed by the general services division, the proceeding division and the stenograph division. But as Record Management Act was enacted, the system was remarkably reformed. 'The National Assembly Archives' was set up for the first time since the National Assembly was established in 1948. In addition, the proceeding division and the stenograph division were set up as 'the National Assembly Record Management Rules' were laid down. In result, The National Assembly Archives took to comprehensively manage records that had been scattered over 'the National Assembly Secretariat', 'the National Assembly Library' and otherwise, and so it had been true to its name. The two changes, the enactment of Record Management Act and the reform of the National Assembly record management system, well show how national records are managed by constitutional institutions. 'Governmental Document Regulations' was enacted ahead of Record Management Act, but there was no obligation to apply it to the National Assembly. But Record Management Act, enacted in the form of 'a law' in 1999, began to be in force even in constitutional institutions and therefore the National Assembly felt the need to take follow-up measures so as to bring the act to effect smoothly. As a part of follow-up measures, the National Assembly set up The National Assembly Archives and reformed the National Assembly Record Management Rules. This study was performed to ascertain how Record Management Act affected the National Assembly, how the National Assembly coped with the act, and how the record management system of the National Assembly changed.

New Record of Pagurus rathbuni (Decapoda: Anomura: Paguridae) from the East Sea, Korea

  • A pagurid hermit crab, Pagurus rathbuni that was collected from the deep water of the East Sea, Korea, has been newly recorded in the Korean fauna. The present record extends the geographic distribution of the species to Korean waters in the East Sea and extends the bathymetric range to 500 m. Morphological and distributional accounts of this species are presented with illustrations.

A Study on the Level of Medical Record Documentation and Agreement in the Information on the Patient's Past History (과거력 의무기록 정보의 기재정도 및 일치도 분석)

  • This study was conducted to evaluate the quality in medical records by analyzing its completeness through setting up the level of record on the patient's past history and through examining the actual medial records. Targeting the information on the patient's past history in interns' records, residents' records and nurses' records toward 403 inpatients who were admitted first in 2004 at an university hospital due to stomach cancer. We analyzed whether the charts were recorded or not, recording level, the satisfaction with the expectant level of the records in the hospital targeted for a research and the level of agreement. The results were as follows; first, as for the rate of recording those each items, they were high in the chief complaint & present illness and the past illness history. Depending on the group of recorders, the recording rate showed big difference by items. Second, as a result of measuring the level after dividing the recording level of items for the patient's past history from Level 1 to Level 4 by each item, the admission history, the past illness history, and the family history were about Level 3, and the smoking history, the medication history, the chief complaint & present illness, the drinking history and allergy were about Level 2. In the admission department, it was excellent in the interns' records for the medical department. Third, as a result of its satisfactory level by comparing the expect level of a record and the actual record by item in information on the patient's past history, which was expected by the medical-record committee members of the hospital targeted for a study. And forth, we analyzed the level of agreement with Kappa score in the level of 'Yes' or 'None' related to the corresponding matter in Level 1, in terms of information on the past history in the intern's record, the resident's record, and the nurse's record. The level of agreement in the resident's record & the nurse's record, and in the intern's record & the resident's record was from "excellent" to "a little good". There were differences in the level of completeness and in reliability for the information on the past history by the recorder group or by the admission department. The encounter process that was performed by the admission department or the recorder group, indicated the result that was directly reflected on the quality of medical records, thus it was required further study about the medical record documentation process and quality of care. The items that showed the high recording rate quantitatively were rather low, consequently we'd should develop the tool for the qualitative inspection and evaluate the medical records further. And the items were needed to be detailed in the record level were rather low, and hence there needed to be a documentation guideline and education by the clinical departments.

A Study on the System of Confidential Record Management of the USA (미국의 비밀기록관리제도에 관한 연구 -대통령의 행정명령(EO)을 중심으로-)

  • This study aims to analyze the details of the executive order of the president of the United States, which have been developed in the country's administrative system to institutionalize the guarantee of the people's right to know the classified records, as well as to protecting national secrets. This study also aims to present any implications for the development of the classified record management system of Korea. To this end, the previously issued EO concerning the classified records management were reviewed in terms of its classification, safeguard, and declassification. The analysis results showed that the EO by the president established and prescribed the special access program for national secrets, the system to exempt and suspend the automatic declassification, and the sanctions for protecting national secrets. The EO also established and prescribed the appointment system for the person with the authority to classify record, automatic declassification program, and Mandatory declassification review system, as well as the procedures for historical researcher and certain former government personal to access the classified records with the purpose of guaranteeing people's right to know. As a result, this study identified implications for the development of Korea's classified record management system, as follows : First, it is necessary to restructure the current classified record management system, by changing the operations that is dependent on the director of the National Intelligence Service to the one that is dependent on the President. Second, it is necessary to legislate a separate special law for the classified record management system. Third, a standing supervisory body should be established for the integrated management and for the consistent and routine supervision of the classified record management. Fourth, it is necessary to establish procedures to further review the classification of classified record to correct the defects of the current classification system, which has been abused and mismanaged by the national agencies and organizations that produce classified record.
