This study is to collect and organize the writings and related materials of Lee Jae Wook, the first director of Korea National Library, and, therefore, find out his achievements in the library system. By comparing existing and newly collected lists of Lee's writings, the total lists had been revised and complemented. As a result, the lists were finalized with 190 writings which were published on books, library journals, cultural magazines and various newspapers. In consequence of analyzing the writing-lists with historical records, Lee's accomplishments are as follows: First, he find philological and bibliographical value in Korean books and writings by studying classic literature. Second, he played an important role in grafting theory and practice of modern library into Korea in Japanese colonial era. Third, he made an effort to diffuse reading culture all around Korea through column and essays he published. Fourth, he contributed to make status and fundamental of early National Library with pioneering leadership by solving a problem of transferring National Library's legislation books that U.S. Military Government Office requested and founding Chosun Library School. Fifth, he implemented the core business of environment of Korean Library such as library class, establishment and implementation of Reading Week, foreign cooperation and etc., as a president of Chosun Library Association.

The purpose of this paper is to explain the necessity of secure budget in public libraries with regard to promoting library usage. It is namely to attempt to find out if there really is a connection between library funding and library usage. For this purpose, the relevant data of all the 31 public libraries in Busan were collected from the 2013 National library Statistics of Korea. To determine the connection between library funding and usage, two variables were selected, 'TFI (Total Funding Indicator) = $\sqrt{personnelcosts{\times}materialcosts}$' for independent variable and 'LU (Library Usage) = (visits per year) + (loans per year)/number of inhabitants' for dependent variable. The results showed that there is a clear relationship between TFI and LU and If more cost is spent on personal resources and material resources, the total usage of the public library also increase. The findings are limited due to the fact that the observation was focusing on public libraries in one community and the period of observation was one year in 2013.

The purpose of this study is to investigate the service quality of special libraries using Importance-Performance Analysis (IPA) method. This study also applied the working year factor to IPA model for establishing more improved library service strategies. A total 127 library users who work in governmental policy or research institutions in South Korea participated in this study. This study conducted regression analysis to compare with the results of IPA. The results of survey revealed that special library users had high expectation for library services, but they perceived the performance of the library service as insufficient. Special library users assessed that the information services of libraries were well provided but required additional efforts in services related with space and provided by librarian. Interestingly, when the library services were measured by working years, special library users who have worked for more than eight years were generally satisfied with library services with no "possible overkill" services, but users with less than three years working experience particularly expressed dissatisfaction with the service provided by librarians. The results of regression analysis supported the results of IPA. Finally, this study provides several important suggestions for better special library service.

This study aimed to compare and analyze two respective versions of Jusikbangmun: Nogajae's and National Library of Korea. Types and composition of recipes, archives, classification of names and contents, techniques, tools, and measurement were analyzed. Nogajae's, owned by the Yuwagong family, has established sources while the writer and its publication year are unknown. The other version from the National Library of Korea, on the other hand, has a clear publication year (February, Year Jeongmi) while writer is unclear. In terms of its archive, Nogajae's is twice the size as that of the National Library of Korea, which is the same percentage (85.42%) as that from Nogajae's. However, six types of liquor have been written in its 2 books, respectively, and no overlaps occurred. Considering the Korean alphabet, Nogajae's was published earlier. Nogajae's and the one from the National Library of Korea have 104 kinds of foods (118 times) and 50 kinds of foods (51 times), respectively.

National libraries are responsible for collecting all publications issued in their respective countries. But national libraries vary widely in their origins and functions. In one or another form they are found in more than a hundred countries. The purpose of this paper is to suggest the backgrounds and theoretical informations to restructuring the completely centralized organizational framework of National Library of Korea. In order to achieve this goal. the national library systems of four culturally advanced countries, that is, British Library, Die Deutsche Bibliothek, Bibliotheque nationale de France, National Diet Library are analysed with respect to the grounds of main library, regional libraries. departmental or subject libraries, branch libraries, and their mutual relation.

The study investigated the concept and symptoms of library anxiety, the relationship among the library anxiety, the research anxiety, and the information literacy, and the decrease of library anxiety through the review on literatures on the library anxiety of which the concept was first presented in 1986. The studies on the library anxiety till now had been focusing on the under graduate students and graduate students in America, so the study suggests the necessity of the study on the library anxiety and the development of library anxiety scale for the students' efficient use of the library in Korea.

The present study has a dual purpose to investigate the current state of school English library and needs required for its effective use, and to propose a reading program at the school library. The literature on school library was reviewed. A questionnaire survey was done to find out the current situation of English library at the secondary school. The analysis of 26 secondary English teachers' responses reveals that there was the absence of librarians or reading specialists at the school English library. It was also found that the uses of the English library were limited due to the absence of the specialists, no guidelines, and no link between the curriculum and the library use. A case study on a 2-week special reading program at the school English library was conducted and 15 middle school students took part in the project. The participants took pre- and post-tests to identify their reading level using a software and did a variety of reading activities using the books selected according to their level. The comparison of the tests shows that most of the students' reading level improved after the reading program. The analysis of their views on the program and its effects reveals that they gained confidence in reading and their vocabulary understanding was improved. Some suggestions are made for the effective management of the school English library.

Many public libraries in Korea have a library service charter setting out the standard of service users can expect. It will help drive and sustain a process of continuous improvement in library service quality and help poster good relations with users, most of whom will appreciate library efforts to take account of their views. In this background. the purposes of the study are (1) to study a theoretical review of the library service charter, (2) to explore an analytical evaluation of charter's contents. through a library service charter of 'B' public library in located Gyeonggido. Analytical results generally. 'B' Public library's charter fulfills the charter's principles and criteria, but service practice standards are insufficient for appropriateness and realization.

This study intends to analyze the utility of library catalogs from library users 'point of view. Emphasis was on verifying how useful library catalogs are as a tool in order to satisfy the information need of library users. To the end, this study developed the criteria and indicators that can be used to measure the utility of library catalogs from users' viewpoint. On the basis of it, the utility of library catalogs was measured systematically. Sample catalog records for the utility verification were selected from 6 most representative university libraries in Korea. The result of verification was presented and described with the typical examples, and the key factors that caused the low utility of library catalogs were a]so identified and discussed.
