위해정보를 활용한 한국형 제품 위험성 평가 모델 개발에 관한 연구 (Developing a Product Risk Assessment Model for Korea Using Injury Data)

  • Purpose: The recent major recalls of hazardous products caused consumer product safety acts to be strengthen worldwide. Although the recall system of hazardous products in Korea has been operating based on Framework Act on Product Safety since 2011, the evaluation of product risk has been relied on not the results of objective incident data but the results of illegal product investigations. The purpose of this paper is to propose a product risk assessment model for Korea using injury data. Methods: The authors derived Korea's risk assessment method by analysing the advantages and disadvantages of the most widely used models in advanced countries such as EU's RAPEX RAG and Janpan's R-MAP. In this study, the level of relative frequency and severity of injury are determined based on the objective incident data and the length of hospitalization respectively. In addition, the injury data occurred during 2011 is applied to the proposed risk assessment model for case study. Results: The data analysed in this paper can be classified as high risk, medium risk, low risk, acceptable risk, and safe products through the matrix f rom the combination of the relative frequency and the severity derived. Conclusion: The proposed risk assessment model in this study has advantage obtaining reliable objective results because it uses actual injury data and redeems the drawbacks of the existing models used in advanced countries. Furthermore, because the proposed model shows the high risk products among many, it is expected to be useful especially for customs whose main job is inspecting the imported goods and the government when selecting the target product groups for safety investigation.

고등학교 보건교육 내용에 대한 교사들의 개념도(槪念圖) 속성: 현장중심 교육과정 개발을 위한 분석적 근거 (Teachers' conceptual maps on health education topics for high school students: Analytic evidences for field-based curriculum development)

  • Background: School is a primary health education setting for students and the related continuous support should be provided to renovate school health education curriculum consistent to socio-cultural changes in Korean society. Objectives: This study was conducted to identify the principals' and teachers' needs and perceptions of health education topics for high school students and to analyze their conceptual map for health education curriculum in Korean high school. Methods: The sample size of the preliminary survey was 77 and that of the main survey was 276 who successfully participated in the survey among the high school teachers selected from the stratified sampling over Korea. The self-administered mailing survey was conducted to identify the factor structure of the health education topics and to analyze the conceptual properties with exploratory factor analysis and multidimensional scaling analysis in SPSS 12.0. Results: A total of 31 health education topics were generated from the preliminary survey. The five factors were determined: 'health promotion behavior and management', 'injury and sexual harassment prevention', 'bulling and aggression prevention', 'public regularity and safety perception' and 'smoking and drinking prevention'. The mean score of health education needs was between medium to high and 'public regularity and safety perception' had the highest score of education need. The two-dimensional cooperates were generated for the 31 health education topics and the two dimensional properties which divided the conceptual space were 'disease-injury' for one and 'public/environmental/individual/personal' for the other. Conclusions: Health education curriculum and its textbook should be developed considering teachers' needs and field environments for health education in every school. Therefore developing field-based health education curriculum and the textbooks should be the essential key to realize problem-solving health education for youth in real school fields.

구미 불산 누출사고로 인한 주변지역 환경영향권 설정에 관한 연구 (Defining Area of Damage of 2012 Hydrofluoric Acid Spill Accident in Gumi, Korea)

  • Objectives: On September 27, 2012, leakage of anhydrous hydrofluoric acid occurred in a chemical plant in the Gumi National Industrial Complex. Following the accident, local factory workers and residents complained of abnormal health conditions. In addition, visual discolorations were widely observed in crops and trees in surrounding areas. The main objectives of the present study were to identify the area that was affected by the spill using data obtained from plants, soil, and water samples after the accident. Methods: Fluoride concentrations were analyzed in pine tree needles, soil, nearby streams, ponds and reservoirs collected from an area within a radius of three kilometers from the plant where the leak occurred. Fluoride concentrations in the air at the time of leakage were then estimated from fluoride concentrations that were measured in the pine tree needles. A Kriged map was developed to describe the spatial distribution of hydrofluoric acid at the time of the leakage and was compared with the area designated as a Special Disaster Zone by the government. Results: The Special Disaster Zone did not include all the affected area that was estimated by the Kriged map. Analytical results of the environmental samples also supported this discrepancy. Conclusion: Using plants, atmospheric concentrations of fluoride at the time of the leakage could be estimated. For the area that was identified as affected, further public health risk assessment and environmental risk assessment should be considered. Also, in the absence of air monitoring at the time of leakage, studies employing plants may be conducted in order to better understand the spatial extent and severity of the contamination.

내구성 예측식의 제안 및 현장적용을 통한 효율적인 터널 유지관리 기법의 개발 (A Proposal of Durability Prediction Models and Development of Effective Tunnel Maintenance Method Through Field Application)

  • 본 연구에서는 콘크리트 구조물의 합리적인 압축강도 및 탄산화 예측식을 제안하고, 이 제안식의 현장적용을 통한 보다 효율적인 터널 진단 및 유지관리 기법을 개발하였다. 이를 위하여 공용연수가 약 30년 이상 경과하였으며, 약 15년 동안 수회에 걸친 진단 및 점검으로 무수히 많은 현장 내구성 측정 데이터가 축적된 서울메트로를 대상 시설물로 선정하였다. 압축강도 및 탄산화 분석결과 80% 이상의 정확도를 확보하는 각각의 예측식을 도출하였으며, 기존 제안식과의 비교분석을 통하여 본 연구 제안식의 신뢰도를 확인하였다. 또한 제안식의 현장적용 결과 압축강도 및 탄산화 깊이에 대한 예측치의 평균오차율이 약 20%내외로서 80% 이상의 높은 정확도를 확보하는 것으로 분석되어 현장적용의 적합성을 확인하였다. 현장조사 전 내구성 예측 맵(Map)을 활용한 효율적인 유지관리 기법을 개발하였다. 예측 맵(Map) 활용 시 진단기술자 및 시설물 담당자는 설계기준강도에 미달되거나 탄산화로 철근부식 가능성이 높은 취약부위를 한 눈에 파악할 수 있으므로 일일이 조사를 수행하는 과정에서 취약부위를 도출해야 하는 현 조사기법 보다 효과적으로 터널 조사 및 유지관리를 수행할 수 있을 것으로 기대된다.

Fragile Watermarking Based on LBP for Blind Tamper Detection in Images

  • Nowadays, with the development of signal processing technique, the protection to the integrity and authenticity of images has become a topic of great concern. A blind image authentication technology with high tamper detection accuracy for different common attacks is urgently needed. In this paper, an improved fragile watermarking method based on local binary pattern (LBP) is presented for blind tamper location in images. In this method, a binary watermark is generated by LBP operator which is often utilized in face identification and texture analysis. In order to guarantee the safety of the proposed algorithm, Arnold transform and logistic map are used to scramble the authentication watermark. Then, the least significant bits (LSBs) of original pixels are substituted by the encrypted watermark. Since the authentication data is constructed from the image itself, no original image is needed in tamper detection. The LBP map of watermarked image is compared to the extracted authentication data to determine whether it is tampered or not. In comparison with other state-of-the-art schemes, various experiments prove that the proposed algorithm achieves better performance in forgery detection and location for baleful attacks.

  • Cyber Physical System으로 상징되는 제4차 산업혁명(Industry 4.0)이 전 세계적으로 확산되어 감에 따라 향후 구현될 다양한 사이버 시스템들의 기술적 안정·신뢰성을 확보하기 위해서는 융합보안 인프라 구축이 필수적이다. 본 연구에서는 4차 산업혁명의 확산과 관련하여 생활안전의 개념을 포함하는 광의의 융합보안산업 및 기술의 현상을 파악하고, 관련된 지식간의 연계 가능성을 분석하여 보안의 융합화에 필요한 산학협력을 촉진할 수 있는 인력양성, 기술개발, 정책개선 등에 관한 종합적인 발전 정책을 제안하고자 한다.

Needs for Changing Accident Investigation from Blaming to Systems Approach

  • Objective: The purposes of this study are to survey needs for changing accident investigation from blaming to systems approach and to briefly summarize systems-based accident analysis techniques. Background: In modern complex socio-technical systems, accidents are caused by a variety of contributing factors including human, technical, organizational, social factors, not by just a single violation or error of a specific actor, but accidents investigation used to be focused on the incorrect action of individuals. A new approach investigating causes of accidents as a symptom of a deficient system is required. Method: This study was mainly based on survey of literatures related to accidents, accidents investigation, which included academic journals, newspapers, etc. Results: This study showed that accidents investigation of Korea focusing on blaming is problematic. This was confirmed by two concepts of migration and hindsight bias frequently found in accident causation studies, and an attribute of accidents having varying causes. This was illustrated with an example of Sewol ferry capsizing accident. Representative systems-based accident analysis models including Swiss cheese model, AcciMap, HFACS, FRAM and STAMP were briefly introduced, which can be used in systematic accidents investigations. Finally, this study proposed a procedure for establishing preventive measures of accidents, which was composed of two steps: public inquiry and devising preventive measures. Conclusion: A new approach considering how safety-critical components such as technical and social elements, and their interactions lead to accidents is needed for preventing reoccurrence of similar accidents in complex socio-technical systems. Application: The results would be used as a reference or guideline when the safety relevant governmental organizations investigate accidents.

A Study on Intuitive Technique of Risk Assessment for Route of Ships Transporting Hazardous and Noxious Substance

  • Despite the development of safety measures and improvements in preventive systems technologies, maritime traffic accidents that involve ships carrying hazardous and noxious substances (HNS) continuously occur owing to increased amount of HNS goods transported and the growing number of HNS fleet. To prevent maritime traffic accidents involving ships carrying HNS, this study proposes an intuitive route risk assessment technique using risk contours that can be visually and quantitatively analyzed. The proposed technique offers continuous information based on quantified values. It determines and structures route risk factors classified as absolute danger, absolute factors, and influential factors within the assessment area. The route risk is assessed in accordance with the proposed algorithmic procedures by means of contour maps overlaid on electronic charts for visualization. To verify the effectiveness of the proposed route risk assessment technique, experimental case studies under various conditions were conducted to compare results obtained by the proposed technique to actual route plans used by five representative companies operating the model ship carrying HNS. This technique is beneficial not only for assessing the route risk of ships carrying HNS, but also for identifying better route options such as recommended routes and enhancing navigation safety. Furthermore, this technique can be used to develop optimized route plans for current maritime conditions in addition to future autonomous navigation application.

모바일 환경에서의 산사태 재해 저감을 위한 사면 정보 검색 및 실시간 경고 시스템 개발 (Development of Slope Information Retrieval and Real-time Warnings System for a Landslide Disaster Reduction from Mobile Environments)

  • 본 논문은 낙석 및 산사태로 인한 재해 저감을 위하여 모바일 환경에서 사면 정보를 현장에서 원격 검색하고, 사용자의 위치를 기준으로 주변의 인접한 사면들에 대한 안정성 상태를 실시간으로 경고해줄 수 있는 차세대 사면 정보 원격 검색 및 경고 시스템 개발에 관한 것이다. 사용자에게 제공하는 사면 정보는 다양한 멀티미디어형 정보를 활용하여 심도 깊은 정보를 현장에서 직접 확인할 수 있도록 함으로서 고급화된 서비스가 되도록 하였다. 사용자가 현장의 사면들을 쉽고 명확하게 확인할 수 있도록 하기 위해서는 고해상도의 전자 지도(항공사진)를 사용하였으며, 원격지에서 유무선 인터넷으로 사면 정보를 검색하고 확인하기 위해서는 휴대가 간편한 모바일 PC를 사용하였다. 또한 현장에서 사용자의 위치를 전자 지도에서 실시간으로 확인할 수 있도록 하기 위하여 모바일 PC에 GPS 수신기를 부착하였다. 특히 사용자의 위치를 중심으로 일정 영역 내의 대표적인 사면들의 안전성을 '안전 지역', '붕괴 예상 지역', '붕괴 지역'등으로 구분하고, 전자 지도에 서로 다른 색상의 아이콘으로 동시에 표시해주었다. 그런 연유로 본 시스템은 사용자가 이동 중에도 주변 사면들에 대한 안전성 상태를 전자 지도를 통하여 실시간으로 한 눈에 파악할 수 있다는 장점이 있다. 또한 특정 사면에 붕괴가 발생할 경우 실시간으로 경고 메시지를 통하여 사용자에게 알려줌으로서 산사태로 인한 재해를 저감할 수 있는 매우 큰 장점도 가지고 있다.

포화도 및 점착력 변화에 따른 지진시 산사태 위험도 분석 (Analysis of Landslide Hazard Map during Earthquake with Various Degrees of Saturation and Cohesion Values)

  • 지진이 발생할 경우 산사태로 인한 피해는 지진으로 인한 전체 피해 중 상당 부분을 차지하고 있으며, 지진시 산사태는 인명 및 구조물에 직접적인 피해를 유발할 뿐만 아니라, 도로, 산업 기간망 등의 기능을 상실하게 하여 사회 시스템을 마비시킨다. 따라서, 지진에 대한 사면의 재해 위험을 평가하여 대비책을 수립하는 것은 매우 중요한 일이며, 이를 위해서는 국내 여건에 알맞은 재해위험 평가 방법을 정립하는 것이 무엇보다도 중요하다고 할 수 있다. 하지만, 현재 국내에서 진행하고 있는 사면의 재해위험 평가는 많은 지반 정보를 추정하거나 가정하여 사용하고 있어 불확실성을 내포하고 있다. 따라서, 본 연구에서는 GIS 기법을 이용하여 등가정적안전율 및 변위에 대한 지진시 산사태 위험도 작성시 결과에 가장 큰 영향을 주는 포화도와 점착력 등 지반 정보의 변화에 따라 산사태 위험도에 미치는 영향을 검토하였다. 본 연구에 따르면, 포화도가 증가하고 점착력이 감소할수록 등가정적안전율 및 변위에 관한 위험지역이 증가하는 것을 확인하였으며, 정확한 산사태 위험도 작성을 위해서는 연구대상지역 전체를 대표할 수 있는 정확한 지반 조사 자료의 확보가 선행적으로 수행되어져야 될 것으로 판단된다.
