Analyzing Government Support Program for R&D Collaboration and Distribution for Korean SMEs: A Case for Equipment Leasing Program

  • Purpose: This study attempted to identify determinants affecting research collaboration and R&D distribution activities, especially regarding facility and equipment leasing of small and medium enterprises (SMEs) in South Korea. The objective of this study was to find the most significant firm characteristics that affect firms participating in an R&D collaboration and distribution program and investing in R&D in terms of leasing payment for equipment. Research design, data, and methodology: This study analyzes which SMEs' characteristics influence external research cooperation activities by examining the SMEs that received government support for equipment leasing using multiple regression analysis and residual plots. The survey combined two databases: 1) a fact-finding survey of participating firms by the Ministry of SMEs and Startups, and 2) leasing information by the Korea Association of University, Research Institute and Industry. Results: The study found that firm size positively impacts R&D investment, R&D collaboration and distribution. Conclusions: The study provided evidence to policymakers and government officials that firms with more employees will more likely participate in government support programs. The study results also prove that government officials believe firm location does not impact R&D investment, R&D collaboration and distribution.

How Partisan Voters Dispense Reward and Punishment for Government Performance: The Influence of Partisan Blame Attribution on Trust in Government (당파적 유권자는 정부의 국정 운영에 대해 어떻게 문책하는가?: 정부의 국정 운영 평가와 정부 신뢰, 그리고 당파적 책임 귀속)

  • Voters' negative evaluations of government performance lower their trust in government, which functions as the reward and punishment for the government. Trust in government thus serves to promote political accountability of the representative government. However, voters build their confidence toward the party government where the ruling party is responsible for the performance. Considering this partisan nature, we empirically examine that the influence of voters' performance evaluations on governmental trust is conditional on their party identifications. While higher perceptions of political/social conflict and increasing negative evaluations of government policies and economic performance are associated with the lower level of confidence in government, the relationship is contrasted between different party identifiers. For supporters of the ruling party in 2020, the negative evaluations of government performance are not likely to reduce trust in government a lot. On the contrary, those who identify with the main opposition party show the most prominent effect of negative evaluations on their distrust in government. This study demonstrates that trust in government is affected by voters' partisan preferences, not entirely by evaluations of government performance. Such a distortion of the reward and sanction function of governmental trust might lead to the weakening of the accountability mechanism in representative democracy.

Korean Government Policy on Promoting SOHO Foundation (우리 나라 SOHO 창업의 활성화 방안)

  • Korea has suffered from unemployment of workers discharged from the companies and graduates, and matriarchs since 1997's IMF. Since then Korea has fallen into economic depression, therefore the graduates have not employed for several years and lots of workers have been discharged from their positions. SOHO(Small Office Home Office) is able to be considered as the alternative employing measure of the unemployers. SOHO foundation makes a great contribution to job creation and the social welfare throughout the country. Since its foundation needs small-scale facilities and investment, the discharged and unemployed can found SOHO easily and will do good business. Korea government should practice policies in order to promote SOHO foundation as follows. First, Korean government should enlarge various support measures for SOHO foundation, namely offering of useful information and promoting of SOHO foundation, etc. Second, she should carry out the SOHO foundation education for juveniles. In order to do this project, colleges and universities adopt the SOHO foundation lesson in the education course. Third, government should enlarge various government subsidies of SOHO foundation for the benefit of the discharged and unemployed.

An Analysis of Government R&D Investment and Its Policy Implications (정부연구개발사업 투자현황분석 및 정책적 시사점)

  • This study aims to provide information about the priority setting and budget coordination of government R&D spendings in Korea. Based on the result of "Survey, Analysis and Evaluation of National R&D Programs"in FY 2000. this paper reviews the government R&D expenditures by the concerned variables such as program objectives, sector of performance, character of work and technology fields. It is found that R&D spendings on the areas of industrial development, information technology, and development research are funded pretty high. Also, it turns out that, considering program objectives and character of work, there are some redundancies of R&D programs among government agencies. Policy implications are suggested.

  • The Certification system will be able to expect that effect of marketing and the corporate image rising, if the certification body guarantees the contents of certification against industrial technical advance and safety, environment and efficiency, quality when it is suitable in the standard which is provided. The certification system where the private organization operates but recently on the legal notarization outside is disordering and the trust regarding the certification falls and the objective and gist of origin are damaged. But recently the trust of certification has fallen and the objective and gist of origin are damaged. Because the non-government certifications are disordering. Also the damage of the consumers majority occurs but it is insufficient the investigation analysis against the present condition regarding a non-government certification system and the operation actual condition. So it is necessary the actual condition where the countermeasure against hereupon is urgent. In this study, we present the operation direction of efficient against non-government certification system through investigation and the analysis.

The Role and Outcome of the Korea-Indonesia e-Government Cooperation Center (한-인도네시아 전자정부 협력센터 역할과 성과)

  • This article explains the background of the Korea Indonesia e-Government Cooperation Center established in 2016 as a new intergovernmental cooperation model of the ODA (Official Development Assistance) project in Indonesia, one of the developing countries in Southeast Asia, and shares the center's role and achievements. Through this, we show that it can be a new cooperation model for ODA field that needs expertise in the future.

Directions for Personnel Management of Agricultural Extension Services in Korea (농촌지도사업과 지도인력관리의 방향)

  • Poitical demand for decentralization trends in Korea has led the government to plan to localize its agricultural extension system by changing the status of 6,696 extension personnel stationed at the provincial and county level from central government status to local government status as of January 1997. However, serious drawbacks of lowered morale of extension personnel and the financial burden of local governments has not yet been debated extensively for effective personnel management. Some of the findings that emerged from both the analytical and empirical research show the dangers of decentralization such as an increase in disparities, jeopardizing stability, and undermining efficiency. These problems should be considered along with the culture, tradition, and Koreans' attitude towards central and local government. The dangers of decentralization of agricultural extension services in Korea may cause serious problems in allocative efficiency because of a mismatch between available resources and promised expenditures, and in production efficiency because of unproven cost-effective provisions of local governments. It is accepted that the central government can invest more in technology, research, development, promotion and innovation in the agricultural sector. However, changing the status of extension personnel from central government to local government status may lead the best people to leave, lower morale, shake the sense of public service, break networks, and sacrifice investment in research, development and extension. In deciding the future directions for personnel management of agricultural extension services in Korea, maintaining or reinforcing the existing national status of extension personnel should be considered along with a reflection of the basic characteristics of agricultural extension services, linkages of research and extension, the financial burden of local government, specialization of extension personnel, unnecessary duplication of investment among local governments, possible national supports to agricultural research and development, and extension under the WTO systems.

Newborn screening of inherited metabolic disease in Korea (유전성 대사질환의 신생아 스크리닝)

  • In 1991, the Ministry of Health & Social affairs adopted a nationwide service program for neonatal screening of phenylketonuria, galactosemia, maple syrup urine disease, homocystinuria, histidinemia & congenital hypothyroidism for newborns delivered from low class pregnant women registered in health centers. Government decreased the test items from six to two, PKU & congenital hypothyroidism to increase test numbers with same budget from 1995. Government decided to test PKU & hypothyroidism for all newborns from 1997. 78 laboratories wanted to participate for neonatal screening test in 1999. Government didn't decide laboratory center for a certain district and placed responsibility on free competition. Government are planning to test 573,000 newborns from 1998, Government decided to screen 6 items PKU, congenital hypothyroidism, maple syrup urine disese, homocystinuria, galactosemia and congenital adrenal hyperplasia from 2006. 17 laboratores are participating now. The cost of screening test is supported by both the federal government and local government on a 40-60 basis. In case a patient with an inherited metabolic disease is diagnosed by screening of government program, special milk is provided at government's expense. Interlaboratory quality control was started 6 times a year from 1994. According to the government project, 3,707,773 newborns were screened. 86 PKU, 718 congenital hypothyroidism were detected. So incidence of PKU is 1/43,114 and congenital hypothyroidism is 1/4,612. Maeil dairy company produced new special formula for PKU, MMA and PA, MSUD, urea cycle disorder, homocystinuria, isovaleric acidemia from Oct. 1999. The cost benefit of performing screening procedures coupled with treatment has been estimated to be as high as 1.77 times in PKU, 11.11 times in congenital hypothyroidism than cost without screening. We are trying to increase the budget to test all newborns for Tandem mass sereening & Wilson disease from 2008. Now it is a very important problem to decrease laboratory numbers of neonatal screening in Korea. So we are considering 4-5 central laboratories which cover all newborns and are equipped with tandem mass spectrometer & enzyme immunoassay for TSH, 17OHP & enzyme colorimetric assay for galactose.

  • This Study aims to establish better sound fiscal plan by investigating perception of local government officials. Local government fiscal consolidation is affected by a combination of factors, including social, economic, demographic, political financial health of local governments. We derived the financial situation of the government-related indicators, financial health-related indicators, the indicators to improve the financial health on the basis of this study are an existing discussion. To ensure the financial soundness of the Cheonan, it is necessary to increase the efficiency of financial management including financial monitoring and control devices provided the locals, investment screening analysis system to enable it. In addition, fiscal controls should be strengthened in order to effectively autonomous government debt management. You must cuts expense of local government to prepare for expansion of local government finance, it is necessary to realize that the fee rates. It should be made through a blend of autonomy and control in the central government, network of local government and the development of local financial operations. You should also to be distributed to the residents welfare and community development funds are invested substantially to establish a systematic planning, resource allocation, evaluation, and reflux system.

국가연구개발사업 평가에서 사회연결망 분석 활용 방안

  • In planning and evaluating government R&D programs, one of the first steps is to understand the government's current R&D investment portfolio - which fields or topics the government is now investing in in R&D. Analysis methods of an investment portfolio of government R&D tend traditionally to rely on keyword searches or ad-hoc two-dimensional classifications. The main drawback of these approaches is their limited ability to account for the characteristics of the whole government investment in R&D and the role of individual R&D program in it, which tends to depend on the relationship with other programs. This paper suggests a new method for mapping and analyzing government investment in R&D using a combination of methods from natural language processing (NLP) and network analysis. The NLP enables us to build a network of government R&D programs whose links are defined as similarity in R&D topics. Then methods from network analysis show the characteristics of government investment in R&D, including major investment fields, unexplored topics, and key R&D programs which play a role like a hub or a bridge in the network of R&D programs, which are difficult to be identified by conventional methods. These insights can be utilized in planning a new R&D program, in reviewing its proposal, or in evaluating the performance of R&D programs. The utilized (filtered) Korean text corpus consists of hundreds of R&D program descriptions in the budget requests for fiscal year 2017 submitted by government departments to the Korean Ministry of Strategy and Finance.
