Spectrum Policy and Standardization Trends on Frequency Sharing (주파수 공동사용 정책 및 표준화 동향)

  • This article presents spectrum sharing policy trends both overseas and domestically. The Federal Communications Commission recently adopted rules for the commercial use of a 150 MHz bandwidth at 3.55 to 3.7 GHz, which has been utilized for defense and satellite services. This frequency band for spectrum sharing is called the citizens broadband radio service (CBRS) band. In Europe, the related regimes for licensed shared access application at 2.3 to 2.4 GHz has been organized, and interface standardization for sharing frequency information has been completed. In Korea, efforts are being made to establish spectrum-sharing policies to improve the efficiency of the frequency utilization. This article also introduces both the IEEE 802 local area network/metropolitan area network and 3GPP standardization activities with regard to frequency sharing technologies. To effectively solve the spectrum-sharing problem in IEEE 802, standardization activities on the CBRS and the mid-band (3.7-24 GHz) are underway. 3GPP is currently developing the standardization of a licensed assisted access technology, which extends mobile communication services provided in the licensed band to unlicensed bands.

The Interference Effect of DTV Service on Radio Microphone (무선 마이크에 대한 DTV 서비스 간섭 영향 분석)

  • This paper analyzes potential interference effect of DTV service on Radio Microphone in adjacent channel. For analysis, we assume that DTV operates on CH 51(692 MHz ~ 698 MHz) and radio microphone operates on CH 52 (698 MHz ~ 704 MHz) according to the Korea Communications Commission policy. Minimum Coupling Loss(MCL) method is used to determine the required protection distance and Monte Carlo method is used to determine guard band to meet interference probability of 0 % below. In conclusions, protection distance of 1.71 km and guard band of 2.4 MHz are required for indoor and protection distance of 18.86 km and guard band of 5.7 MHz are required for outdoor.

  • In this paper, we analysed the new techniques for maritime mobile communications replacing NBDP in MF/HF bandwidth. Several countries already have contributed to new proposals for new digital systems through international standardization organizations as ITU, IMO and IEC. ITU-R SG8B in ITU reviews the contributed documents and discusses about radio regulations relating new systems. Also COMSAR in IMO reviews member's countries opinions and statues for introducing new techniques and replacing NBDP.

  • Performance requirements of a system are usually closely related to the quality of service provided by the system. The call success rate of a mobile communication system is, for example, directly linked with the quality of call service. Therefore, meeting the performance requirements is one of the critical issues during the operation of services as well as in system development. In this paper, we present a testing method for evaluating the call success rate of a mobile communication system by using interval estimation. Also we analyze the criterion used in the evaluation of the quality of 3G mobile communication services which was recently performed by Korea Communications Commission and then discuss the problems.

Trends in Low Altitude Small Drone Identification Technology and Standardization (저고도 소형드론 식별 기술 및 표준화 동향)

  • This article presents low altitude small drone identification trends at home and abroad. To reduce the dysfunction caused by the proliferation of drones worldwide, there is a growing interest in remote identification technologies that can identify the basic information of the drone. First, this article introduces policy trends in major countries. US, Europe, and China have recently provided recommendations regarding technologies available for the remote identification and tracking of a drone. Next, standardization activities on identification communications and identification systems are introduced. For this, standards organizations for the small drone identification, such as the International Organization for Standardization, IEEE 802, Radio Technical Commission for Aeronautics, International Civil Aviation Organization, and $3^{rd}$ Generation Partnership Project, are investigated. Finally, drone identification technology trends are introduced. In the US and Europe, various drone identification technologies have been studied to identify a drone owner and drone registration information with a drone identifier. In South Korea, drone identification technology is still in its infancy, whereas drone detection and physical counterattack technologies are somewhat more developed. As such, major drone manufacturers are also currently studying and developing drone identification systems.

Rent Seeking Analysis of IPTV Introduction Process in Korea (IPTV 도입 과정에 대한 지대추구론적 분석)

  • This study analysed the complicated introduction process of IPTV in Korea, based on the rent seeking theory which is one of an useful economic theory for explaining the dynamic interaction between government and entrepreneurs. Rent seeking theory describes the possibility of lobbying for economic regulations or regulatory capture which refers to collusion between firms and the government agencies assigned to regulate them. The introduction of IPTV(Internet Protocol TV) in Korea was the most controversial policy issue since the beginning of new media business of cable TV in 1995. In addition to the ordinary conflict between the old and new entrepreneurs, IPTV caused the bureaucratic conflicts between the Ministry of Information and Communication and the Korean Broadcasting Commission (Two regulation agencies were merged into KCC(Korean Communications Commission) in 2008). Through the process all related policy players, including the government, pursued their own rent, and it caused vicious circle of continuous rent seeking and mutual distrust among players. Finally, all-directional lobby of pre-IPTV companies brought about the successful entrance to IPTV market and the enactment of IPTV special law which includes deregulation compared to the existing Broadcast Act. Considering the convergence trend of media related laws it means going against the times. Until now, the conflict phenomena occurring in broadcast industry were mostly explained based on the sociological conflict theory. However, the result of this study shows the usefulness and necessity of rent seeking theory because it gives an economic explanation of conflict behavior.

A Study on Rational Improvement of the Gift Regulation in the Telecommunications Market (통신시장의 경품규제에 대한 합리적 개선방안 연구)

  • A variety of customized marketing strategies are being implemented in the telecommunications market, including the offering of gifts to consumers, as competition in the market is being restructured with the focus on bundled products. However, the Korea Communications Commission (KCC) has recently imposed fines for user discrimination on telecommunication carriers whose marketing strategies have included the award of excessive prizes. In that regard, various issues related to the suitability and appropriate limit of the current gift regulation in the telecommunications market have been raised. Since the Fair Trade Commission, which had a similar scheme to that of the KCC, abolished the regulation on gifts in July 2016, disputes have arisen as to whether the current regulation on gifts is practically effective from the perspective of consumer benefit. In other words, discussions on the rationality of the theoretical and empirical grounds for the regulation on gifts only in the telecommunication market but not in other commodities markets have begun. As such, this study aims to empirically analyze the suitability of the current regulation on gifts in the domestic telecommunications market under the new competitive environment centered on bundled products, and to seek the rational improvement of, and infer the implications for, the regulation on gifts in the telecommunications market based on the results of the analysis.

Development and prospect of Smart EMW Absorber for Protection of Electronic Circuits and Devices with Heat Radiating Function (전자회로 및 부품 보호용 방열기능형 스마트 전파 흡수체의 개발과 전망)

  • With the rapid progress of electronics and radio communication technology, human enjoys greater freedom in information communication. However, EMW (Electro-Magnetic Wave) environments have become more complicate and difficult to control. Thus, international organizations, such as the American National Standard Institution (ANSI), Federal Communications Commission (FCC), the Comite Internationale Special des Perturbations Radio Electrique (CISPR), etc, have provided standard for controlling the EM wave environments and for the countermeasure of the electromagnetic compatibility (EMC). In this paper, the status of EMW absorbers and the goal of smart EMW absorber in the future were described. Furthermore, design method of the smart EM wave absorber with heat radiating function was suggested. The designed smart EM wave absorber has the absorption ability of more than 20 dB from 2 GHz to 2.45 GHz band, the optimum aperture (hole) size, the adjacent hole space, and the thickness of which were 6 mm, 9 mm, and 6.5 mm, respectively. Thus, it is respected that these results can be applied as various EMC devices in electronic, communication, and controlling systems.

Improving Way of DB System for Efficient and Systematic Broadcasting Deliveration (효율적이고 체계적인 방송콘텐츠 심의를 위한 DB 시스템 개선 방안)

  • This research attempts to investigate the way of establishing a systematic and consistent review results by utilizing DB system of broadcasting content, which has been operated by Korea Communications Standards Commission. The current problems of DB system was analyzed and compared with review system of other contents regulating organizations to seek better alternatives. The results show that related information are recorded in review DB of other organizations in detail, so that committee members can utilize DB system in making consistent and objective judgment. In addition, other contents regulating organizations open the review results to the public and enhance the accessibility, so that people can make use of the DB. It is necessary to improve review DB in a systematic and efficient way for broadcasters and contents productions to accept and consent the review results.

  • With UHD broadcasting commercialization accelerating, It is urgent that government has to support a necessary policy and a flexible development of culture content to effectively spread UHD TV. On May 5, 2010, Korea Communications Commission already promised to introduce UHD broadcasting system to invigorate a local broadcasting and communication market while KCC announced top-ten future services of broadcasting and communication. To its disappointment, the market has not got a great result yet. Above all, government, companies and consumers have to exchange and meditate opinions constantly to find desirable solutions. This study aims at searching for more effective and versatile application to expand UHD TV and evaluate consumer's feedback. Based on the objective data on the current situation of the world wide UHD TV distribution and specific methods for solving challengeable issues, the research will find out more active approach to inducing government support and motivating content makers. Hopefully, the study result will make a helpful suggestion for government, company and UHD content makers.
