Response Activities for Tar Ball Pollution from the 'Hebei Spirit' Oil Spill in the Southwestern Sea of Korea (서남해역에서 허베이스피리트호 원유유출 사고에 의해 생성된 타르볼 방제작업)

  • Approximately 12,547 kL of oil from the tanker 'Hebei Spirit' released into the western sea of Korea, which subsequently reached and covered extensive areas of the western coastlines of Korea. In the following days great numbers of tar balls hit the southwestern coast. Three different cleanup methods were used to mediate the southwestern coastline tar ball pollution by Korea Coast Guard (KCG) net setting, manual pick up, and sweeping them up. Net setting was useful in protecting coastlines from being hit by tar balls. The cold weather in winter conditions helped the tar ball response efforts because it caused them to harden, allowing them to be swept up from beaches and to be gathered up by hand.

  • The purpose of this study is to introduce United States Coast Guard (USCG) in order to suggest a direction to advance the system of Korea Coast Guard. After the effect of United Nations on the Law of the Sea in 1994, the world is facing with new era of maritime age with emergence of new maritime border 'Exclusive Economic Zone(EEZ)'. Along with new maritime era, Korea also has been facing with the conflicts caused from EEZ. Also, there is a increasing concern about maritime safety and security since people looking for maritime tourism and leisure sports are dramatically increasing in Korea. Moreover, national security matters are a big issue in Korea due to the several incidents occurred in the sea such as the attack on Yeon-Pyung Island and the sinking of Cheonan naval vessel. Arising concern on these issues in maritime space requires Korea Coast Guard to handle these effectively. However, the systematical and structural limitation of Korea Coast Guard limits the effective management of recent issues. The United States Coast Guard which is considered as one of the military force in the United States has continuously reformed and developed its system and structure to better handle the maritime safety and security issues through developing project such as the Integrated Deep Water system. Also, maritime police system and structure in the United States is different with in Korea. This study expects to suggest a way to advance the system and structure of Korea Coast Guard through examination of United States Coast Guard and comparing maritime police system and structure between Korea and the United States in order to properly deal with the maritime safety and security issues arising recently.

  • It is necessary to prepare a plan to accommodate the International Convention in domestic law, focusing on the new duties for the Coast Guard as they pertain to the field of ship recycling, by studying the key issue of the "HONG KONG International Convention for the Safe and Environmentally Sound Recycling of Ships" of the International Maritime Organization(IMO) and through analyzing the current status of the Coast Guard. The Coast Guard is directly responsible for the protection of the marine environment and takes charge of important duties; Therefore, by instituting a legal basis for its new duties, it will not only create new business but also be able to consolidate its role as an important constituent in the sphere of marine conservation and protection.

Response of Tarball entering the South-Western Sea by HEBEI SPIRIT Oil Spill (HEBEI SPIRIT호 기름유출사고에 의한 서남해안 유입 타르볼의 방제)

  • Tarballs formed by HEBEI SPIRIT oil spill observed in the south-western sea of Korea from December 27 2007. The tarballs were removed by the response party, which Korea Coast Guard became a center of organization. The amounts of removing tarballs form the sea and the coast were 0.345 tons and 1,739 tons, respectively. The number of persons, in order to remove the tar balls from the south-western sea of Korea, counted about 97,000 persons, including 25,000 volunteers. In this paper, we introduced the response methods of tarballs entering into the south-western sea of Korea such as a landing net, meshes and so on.

  • Since ocean dumping of wastes was permitted by law in 1900, the amount of wastes dumped into the sea has increased ten times for 15 years. As a result, the dumping sites has been deteriorated so much that the pollution has become a social problem. The 96 Protocol to the 72 London Convention, which requires the contracting party's stricter control on the disposal of wastes at sea, took effect on March 24, 2006. Therefore, our country has become confronted to the situation on which it cannot delay putting a restraint on ocean dumping. Hereupon, Korea Coast Guard (KCG) initiates a dumping sites recovery program. The program is intended to curb the amount of wastes dumped at sea and to recover the polluted dumping sites. In this paper, the current status of our country's management of ocean dumping of wastes is examined and the future condition is anticipated KCG's ocean dumping management measures are also presented.

A Study on Proper Employment Size of Korea Coast Guard (해양경찰청의 적정 인력규모에 관한 연구)

  • This study aimed to find a proper size of Korea Coast Guard. To attain this goal, this study constructed an experimental standard quota model then calculated the proper number of employees of Korea Coast Guard, The findings of the analysis can be summarized as follows: The formula of the model constructed through reviewing related literature is as folllows: Y(manpowers) = constant + (B $\times$ the number of crimes committed) + (B $\times$ the expenditure in the general account) + (B $\times$ the number of Korea Coast Guard vessels). The proper employment size of Korea Coast Guard calculated using the model was 7,369.
