Ethical Foundations of Knowledge as a Commons

  • We consider information ethics the reflection on beliefs, rules and values in electronic environments, in particular with respect to producing, exchanging, sharing and using knowledge and information. This paper will provide an overview of information ethics in the context of the UNESCO from the first INFOethics conference in Monte Carlo 1998, to the UNESCO contribution to the two United Nations WSIS conferences(World Summit on the Information Society) in Geneva and Tunis and to the information ethical aspects of the UNESCO Information for All Programme. As a result of this debate we conclude that there is need for a new approach to achieve the goal of people-centered, inclusive and sustainable knowledge societies. We propose to consider knowledge a commons. Commons is thus the central concept of knowledge ecology and the centerpiece of information ethics. In the commons paradigm, a new consensus needs to be achieved concerning traditional concepts such as freedom of information and science, intellectual property, authorship and the nature of knowledge objects in general. Information ethics can contribute to this discussion by providing an open discourse about these transformation processes.

문화공유지(Cultural Commons) 개념에 의한 대학도서관의 공간프로그램과 디자인방법의 특성 - 타마미술대학 도서관을 중심으로 - (Analysis of the University Library's Space Program and Design Characteristics with the Concept of 'Cultural Commons' - Focused on the Tama Art University Library -)

  • This study is to conclude a direction for Information Commons, which supports the university library in a new role. The study explains perspectives on the changing role of the university library by examining the approaches, histories, and theories practiced by various researchers on Information Commons. The study aims to discover ways of improving the library space that are dedicated to technology using Information Commons, it also examines ways of creating a unified "library space" that will support learning and access to knowledge and information. The features of Cultural Commons include making improvements to technology-centered space, and providing support to research, freedom of speech, creative approach, public freedom and collaboration, and interaction. The functions of Cultural Commons within the university library are listed: First, it supports programs that will transform the library into a social hub within the university. The space specifically blurs the boundary between the library building and its surroundings, and unifies these spaces to enhance its catalytic role in aiding social interactions and human-centered approach. Second, it supports active participation through cultural programs and provides a fluid and interactive space with virtual resources. Third, it enhances user experience to supports behaviors and activities that involve fixtures and equipment in the space to promote learning. The study notes that, with the emergence of these characteristics, the university library is changing by implementing Cultural Commons for on-campus social space and new learning. Accordingly, this implementation is expected to enhance active acceptance of the library space in the future.

정보공유공간의 품질 측정지표 개발에 관한 탐색적 연구 (An Exploratory Study of Developing a Measurement Tool for the Quality of Information Commons)

  • 본 연구는 정보공유공간의 품질 측정지표 개발을 위한 설문항목 개발을 목적으로 하였다. 정보공유공간은 도서관 이용자들이 다양한 교육, 연구, 문화 활동을 경험할 수 있는 물리적, 기술적, 지적 공간으로, 최근 도서관 이용자간의 지식 공유와 상호관계를 장려하기 위하여 인기를 얻고 있다. 또한 정보공유공간은 협업활동, 학습, 휴식을 위한 공간을 제공하는데, 이러한 장점과 유용성에도 불구하고 명확히 정보공유공간의 품질에 대한 측정도구가 없다. 여기에서는 도서관 이용자의 정보공유공간에 관한 인식과 정보공유공간에 대한 인지된 품질에 영향을 미치는 요소들을 추출하기 위하여 심층면담, 선행연구 대조 및 사전조사를 수행하였다. 선행연구와 설문 초기 아이템은 분류와 클러스터링을 통하여 데이터 내의 주요 개념이 도출되었다. 그 후 사전조사를 통하여 예비 설문문항의 타당도가 검증되었다. 연구의 의의는 도서관 서비스 품질평가에 대한 연구의 영역을 확장시키고 이용의도를 고려한 새로운 평가 체계를 제시한 점이다.

공유문화의 장으로서의 도서관 공간의 설계요소 및 인프라 체계 연구 (A Study on Design Elements and Infrastructure System of Library Space as a Place of Shared Culture)

  • In modern times, pluralistic social phenomena in which various values are pursed and recognized appear. The modern society called hyper-connected, intelligence information and zero marginal cost society in which shared value is commonly emphasized faces a paradigm shift to shared society system. In particular, sharing-based activities related with intelligence information sectors more prominently emerge in the high-tech informatization which has been accelerated. The purpose of this study is to understand design factors related with how attribution of the sharing culture is expressed in library spaces and examine how sharing infrastructure is established in users' spaces. As a research method, it initially conducted theoretical consideration of the sharing culture and information spaces, which can be regarded as sociocultural phenomena in modern times. Then, it drew sharing culture-based spatial design factors-access, openness and plurality. It analyzed configuration of spaces for sharing information-Cultural Commons (CC), Information Commons(IC) and Learning Commons (LC) - and infrastructure of information spaces, for library cases-five domestic and foreign public libraries-. The findings show that modern library spaces reflect historical needs for the sharing culture and actively serve their roles through spatial infrastructure including contents (programs) and services for sharing knowledge. The study is determined to be valuable as basic data in establishing the infrastructure of information spaces reflecting modern social trends and cultural phenomena, in expecting spatial structures in which knowledge is reproduced and planning spaces of libraries in the future.

공공도서관 관련 교양과목 개발에 관한 연구 - '우리 모두의 장'으로서 공공도서관 알아차리기 - (A Study on the Development of Liberal Arts Subject Related to Public Libraries: Knowing Public Library as a Commons)

  • 연구의 주요 목적은 공공도서관이 가진 '우리 모두의 장(공통장)'의 특성을 최대한 발견한 학습 구성요소 설계 및 대학의 일반교양 과목 요건에 부합하는 교육 내용 구성이다. 공공도서관은 다양한 문해력 향상의 연습장이자, 디지털 공유문화의 체험장, 차별 없는 모두의 학습장, 메이커 운동의 작업장 그리고 지역공동체 형성의 거점으로서 '우리 모두의 장'의 성격을 두루 갖추고 있다. 연구자는 다양한 문해력 이해, 정보활용능력의 정보윤리, 공동체 의식 및 다문화 이해, 공공의식과 협동정신 및 컴퓨터 활용능력, 학제적 지식 및 통합적 안목과 시각 등을 학습 구성요소로 설계하고 '공유문화와 지역도서관'이라는 명칭의 과목을 개설하였다. 이러한 공공도서관 관련 융합 교양 교과는 지역 및 공공성의 위기가 증대되는 상황에서 공공도서관의 가치를 학생들에게 널리 확산하고 실제로다양한 도서관 서비스를 체험하도록 유도함으로써 지역도서관의 인지도 및 이용률 향상을 견인할 것으로 기대된다.

한국기록관리학회지의 오픈액세스 출판 전환 과정 기록 (A Recording of the Transition Process to the Open Access Publishing in JKSARM)

  • 이 논문은 한국기록관리학회지를 오픈액세스 학술지로 전환하는 과정을 기록한 것이다. 이 과정을 이해하기 위하여 상용DB업체와 학회, 공공DB운영기관 사이에서 벌어진 저작권을 중심으로 한 갈등과 업체와 도서관 사이의 학술DB 가격에 대한 갈등문제를 설명하였다. 또한 최근 국내의 문헌정보학 분야와 인문사회분야 학회들의 오픈액세스 선언의 의미를 설명하였다. 한국기록관리학회지를 오픈액세스로 전환하는 과정에서 부딪힌 출판비 문제, 논문 유통의 문제, 학술지 출판과 관련한 제도의 변경 등 학술지 출판사로서 실무적인 사안들을 처리한 방법과 과정을 기록하고 문제점들도 드러내고자 했다. 또한 이 논문은 기록관리학회지의 오픈액세스 전환을 학술논문의 지식커먼즈를 실현하려는 과정으로 설명하였다.

공공도서관 정체성의 혼란과 극복방안 (Confusion and Overcoming Plans of the Public Library Identity in Korea)

  • 모든 공공도서관의 본질적 정체성은 당대 및 후대의 통시적 접근 이용을 보장하는 지식정보센터이다. 그럼에도 최근에 평생학습 산실, 문화활동 거점, 정보게이트웨이, 커뮤니티센터, 지방공공재, 정보공통체, 민주주의 요람, 제2의 거실 등으로 회자되면서 공공도서관의 정체성이 요동치고 있다. 이에 각종 관계법령, 지방행정기구, 정부 통계자료를 분석하여 정체성 혼란의 실상과 증거를 제시한 후에 공공도서관 정체성 혼란의 극복방안을 제안하였다. 차제에 공공도서관이 지식정보센터를 기반으로 지역문화 향유 확산을 위한 베이스캠프로 정립되려면 집단주의, 귀속주의, 편의주의를 경계해야 한다.

Functional Requirements for Research Data Repositories

  • Research data must be testable. Science is all about verification and testing. To make data testable, tools used to produce, collect, and examine data during the research must be available. Quite often, however, these data become inaccessible once the work is over and the results being published. Hence, information and the related context must be provided on how research data are preserved and how they can be reproduced. Open Science is the international movement for making scientific research data properly accessible for research community. One of its major goals is building data repositories to foster wide dissemination of open data. The objectives of this research are to examine the features of research data, common repository platforms, and community requests for the purpose of designing functional requirements for research data repositories. To analyze the features of the research data, we use data curation profiles available from the Data Curation Center of the Purdue University, USA. For common repository platforms we examine Fedora Commons, iRODS, DataONE, Dataverse, Open Science Data Cloud (OSDC), and Figshare. We also analyze the requests from research community. To design a technical solution that would meet public needs for data accessibility and sharing, we take the requirements of RDA Repository Interest Group and the requests for the DataNest Community Platform developed by the Korea Institute of Science and Technology Information (KISTI). As a result, we particularize 75 requirement items grouped into 13 categories (metadata; identifiers; authentication and permission management; data access, policy support; publication; submission/ingest/management, data configuration, location; integration, preservation and sustainability, user interface; data and product quality). We hope that functional requirements set down in this study will be of help to organizations that consider deploying or designing data repositories.

생태-문화-환경교육을 위한 적합지(장소) 분석과 결정 요인 - <논 생태계와 쌀 문화>의 생활 밀착형 환경 인식론 - (Proper Space and Its Conditions for Ecology-Culture(connected)-Environmental Education)

  • We are easily supposed to think that outdoor EE can help make Eco-Sense, furthermore 'Eco' means nature and natural resource itself. Relatively we are likely to think indoor EE is something theoretical or knowledge-oriented. It comes from our strong beliefs going into nature would be best choice for feeling Eco-mind. But every place in our daily life could be space for finding Eco-feeling(mind), as far as the relation to life in there. No life without ecological relation, so firstly we need to be rethink Eco-feeling could be enough trained in daily life, our EE trends that have distinguished between indoor and outdoor should be rearranged, going there is just for when we unavoidably need to go for outdoor experience. So I focus on two special causes bringing out these biases, 1st Environmental management-thinking, which has been passed over this trend under the name of training environmentally responsible citizen through Awareness, Knowledge, Skill and Attitudes. 2nd important cause is cultural metaphors, which means our thinking is fixed into some patterns, losing cultural thinking diversity, although eco-culture in our daily life has been figured our daily life out as ecological phenomenon hermeneutically. To illustrate this problematic trends, this paper will introduce theories of Bateson G. and Bowers C.A. mainly, who insist fixed pattern-thinking bound for environmental management could be obstacles to make students see and have Ecological intelligence in their mind throughout daily life. This paper will focus on how to feel Eco-mind in our daily life through cultural experience. Representative way for this is to research on rice paddy eco-system and rice culture.

Development of a National Research Data Platform for Sharing and Utilizing Research Data

  • Research data means data used or created in the course of research or experiments. Research data is very important for validation of research conducted and for use in future research and projects. Recently, convergence research between various fields and international cooperation has been continuously done due to the explosive increase of research data and the increase in the complexity of science and technology. Developed countries are actively promoting open science policies that share research results and processes to create new knowledge and values through convergence research. Communities to promote the sharing and utilization of research data such as RDA (Research Data Alliance) and COAR (Confederation of Open Access Repositories) are active, and various platforms for managing and sharing research data are being developed and used. OpenAIRE (Open Access Infrastructure for Research In Europe), a research data platform in Europe, ARDC (Australian Research Data Commons) in Australia, and IRDB (Institutional Repositories DataBase) in Japan provide research data or research data related services. Korea has been establishing and implementing a research data sharing and utilization strategy to promote the sharing and utilization of research data at the national level, led by the central government. Based on this strategy, KISTI has been building a Korean research data platform (DataON) since 2018, and has been providing research data sharing and utilization services to users since January 2020. This paper reviews the characteristics of DataON and how it is used for research by showing its applications.
