  • Nowadays the Design-Build Delivery Method in public sector has been remarkably grown up in applying owing to its merits such as shortening construction duration. The Fast-Track is the wide-using method for accelerating schedule at Design-Build projects. But the public agency is in trouble to execute Fast-Track because of the lack of guideline for its process. As a result, in some cases applying Fast-Track methods, cost and construction duration are increased more than cases of non-Fast-Track projects. In this study, through the questionnaire surveys to professionals having actual implementation experiences as a construction manager, owner or general contractor, key success vehicles of Fast-Track are induced.

  • A proactive approach on environmental issues may be one of critical competitive factors for global business in near future. Especially, distribution systems are very related to the various environmental issues, including development of green products and packaging, selection of the transportation vehicles and pallets, design of retail stores and distribution facilities, participation for solving the local environmental problems, and so on. In order to approach the environmental issues on distribution systems, for the first time managers need to understand the strategic framework for green management and then, to find the key success factors of leading companies in this field. Finally, future directions of strategic green management on distribution systems are discussed and shared.

THE NEXT-GENERATION INFRARED ASTRONOMY MISSION SPICA UNDER THE NEW FRAMEWORK

  • We present the current status (as of August 2014) of SPICA (Space Infrared Telescope for Cosmology and Astrophysics), which is a mission optimized for mid- and far-infrared astronomy with a cryogenically cooled 3m-class telescope. SPICA is expected to achieve high spatial resolution and unprecedented sensitivity in the mid- and far-infrared, which will enable us to address a number of key problems in present-day astronomy, ranging from the star-formation history of the universe to the formation of planets. We have carried out the "Risk Mitigation Phase" activity, in which key technologies essential to the realization of the mission have been extensively developed. Consequently, technical risks for the success of the mission have been significantly mitigated. Along with these technical activities, the international collaboration framework of SPICA has been revisited, which resulted in la arger contribution from ESA than that in the original plan. To enable the ESA participation under the new framework, a SPICA proposal to ESA is under consideration as a medium-class mission under the framework of the ESA Cosmic Vision. The target launch year of SPICA under the new framework is the mid-2020s.

  • The "standard regulation" of the vehicles from "urban transit law" are being adopted to electric multiple unit in domestic. In the standard regulation, there are two types for EMU. One is heavy EMU for Seoul. The other is large EMU for Pusan, Daegu, Gwangju, Daejeon, Incheon. Korea Railroad Research Institute, with the assistance of the Ministry of Land, Transport and Maritime Affairs, "advanced EMU development project" are progressed, and 6th year started at September, one unit to six cars is completed. Now "urban transit vehicle performance tests are on the current progress. The main characteristics of AUTS(Advanced Urban Transit System) are as follows. One inverter control one motor, DDM(Dircet Drive Motor), no driving gear, plug door and steps, mounting and maintenance costs down, passenger convenience improvement. This paper describes the key features the next generation EMU, and performance test results, and the commercial success method of national R&D business.

  • The semi-active suspension system is getting widely adopted in passenger vehicles for its ability to improve ride comfort over the passive suspension system while not degrading driving safety. A key to the success is to develop practical controllers that yield performance enhancement over the passive damper under various driving conditions. To this end, several control strategies have been studied and evaluated in this research in consideration of practical aspects such as nonlinearity and dynamics of the damper. From simulation results. it has been observed that, with the proposed control schemes, ride comfort can be significantly upgraded while suppressing degradation of driving safety.

  • The main battlefield of 'made in China 2025' proposed by the Chinese government is the deep integration of industrialization and informatization, among which intelligent manufacturing and new energy vehicles are the key links. New energy vehicle refers to the use of unconventional automotive fuel as a power source (or use conventional automotive fuel, the use of new vehicle-mounted power plant), integrated vehicle power control and driving aspects of advanced technology, the formation of advanced technical principles, with new technology and the structure of the vehicle. BYD's success in the battery, I T and automobile industries has attracted the attention of the industry, making it a shining new star in the Chinese business community. BYD 's innovation, diversification and corporate culture construction have certain enlightenment to the development of China's small and medium-sized enterprises. Therefore, by looking at the Chinese network literature, about BYD's research mainly focused on the development strategy, corporate finance, corporate performance, and corporate marketing, etc. This paper will take BYD as the research object and focus on corporate culture. Through literature analysis and qualitative analysis, it will summarize and further analyze the unique corporate culture of BYD, its important role, and provide relevant theoretical references for the construction and development of corporate culture in other industries.

Nuclear-First Politics of Kim Jung Un Regime and South Korea's Deterrence Strategy (김정은 정권의 선핵(先核) 정치와 한국의 억제전략)

  • North Korea's 4th nuclear test on Jan. 6 and following developments once again awakened the world into seriousness of the nuclear matters on the Korean peninsula. On March 2, UNSC adopted Resolution 2270 which is complemented by Seoul government's measures such as withdrawal from the Gaesung Industrial Complex (Feb. 9) and announcement of unilateral sanction (March 8). Seoul government also strongly urged the international community to strangle North Korea's 'financial resources.' The U.S., Japan, China, and other countries have issued unilateral sanctions to complement the UNSC measure. South Korea and the U.S. conducted their annual joint military drill (Resolve-Foal Eagle) in the largest-ever scale. North Korea, however, responded with demonstration of its nuclear capabilities and announcement of de facto 'nuclear-first' politics. North Korea test-fired a variety of delivery vehicles, threatened nuclear strikes against South Korea and the U.S., and declared itself as an 'invincible nuclear power armed with hydrogen bombs' at the 7th Workers 'Party Congress held in May, 2016. Considering the circumstantial evidences, the North's 4th nuclear test may have been a successful boosted fission bomb test. North Korea, and, if allowed to go on with its nuclear programs, will become a nuclear power armed with more than 50 nuclear weapons including hydrogen bombs. The North is already conducting nuclear blackmail strategy towards South Korea, and must be developing 'nuclear use' strategies. Accordingly, the most pressing challenge for the international community is to bring the North to 'real dialogue for denuclearization through powerful and consistent sanctions. Of course, China's cooperation is the key to success. In this situation, South Korea has urgent challenges on diplomacy and security fronts. A diplomatic challenge is how to lead China, which had shown dual attitudes between 'pressure and connivance' towards the North's nuclear matters pursuant to its military relations with the U.S, to participate in the sanctions consistently. A military one is how to offset the 'nuclear shadow effects' engendered by the North's nuclear blackmail and prevent its purposeful and non-purposeful use of nuclear weapons. Though South Korea's Ministry of Defense is currently spending a large portion of defense finance on preemption (kill-chain) and missile defense, they pose 'high cost and low efficiency' problems. For a 'low cost and high efficiency' of deterrence, South Korea needs to switch to a 'retaliation-centered' deterrence strategy. Though South Korea's response to the North's nuclear threat can theoretically be boiled down into dialogue, sanction and deterrence, now is the time to concentrate on strong sanction and determined deterrence since they are an inevitable mandatory course to destroy the North' nuclear-first delusion and bring it to a 'real denuclearization dialogue.'

  • What is the term "intelligence information society", which is a term that has been continuously discussed recently? This means that the automation beyond the limits of human ability in the whole societies based on intelligent information technology is a universalized social future. In particular, it is a concept that minimizes human intervention and continuously pursues evolution to data (or big data) -based automation. For example, autonomous automation is constantly aiming at unmanned vehicles with artificial intelligence as a key element. However, until now, intelligent information research has focused on the intelligence itself and has made an effort to improve intelligence logic and replace human brain and intelligence. On the other hand, in order to replace the human labor force, we have continued to make efforts to replace workers with robots by analyzing the working principles of workers and developing optimized simple logic. This study proposes important strategies and directions to implement intelligent information education policy and intelligent information technology research strategy by suggesting access strategy, education method and detailed policy road map for intelligent information technology research strategy and educational service. In particular, we propose a phased approach to intelligent information education such as basic intelligence education, intelligent content education, and intelligent application education. In addition, we propose education policy plan for the improvement of intelligent information technology, intelligent education contents, and intelligent education system as an important factor for success and failure of the 4th industrial revolution, which is centered on intelligence and automation.
