The electric power industries in Korea are launched into deregulation by introducing the CBP(Cost Based Pool), where generation sector of KEPCO was divided into six generation companies and the other sectors of KEPCO remains vertically integrated system. In deregulated market, participants are concerned with maximization of their profit rather than minimization of system-wide costs. Consequently, there are difficulties in applying the cost minimization for the scheduling of generation resources to CBP, because of the operation of pumped-storage hydroplants. This paper presents an operation method of pumped storage hydroplants which is helpful for the economic operation of power system considering the market in the CBP.

This paper describes the optimal PSS parameter design for the PSS of EX2000 excitation system. The suggested tuning technique uses the model-based PSS tuning method which have three steps: generation system modeling, determination of PSS parameters, and on-site test. Using this method, the PSS parameters of EX2000 system in Dangjin T/P #4 was designed and verified by linear analysis program, PSS/E, and EMTDC/PSCAD.

This paper describes the on-site PSS Tuning Test of EX2000 excitation of Dangin T/P #4. The on-line 2% AVR step test in 500MW was performed by setting PSS gain from 0 to 15 by 3 increasement. The time-domain measured data was also analyzed by DFT analysis. Finally, the measured data was replicated and verified by running the time-domain dynamic simulation.

Because the overhead transmission lines are exposed to the outdoor weather, the faults of the transmission lines are due to natural conditions, and among these faults, the outage rate by lightning is about 50%. The lightning causes the damage of power system equipments, the shut down of electricity and the electro-magnetic interference. To study the basic research of the lightning parameters for power system operation, LPATS-III (Lightning Positioning and Tracking System) has been introduced since 1995 in Korea. This paper describes the inspection result about location information error and the statistical distribution of lightning current.

This paper presents the application draft of system frequency and reserve criteria for Korean Wholesale Electricity Market. This application draft of system frequency and reserve criteria is based on frequecy, voltage control rules and technical rules for ancillary services agreements prepared by KEMA and the present conditions of KEPCO system operations and future directions.

This paper describes the settlement rules in the basic market design for Korean Wholesale Electricity Market. The settlement rules are to be exercised after the Bid and Offer Processes as described in the pool rules(within the market rules) and to determine the payments to Generators, charges to Energy Purchasers and charges or payments to the Transmission Asset Owner(TAO).

계량규칙은 전력거래에 따른 전력량의 수수를 정량적으로 계산하기 위한 규칙이다. 계량규칙에서는 전력거래소를 포함하여 전력거래와 관계된 모든 시장참석자들의 거래 전력량을 정확하게 측정하여 이들 데이터를 정산시스템에 전달함으로써 전력거래에 따른 요금계산이 가능하도록 지원할 뿐만 아니라 계량기에 저장된 데이터를 바탕으로 시장운영자의 발전지시를 발전사업자가 잘 준수하고 있는지의 감사 근거자료를 제공하기도 한다. 본 논문에서는 이 밖에 계량설비에 요구되는 조건, 계량설비의 설치위치 계량기 설치 및 비용부담의 주체, 계량기의 교정 및 시험 등에 관련된 사항 등에 대해 각 시장 참여자가 양방향 입찰 전력시장의 효율적인 운영을 위해 지켜야할 책임과 의무 등에 대해 제시한다.

The Transmission network provides physical transport, network security, and connection services. The five principles of Transmission pricing are economic efficiency, cost recovery, efficient regulation, simplicity and transparency, non-discrimination. The Transmission Charges are made up of transmission connection charge and transmission charge of network. The Transmission Losses will be considered through Marginal Transmission Loss Factors in the market operation. The transmission loss rentals are used for the reduction of the annual revenue requirement of the transmission network for the purpose of derivation of transmission use of network charge.

The Distribution Network costs are currently part of the total cost of KEPCO covered through aggregated final consumer tariffs. There is no unbundling of Power Sale and Distribution Network activities. This situation will change with the introduction of competition in supply. The Distribution Network Service Providers will have to provide access and set explicitly Distribution Service Charges in order to enable the Power Sales Businesses to convey electricity to their consumers using the Distribution Network for these purposes. The Distribution Service Charges will be made up of Distribution Connection Charge and Distribution Use of Network Charge. The Distribution Losses will be considered through Distribution Loss Factors and included in the electricity purchased by the Power Sales Businesses.

2001년 전력산업의 구조개편에 따라 우리나라는 현재 발전경쟁시장(CBP)을 운영하고 있으며, 이어서 도매경쟁시장(TWBP)의 개설을 준비하고 있다. 도매경쟁시장에서의 계통운영 보조서비스는 전력거래소와 발전사업자간의 계약에 의하여 제공되며, 전력거래소는 전력계통 신뢰도 및 전기품질 유지기준을 만족시킬 수 있도록 보조서비스 필요량을 정하여 운영하게 된다. 본 논문은 도매경쟁시장에서 적용할 주파수제어보조서비스 중 정상상태의 주파수 제어에 사용되는 자동발전제어(AGC)에 대하여 실계통 운영 실적자료 분석을 통한 AGC 필요량 산정방안을 제안하고, 적정필요량을 검토하였다.
