이동통신 산업기술 동향과 연구개발 정책방향

  • 이동통신산업은 대규모 R&D 비용과 고위험으로 기술 및 시장 진입 장벽이 매우 높고, 호환성(backward compatibility) 제공 문제로 후발 주자들이 쉽게 뛰어들기 힘든 산업이다. 하지만 성장 잠재력이 크고 타산업간 융합의 Keyfactor가 되는 산업이다. 본고에서는 이동통신 산업의 특성을 파악하고, 표준화 동향, 이동통신 분야 정부 R&D 추진현황 및 향후 추진방향에 대해 알아보고 마지막으로 정부 R&D 기획 프로세스를 통하여 기술수요조사 결과가 하나의 연구개발과제로 생성되는 과정에 대해 알아본다. 결론에서는 이동통신 산업에 대한 미래 전략을 통해 앞으로의 이동통신 산업이 나아갈 길을 제시하고자 한다.

Status-of-arts of Desalination Technology (해수담수화 산업기술동향)

  • Korea is presently the leading country in global desalination industry and has been investing a large amount of money and human resources in development of new core technologies to increase its' share of global market. In this paper, we reviewed world-wide trends of the advanced water industry and outlined various seawater desalination technologies developed so far. We also made some analysis on the directions and results of the government-lead R&D sponsorship in the field of seawater-freshening technology. Present studies showed that we need an institutional strategy to help domestic companies guarantee the credibility of the technologies developed by themselves based upon their experience of plant operation. Futhermore, strategic R&D programs to develope original technologies and localization of key components for desalination plants should be preceded in the near future.

A Study on the Factors Influencing Project Performance of Government R&D Program: Focusing on IT and CT Industry (정부연구개발사업의 성과창출요인에 관한 연구: IT와 CT산업을 중심으로)

  • Recently, project performance and management of government R&D program investing huge amount of budget is being focused. In this study, I built a model for estimating the performance creating paths of the government R&D program, then I analyzed the attributes of performances created by industries. I used simultaneous equations with FIML and examined the IT industry and CT industry of industrial technology innovation program using survey on R&D performance conducted by KEIT. On the analysis result, all the companies create the innovation performance through the government grants. However, the one who commercialize patents is SMEs in IT industry, and conglomerates in CT industry. SMEs in IT industry, which has characteristic of complex product, need extra self innovation activities even the government supports them. For improving the commercialization performance and technology development of SMEs in CT industry, it is effective when conducting cooperative research. These findings give us the implication that it is needed to consider different factors by industrial and enterprise characteristic when planning the public policy and government tasks.

An Analysis of Long-Term Scenarios for The GHG Emissions Projections Considering Economic Growth and Industrial Structure Change (경제성장과 산업구조 변화에 따른 장기 온실가스 배출량 전망 시나리오 분석)

  • Both economic growth and industrial structure have great influence on energy consumption and GHG emissions. This study analyzed long-term scenarios for GHG emissions projections considering economic growth and industry value added change. In consideration of 3 GDP and 3 industry value added outlook, total 9 scenarios were set; 'Assembly Industry Baseline(AI)', 'Assembly KEIT industry(AK)', 'Assembly Advanced Country industry(AA)', 'KDI Industry Baseline(KI)', 'KDI KEIT industry(KK)', 'KDI Advanced Country industry(KA)', 'OECD Industry Baseline(OI)', 'OECD KEIT industry(OK)', and 'OECD Advanced Country industry(OA)' scenarios. In consideration of the GDP increase rate and industry value added outlook, it is estimated that AI scenario's GHG emissions would be 777 million tons of $CO_2eq$ in 2030. On the other hand, in the case of OA scenario, GHG emissions would be 560.2 million tons of $CO_2eq$ in 2030. Differences between AI scenario's and OA scenario's were 216.8 million tons of $CO_2eq$. It can be identified by that GDP and industry value added change have great influence on GHG emissions. In view of the fact that Korea's amount of GHG emission reduction targets in 2030 were 218.6 million tons of $CO_2eq$ that the result of this research could give us valuable insight.

  • 플렉서블 능동구동형 유기전계발광(Flexible AMOLED) 디스플레이 개발에 있어 핵심기술이라 할 수 있는 high barrier 특성을 갖는 고분자 기판, 능동구동 소자 및 flexible OLED 제작 기술에 대한 연구를 수행하였다. Polyacryl/SiON 복합층을 사용하여 OLED에 적합한 barrier 특성(투습율 : $10^{-5}\;{\sim}\;10^{-6}\;g/m^2-day$)을 가진 고분자 기판을 개발하였으며 이와 더불어 ULTPS TFT, OTFT 및 flexible OLED 소자를 구현하였다.

Real-Time Centralized Soft Motion Control System for High Speed and Precision Robot Control (고속 정밀 로봇 제어를 위한 실시간 중앙 집중식 소프트 모션 제어 시스템)

  • In this paper, we propose a real-time centralized soft motion control system for high speed and precision robot control. The system engages EtherCAT as high speed industrial motion network to enable force based motion control in real-time and is composed of software-based master controller with PC and slave interface modules. Hard real-time control capacity is essential for high speed and precision robot control. To implement soft based real time control, The soft based master controller is designed using a real time kernel (RTX) and EtherCAT network, and servo processes are located in the master controller for centralized motion control. In the proposed system, slave interface modules just collect and transfer all sensor information of robot to the master controller via the EtherCAT network. It is proven by experimental results that the proposed soft motion control system has real time controllability enough to apply for various robot control systems.

Disapproval Judgment System of Research Fund Execution Details Based on Artificial Intelligence

  • In this paper, we propose an intelligent research fund management system that applies artificial intelligence technology to an integrated research fund management system. By defining research fund management rules as work rules, a detection model learned using deep learning is designed, through which the disapproval status is presented for each research fund usage history. The disapproval detection system of the RCMS implemented in this study predicts whether the newly registered usage details are recognized or disapproved using an artificial intelligence model designed based on the use of an 8.87 million research fund registered in the RCMS. In addition, the item-detail recommendation system described herein presents the usage details according to the usage history item newly registered by the artificial intelligence model through a correlation between the research cost usage details and the item itself. The accuracy of the recommendation was shown to be 97.21%.

Identity-Based Ring Signature Schemes for Multiple Domains

  • A separable identity-based ring signature scheme has been constructed as a fundamental cryptographic primitive for protecting user privacy. Using the separability property, ring members can be selected from arbitrary domains, thereby, giving a signer a wide range of ways to control privacy. In this paper we propose a generic method to construct efficient identity-based ring signature schemes with various levels of separability. We first describe a method to efficiently construct an identity-based ring signature scheme for a single domain, in which a signer can select ring identities by choosing from identities defined only for the domain. Next, we present a generic method for linking ring signatures constructed for a single domain. Using this method, an identity-based ring signature scheme with a compact structure, supporting multiple arbitrary domains can be designed. We show that our method outperforms the best known schemes in terms of signature size and computational costs, and that the security model based on the separability of identity-based ring signatures, presented in this paper, is highly refined and effective by demonstrating the security of all of the proposed schemes, using a model with random oracles.
