Chemical properties of aerosols were investigated by analyzing the inorganic water-soluble content in $PM_{2.5}$ collected in the downtown area of Jeju City in Jeju Island. Due to an increase in both the number of visiting tourists and the size of local population, the number of cars in this area is increasing, causing an increase in $PM_{2.5}$. Eight $PM_{2.5}$-bound major inorganic ions were analyzed during the summer and winter periods. The water-soluble inorganic component represents a significant fraction of $PM_{2.5}$. In particular, secondary inorganic aerosols contribute 36.2% and 47.5% of $PM_{2.5}$ mass in summer and winter, respectively. Nitrate concentrations increase for $[NH_4{^+}]/[SO_4{^{2-}}]$>1.5, and excess ammonium, which is necessary for ammonium nitrate formation, is linearly correlated with nitrate. These results are clearly observed during the winter because conditions are more conducive to the formation of ammonium nitrate. A significant negative correlation between Nitrogen Oxidation Ratio (NOR) and temperature was observed. The obtained results can be useful for a better understanding of the aerosol dynamics in the downtown area in Jeju City.

Wet precipitation samples were collected in Jeju City and Mt. Halla-1100 site (a site at an altitude of 1100 m on Mt. Halla) during 2011-2013, and their major ionic species were analyzed to examine the chemical composition and characteristics. A comparison of ion balance, electric conductivity, and acid fraction of precipitation revealed correlation coefficients in the range of r = 0.950~0.991, thereby implying the high quality of analytical data. Volume-weighted mean pH and electric conductivity corresponded to 4.86 and 25.5 µS/cm for Jeju City, and 4.98 and 15.1 µS/cm for Mt. Halla-1100 site, respectively. Ionic strengths of the wet precipitation in Jeju City and Mt. Halla-1100 site corresponded 0.3 ± 0.5 and 0.2 ± 0.2 mM, respectively, thereby indicating that more than 30 % of total precipitation was within a pure precipitation criteria. The precipitation with a pH range of 4.5 - 5.0 corresponded to 40.8 % in Jeju City, while the precipitation with a pH range of 5.0 - 5.5 corresponded to 56.9 % in Mt. Halla-1100 site, thereby indicating slightly more weak acidity than that in Jeju city. The volume-weighted mean concentration (µeq/L) of ionic species was in the order of Na+ > Cl- > nss-SO42- > NO3- > Mg2+ > NH4+ > H+ > nss-Ca2+ > PO43- > K+ > CH3COO- > HCOO- > NO2- > F- > HCO3- > CH3SO3- at Jeju City area, while it corresponded to Na+ > Cl- > nss-SO42- > NO3- > NH4+ > H+ > Mg2+ > nss-Ca2+ > PO43- > CH3COO- > K+ > HCOO- > NO2- > F- > HCO3- > CH3SO3- at Mt. Halla-1100 site. The compositions of sea salts (Na+, Cl-, Mg2+) and secondary pollutants (NH4+, nss-SO42-, NO3-) corresponded to 66.1 % and 21.8 %, respectively, in Jeju City and, 49.9 % and 31.5 %, respectively, in Mt. Halla-1100 site. The acidity contributions in Jeju City and Mt. Halla-1100 site by inorganic acids, i.e., sulfuric acid and nitric acid, corresponded to 93.9 % and 91.4 %, respectively, and the acidity contributions by organic acids corresponded to 6.1 % and 8.6 %, respectively. The neutralization factors in Jeju City and Mt. Halla1100 site by ammonia corresponded to 29.8 % and 30.1 %, respectively, whereas the neutralization factors by calcium carbonate corresponded to 20.5 % and 25.2 %, respectively. From the clustered back trajectory analysis, the concentrations of most ionic components were higher when the airflow pathways were moved from the continent to Jeju area.

While Jeju Free International City was promoted to overcome the economic crisis and build a new national competitiveness in the era of globalization, its development vision as 'the hub city of Northeast Asian economy in the $21^{st}$ century' has not been realized. This paper argues that Jeju Free International City to aim for the 'ideal free market model', 'neoliberal space of exception', and 'a new testing ground for neoliberal deregulation policies' has failed due to worsening of socioeconomic and environmental contradictions, growing conflicts in local community, and the logic of equity enforced by the central government. To support this claim, this article reviews the theoretical discussions of special economic zones, examines the shifts in the development visions of Jeju Free International City, and analyzes how Jeju has become a space of exception with the introduction of various exceptional policies and spatial mechanisms.
For the purpose of protecting the health of citizens and creating a delightful environment, the Government shall establish the environmental standards, and make such standards keep their propriety according to any changes in environmental conditions. The Special Metropolitan City, Metropolitan City or Do may, in case where deemed necessary in view of the speciality of regional environments, set forth the separate environmental standards which are more expanded and strengthened than the environmental standards by the Municipal Ordinance of the relevant City/Do. The purpose of this study was for the management of stream waters of Jeju Island and proposed the appropriate Jeju local river environmental standards. Jeju-Do and Daejeon-si applies the Local River Environmental Standards in Korea. While each nation? circumstances and environment are different, for the most part, environmental standards and purposes of use are similar to those in Korea. Proposed Jeju River Local Environment Standards followed The River Environment Standards of Nation(Korea) for Living Environment Standards. The environmental lighting of a city advances its landscape standards and the city's touristic value because the lighting can help improve the city's safety and security as well as its esthetic value. The types of parks in cities vary in size and function and should be reflected carefully in lighting planning to gain the best effect. The importance of city lighting has been increased in recent years due to the expanded span of urban night life. Lighting systems around rivers and coastal waterfronts in cities play an important role not only in their functional aspects, such as safety and security, but also in boosting the city's identities. This paper performed comparison analysis among Tsim Sha Tsui Promenade in Hong Kong, Fukuoka Nakagawa Park in Japan, and the walking path in Hamdeok Beach in Jeju City, Korea. According to the evaluation, Hong Kong is excellent in 8 evaluation criteria for park lighting so that the city shows its superior installation and management. Fukuoka is also good by being analyzed as 'fair' in 5 criteria. Finally, Jeju is judged as inferior overall by showing 'poor' in several criteria. The paper shows how they differ in their environment lighting characteristics and aims to suggest stable lighting planning strategies for seaside parks in Jeju so the citizens and visitors of Jeju can enjoy the beautiful sceneries and nighttime activities.

The pH, electric conductivity. and the major ionic components were analyzed for the precipitation samples collected at 1100 Site of Mt. Halla and Jeju city. The quality of analytical data was verified by the comparison of ion balances, conductivities and acid fractions, all of which correlation coefficients were over 0.952. The ionic strengths lower than 10$^{-4}$ M were found in 57 and 28% at 1100 Site and Jeju city respectively. The precipitation in Jeju city was influenced more by the oceanic effect than those in 1100 Site. The acidification of precipitation was caused mostly by S $O_4$$^{2-}$and N $O_3$$^{[-10]}$ in both areas, and the organic acids have contributed to the acidity with only 7~8%. The neutralization factors by N $H_3$ were about 44 and 47% at the 1100 site and the Jeju city, respectively, whereas those by CaC $O_3$were 21 and 24%, and the free acidity were about 38 and 28% at two sites. From the investigation of seawater and soil enrichment factors, the S $O_4$$^{2-}$, N $O_3$$^{[-10]}$ and N $E_4$$^{+}$ were immigrated by other sources rather than from the seawater or soil origins. but not in the case of $Mg^{2+}$, C $l^{[-10]}$ , N $a^{+}$, and $K^{+}$. Factor analysis has shown that the precipitation at the 1100 site had been influenced mostly by anthropogenic sources, followed by soil and sea-water sources. On the other hand, the precipitation at the Jeju city was mainly influenced by oceanic sources, followed by anthropogenic and soil sources.urces.

Water management treatment of coastal region has been an important problem in Jeju city since the distributions of pipeline of the pumping system made a bad view in coastal region. To solve the problem, we observed the pipelines that are on the surface around the coastal region from Tapdong to Doduhang. From the observations, we found that Todong and Dodu areas were not unsightliness because the all pipelines were located in underground. However, the other areas, such area Yongdam, Handugi, Yongdam fishing village, had a serious problem for the coastal landscape view. To solve the problem, at we estimated coastal land color characteristics of Jeju city based on the observation of the pipelines. The estimated color panel shows that the green, blue and grey colors are a dominant factors of the Jeju coastal region. Based on the color panel, we proposed two methods, that is, one is a short time treatment, the other is a long time one. The short is based on the colour treatment, which is pipeline colour changing into surround natural one. The long time is the construction plan design method. Although the later method was very useful in Jeju island. However, it takes a lot of time and money. Therefore, in the situation, the short time is the better than the long time one.
Aerosol measurement were carried out to investigate the characteristics of its chemical composition directly affected by the local emissions of Jeju City, Jeju Island by using an eight-stage cascade impactor from Dec. 1999 to Aug. 2000. The ambient aerosol concentrations measured at Jeju City were generally very low but the fine particle concentrations were to be higher than the US standard of PM2.5. The majority of sulfate were non sea salt and contained in the fine particles. In the fine particles, the concentrations of Na$\^$+/, K$\^$+/, Mg$\^$2+/, Ca$\^$2+/, Cl$\^$-/ and NO$\sub$3$\^$-/ had a tendency to increase during the springtime rather than the other seasons. However, the springtime sulfate and ammonium concentrations in the fine particles were slightly lower than those during the other seasons. On the other hand, associated with the coarse particles, the concentrations of ionic species except potassium and ammonium were elevated during the springtime. The calcium concentrations in the coarse particles were increased up to 8 times relative to the other seasons.
