일제하(日帝下)(1920년대) 조선인수형인(朝鮮人受刑人)의 식생활상황(食生活狀況)과 그 배경(背景) (Dietary Life Status of Korean Prisoners' and the Background during the Period of Japanese Ruling)

  • The objects of this study are to find out (1) real situation of the food supply in prison under Imperial Government of Japan more cleary (historical meaning) and (2) which might help in understanding wrong present food consumption patterns in Korea which causes environmental as well as health problems. It is generally known that the length of the Japanese occupation for Korea is 36 years. However, it is concluded in this study that it was longer (70 years ; from 1875 to 1945 from when Japanese Army attacked and occupied Yungjongdo and Kanghwado island to e time when they were defeated on World War II.) Korea was annexed by Japan in 1910 then the Imperial Government of Japan dismissed the Korea Army, controlled the Office of Justice and the management of prison by force. Since then about 50% of all land was fell into Japanese Government ownership and 80% of Korean farmers became as tenant. After this change, Korea farmers were forced to pay extremely high rent (up to 80% of its harvest). Forced immigration, low price procurement of grain by Japanese government up to more than 30%of their production, was practiced. Accordingly, the food situation of Korean farmers became miserable, which may caused more violations of Imperial Japanese Law. Malnutrition, epidemic diseases, mortality rate of infants soared and average life expectancy shortened to 20-30 years old. This was the period of World Economic Crises and Food Crises in Japan. It was said then that if one Japanese comes to Korea then 200 Koreans will starved to death. Meanwhile, Proconsul Bureau of Chosun requested to the Department of Medicine, the Imperial University of Kyungsung to survey food supply situation of Koreans in prison throughout Korea. Objectives of the survey then was not only to find out scientifically whether it is agreeable in maintaining prisoner's health and also find out the possibility to save food during food crisis. Survey was started from 1923 and ended in 1945, and it focussed on prisoners in the Seodaemoon Prison. This report is the outcome of the first survey. They concluded that the food supplied was nutritionally (had) no problem, in compare with those of workers in the factory, students in the dormitory in Japan and with those of prisoners in Taiwan, France and Germany. Amount of grain supplied were different according to their work lord and was divided into 9 different levels. Total grain was consisted of 50% millet, 30% soybean and 20% indica rice(variety). However, there were no difference in the amount of supply of side dishes between work groups. For the highest working group, 3280g of boiled grain per day was supplied to make stomach full but as a side dishes, salty fermented bean paste, fermented fish and salty soups, etc. was supplied. Deficiency of animal protein were observed, however, high intake of soybean may possibly caused animal protein deficiency problem. On the contrary, the intake of water soluble vitamins were insufficient but the level of calcium and iron intake seems to be sufficient, however, imbalance of intake of nutrition may caused low absorbtion rate which might caused malnutrition. High intake of dietary fiber and low intake of cholesterol may possibly prohibited them from so called modem disease but may caused the defect in disease resistancy againist epidemics and other traditional disease. Over intake of salt(20-30g per day) was observed. Surveyors who attended in this survey, mentioned that the amount of food intake may nutritionally be sufficient enough but the quality of food(and possibly, the taste of food) were like that of animal feed. For the officials who received this report might consider that considering the war situation and food crisis, the supply situation of food in the prison may considered to be good enough(because they are not starving). But as a Korean who studied this report, one feel extremely pity about those situation because (situation of) those period were very harsh under the Imperial Law and keeping the Law by Koreans were almost impossible, therefore, about one third adult violated the Law and were put into jail. And they were treated like animals.

일제강점기 미키 사카에(三木榮)의 경력에 대한 고찰 - 조선에서의 활동을 중심으로 - (A Study on Sakae Miki's Experience during Japanese Colonial Period with a Focus on His Activities in Colonial Korea)

  • Sakae Miki, a Japanese medical historian, was a leading figure in the study of medical history in the Korean Peninsula due to his three representative books, Bibliography of Korean medicine, ancient and mediaeval(朝鮮醫書誌), The History of Korean medicine and of diseases in Korea(朝鮮醫學史及疾病史), and A Chronological table of Korean medicine(朝鮮醫事年表). After graduating from Kyushu Imperial University's Faculty of Medicine in 1927, he moved to Seoul (then called Keijo) the following year and lived in colonial Korea until 1944. As a doctor and bureaucrat working for the Government-General of Chosen in colonial Korea, this study focused on his career activities. It was in 1928 when he entered Keijo Imperial University's Faculty of Medicine where he participated in experimental research under the supervision of Professor Shinosaki, who was the chief of the third Institute of Medicine. It was discovered that he received his doctorate in medicine from Kyushu Imperial University in August 1932. In 1933, he became an assistant professor of Keijo Imperial University and started working at the Keijo Prefectural Resident Hospital until 1935. In August 1935, he was appointed as the director of Suigen Provincial Hospital where he served until 1944. While actively practicing medicine in colonial Korea, he spent his spare time researching Korean medical history, which he used for the basis of his later publications.

20세기초 동아시아 박물관과 역사적 지식(知識)의 조형(造形) (Museums in East Asia and Shaping Historical Knowledge at early 20th century)

  • This thesis examines analyzing how historic knowledge was shaped in museum. Examining by Tokyo Imperial Museum, Government General Museum of Taiwan, Yi Wang Ga Museum, Government General Museum of Chosun, and NanTong Museum of late 19th and early 20th century, tried to find out similarities and differences. These museums are similar in that they adopt museums as modern system considering models of other countries(Europe or Japan) and exhibitions played important roles in gathering relics. Experts who leaded adoption of western civilization played an important role. These experts were conservatives who valued tradition and relics while they aimed for western civilization. It originated in the character of museum system. Historical Knowledge by museums was constituted with five combinations of conceptions which are nationality, locality, coloniality, and artistry. Every museum cannot help having modernity for museum itself is modern system. Modernity was symbolized by museum building of western style in Yi Wang Ga Museum, Government General Museum of Chosun. Tokyo Imperial Museum revealed nationality in that it tried building of imperial history which includes colonies. In early time, Tokyo Imperial Museum pursued modernity and artistry, however it concentrated on artistry than modernity later. We can find locality in that Tokyo Imperial Museum tried to find meaning about Japanese art by relating with natural characteristics. It is Taiwan Governor Museum that extremely expressed coloniality and artistry was not considered. Government General Museum of Chosun could not be exceptions of features of coloniality, but it need to recognize that artistry was focused all over the exhibitions. It was NanTong Museum that most directly expressed locality. Like these, Museums of East Asia established in around 1900 made different historical knowledge by varying weigh of five factors, nationality, locality, modernity, coloniality and artistry.

구황실재산 관리 제도에 대한 연구 -구황실재산의 문화재관리체계 편입 관련- (Establishment of Old Imperial Estate and Cultural Property Management System -Focused on Inclusion of Imperial Estate as Cultural Property-)

  • 한국의 문화재 관리 제도는 일제강점기에 제정 시행된 근대 문화재 법제와 구황실재산 관리 제도를 기반으로 성립되었다. 그동안 학계에서는 근대 문화재 법제를 중심으로 한 문화재 관리 제도에 대한 연구 성과는 축적해 왔으나 문화재 관리 제도의 또 다른 축을 이루고 있는 구황실재산 관리 제도에 대해서는 이를 문화재 제도사 관점에서 접근한 연구가 거의 없다. 구황실재산은 갑오개혁에 의해 봉건적 가산에서 분리 독립하였으나 일제의 식민지 침탈과정에서 정리 해체되어 일제강점기에는 식민지 왕가의 세습 재산으로 관리되었다. 그 후 정부 수립 후인 1954년 「구황실재산법」이 제정 시행됨으로써 구황실재산은 국유화와 함께 역사적 고전적 문화재로 규정되었고 구황실재산사무총국에 의해 관리되었다. 이때 구황실재산 중 영구 보존 재산으로 지정된 재산은 1963년 「문화재보호법」 1차 개정 시 부칙 제2조에 의거 국유 문화재로 정식 편입됨으로써 민족의 문화유산으로 인정받았다.결론적으로 말해서 한국의 문화재 형성과 문화재 관리 제도는 두 개의 서로 다른 연원인 근대 문화재 법제와 구황실 재산 관리 제도가 하나로 통합되어 이루어졌다고 할 수 있다. 근대 문화재 법제의 변천이 일본의 그것을 식민지 조선에 이식·적용하여 문화재를 규율하고 관리하는 과정이었다면 구황실재산 관리는 일제가 대한제국을 식민지화 하면서 구황실재산을 침탈하고 정리하여 운용한 과정이었다고 할 수 있다. 광복과 대한민국 정부수립으로 이 각기 다른 두 개의 흐름이 하나로 합쳐지는 계기가 마련되었고 마침내 1961년 문화재관리국 설치와 1962년 주체적인 「문화재보호법」 체제가 성립됨으로써 제도적 통합이 이루어졌다고 평가할 수 있다.

Japanese Broadcasting in Shanghai during the Periods of Solitary Island and Occupation: A Case Study on the Great Eastern Broadcasting Station (Daito Hoso Kyoku)

  • Right before the outbreak of the War of Resistance Against Japanese Aggression (1937-1954), the Great Eastern Broadcasting Station (GEBS) was established in Shanghai under the aegis of the Ministry of Foreign Affairs of Japan (MOFA). Prior to the launching of the GEBS, Japan had not owned similar radio stations in China for years. As a result, the Embassy of Japan in China held rounds of discussions on the plan and Japanese governments, ranging from the MOFA, the Navy, the Army, the Ministry of Communications (MOC), and NHK-Japan Broadcasting Corporation (Nihon Hoso Kyoku) provided financial, technological, and equipment support. In the mid-1930s when the Sino-Japanese relations became intensified, the GEBS assumed the primary role of disseminating government policies to over 30,000 Japanese expatriates in Shanghai to make sure that they could remain settled while supporting military endeavors of the Japanese army once the war between China and Japanese broke out. After 1937, the GEBS became an essential propaganda tool to advance imperial policies of Japan. Although the station differed from the Army-controlled Greater Shanghai Broadcasting Station (Dai Shanhai Hoso Kyoku) in many aspects, it was in line with the latter in terms of advancing wartime ideology of the Japanese empire. As the Japanese-occupied areas were enlarged, target audience of the GEBS also expanded to Chinese people and foreign nationals when Japanese, English, Russian, and Shanghai-dialect news was broadcast by the station. Suffice it to say that the GEBS was closely related to wartime propaganda of the Japanese imperial expansion.

일제하(日帝下) 사립전문학교(私立專門學校) 도서관(図書館) (THE KOREAN PRIVATE COLLEGE LIBRARIES UNDER THE PERIOD OF JAPANESE CONTROL)

  • Korean private colleges under the period of Japanese control was the kernel for the educational resistance, one of the save-the-nation movements because of inculcating in Koreans the spirit of independence and self-respect under that period. Posung College Library building, erected in Commemoration of the 30th Anniversary of the Foundation, especially, was the result of Koreans systematizing ability and iron will of independence for the future generations. In this paper, an attempt to study the Korean private college libraries under the period of Japanese control is provided. The main institutions in this study are Posung College library, Chosen Christian College library (Yunhee College Library), and Ewha College Library. This study will focus to review the followings: 1. The historical background of above mentioned libraries. 2. The educational resistance under that period. 3. The comparative and analytical study of these private college libraries and Keijo Imperial University library. 4. The facilities and the basic collection development plan on the basis of presentation. 5. library services including readers services. 6. The impact of these libraries on the present private university libraries. 7. The organization and staffing pattern, and budget of these private college libraries. The followings are the outlines conclusions: 1. Korean private college libraries had been established in order to perform the educational resistance. They are one of the supporting agencies for the research activities, among the most important means of social education, and provide, no doubt, the full nutriment for hungry soul under that period. 2. These libraries have not outstripped Keijo Imperial University in collection of books as well as man power, but their collection of books coincided, in general, with their curricula, and had feature to perform the save-the-nation-movement by education. 3. The library services were appeared in the forms such as the Circulation Library, Lectures on the Use of Books and Libraries, Library Week, and Training Course for the Librarians, etc. It is thought that these activities contributed to the social and cultural development of Korea indirectly. 4. The library administration of the private colleges depended upon the director of library because of the frequent changes of staffs and the simple functional system without its middle class. 5. The Japanese Government-General in Korea gave no financial assistance to the private colleges though they were in financial difficulties more than Keijo Imperial University. 6. The ambitious ideal for foundation of universities in reality as well as in name was not achieved during that period because of the monstrous obstacle so-called the Japanese Government-General in Korea, but its ideal had a desirable effect upon these college libraries development, in particular, before and after 1935.

우리나라 대학도서관(大学図書館)에 관(関)한 고찰(考察) -1924년(年)~1941년대(年代)를 중심(中心)으로- (STUDY ON THE KOREAN UNIVERSITY LIBRARIES FROM 1924-1945)

  • "Jonkyongkak" which King, Sungjong of Yi dynasty established within Sungkyunkwan in 1475 is regarded as the first university library in Korea. On the basis of modern librarianship, however, it is desirable to recognize the fact that Keijo Imperial University Library is really the first university library in Korea. In this thesis, an attempt to study the Korean university libraries under the period of Japanese control is provided. Keijo Imperial University Library is the key institution in this study. This study will focus to review the following facts: 1) the historical background of Keijo. Imperial University Library; 2) the organization and staffing pattern, and budget of this library; 3) the acquisition policy and basic collection development plan of this library; 4) the library and other services of this library including readers services; 5) the relationship with other private college libraries; and 6) the impact of this library on the present Seoul National University Library. The followings are the outlined conclusions: 1. Japanese Government had established Keijo Imperial University Library in order to perform the colonial education policy of Korean peninsula. Furthermore, it was one of the import supporting agencies for the research activities which were necessary for Japan to govern the Southeast Asia including Korean Peninsula 2. The organization and staffing size and pattern of this library are much below to those of modern university libraries. They are somewhat below to the level which is necessary to perform the minimum basic library functions. 3. The priorities of book collection of this library are 1) humanities and social sciences especially, materials on Law are much emphasized; 2) pure sciences and 3) technologies and agriculture. Therefore, the quantity of the materials on the field of technology and agriculture is very small. 4. The acquisition policies of this library are deeply influenced by the Japanese Government's colonial policy of Korean peninsula and her aggressive policy of Chinese Continent. 5. The major contribution of this library to the present Seoul National University Library is the transfer of 550,000 volumes of books and library building, but this building is now removed according to the transfer of Seoul National University Campus. 6. The staffing pattern of this library was, however, much ahead of that times. Especially, the facts that professional librarians were eligible to be appointed as the director of this library, and they had the faculty membership including faculty rank should be highly appreciated.

제국의 식민지·점령지 지배와 '전후보상' 기록의 재인식 조선의 식민지지배·보상처리 결재구조와 원본출처를 중심으로 (Rethinking the Records of the Japan's Korean Colonial Rule and the Post-War Compensation : Focusing on the Dual Decision Making System and the Sources of the Documents)

  • 본고는 일본 제국의 식민지 지배와 '전후보상'처리와 관련하여, 일본 제국주의와 조선 식민지, GHQ와 점령지 일본에서 이루어진 결재 과정과 이 과정에서 생산된 기록 원본의 출처를 밝히는 것을 목적으로 한다. 1910년부터 1952년까지를 대상으로 역사학과 기록학의 관점에서 분석하였다. 이 연구에서는 식민지 지배와 그 처리문제를 시공간적으로 연속선상에서 파악함으로써 제국과 식민지 점령지 기록에 대한 인식의 지평을 확대할 수 있는 기반을 마련하고자 하였다. 1910년부터 1945년까지 일제의 식민지 조선에 대한 강점지배에 대한 기록과 1945년부터 1952년까지 GHQ 점령기의 '전후보상'처리에 대한 결재원본은 한국, 일본, 미국 등에 분산 보존되어 있다. 가장 큰 원인은 일본제국정부와 조선총독부, GHQ와 일본종속정부의 결재구조에 있다. 즉, 중요정책, 인사, 예산에 대한 결재는 제국 본국에서 처리되고, 그 시행에 관한 결재는 식민지 및 종속국에서 처리되는, 상명하달식 이중결재구조 때문이다. 이에 따라 결재 원본도 일국에 완결적으로 보존되는 게 아니라 제국과 식민지 종속국가에 각각 분산 보존되어 상호 보완적 관계를 갖고 있다. 특히 최근 한일간 외교문제로 부각되고 있는 강제 동원된 조선인 미불금 문제는 GHQ의 정책결정과 일본정부의 정령 시행으로 공탁처리되어, '채무'에서 '경제협력'으로 둔갑해 버렸다. GHQ-일본의 상명하달식 결재시스템에 의해, '전후보상'을 위한 기본적인 원본기록 역시 미국과 일본에 각각 분산 보존 되게 되었다. 그러므로 1910년부터 1952년까지, 일제에 의한 식민지지배와 '전후보상'을 둘러싼 문제는 의사결정 프로세스와 기록의 출처 분석 등을 통해 시간적 공간적 측면에서 구조적 종합적으로 재인식될 필요성이 있다.

통감부의 기록장악과 조선침략 (Control of Records by the Residency-General and Japanese Invasion of Joseon)

  • 이 논문은 일제가 1905년 12월에 조선에 통감부를 설치하면서 관제를 개편하고 기록을 장악해가면서 조선을 침탈해가는 과정을 고찰한 글이다. 일제는 1906년에 통감부를 설치하여 조선의 내정권을 강화해 간 후에 관제를 개편하면서 조선의 관료제를 동원하여 조선의 실상을 파악해갔다. 관제의 개편을 통하여 현용기록과 비현용기록을 관리함으로써 조선의 실상을 정확히 파악하고, 그를 바탕으로 조선의 침략을 원활히 수행해갔던 것이다. 구체적으로는 규장각의 기록을 정리함으로써 역사기록을 파악하고, 정부의 현용기록을 장악하면서 조선 내부의 취약적인 부분을 간취하고, 다른 한편으로 '시정개선(施政改善)'이라는 명분을 내세우고 개혁을 빙자하면서 조선을 침략해들어왔던 것이다. 실제의 사례를 들면 다음과 같다. 첫째 궁내부 규장각을 장악하여 규장각에 소장하고 있었던 역사기록을 정리하는 일을 수행하였다. 2년에 걸쳐 조사사업을 수행하고 대한제국의 역사기록을 정리함으로써 조선의 역사적 흐름과 그 핵심을 파악하였다. 둘째 정부의 준현용 기록을 수집 정리하였다. 그것이 본격화한 것은 1910년 8월에 대한제국이 멸망한 후였다. 대한제국의 멸망 후 정부기록을 조선총독부 취조국에서 이관받아 정리하여 조선의 상황을 파악하고 장악해갔다. 셋째 정부와 황실 재산에 관한 문건을 대대적으로 정리하여, 황실재산 중 일부를 제외하고 국유재산으로 환원시켰다.

일제강점기의 한국철도와 만주철도의 비교연구 (A Comparative Study of the Korean and Manchurian Railway Systems during the Japan Colonial Period)

  • 본 연구는 일제강점기의 우리나라 철도와 만주철도를 비교하였다. 양국철도는 공히 제국주의 철도라는 공통점을 가지고 있었지만 서로 다른 성격을 가지고 있었다. 첫째 만주철도는 정부주도하의 민간철도라는 성격을 가지고 있었다. 우리나라 철도는 철도수입위주였지만 만주철도는 철도이외에도 지역개발, 광산, 항만 운영 등 다양한 사업을 전개하였다. 두 번째 만주철도는 우리나라 철도에 비해 수익성이 좋았고, 화물위주의 수송이었다. 세 번째로 철도관료의 경우도 우리나라는 주로 정부 관료들이 임명되었지만 만주철도의 경우는 정당정치에 의한 정치가, 외교관 등 다양한 계층에서 임명되었다. 관동군으로 편입된 이후에는 군의 영향력이 컸다. 공통점으로는 제국주의 철도였기 때문에 정부정책 특히 시기적으로 철도는 군사적 목적에 활용되었다. 특히 만주철도의 경우 대륙에서의 전쟁수행이라는 면에서 직접적인 영향을 받았다고 할 수 있다. 향후 같은 시기의 일본 본토 그리고 대만과의 비교연구를 통해 동아시아 철도의 공통점과 차이점의 부각을 통해 우리나라 철도의 성격이 새롭게 조명될 수 있을 것으로 기대된다.
