Fundamental advances in the biotechnologies are exerting a profound influence on the health care, agricultural, industrial chemical, environmental, and other industrial fields. Korean government are now more and more realizing the importance of biotechnology as a main technology for the 21st century. But any technical progress is largely the result of a complex set of relationships among the firms, institutions and others involved in development. So understanding the complexity is very important to make promoting strategies and it is even critical in the field of biotechnology. The reason is that commercialization of research results in biotechnology is strongly related with the national science bases provided by academic and public institutes. And its applicable industrial sectors are very diverse. So it is very important to make a effective collaboration system among many R&D related agents. This article discusses and compares both USA and Japanese framework of national innovation systems in the field of biotechnology. The American Innovation system encourages basic research in the biological sciences, and fosters the creation of small venture firms that focus on the development of novel products. America's peculiar incentive structure, derived from its research and educational system, financial system, and regulatory environment has driven USA labs and firms to the forefront of many biotechnology fields. The Japanese institutional environment in contrast, supported the strategy of building production expertise. Firms were urged to use the new techniques as a way of leapfrogging into a second generation of bio-products, in that cost and production advantages count. But the strategy was not effective as expected and Japanese firms have remained competent but not prominent rivals. The differing situations in USA and Japan with regard to biotechnology have many suggestions for our bioindustry. In the conclusion of this article, we translate USA and Japan's experiences to some suggestions which guide for promoting Korea's biotechnology R&D and commercialization activities.
As artificial intelligence advances, major countries are actively promoting the use of intelligent robots to improve industrial productivity and enhance the quality of life. As robots become more capable of interacting with humans, they are being increasingly integrated into the human realm. Accordingly, major countries are actively implementing policies to lead intelligent robot technology and secure market leadership. We examine the status of policies related to intelligent robots in five countries: United States, China, Japan, Germany, and South Korea. These countries apply 1) government-led intelligent robot policies, 2) investments to secure core robot technologies and promote the convergence of artificial intelligence and robots, 3) programs for research and development on intelligent robots, 4) strengthened human-centered human-robot interaction and collaboration, and 5) ethics, stability, and reliability in the development and use of robot technologies. For Korea to compete with major countries and promote the intelligent robot industry, high-risk, high-performance innovation projects should be prioritized.

Purpose - This paper investigates the potential effect of the Regional Comprehensive Economic Partnership (RCEP) on trade liberalization among member countries in order to answer key questions in our research on whether the RCEP will be a cornerstone or just collaboration. Furthermore, it aims to measure the likely magnitude of the economic impact it has on its members. Design/methodology - Toward achieving research objectives, we developed a regional CGE model based on the GTAP 9 database. Findings - The simulation results show Korea, Australia, India, and Japan ranked the top countries with an average growth in GDP of 0.38 %, 0.36%, 0.29%, and 0.23%, respectively. Moreover, China and New Zealand followed with a percentage of 0.12% each. The lower economic performing group is the ASEAN group due to a contraction in GDP by 0.13%. Accordingly, there was a positive impact of the RCEP agreement on all member states, as empirically demonstrated. Furthermore, Korea is one of the countries that will benefit most from joining this agreement. Finally, this agreement is important; it has many economic benefits to member states, but it is not a cornerstone. Originality/value - The examination of the quantitative effects of tariff removal among the RCEP's countries is its value. We will address all member countries of the convention simultaneously using a regional CGE model GAMS language, where we employed a Mathematical Programming System for General Equilibrium (MPSGE) to establish a Regional CGE model. This study is directed to policymakers looking at evaluating RCEP agreement.
The Ministry of Health and Welfare of Japan has set up six research groups concerning the endocrine disrupting chemicals. One of these projects was "A study on development of testing methodology for health effects due to exposure of environmental endocrine disruptors". In this paper, three topics are described. In OECD collaboration for pre-validation of uterotrophic assay, the most sensitive response to ethnyl estradiol was noted in the ovarectomized rats treated subcutaneously for 7 days. Secondly, it was suggested that changes of the serum $\alpha_{2u}$-globulin level may be a sensitive parameter for detecting the estrogenic activities of chemicals. Finally, development of the sexually dimorphic nucleus of preoptic area in the brain oj male rats was inhibited by the treatment with estrogenic chemicals, and their masculine behaviors and reproductive abilities were impaired after sexual maturation. In conclusion, these parameters are considered to be sensitive endpoints for testing estrogenic chemicals.chemicals.

In building project, client needs to decide many things, and clients cooperate with architects, supervisors, general contractors and other consultants. Especially in construction phase, clients often make a decision. However, client's decision-making in construction phase often makes some kinds of risk. This paper aims to clarify the reality of client's decision-making in construction phase. First, client's decision-making is defined by laws and standards. Second, the questionnaire revealed the current status of client's decision-making in 4 works. Third, Fishbone diagram shows the factors of client's decision-making in four works. Finally, it was modeled how client's decision-making in construction phase affects the post-process of 4 works.

The goal of this research is to examine the recent decade-long (2000~2014) trends of national background concentrations over China, Japan, and Korea. Based on the Long-range Transboundary Air Pollutants in Northeast Asia (LTP) project, which is three-party collaboration project among three countries, we investigated the long-term trends of national background $PM_{10}$ concentrations in three countries over the recent 15 years, including the 2008 Beijing Olympic Game period. In accordance with the agreement among three countries, a total of 8 national background sites: three national background monitoring sites in China (2 sites in Dalian, and 1 in Xiamen), three sites in Korea (Ganghwa, Gosan, and Taean), and two sites in Japan (Oki and Rishiri), were chosen for the trend analysis. The results showed that Chinese background concentration recorded the highest level overall. However, the rapid declining recent trends of annual median ($50^{th}$-percentile) values were surprisingly detected since 2006 or 2007 in every site in China, with the most rapidly decreasing rate (- $18.6{\pm}10.3%$/year) over 2006~2007, and the second most rapidly decreasing rate (- $18.0{\pm}1.5%$/year) over 2007~2008. Based on the previous statistical literature, we concluded that this declining trends were due to the emission reduction of $PM_{10}$ concentrations in China for 2008 Beijing Olympic Game. In Korea, Ganghwa was also showing the decreasing trends over the recent years since 2006, which is also well accorded with the decreasing period of Chinese background concentrations. Taean also implied some impact of Beijing Olympic Game, showing small but detectable decreasing trends, while Gosan showed the increasing tendencies probably due to the near-urban influences. However, since 2012, most sites in both China and Korea showed strong increasing trends, undoubtedly implying the increasement of both emission in China and its long-range transport process toward Korea. Two sites in Japan, Oki and Rishiri recorded the lowest level of $PM_{10}$ level during whole period with the smallest deviations of measurements. Other discussions including the decade-long trends of $5^{th}$, $10^{th}$, $25^{th}$, $50^{th}$, $75^{th}$, $90^{th}$, $95^{th}$-percentiles of $PM_{10}$ background concentrations in three countries were also comparatively addressed here.

The purposes of this study are to analyze the structure of the division and its operation related to bibliographic control in national libraries and to propose several ways to strengthen its functions of National Library of Korea based upon the analysis. Literature reviews were carried for the definitions and roles of national libraries and their bibliographic control. The divisions of bibliographic control in Library of Congress, British Library, National Diet Library of Japan, the Royal Library of Denmark, and National Library of Korea were analyzed. Three methods for strengthening bibliographic control in National Library of Korea were suggested as follows: first of all, need of establishment of independent bibliographic control center, secondly, high quality of bibliographic data and collaboration with related institutions, and third, strengthening of research in the future of bibliographic control.

Though the rate of incidence of each rare disease, including mucopolysaccharidosis (MPS), is low, this is not the case if they are taken as a whole. Rare diseases often have genetic causes and vary in type. However, the signs and symptoms vary greatly by disease, making it difficult to make accurate diagnoses and conduct necessary research, which is why we believe it is a field that deserves more attention and research. It is important to establish an infrastructure of experts in each country and promote cooperation within the Asia-Pacific region in order to improve specialist training and communication. Given the need for a system of cooperation, the Asia Pacific MPS Network (APMN) was established by several MPS experts in South Korea, Japan, and Taiwan in January 2013. Thereafter, the Asia Pacific MPS Registry (APMR), an electronic remote data system, was established by the APMN. Then, the Association for Research of MPS & Rare Diseases (ARMRD), an academic society that supports research on MPS and other rare diseases, was established by President Dong-Kyu Jin in April in 2015. The main task of the ARMRD is to support APMN-related work. The ARMRD published a uniform guideline that reflects the characteristics and circumstances of local patients through the Korean MPS Expert Council. Now, the APMN, APMR, and the annual Korean MPS Symposium are supported by ARMRD. Organizations like the APMN and APMR are necessary because international cooperation and collaboration are needed to conduct clinical trials on those diseases. ARMRD members hope to encourage the interest of experts and researchers of MPS & rare diseases as well as active participation in the research and treatment of patients suffering from rare diseases, including MPS, to ultimately improve the quality of life of the patients as well as their families.

This article underscores the importance of integrating comprehensive palliative care for noncancer patients who are undergoing hemodialysis, with an emphasis on the aging populations in Asian nations such as Taiwan, Japan, the Republic of Korea, and China. As the global demographic landscape shifts towards an aging society and healthcare continues to advance, a marked increase has been observed in patients undergoing hemodialysis who require palliative care. This necessitates an immediate paradigm shift to incorporate this care, addressing the intricate physical, psychosocial, and spiritual challenges faced by these individuals and their families. Numerous challenges impede the provision of effective palliative care, including difficulties in prognosis, delayed referrals, cultural misconceptions, lack of clinician confidence, and insufficient collaboration among healthcare professionals. The article proposes potential solutions, such as targeted training for clinicians, the use of telemedicine to facilitate shared decision-making, and the introduction of time-limited trials for dialysis to overcome these obstacles. The integration of palliative care into routine renal treatment and the promotion of transparent communication among healthcare professionals represent key strategies to enhance the quality of life and end-of-life care for people on hemodialysis. By embracing innovative strategies and fostering collaboration, healthcare providers can deliver more patient-centered, holistic care that meets the complex needs of seriously ill patients within an aging population undergoing hemodialysis.
This study conducted comparative study on autonomous car's industry policy and corporate strategy of US, China, Germany, Japan and Korea. By analyzing core technologies and industry paradigm shifts of autonomous car industry, I was able to figure out autonomous car has high potential to be dominant transportation in the future and it is important to construct core competency in technology area. The meaningful findings by analyzing various primary and secondary data are as followings: First, in case of US, Google was leading autonomous car industry by developing its own OS and Platform. US government has been actively supporting and interacting with private firms and Universities for stimulating industry/technology convergence and establishing standard. Second, in case of Germany, autonomous car development was leading by several auto makers such as Mercedes, BMW in Hardware and manufacturing area, and German government was focusing on deregulations for private company. Third, in case of Japan which quite similar with German situation, they were both independently developing technology and expanding alliances with MNCs. And Japanese government was supporting triple helix system construction between local companies and universities. Fourth, in case of China, autonomous car industry was leading by IT companies, and various cooperations between IT companies and automakers were established. Chinese government was regulating foreign companies and supporting domestic companies both in market and technologies Last, in Korean case, the active and extensive alliances were lacking in Korean companies while strategic and strong government supports were missing in public sector. For competing with other countries and players, more active collaboration between different countries and strong policy supports are needed in Korean auto industry.
