J 빌리지가 위치한 후쿠시마현은 동경전력의 원자력발전소 2개소가 입지하고 있으며, 발전소 입지에 적극적으로 협력한 지자체에 대해서는 전원3법 같은 정부 차원의 교부금 지원과는 별도로 전력회사에서 지역활성화를 위한 각종 투자사업을 직접 벌이고 있는데, J 빌리지는 그 대표적인 사례로 꼽을 수 있다.

당근은 미나리과에 속하는 직근성 채소로서 비타민A가 다량 함유된 건강식품으로 우리나라에 6,000㏊ 내외로 재배되고 있다. 재배지역은 우리나라 전체 재배면적 중에서 남제주군 지역이 44.5%, 경남 김해, 양산지역이 16.1%, 강원 평창지역이 11.1%를 점유하고 있으며 총 재배면적의 70% 이상이 주산단지 화되어 있어 기계화가 용이한 작목이다. 당근재배에 있어서 10a당 작업단계별 노동투하시간을 보면 전체 100.2시간으로 경운정지, 방제작업만 기계화가 이루어지고 대부분 인력에 의존하고 있는 실정이다. (중략)

This study analyzed the regional current status of city J which has growth potentials of regional information, its necessity and the characteristic of the regional information for this area. The development plans of contents on the regional information based on the construction of the information infrastructure, are proposed to the important fields such as the fields of administration, industry and life information. We have also studied such as the development contents, process, providing of service, evaluation, interaction among the contents, demanders of service and providers of service related to their contents. Therefore proposal to the development plans of contents for the regional information, is able to be brought into much spread of regional information and will contribute to the development of regional information as well as get more competitive regional power.

지역경제의 성장과 혁신은 국가경쟁력 강화를 위한 중추적인 요인이다. 본 연구는 ICT산업인프라가 집적된 대구 및 경북지역의 ICT산업의 현황을 살펴보고, 혁신가치사슬 개념을 적용하여 지역혁신역량을 평가하기 위한 분석도구를 제시하였다. 지역혁신가치사슬은 지역경제 활성화와 국가경쟁력 향상에 영향을 미치는 지역혁신역량을 평가하는 도구로, 지역혁신체제의 인적, 물적, 제도적 인프라와 자원을 포함하는 개념이다. 지역단위의 혁신역량 분석은 지역 내의 혁신자원의 수준을 파악하고 혁신프로세스를 평가하는 데 필요하다. 그러나 대부분의 지역혁신역량에 관한 연구들이 혁신의 투입과 산출단계에 중점을 두고 있어, 본고에서는 전환단계를 포함한 혁신프로세스에 대한 통합적인 분석을 하였다. 이러한 지역 혁신가치사슬은 다른 지역 및 국가 단위 혁신체제에도 일반화하여 적용이 가능할 것으로 기대된다.

상대적으로 유역의 관측 자료가 충분하지 못하거나 검증되지 않았을 경우 미계측 유역으로 정의되며 수문모형의 매개변수 검정을 할 수 없으므로 다른 방법을 고안해야 한다. 이를 위해 기존 연구에서는 지역적 특성을 고려한 지역회기분석을 통해 미계측 유역의 유량을 산정하였는데, 대부분 유역의 특성과 연 평균 유출량 자료의 관계를 이용한 회귀식으로 실시간 유량의 변화를 고려하기 어려웠다. 본 연구에서는 개념적 강우-유출모형으로 많이 사용되고 있는 개념적 수문모형인 GR4J의 매개변수에 대해 미계측 유역의 특성을 고려한 변수들을 이용하여 회귀식을 구하고 그 적용성을 평가하였다. 이를 통해 미계측 유역의 유량 시계열 자료를 생성할 수 있었다. 또한 IPCC에서 발간한 AR5의 RCP 4.5 시나리오를 적용하여 미래 유출량을 산정하였다. 우선 지역회귀분석을 적용하기 위해 수문모형을 이용한 계측 유역의 유출량을 구하였으며 22개의 전국 댐 상류 지점을 기준으로 SCE 알고리즘을 이용하여 GR4J의 최적 매개변수를 구하고 각 유역별로 물리적, 지형적, 기상학적 특성을 고려하여 11개의 변수를 선택하였다. 각 변수간 다중공선성(Multicollinearity)를 고려하기 위해 VIF(Variation Inflation Factor) test를 적용하여 최종 7개의 변수를 선정하고 단계별 회귀방법(Stepwise regression)을 이용하여 GR4J의 매개변수별 회귀식을 생성하였다.

This study calculated the relative importance between evaluation factors of websites focused on culture and tourism in J region by 3C_D_T evaluation model of website. That is, this paper was analyzed by AHP (analytic hierarchy process) and calculated the relative weights and preference. In conclusion, this study showed that content was the most important factor and proposed the improvement planning through sensitivity analysis.
