Purpose: Recent advances in computer and mobile technologies have brought increasing usages of IT technology in nursing research across nursing fields. Despite the increasing usages, there has been little discussion on methodological issues involved in nursing research using IT technology. This is a discussion paper to identify methodological issues in IT technology-based nursing research. Methods: An analysis was done using content analysis on research team meeting minutes and research team members' research diaries in a clinical trial that tested the efficacy of a technology-based intervention. First, several major categories of IT technology-based nursing research are concisely summarized. Then, the method that was used for this analysis is presented. Results: The findings are presented as themes reflecting methodological issues in IT technology-based research: (a) difficulties in recruitment due to necessary technology literacy; (b) facilitating recruitment through allowing the use of multiple languages; (c) participants' preferences for specific IT technology; (d) efforts needed to ensure technological security; (e) participants' preferences for design; and (f) necessary considerations on timing. Conclusion: Finally, future directions for nursing research using IT technology are proposed based on the identified issues.
Objective: The aim of this study is to describe several issues which should be considered in the human reliability analysis of soft control operations in nuclear power plants. Background: The operational environment of advanced main control rooms is totally different from that of conventional control rooms. The soft control is one of the major distinguishable features of the advanced main control rooms. The soft control operations should be analyzed to estimate the effects on human reliability. Method: The literatures, about task analysis, simulation data analysis, and a human reliability analysis method for the soft control, were reviewed. From the review, important issues for the human reliability analysis of the soft control were raised. Results: The results of task and simulation data analysis showed that the soft control characteristics could have large effect on human reliability and they should be considered in the human reliability analysis of the soft control operations. Conclusion: The soft control may affect human error and performance of operators. The issues described in this paper should be considered in the human reliability method for the advanced main control rooms. Application: The results of the soft control operation analysis might help to design more efficient interface and education/training program for preventing human errors. The described issues might help to develop a human reliability analysis method for soft control operations.

This paper explores not only emerging scientific problems but also the difficulties communicating air quality issues into an increasingly sensitive the public and policy arena. The public understanding and trust in air pollution information and indices may be very different to the notions of validity or accuracy that are important for a scientist. We operate in a world where openness requires us to reveal both the difficulties and disagreements in our understanding of the polluted atmosphere. Yet this can be confusing and increase complexity in situations where clear political and social decisions are required. I am going to examine these issues, starting with questions of what substances we regard as pollutants and the difficulties of getting the correct balance of concern given the broadening the base of chemicals emitted to the environment. There are also questions of exposure particularly in terms of vulnerable populations, who may spend large amounts of time indoors, where air is rarely monitored. In contemporary society there are pollution problems that extend far beyond urban areas and we have to consider regional issues such as windblown dusts, smoke from forest fires along with issues of the emission of green house gases and ozone depleting substances. Finally I will discuss the issues of communicating with a concerned public and sceptical politicians and the troubling interface between technological and sociological control. Such complexity is often missed in a maze of seemingly stronger political and social needs.
This study categorized consumer groups by their life styles and examined the differences in preferences for and satisfaction with retailing stores. The results of this study are summarized as below: First, consumers' satisfaction level was most high in department stores, and discounting stores, internet shopping malls, and home shopping channels took the next in order. Traditional Korean stores, on the other hand, were the last. Overall, preference level was high in discounting stores, department stores, and internet shopping malls in order. Second, the singles and the elderly tended not to be interested in societal issues and concentrate on consumption only. Third, the more interested they get in consumption, the more consumers prefer department stores, and consumers who are neutral in societal issues and consumption were more likely to prefer traditional Korean stores. In addition, those who participate in societal issues and concentrate on consumption preferred discounting stores, convenient stores, and home shopping channels in order. On the other hand, consumers who are more interested in societal issues and less concentrate on consumption were less satisfied with discounting stores and department stores, but more satisfied with internet shopping malls. Consumers less participating in societal issues and concentrating on consumption were more likely to be satisfied with department stores, but less with traditional Korean stores.
The information system fields of spatial applications have rapidly grown during the last decade in Korea. Spatial data has been produced for a variety of systems without common standards until national GIS Committee defined the data exchange formats among spatial databases in the middle of 1990's. It aimed at promoting data sharing between the different systems in similar application fields. However, a considerable number of databases built prior to the introduction of the standards are not yet standard compliant but still play the roles of the main producers/consumers in the data collection field such as early developed huge AM/FM systems maintained by governmental organizations. The strong autonomy of these databases keeps their own data models, formats and descriptions from being standardized, which leads the sharing to a more difficult stage. Sharing is another way of data acquisition with least efforts and time away from direct collection. A data clearinghouse is the core module which directs users to the relevant data resources. The contents of datasets should be described with predefined metadata standards for precise indexing. Moreover, a number of technical problems have to be resolved for the common use of data between heterogeneous spatial database systems. However, the technical issues can be covered by the present information technologies. The difficulties persist in the political/institutional issues. Institutional issues are derived from the diverse sources such as political background, governmental policies, related laws and/or regulations. The paper will firstly make an analysis of current situation in terms of Korean policies, laws and regulations, secondly abstract the institutional issues from the situation analysis, lastly present guidelines for promoting spatial data sharing in Korea.
The energy produced by wind power generation is a clean energy product because it is acquired by using renewable resource. Wind power plants("wind farms), in Korea, have been built and operated as 345.6MW facilities from 2001 until now 2009. Nevertheless, environmental issues regarding construction of wind power plants have arisen. accordingly it is time to consider the environmental and social issues of wind power in accordance with the government's policy objectives of increased wind power production. In this study, we investigated the influence that noise and low frequency noise caused by Wind power plants have on neighborhood and residents. We also sought solutions to these issues. In order to analyze the issues of wind power facilities, we compared and examined precedents and the solutions for noise and low frequency noise in Europe, the United states and Japan. We intended to examine the influences of wind power facilities and propose alternative in dealing with these issues.
The development and maintenance of human capacity in economies is critical to long term competitiveness, but also for the overall health and environment of regions. Yet, human science and technology-based capacity is multidimensional and has interrelated characteristics which present certain policy challenges. This paper addresses a range of issues specific to a discussion on human capacity in S&T. First, the paper emphasizes the importance of acknowledging the complexity of human capacity issues and how they evolve along the STEM (science, technology, engineering, and mathematics) pipeline. The pipeline is an often used reference to describe the training and development in STEM disciplines, from early childhood education, to more advanced training, and finally to professional collaboration and interaction and serves as a useful organizing framework for the discussion of capacity along the career evolution process. Second, the paper offers an organizing framework for discussion of policy mechanisms that have been developed to address issues and gaps that occur along this STEM pipeline. Specifically, it contrasts the traditional mechanisms of building human capacity in STEM areas with newer "gap filling" and integrated approached to addressed human capacity disparities and priorities. Third, the paper addresses core challenges in human capacity in STEM, including the education and training, participation of women and underrepresented groups, brain drain/brain circulation issues, and the globalization of science. The paper concludes with a discussion of policy implication for the development of human capacity.
Rapid development of computer and telecommunication technology brought out the expansion of electronic commerce which is the new type of business transaction. Offline transaction can lead to problems and disputes the same is for cyberspace transactions. However ADR is not meet for the online transaction for speed, cost and open network system, ODR methods to resolve electronic commerce conflicts is crucial for building confidence and permitting access to justice in an online business environment. And ADR refers to processes other than judicial determination in which an impartial person assists those in a dispute to resolve the issues between them. ODR refers to ADR processes assisted by information technology, particularly the internet. ODR has been available since 1996. Its development can be as passing through three broad stages : hobbyist, experimental, entrepreneurial, institutional phrase. Also, ODR has adapted a range of traditional ADR for use online, including arbitration. mediation. facilitated negotiation and case appraisal. Mediation and arbitration have been the most prevalent forms of ODR. ODR is the burgeoning field and has created a new issues. All such issues which have been debated in the ADR are composed with ODR. But these are not limited. Some of issues are further complicated by the nature of the online environment such as confidentiality and principle of parties. Finally electronic commerce now takes place on the Internet, it is inevitable that the commercial world wants access to dispute resolution process that best suits the new commercial environment. ODR methods are processing for development and legal issues are considered by both national and international authorities.
Case-Based Reasoning(CBR) offers a new approach for developing knowledge based systems. CBR has several research issues which can be divided into two categories : (1) static issues and (2) dynamic issues. The static issues are related to case representation scheme and case data model, that is, focus on casebase which is a repository of cases. The dynamic issues, on the other hand, are related to case retrieval procedure and problem solving process, i.e. case adaptation phase. This research is forcused on retrieval procedure Traditional query processing accepts precisely specified queries and only provides exact answers, thus requiring users to fully understand the problem domain and the casebase schema, but returning limited or even null information if the exact answer is not available. To remedy such a restriction, extending the classical notion of query answering to approximate query answering(AQA) has been explored. AQA can be achieved by neighborhood query answering or associative query answering. In this paper, neighborhood query answering technique is used for AQA. To reinforce the CBR process, a new retrieval procedure(cooperative CBR) using neighborhood query answering is proposed. An neighborhood query answering relaxes a query scope to enlarge the search range, or relaxes an answer scope to include additional information. Computer Aided Process Planning(CAPP) is selected as cooperative CBR application domain for test. CAPP is an essential key for achieving CIM. It is the bridge between CAD and CAM and translates the design information into manufacturing instructions. As a result of the test, it is approved that the problem solving ability of cooperative CBR is improved by relaxation technique.
Factual issues in most patent litigation are related to very complicated techniques. Thus, the courts has emphasised that the technology in dispute has to be read and understood through the eyes of a person to whom it is directed. Therefore, among the various processes in federal litigation, most litigation in the field of patent infringement relies on at least some expert evidence. This paper focuses on issues regarding patent dispute evidence, and explore whether there are unresolved issues in evidential rules and procedures of patent proceedings. Further, this paper seeks to demonstrate that both the parties and the courts in patent disputes generally benefit from the current evidence system. However, in a number of Australian cases, the scope of expert evidence in patent cases has been strictly limited. Australian Government identified uncertain issues associated with the present patent enforcement system, due to factors such as a low level of knowledge about what patent rights entail, the high degree of uncertainty of outcome in legal proceedings, etc. Arbitration shall be reviewed and suggested as an alternative to tackling the ongoing problems in the trial system.
